Prefeitos das capitais brasileiras gostariam de mudar a proposta de reforma tributria do atual projeto de Constituio e se reuniram com os deputados Fernando Bezerra (PMDB-PE) e Jos Serra (PMDB-SP), Relatores da Subcomisso e Comisso de Tributos, para sugerir mudanas. Saturnino Braga, Prefeito do Rio de Janeiro, diz que os prefeitos apiam a proposta do anteprojeto, mas desejam algum benefcio imediato para o ano de 1988. O Partido Comunista Brasileiro (PCB) abre seu 8 Congresso Extraordinrio, que debater teses da Constituinte e ir propor a fuso das centrais sindicais. O PMDB tambm realiza uma Conveno Nacional decisiva, pois o partido dir o que quer ver escrito na nova Constituio e os convencionais devero se manifestar sobre o mandato presidencial e sobre o sistema de governo. O Senador Iram Saraiva (PMDB-GO) gostaria que todas as votaes importantes da Assembleia Nacional Constituinte (ANC) fossem transmitidas ao vivo pelas emissoras de rdio e de televiso e j apresentou uma proposta para que essas transmisses sejam obrigatrias. Vrias entidades foram s ruas coletar assinaturas para as emendas populares. Cidados opinam sobre a importncia dessas emendas. Segundo dados do Centro de Acompanhamento da Constituinte da Universidade de Braslia - UNB, cerca de quarenta emendas populares esto circulando pelas cidades brasileiras. O Senador Francisco Rollemberg (PMDB-SE) relata a importncia da manisfestao do povo com relao aos temas da Constituinte.

O Relator Bernardo Cabral (PMDB-AM) e os relatores adjuntos da Comisso de Sistematizao da Assembleia Nacional Constituinte (ANC) definiram que, no anteprojeto, o sistema de governo ser o parlamentarismo. O Senador Fernando Henrique Cardoso (PMDB-SP) comenta que a Constituio vai manter determinados direitos dos trabalhadores que so comuns em vrios pases adiantados, como a proibio de demisso imotivada. Ele espera tambm que seja encontrada uma formulao mais aceitvel na reforma agrria e diz que o anteprojeto vai manter a existncia de entidades profissionais como o SESC e SENAC. Sesso extraordinria debate a questo do voto, proporcional ou distrital. O Deputado Jutahy Junior (PMDB-BA) defende o voto proporcional e diz que o voto distrital esmaga as minorias ideolgicas e partidrias. O Deputado Israel Pinheiro (PMDB-MG) acredita que o voto distrital misto a melhor opo, porque obriga a vivncia partidria no distrito, no municpio. O Deputado Paulo Delgado (PT-MG) pensa que o voto distrital restringe a manifestao do eleitor a reas muito pequenas. O Deputado Carlos Benevides (PMDB-CE) favorvel ao voto proporcional porque garante a participao de representantes de minorias no processo poltico brasileiro e obriga o parlamentar a ter uma preocupao, no com seu distrito, mas com o pas. Constituintes fazem homenagem para lembrar a perda do poeta Carlos Drumond de Andrade. O Partido dos Trabalhadores (PT) enviou um pedido solicitando que a Assembleia Nacional Constituinte (ANC) realize sesso solene para homenagear Drumond. O Deputado Jos Genono (PT-SP) diz que a manifestao para demonstrar o significado, a grandeza da obra do artista e pela tristeza que tomou conta do povo brasileiro.

O Deputado Ulysses Guimares (PMDB-SP) relata sobre a tentativa de acordo sobre os temas de maior divergncia. O sistema de governo tem sido um dos temas de maior discusso. O Deputado Bernardo Cabral (PMDB-AM) fala das ideias apresentadas s lideranas sobre o prazo de implantao do parlamentarismo. O Senador Fernando Henrique Cardoso (PMDB-SP) considera que o Brasil precisa de definies sobre o sistema de governo, no de transitoriedades. Relata tambm que o governo no tem proposta, porque no constituinte. Sesso teve anlise do trabalho da Assembleia Nacional Constituinte. O Deputado Noel de Carvalho (PDT-RJ) est pessimista com o trabalho e informa que a ltima esperana a presso popular. Outro tema discutido foi o da redistribuio de renda. O meio ambiente tambm no foi esquecido e surgiu a proposta de criar o Ministrio dos Recursos Naturais Renovveis. O Senador Mario Maia (PMDB-AC) informa que esse Ministrio seria a soluo para a explorao racional do capital biolgico brasileiro.

O Deputado Iraj Rodrigues (PMDB - RS) relata a experincia da Alemanha no assunto e refora que os municpios brasileiros deveriam receber trinta e trs por cento das verbas federais. O Senador Orestes Qurcia (PMDB-SP) informa que os municpios continuam insatisfeitos e que a federao s ser possvel com os municpios fortes, com mais recursos e mais responsabilidades. Na sesso O Povo Pergunta, cidado gostaria de saber como ficar a reforma tributria e se ela assegurar a participao dos municpios. As lideranas do PMDB discutem como o rompimento da Aliana Democrtica pode influenciar a votao do sistema de governo. O Senador Fernando Henrique Cardoso (PMDB-SP) esclarece que a preocupao terminar bem a transio democrtica e que espera que o PFL no rompa os compromissos com o povo. Lderes do PFL dizem que nada muda na Assembleia Nacional Constituinte (ANC), apesar do rompimento.
