Inclusion or Exclusion? Trade Union Strategies and Labor Migration This research identified and analyzed immigration-related strategies of the Finnish Construction Trade Union (FCTU) and the Service Union United (SUU); e.g. how the unions react to labor immigration, whether unions seek to include migrants in the unions, and what is migrants’ position in the unions. The two unions were chosen as the focus of the research because the workforce in the sectors they represent is migrant-dense. The study also analyzed the experiences that migrants who work in these sectors have with trade unions. The Estonian labor market situation –including the role of Estonian trade unions– was also examined as it has a considerable impact on the operating environment of the FCTU. The results of the study indicate that immigration is a contradictory issue for both unions. On the one hand, they strive to include migrants as trade union members and to defend migrants’ labor rights. On the other hand, they, together with their umbrella organization the Central Organisation of Finnish Trade Unions (SAK), seek to prevent labor immigration from outside the EU and EEA countries. They actively defend current labor immigration restrictions by drawing atten- tion to high unemployment figures and to the breaches of working conditions migrants encounter. In contrast, the employer organizations promote a more liberal state policy on labor immigration because they see it as a boost for business. Both the unions and the employer organizations ground their arguments on national interest. However, the position of the trade union movement is not uniform: unions belonging to the Confederation of Unions for Professionals and Managerial Staff in Finland (Akava) embrace more liberal labor immigration stances than the SAK. A key trade union strategy is to try to guarantee that migrants’ working condi- tions do not differ from those of the natives. The FCTU and the SUU inform migrants about Finnish collective agreements and trade union membership in the most common migrant languages. This is important for the unions because it is not in their interest that migrants’ working conditions are undercut. The interviewed migrants said that natives had more negotiating power with employers, which is often negatively portrayed in migrants’ working conditions. Migrants perceive that trade unions have an important role in protecting their working conditions. However, they stressed that migrants’ knowledge of unions is often very limited. The number of migrants in both two unions studied here is increasing. Espe- cially in the SUU, a considerable proportion of the new members are migrants. The FCTU is in a more challenging situation than the SUU because migrant construc- tion workers often work only for short periods in Finland and are consequently not interested in becoming union members. The unions’ strategies partly differ: the FCTU was the first Finnish trade union to establish a trade union branch/lo- cal for migrant members. The goal is to facilitate migrants’ inclusion in the union and to highlight the specific problems they face. The SUU, for its part, insists that such a special strategy would exclude migrants within the union organization. Despite the unions’ strategies, migrants are still underrepresented as union members and officials, which some of the interviewed migrants saw as a problem. Immigrants’ perception of trade unions was pragmatic: they had joined unions when membership yielded concrete benefits. In spite of the unions’ strategies, migrants –and temporary migrants– encoun- ter specific problems in terms of working conditions. Both unions demand more state intervention to protect migrants’ labor rights because overseeing working conditions consumes union resources. However, without the unions’ intervention, these problems would be more common than is currently the case. For instance, some of the interviewed migrants had received trade union assistance in claim- ing unpaid wages. The study demonstrated with the help of building on Walter Korpi’s power resources theory, that immigration is a power resource issue for the unions: suc- cessful immigration-related strategies strengthen unions –and vice versa. The research also showed how the unions’ operating environments constrain and enable their immigration-related strategies. This study has illuminated a previously ignored dimension: the immigrant- inclusive strategies of the Finnish trade unions. The research material consists of 78 qualitative interviews, observation in trade union events, and trade unions’ and employer organizations’ public state- ments.

Internet of Things (IoT) technologies are developing rapidly, and therefore there exist several standards of interconnection protocols and platforms. The existence of heterogeneous protocols and platforms has become a critical challenge for IoT system developers. To mitigate this challenge, few alliances and organizations have taken the initiative to build a framework that helps to integrate application silos. Some of these frameworks focus only on a specific domain like home automation. However, the resource constraints in the large proportion of connected devices make it difficult to build an interoperable system using such frameworks. Therefore, a general purpose, lightweight interoperability framework that can be used for a range of devices is required. To tackle the heterogeneous nature, this work introduces an embedded, distributed and lightweight service bus, Lightweight IoT Service bus Architecture (LISA), which fits inside the network stack of a small real-time operating system for constrained nodes. LISA provides a uniform application programming interface for an IoT system on a range of devices with variable resource constraints. It hides platform and protocol variations underneath it, thus facilitating interoperability in IoT implementations. LISA is inspired by the Network on Terminal Architecture, a service centric open architecture by Nokia Research Center. Unlike many other interoperability frameworks, LISA is designed specifically for resource constrained nodes and it provides essential features of a service bus for easy service oriented architecture implementation. The presented architecture utilizes an intermediate computing layer, a Fog layer, between the small nodes and the cloud, thereby facilitating the federation of constrained nodes into subnetworks. As a result of a modular and distributed design, the part of LISA running in the Fog layer handles the heavy lifting to assist the lightweight portion of LISA inside the resource constrained nodes. Furthermore, LISA introduces a new networking paradigm, Node Centric Networking, to route messages across protocol boundaries to facilitate interoperability. This thesis presents a concept implementation of the architecture and creates a foundation for future extension towards a comprehensive interoperability framework for IoT.

Abstract Food production within the context of solidarity economy is an alternative way to offer employment and income for a significant part of the Brazilian population. The purpose of this study was to carry out a business diagnosis in order to evaluate the facilities, the production process and hygiene practices of seven solidarity economy enterprises located in the city of Novo Hamburgo, Southern Brazil, that work with food production and sales. Visits took place at the enterprises and a check-list was used to record data. Although food production happens in places with space and setting restrictions, it guarantees distinctive foods with aggregate value, where handlers follow the whole process, from raw materials selection to sales. Basic hygiene principles are followed, as they guarantee the production of food with quality, which contributes towards income generation for participating families. Specific laws that apply to the characteristics and needs of small-scale food production must be written in order to regulate solidarity economy enterprises.

Tässä työssä tarkastellaan matkaviestinliikenteen yhteensovittamista Venäjän satelliittimaa-asemien kanssa taajuusalueella 3600 - 4200 MHz. Tutkimusmenetelminä ovat kirjallisuuskatsaus sekä häiriölaskennat. Tulosten perusteella taajuusaluetta ei voida käyttää vapaasti matkaviestinverkoille Suomessa, koska tukiasemat voivat aiheuttaa häiriöitä Venäjällä sijaitseville satelliittimaa-asemille pitkienkin matkojen päästä. Paras ratkaisuvaihtoehto tähän olisi Suomen ja Venäjän välinen sopimus taajuuden käytöstä ja sitä koskevista rajoitteista. Toinen vaihtoehto on käytön suunnittelu ja taajuuskoordinointi tapauskohtaisesti kunkin matkaviestinverkon tukiaseman osalta.

This thesis reviews the role of nuclear and conventional power plants in the future energy system. The review is done by utilizing freely accesible publications in addition to generating load duration and ramping curves for Nordic energy system. As the aim of the future energy system is to reduce GHG-emissions and avoid further global warming, the need for flexible power generation increases with the increased share of intermittent renewables. The goal of this thesis is to offer extensive understanding of possibilities and restrictions that nuclear power and conventional power plants have regarding flexible and sustainable generation. As a conclusion, nuclear power is the only technology that is able to provide large scale GHG-free power output variations with good ramping values. Most of the currently operating plants are able to take part in load following as the requirement to do so is already required to be included in the plant design. Load duration and ramping curves produced prove that nuclear power is able to cover most of the annual generation variation and ramping needs in the Nordic energy system. From the conventional power generation methods, only biomass combustion can be considered GHG-free because biomass is considered carbon neutral. CFB combusted biomass has good load follow capabilities in good ramping and turndown ratios. All the other conventional power generation technologies generate GHG-emissions and therefore the use of these technologies should be reduced.

Transparency: Bacen versus BoE. The aim of this paper is to compare the degree of transparency of the Brazilian Central Bank (Bacen) with the one verified in the Bank of England (BoE). In order to accomplish this objective, an indicator of transparency is built based on the information that each central bank provides to the public about its monetary policy, its expectation about the future of the economy, its intervention in the financial market, and if there are clear limits and restrictions to the release of information to the general public. The analysis suggests that the Bacen is less transparent and has a less individualistic Monetary Policy Committee in comparison with the BoE. Moreover, it indicates some procedures that could be adopted by the Bacen in order to make its monetary policy more transparent.

The thesis interprets the caveat of Article 194(2) TFEU in order to assess the use of the Article as a legal basis for energy provisions provided by the European Union. The research subject is the Energy Title in the Treaty of the Functioning of the European Union and the possibilities of the application of the legal basis provided therein. The purpose is analysis of the possibilities for providing of provisions within the scope of the caveat found in Article 194(2) TFEU with special regard to the possibilities of providing renewable energy legislation. The purpose of the thesis is on one hand to provide an overview of the premises for providing of energy provisions in the EU, and on the other hand to analyse the Treaty text in order to determine the legal basis for energy provisions. The ultimate objective is to determine the correct legal basis for renewable energy provisions, aimed at the mitigation of climate change. According to Article 194(2) TFEU, the practice of the shared legislative powers in the field of energy are restricted by the retention of certain energy matters within the power of the Member States. The wording of the caveat containing the restrictions is open to interpretation and has been a subject of extensive discussion. Many scholars have argued that the caveat in Article 194(2) TFEU might obstruct decision-making in energy matters. This argument is contested, and the factual impact of the codification of the energy competences is analysed. The correct legal basis for energy provisions depends on the final interpretation of the text of the caveat and the level of significance of the effect of the measure. The use of Article 194(2) TFEU as a legal basis might not be the only option. There is a possibility that the legal bases within the Environmental Title might be used as legal bases for energy provisions in addition to Article 194(2) TFEU.

The Brazilian economy pulled by the aggregate demand. This article aims to present the demand-led growth theory and some empirical evidences for a demand-led growth regime in Brazil. First of all, we will do a brief review of the theory of demand led-growth, based in the seminal work of Kaldor (1988), for whom long-run growth is determined by the growth rate of consumption expenditures and the growth rate of exports. Based in the empirical methodology developed by Atesoglu (2002), we run some econometric tests for the hypothesis of demand-led growth for Brazilian economy. The results of such tests shown that near of 85% of GDP growth in Brazil in the period 1991-2005 is explained by variables at the demand side of the economy. Besides that, based in the methodology developed by Ledesma and Thirwall (2002), we shown that natural rate of growth for Brazilian economy is endogenous, increasing during boom times. This means that appears to be no restrictions in the supply side of the economy for a faster growth of Brazilian economy. Finally, we argue that a necessary condition for a sustained growth of Brazilian economy is the adoption of a export-led growth model. For such it is necessary to put an end on the actual over-valuation of real exchange rate.

Theories of international trade: a debate on the relationship between economic growth and foreign market insertion. The paper analyzes the importance accorded to the high technology industry sector in the process of economic growth, in its relation to international trade. Considering at first liberal arguments that disregard productive and commercial specialization as a cause of unequal economic development, the paper discusses then some institutionalist and evolutionist arguments which, since List, stress that high technology specialization matters for the rate of increase of productivity and for the surmount for foreign exchange restrictions to growth.

In order to halt the depletion of global ecological capital, a number of different kinds of meetings between Governments of countries in the world has been scheduled. The need for global coordination of environmental policies has become ever more obvious, supported by more and more evidence of the running down of ecological capital. But there are no formal or binding arrangements in sight, as global environmental coordination suffers from high transaction costs (qualitative voting). The CO2 equivalent emissions, resulting in global warming, are driven by the unstoppable economic expansion in the global market economy, employing mainly fossil fuel generated energy, although at the same time lifting sharply the GDP per capita of several emerging countries. Only global environmental coordination on the successful model of the World Band and the IMF (quantitative voting) can stem the rising emissions numbers and stop further environmental degradation. However, the system of weighted voting in the WB and the IMF must be reformed by reducing the excessive voting power disparities, for instance by reducing all member country votes by the cube root expression.

The aim of this study is to analyze the current state of the Mexican economy in the face of the international crisis. Two questions are asked: Is the international crisis over? Is the Mexican economy strong and resilient enough to face the crisis in the eurozone? The first of these questions is answered in the first part. The answer to the second question is discussed in the second part of this study. Also examined are the large number of short, medium and long term problems that the Mexican economy will have to face in 2012 and perhaps 2013.

Raskaankaluston ajoneuvojen aerodynaaminen kehitys on kulkenut väärään suuntaan jo vuosisadan verran ja niiden muodon määräävä tekijä on kuljetustilan maksimointi ja toi-minnallisuus. Lähiaikoina on astumassa EU:ssa uusi direktiivi voimaan, joka sallii lisämas-san käyttämisen aerodynaamisiin lisäosiin. Työn tarkoituksena on tutkia mahdollisuuksia parantaa hakeperävaunun aerodynamiikkaa yksinkertaisilla lisäosilla. Työ on rajattu koskemaan perävaununetuosaan, -sivuosaan ja -pohjaan. Lisäksi rajoitteita asettaa Suomenlainsäädäntö ja EU:n direktiivit. Työssä perehdytään ilmanvastusvoiman syntymekanismeihin raskaankaluston ajoneuvojen kannalta ja käydään läpi merkittävimmät vaikuttavat tekijät ilmanvastusvoimiin sekä kuorma-auton perävaunun eri muotojen ja osien vaikutus. Perävaunuun asetettavien il-manohjaimien vaikutukset ja toiminta selvitetään. Avainasemassa hakeperävaunun aerodynamiikan parantamisessa on ilmavirtauksen estä-minen perävaunun alle sekä etupuolelta. Lisäksi virtausten muuttamien perävaunun takana on hyödyllistä. Merkittävimmät hyödyt saadaan niistä ratkaisuista, jotka estävät ilman virtausta perävau-nun alle sekä renkaisiin. Näitä ratkaisuja olivat sivuhelmat ja pohjan sekä renkaiden kote-lointi. Lisäksi ilmavirtauksen estäminen perävaunun edestä tuotti merkittävää hyötyä. Levy perävaunun välissä tai koko välin peittämällä saadaan aikaan huomattavaa vähenemistä ilmanvastuksessa.

Tutkielman aiheena on 1. kesäkuuta 2007 voimaan tullut Euroopan unionin REACH-asetus (Registration, Evaluation, Authorisation and Restrictions of Chemicals eli kemikaalien rekisteröinti, arviointi ja lupamenettelyt), jonka tavoitteena on varmistaa terveyden- ja ympäristönsuojelun korkea taso, tehostaa Euroopan unionin kemianteollisuuden kilpailukykyä ja taata tavaroiden vapaa liikkuvuus Euroopan unionin sisämarkkinoilla. Asetuksen tuoma keskeinen muutos oli, että se asettaa vastuun kemikaalien turvallisuuden todistamisesta viranomaisilta teollisuudelle. Asetuksella perustettiin Euroopan kemikaalivirasto, jonka tehtävänä on auttaa yrityksiä noudattamaan lainsäädäntöä, edistää kemikaalien turvallista käyttöä, antaa tietoa kemikaaleista ja puuttua huolta aiheuttavien kemikaalien tilanteeseen. Tutkielmassa tarkastellaan asetuksen tuomia muutoksia Euroopan unionin kemikaalisääntelyyn. Tutkielman tavoitteena on tarkastella, millaisia ohjauskeinoja asetukseen sisältyy, miten asetuksen erityistä huolta aiheuttaville aineille tarkoitettu lupamenettely toimii, mikä on ennalta varautumisen periaatteen merkitys asetuksessa ja miten riskinarviointi on asetuksessa toteutettu. Tutkimusmenetelmä on lainopillinen ja sääntelyteoreettinen. Keskeisenä lähdeaineistona on oikeustieteellinen kirjallisuus ja aikakausijulkaisut.

Tämän kandidaatintyön tarkoituksena on käsitellä tuotteen identifiointia. Työssä määritellään mitä tuotteen identifiointi tarkoittaa käsitteenä ja mitä teknologiaa on identifioinnin takana. Työn tärkein anti on konkreettiseen kohdeyritykseen sovellettavien tuotteen identifiointimenetelmien esitteleminen, vertaileminen ja soveltuvimman menetelmän valitseminen. Työssä etsitään soveltuvinta tuotteen identifiointimenetelmää kohdeyrityksen tuotantolinjan vaatimin rajauksin. Tärkeimpiä rajauksia kohdeyrityksen tuotantoon etsittävään menetelmään ovat tuotteen identifioinnin sähköistäminen ja automatisointi. Näiden rajauksien puitteissa kolmeksi tutkittavaksi menetelmäksi on valikoitunut RFID-menetelmä, RuBee-menetelmä ja viivakoodimenetelmä. Näistä jokaisesta menetelmästä esitellään työssä niiden ominaisuudet, laitteistot ja yritysesimerkki, missä käytetään kyseistä menetelmää. Menetelmien ominaisuuksien avulla työssä vertaillaan niiden soveltuvuutta kohdeyrityksen tuotantolinjastoon sen vaatimuksineen. Työssä esiintyvien menetelmien ominaisuuksien vertailua suoritettiin tietyin painoarvoin. Identifiointimenetelmien ominaisuudet ovat hyvin erilaisia ja painoarvottamalla ominaisuuksia on saatu soveltuvin menetelmä kohdeyritykseen. Kohdeyritykseen soveltuvimmaksi menetelmäksi on valittu viivakoodimenetelmä sen ollessa kustannustehokkain kohdeyrityksen tuotannon rajauksien puitteissa.
