O estudo tem por escopo a modelagem do processo de produção do Relatório de Gestão da Câmara dos Deputados – CD. O trabalho tem por objetivo mapear as atividades desenvolvidas a partir da publicação da Decisão Normativa do Tribunal de Contas da União - TCU acerca do conteúdo do relatório e dos prazos a serem cumpridos, a formação de comissão de elaboração do relatório, a coleta dos dados e informações das diversas unidades administrativas, a consolidação das informações e a aprovação do texto, finalizando com o envio do relatório final ao TCU, após assinatura do Presidente da CD.

Quando se fala em gestão de resíduos sólidos urbanos, normalmente, somos encaminhados para a problemática em torno dos recursos necessários efetivos e respetiva forma de relacionamento, com especial destaque para os colaboradores e equipamentos de deposição e recolha. Contudo, por detrás desta atividade diária, existe um conjunto de variáveis que ajudam a percecionar, a perceber, a enquadrar, a aceitar e a promover as ações que justifiquem as decisões tomadas por quem de direito. Estas, apesar de terem um forte impacto na eficácia desejada, do ponto de vista do suporte e da avaliação, pouco se reconhecem, com este papel. De todas as que se podem aferir, destaca-se neste texto, as referentes às questões legais (europeias e nacionais), tais como as diretivas comunitárias e decretos-lei; as de natureza técnica, que nos levam às ferramentas de gestão que combinam dados alfanuméricos e georreferenciados e as de natureza institucional, fazendo-se referência (hierarquicamente falando), aos organismos envolvidos no processo e as suas funções, que vão desde a avaliação à comunicação. Apesar de uma abordagem meramente teórica, ela é a base que congrega as razões e as indicações, os instrumentos e os indicadores de suporte, que permitem a posteriori a análise aos resultados atingidos e suas implicações, na sociedade e nas instituições responsáveis pela gestão dos resíduos sólidos urbanos.

A área da gestão de sistemas e redes tem vindo a alcançar um papel crucial em todas as áreas das Tecnologias de Informação (TI). Com o constante desenvolvimento das redes, em dimensão, inovação tecnológica ou em heterogeneidade, o processo de gestão e monitorização destes sistemas tornou-se cada vez mais exigente e complexo, forçando diversas organizações a investir na implementação ou aquisição de algum software de apoio para os gestores de redes. Com o presente trabalho, pretende-se implementar uma solução integrada para permitir uma gestão preventiva e correctiva dos sistemas da rede informática de um dos departamentos da Universidade da Madeira, denominado por Centro de Competências de Ciências Exactas e da Engenharia (CCCEE). A abordagem a essa solução começa por dar a conhecer alguns dos princípios mais importantes das tradicionais arquitecturas de gestão de redes, e por apresentar um modelo de referência que disponibiliza um conjunto de boas práticas para a gestão de TI. O trabalho continua com o estudo das características da rede informática existente nas instalações do CCCEE, identificando-se não só as reais necessidades na área da gestão e monitorização das TI, como também os principais problemas que a nova solução deveria intervir. A partir destes dados e através de uma análise a um conjunto de ferramentas de gestão e monitorização de redes, selecionou-se a que mais se adequava à realidade do CCCEE. Este trabalho terminou com a monitorização e gestão, contínua e eficiente, das tecnologias de informação do CCCEE, através da implementação da arquitectura de uma solução integrada, de acordo com requisitos e políticas do CCCEE.

Enquadramento: A gestão da doença, designadamente da hipertensão arterial (HTA) através do apoio à auto-gestão, aconselhamento motivacional, acesso à informação resultam em maior adesão terapêutica. Objetivos: Identificar os fatores que determinam a adesão ao tratamento na pessoa com HTA numa amostra comunitária. Metodologia: Estudo transversal, descritivo-correlacional, com amostra de 235 hipertensos (63,8% do género feminino), idade média 75 ± 8,14 anos, 62,6% casados e a maioria com o 1.º ciclo de escolaridade. Recorremos ao questionário com variáveis sociodemográficas, dietéticas, clínicas, motivacionais, relacionadas com os profissionais e serviços de saúde, Escala de Apgar Familiar, Questionário de Dependência Alcoólica, Questionário Internacional de Atividade Física, Questionário de Determinação da Saúde Nutricional, Escala de Autocuidado com a Hipertensão, Questionário de Crenças Sobre a Doença, Escala de Crenças Acerca dos Medicamentos, Escala de Satisfação dos Utentes com os Cuidados de Enfermagem na Unidade Móvel de Saúde, Questionário abreviado da Perceção do Cliente sobre o Ambiente Terapêutico, Questionário de Autorregulação, Escala de Competência Percebida e Escala de Medida de Adesão aos Tratamentos para colheita de dados. Resultados: A pressão arterial estava controlada em 34,5% da amostra, 28,2% homens e 38% mulheres. A MAT revelou um mínimo de 3,86 e um máximo de 6 com uma média de 5,66±0,49. As variáveis preditoras da adesão foram: controlo pessoal (p=0,005), identidade (p=0,000), ambiente terapêutico (p=0,001), alimentação geral (p=0,041), atividade física (p=0,007) e toma de medicamentos (p=0,000). Conclusões: Compreender os fatores envolvidos na gestão do tratamento permite perceber como podem os enfermeiros contribuir para melhorar a adesão ao regime terapêutico. A presente investigação iniciou-se a partir da identificação do problema/ questão de partida: Quais os contributos das estruturas de orientação educativa para a gestão e administração escolar? Esta questão foi o fio condutor da presente investigação, "Contributos das Estruturas de Orientação Educativa na Gestão e Administração Escolar - Estudo de Caso no Agrupamento de Escolas nº 4 de Évora". Neste sentido, constituíram-se como objectivos específicos da presente investigação os seguintes: • Avaliar o funcionamento das estruturas de orientação educativa do Agrupamento de Escolas n.º 4 de Évora. • Identificar os pontos fortes e fracos da intervenção das estruturas de orientação na gestão e administração do Agrupamento de Escolas n.º 4 de Évora. • Elaborar um plano de acção com vista à optimização das estruturas de orientação educativa. Em relação ao estudo empírico, e como forma de dar resposta às questões da investigação, optámos por uma metodologia mista, quantitativa e qualitativa. Após a apresentação dos dados recolhidos, da sua análise e respectiva interpretação, apurámos as seguintes conclusões: A maioria dos inquiridos, neste caso, os docentes, têm opinião favorável em relação às diferentes estruturas, ressalva-se pela negativa a Associação de Pais/Encarregados de Educação, devido a estar inactiva e, pela positiva o Conselho Executivo, consideram-no como um órgão dinamizador de todas as estruturas do Agrupamento; a maioria dos não docentes tem boa opinião sobre o desempenho das suas funções e revela a importância da sua representação no Conselho Pedagógico e na Assembleia de Escola. Os pais e encarregados de educação inquiridos, são consensuais em relação à colaboração com os professores, principalmente com o Director de Turma. Os Directores de Turma inquiridos referem a colaboração com os pais e encarregados de educação, e realçam o papel do órgão de gestão como dinamizador da Associação de Pais/Encarregados de Educação. Os membros da Assembleia de Escola inquiridos, consideram o seu desempenho como activo e dinamizador no processo de aplicação do novo regime de autonomia. No final da nossa dissertação, expressámos as recomendações, acções e sugestões que possam potenciar futuras investigações. ABSTRACT; The present investigation started from the identification of the problem/ beginning question: What are the contributions of the structures of educational guidance for the management and school administration? This question was the guide line of the research, "Contributions of the Structures of Educational Guidance for the Management and School Administration- Exploratory study in the 4th Group of Schools of Évora". ln this sense, the specific objectives of this investigation are the following: • Evaluate the function of the structures of educational guidance of the 4th Group of Évora. • ldentify the strengths and weaknesses of the intervention of structures of educational guidance in the management and administration of the 4th Group of Évora. • Elaborate an action plan to optimize the structures of educational guidance. For the empirical study and in order to address the question of the investigation, was chosen a mixed methodology, quantitative and qualitative. After submission of the collected data, of their analysis and their interpretation, we established the following conclusions: Most of the participants, in this case teachers, have favorable opinion towards the different structures, noted as a negative feature is the Parents Association, due to be inactive, and the Executive Board as positive, because it is viewed as a promoter of all the structures of the Group; most of the non-teaching staff have a good opinion about the performance of its functions and shows the importance of their representation on the Executive Board and in the School Assembly. The parents who participate in the inquiry are in agreement with the teachers regarding the corporation between them, particularly with the Class Director. The Class Directors respondents mention the cooperation with the parents and enhance the role of the Executive Board as a promoter of the Parents Association. The members of the School Assembly respondents consider their performance as active and dynamic in the application process of the new system of autonomy. In the end of this thesis we express our recommendations, actions and suggestions that may promote future research.

This work has as its main purpose to investigate the contribution of supply chain management in order to obtain competitive advantage by companies from the textile industry and from Ceará footwear industry, focusing its analysis mainly in the interorganizational relations (dyadic). For this, the theoretical referential contemplates different explanatory streams of the competitive advantage, detaching the relational perception of the resources theory, as well as, the main presuppositions of the supply chain management which culminates with the development of an analysis sample that runs the empirical study; the one which considers an expanded purpose of the supply chain which includes the government and the abetment institutions as institutional environment representatives. Besides supply chain management consideration as a competitive advantage source, the work also tried to identify other possible competitive advantage sources for the companies of the investigated sectors. It represents a study of multiple interpretive cases, having four cases as a total; meaning two cases in each one of the sectors, which used as a primary data collecting instrument a semi-structured interview schedule. Different methods were used for the data analysis, the content analysis and the constant comparison methods, the analytical procedure originated from the grounded theory research strategy, which were applied the Atlas/ti software recourse. Considering the theoretical referential and the used analysis sample, four basic categories of the work were defined, including its respective proprieties and dimensions: (1) characteristics concerning to the relationship with the supplier; (2) the company relations with the government; (3) the company relations with the abetment institutions and; (4) obtaining sources of competitive advantage. In general, the applied research in the footwear sector revealed that in the relationships of the researched companies related to its suppliers, there is a predominance of the partnership system and the main presuppositions of the supply chain management are applied which contributes for the acquisition of the relational competitive advantage; while in the textile sector, only some of these presuppositions are applied, with little contribution for the relational competitive advantage. The main resource which was accessed by the companies in both sectors through its relationships with the government and the abetment institutions are the tax incentives which, for the footwear companies, contribute for the acquisition of the temporary competitive advantage in relation to the contestants who do not own productive installations in the Northeast region, it also conducts to a competitive parity situation in relation to the contestants who own productive installations in the Northeast region and to the external market contestants; while for the companies of the textile sector, the tax incentives run the companies to a competitive parity situation in relation to its contestants. Furthermore, the investigated companies from the two sectors possess acquisition sources of the competitive advantage which collimate with different explanatory streams (industrial analysis, resources theory, Austrian school and the dynamic capabilities theory), although there is a predominance of the product innovation as a competitive advantage source in both sectors, due to the bond of these with the fashion tendencies

The central research question was to search for data to ratify the theory and discourse of the so-called practitioners of economic solidarity, by defending the substantive rationality should guide the principles of economic solidary, designing the space economy incidental and not the primacy of relations in determining social as well, reflecting the predominance of dimensions of social management in administrative practices of ESS's. For both analyzed the theoretical dimensions of social management - sociopolitical, economic, organizational and environmental - manifested in organizational practices supportive of economic organization Potiguar West. For the success of the research realized the triangulation involving a combination of quantitative and qualitative methodological approaches. At first the research will use a quantitative approach, from the cluster analysis, to verify the behavior of the sample chosen for this study. In the second stage of the qualitative study was carried out focus group technique (FLICK, 2002) for further analysis of the dimensions of social management on organizational practices supportive of economic organization, related to the principles of Solidary Economy, established in a quantitative approach. In quantitative analysis, the socio-political dimension, it was clear that the more equity instruments of internal and external, from the purposeful living in public spaces, the best monetary results. Another point worth stressing concerns the economic dimension, with the practice reciprocity prevailing in market. Thus, the qualitative approach was possible to understand the processes of exchange of product or service. Rural enterprises surveyed in the allocation of the agro-ecological products have the following scale of priority, sequentially: self-consumption (domestic), market and exchange. The research leads to the fact that training and practices that enhance the socio-political dimension (knowledge, empowerment, sense of belonging) become the guiding principle for the strengthening of the social management in the context of other dimensions, leading to gains sociopolitical, economic, organizational and environmental. Despite the weaknesses found in the organizational dimension and environment, both in a quantitative as in qualitative, we determined that the practices of ESS's Potiguar West incorporate predominantly elements of social management and economic solidarity, with a preponderance of substantive rationality in the primacy of the instrumental. Finally, research has brought information that the participants of the ESS's do not give the money economy primacy in determining social relations, which in turn leads to the confirmation that, in practice the solidarity economy, prevailing the dominance of substantive rationality, as a guide for organizational practices

The IT capability is a organizational ability to perform activities of this role more effectively and an important mechanism in creating value. Its building process (stages of creation and development) occurs through management initiatives for improvement in the performance of their activities, using human resources and IT assets complementary responsible for the evolution of their organizational routines. This research deals with the IT capabilities related to SIG (integrated institutional management systems), built and deployed in UFRN (Universidade Federal do Rio Grande do Norte) to realization and control of administrative, academic and human resources activities. Since 2009, through cooperative agreements with federal and educational institutions of direct administration, UFRN has supported the implementation of these systems, currently involving more than 30 institutions. The present study aims to understand how IT capabilities, relevant in the design, implementation and dissemination of SIG, were built over time. This is a single case study of qualitative and longitudinal nature, performed by capturing, coding and analysis from secondary data and from semi-structured interviews conducted primarily with members of Superintenência de Informática, organizational unit responsible for SIG systems in UFRN. As a result, the technical, of internal relationship and external cooperation capabilities were identified as relevant in the successful trajectory of SIG systems, which have evolved in different ways. The technical capacity, initiated in 2004, toured the stages of creation and development until it reached the stage of stability in 2013, due to technological limits. Regarding the internal relationship capability, begun in 2006, it toured the stages of creation and development, having extended its scope of activities in 2009, being in development since then. Unlike the standard life cycle observed in the literature, the external cooperation capability was initiated by an intensity of initiatives and developments in the routines in 2009, which were decreasing to cease in 2013 in order to stabilize the technological infrastructure already created for cooperative institutions. It was still identified the start of cooperation in 2009 as an important event selection, responsible for changing or creating trajectories of evolution in all three capacities. The most frequent improvements initiatives were of organizational nature and the internal planning activity has been transformed over the routines of the three capabilities. Important resources and complementary assets have been identified as important for the realization of initiatives, such as human resources technical knowledge to the technical capabilities and external cooperation, and business knowledge, for all of them, as well as IT assets: the iproject application for control of development processes, and the document repository wiki. All these resources and complementary assets grew along the capacities, demonstrating its strategic value to SINFO/UFRN

Consumer dissatisfaction, when properly handled, is a significant information source for the manager. Studies in this area allow broadening the understanding of certain customer attitudes and behaviors, such as loyalty, repurchase intention or satisfaction and trust increase. Above and beyond supporting consumer feedback, dissatisfaction can provide significant opportunities for organizational learning. Starting from dissatisfied customer information, companies can detect service flaws and develop new products. This work presents the results of an investigation on the behavior of businesses belonging to the hotel sector in Natal, RN, through the dissatisfaction of their customers. We have sought to map the main problems presented by customers to hotels, in the perception of managers and employees, as well as to understand both the process of dissatisfactionrelated data collection, analysis, and processing, and the utilization of such information by businesses. Beyond this, we have compared the habits of organizations to the company reaction approaches described in the literature: Complaint Handling, Complaint Management, and Dissatisfaction Management. The used methodology has been based on case study. Data was collected via indepth interviews with managers and employees in six hotels, two independent ones and four belonging to national and international hotel networks. We have also made use of documents provided by the organizations, such as guest complaint registers and reports from satisfaction surveys on which content analysis was subsequently performed. The results of the investigation point to a high level of awareness in the companies concerning the importance of consumer dissatisfaction. Even though the maximum grade in the procedure scale is not achieved, it has been observed that answer to dissatisfaction is given in planned and systematic form, geared towards consumer satisfaction and improvement of products and processes. Hotel businesses still have to look into other possibilities for mapping consumer dissatisfaction, which implies, among other aspects, articulation with a range of public and private organizations in such a way as to guarantee sustainability of touristic activities in the long term

Este artigo aborda o desafio que existe em transformar métodos criativos, mas não ortodoxos, em acção organizacional construtiva. As pessoas criativas são muitas vezes consideradas como causadoras de problemas, mas, na realidade, elas podem ser uma fonte de produtos, ou de processos, inovadores para a sua organização. O documento começa com uma discussão sobre o que é criatividade, focando quer a noção popular quer a noção de genialidade. Em seguida, são explorados alguns dos aspectos do desenvolvimento psicológico que contribuem para a criatividade individual. Como resultado das experiências vividas ao longo do desenvolvimento, conclui-se que a criatividade pode assumir uma de duas formas possíveis: construtiva ou reactiva. Para ilustrar estas formas de criatividade, são dados exemplos de artistas, escritores e compositores reconhecidos internacionalmente. Por fim, o artigo mostra como o conhecimento das raízes da criatividade é essencial em contexto organizacional. São dadas sugestões para dirigir pessoas criativas em contextos organizacionais, culturais e de liderança diversificados.

To implement policies and plans at the tourist sector involve disposition to the establishment of parceries among government and private initiative, space to the action of studious, researchers and professionals of several areas of knowledge and formation, able of to give new courses no only at the tourism, but to the economy how a every, seen which the tourism had a effect multiplicator, reaching 52 sectors of the economy. At this sense, the Brazil came pruning for a new phase of politic actuation at the touristy activity. Until the year 2002, the tourism politic in the Brazil no had detail, because herself treated of isolated actions and many without continuity. However, at to start 2003, several actions were developed in order to contribute for the national touristy planning. The principal was the creation of Ministério do Turismo, accompanied of the formulation and implementation of the Plano Nacional do Turismo (2003/2007). This work pretend to understand the implementation at the Rio Grande do Norte of the model of participative administration extolled by Plano Nacional do Turismo. The your centre detail the action of the Conselho Estadual de Turismo do Rio Grande do Norte (CONETUR), to promote the participation at the tourism public policies. The bibliographical research contemplated diverse sources in order to compile knowledge of credential authors in the quarrel of inherent subjects to the participation and to the tourism public policies, especially at the Brazil. A qualitative perspective the case study was adapted as research method and for attainment of the data interviews with the members of the Conselho had been carried through beyond consultation the referring documents the dynamics of functioning of the Conselho. The principal actuations of the CONETUR, the directives tourism public policies already made and directed to implementation, the type of participation at made decision, the principal difficulties of the implementation of the participative administration model of the Plano Nacional do Turismo and the degree of participation of the members of the Conselho at the reunions had been identified. The results had shown that exist some difficulties at the implementation of the participation at the Conselho Estadual de Turismo do Rio Grande do Norte, knowledge of the Conselheiros of CONETUR function, the presence of bodies which doesn t directly connected at the touristy activity; the absence of time of the Conselheiros to be presents at reunions; the discontinuity of the presidency of the Conselho; among others. So, the CONETUR show himself how a Conselho with participative characteristics, but with some adapted needs.

Esta tese incide sobre o desenvolvimento de modelos computacionais e de aplicações para a gestão do lado da procura, no âmbito das redes elétricas inteligentes. É estudado o desempenho dos intervenientes da rede elétrica inteligente, sendo apresentado um modelo do produtor-consumidor doméstico. O problema de despacho económico considerando previsão de produção e consumo de energia obtidos a partir de redes neuronais artificiais é apresentado. São estudados os modelos existentes no âmbito dos programas de resposta à procura e é desenvolvida uma ferramenta computacional baseada no algoritmo de fuzzy-clustering subtrativo. São analisados perfis de consumo e modos de operação, incluindo uma breve análise da introdução do veículo elétrico e de contingências na rede de energia elétrica. São apresentadas aplicações para a gestão de energia dos consumidores no âmbito do projeto piloto InovGrid. São desenvolvidos sistemas de automação para, aquisição monitorização, controlo e supervisão do consumo a partir de dados fornecidos pelos contadores inteligente que permitem a incorporação das ações dos consumidores na gestão do consumo de energia elétrica; SMART GRIDS - COMPUTATIONAL MODELS DEVELOPMENT AND DEMAND SIDE MANAGMENT APPLICATIONS Abstract: This thesis focuses on the development of computational models and its applications on the demand side management within the smart grid scope. The performance of the electrical network players is studied and a domestic prosumer model is presented. The economic dispatch problem considering the production forecast and the energy consumption obtained from artificial neural networks is also presented. The existing demand response models are studied and a computational tool based on the fuzzy subtractive clustering algorithm is developed. Energy consumption profiles and operational modes are analyzed, including a brief analysis of the electrical vehicle and contingencies on the electrical network. Consumer energy management applications within the scope of InovGrid pilot project are presented. Computational systems are developed for the acquisition, monitoring, control and supervision of consumption data provided by smart meters allowing to incorporate consumer actions on their electrical energy management.
