The Tanzanian marine environment has been under threat for quite a long time now due to human activities. With the establishment of the Marine Parks and Reserve Act in 1994, several areas have been earmarked as marine parks. This act is aimed at conserving and protecting the marine environment all along the Tanzanian coastline. Once the parks and reserves are established and these areas brought under control, there will be a reduction in the illegal operations along the coast. The measures recently introduced by the government to eradicate dynamite fishing practices along the Tanzanian coastline are highly commendable.

The National Marine Fisheries Service (NMFS) launched its National Bycatch Strategy (NBS) in March 2003 in response to the continued fisheries management challenge posed by fisheries bycatch. NMFS has several strong mandates for fish and protected species bycatch reduction, including the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, and the Marine Mammal Protection Act. Despite efforts to address bycatch during the 1990’s, NMFS was petitioned in 2002 to count, cap, and control bycatch. The NBS initiated as part of NMFS’s response to the petition for rulemaking contained six components: 1) assess bycatch progress, 2) develop an approach to standardized bycatch reporting methodology, 3) develop bycatch implementation plans, 4) undertake education and outreach, 5) develop new international approaches to bycatch, and 6) identify new funding requirements. The definition of bycatch for the purposes of the NBS proved to be a contentious issue for NMFS, but steady progress is being made by the agency and its partners to minimize bycatch to the extent practicable.

The Western Pacific Fishery Information Network (WPACFlN) is an intergovernmental agency cooperative program sponsored by the National Marine Fisheries Service (NMFS) to help participating island fisheries agencies carry out data collection, analysis, reporting programs, and data management activities to better support fisheries management under the Magnuson Fishery Conservation and Management Act; and to help meet local fisheries information and management needs. The WPACFlN is the central source of information for Federal fisheries management of most fisheries in American Samoa, Guam, and the Northern Mariana Islands, and it plays an important role in acquiring fisheries data in Hawaii. This paper describes the development and status of this fishery information system.

The passage of the Magnuson Fishery Conservation and Management Act of 1976 (MFCMA) and the establishment of a 200-mile exclusive economic zone (EEZ) in 1983 have resulted in a radical change in the pattern of foreign fishing operations off the U. S. coasts. Likewise, the extensions of 200-mile EEZ's by other nations have impacted U.S. distant-water fisheries. The result has been that a new international framework for fisheries is emerging and is continuing to evolve.

Trata-se de uma pesquisa com abordagem qualitativa e descritiva, com a utilização da Grounded Theory, na perspectiva do Interacionismo Simbólico. Como objetivos tivemos: identificar os significados atribuídos por mulheres ao fato de experimentar, sentir ou vivenciar sensações de prazer sexual e/ou excitação sexual durante a amamentação; analisar e interpretar, na perspectiva do Interacionismo Simbólico, a experiência de sentir prazer sexual e/ou excitação sexual durante a amamentação, a partir dos significados atribuídos pelas mulheres. O estudo procedeu-se no Município do Rio de Janeiro, em lugares de grande circulação de pessoas, como praças, ruas, shoppings, além da Unidade de Saúde Milton Fontes Magarão, localizada na zona norte do referido Município. Essa variedade de cenários nos possibilitou encontrar uma diversidade de participantes, referente a condições socioeconômicas, culturais, religião, ideais e concepções sobre o assunto estudado. A coleta e análise dos dados aconteceram no período de maio a julho de 2014, observando todas as exigências da Resolução 466/2012 do Conselho Nacional de Saúde. Foram entrevistadas 17 participantes e formados dois grupos amostrais e três categorias expressas por: significando a amamentação como ato sagrado, inocente e assexuado: a socialização da amamentação; vivenciando e significando sensações de prazer ao amamentar; ressignificando a vivência de sensações de excitação sexual ao amamentar. Como resultados evidenciou-se que a socialização da amamentação influencia a maioria das mulheres, na vivência de sensações de prazer ao amamentar. Essas sensações são descritas através da simbologia estabelecida socialmente, de que o ato de amamentar é sagrado, puro, livre de erotismo, prevalecendo um prazer maternal. Além disso, as sensações de excitação sexual ao amamentar, para as mulheres que se dizem nunca terem vivenciado, estão presentes no seu inconsciente, porém essa vivência é admitida para os outros e não para si mesmas. O significado de vivenciar prazer sexual ao amamentar é percebido como contraditório, pois ao mesmo tempo em que se identifica o poder do corpo feminino, prevalece o poder de nutrir sobre as percepções físicas de excitação sexual ao amamentar. Desse modo, identificaram-se estratégias utilizadas para bloquear ou para não vivenciar as sensações de excitação sexual ao amamentar. Com isso, este estudo nos mostra como as mulheres agem frente às sensações de prazer sexual e/ou excitação sexual ao amamentar, através da interação social do passado e do presente, gerando os significados que cada uma carrega consigo. Além disso, percebemos como a socialização da amamentação priva a vivência da sexualidade feminina, nos aspectos de sensações de prazer sexual durante a amamentação.

The National Marine Fisheries Service (NMFS) is dedicated to the stewardship of living marine resources (LMR’s). This is accomplished through science-based conservation and management, and the promotion of healthy ecosystems. As a steward, NMFS has an obligation to conserve, protect, and manage these resources in a way that ensures their continuation as functioning components of healthy marine ecosystems, affords economic opportunities, and enhances the quality of life for the American public. In addition to its responsibilities within the U.S. Exclusive Economic Zone (EEZ), NMFS plays a supportive and advisory role in the management of LMR’s in the coastal areas under state jurisdiction and provides scientific and policy leadership in the international arena. NMFS also implements international measures for the conservation and management of LMR’s, as appropriate.NMFS receives its stewardship responsibilities under a number of Federal laws. These include the Nation’s primary fisheries law, the Magnuson Fishery Conservation and Management Act. This law was first passed in 1976, later reauthorized as the Magnuson-Stevens Fishery Conservation and Management Act in 1996, and reauthorized again on 12 January 2007 as the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act (MSRA). The MSRA mandates strong action to conserve and manage fishery resources and requires NMFS to end overfishing by 2010 in all U.S. commercial and recreational fisheries, rebuild all overfished stocks, and conserve essential fish habitat.

Over the past one hundred and fifty years, the landscape and ecosystems of the Pacific Northwest coastal region, already subject to many variable natural forces, have been profoundly affected by human activities. In virtually every coastal watershed from the Strait of Juan de Fuca to Cape Mendocino, settlement, exploitation and development of resou?-ces have altered natural ecosystems. Vast, complex forests that once covered the region have been largely replaced by tree plantations or converted to non-forest conditions. Narrow coastal valleys, once filled with wetlands and braided streams that tempered storm runoff and provided salmon habitat, were drained, filled, or have otherwise been altered to create land for agriculture and other uses. Tideflats and saltmarshes in both large and small estuaries were filled for industrial, commercial, and other urban uses. Many estuaries, including that of the Columbia River, have been channeled, deepened, and jettied to provide for safe, reliable navigation. The prodigious rainfall in the region, once buffered by dense vegetation and complex river and stream habitat, now surges down sirfiplified stream channels laden with increased burdens of sediment and debris. Although these and many other changes have occurred incrementally over time and in widely separated areas, their sum can now be seen to have significantly affected the natural productivity of the region and, as a consequence, changed the economic structure of its human communities. This activity has taken place in a region already shaped by many interacting and dynamic natural forces. Large-scale ocean circulation patterns, which vary over long time periods, determine the strength and location of currents along the coast, and thus affect conditions in the nearshore ocean and estuaries throughout the region. Periodic seasonal differences in the weather and ocean act on shorter time scales; winters are typically wet with storms from the southwest while summers tend to be dry with winds from the northwest. Some phenomena are episodic, such as El Nifio events, which alter weather, marine habitats, and the distribution and survival of marine organisms. Other oceanic and atmospheric changes operate more slowly; over time scales of decades, centuries, and longer. Episodic geologic events also punctuate the region, such as volcanic eruptions that discharge widespread blankets of ash, frequent minor earthquakes, and major subduction zone earthquakes each 300 to 500 years that release accumulated tectonic strain, dropping stretches of ocean shoreline, inundating estuaries and coastal valleys, and triggering landslides that reshape stream profiles. While these many natural processes have altered, sometimes dramatically, the Pacific Northwest coastal region, these same processes have formed productive marine and coastal ecosystems, and many of the species in these systems have adapted to the variable environmental conditions of the region to ensure their long-term survival.

The recently revised Magnuson–Stevens Fishery Conservation and Management Act requires that U.S. fishery management councils avoid overfishing by setting annual catch limits (ACLs) not exceeding recommendations of the councils’ scientific advisers. To meet that requirement, the scientific advisers will need to know the overfishing limit (OFL) estimated in each stock assessment, with OFL being the catch available from applying the limit fishing mortality rate to current or projected stock biomass. The advisers then will derive ‘‘acceptable biological catch’’ (ABC) from OFL by reducing OFL to allow for scientific uncertainty, and ABC becomes their recommendation to the council. We suggest methodology based on simple probability theory by which scientific advisers can compute ABC from OFL and the statistical distribution of OFL as estimated by a stock assessment. Our method includes approximations to the distribution of OFL if it is not known from the assessment; however, we find it preferable to have the assessment model estimate the distribution of OFL directly. Probability-based methods such as this one provide well-defined approaches to setting ABC and may be helpful to scientific advisers as they translate the new legal requirement into concrete advice.

The National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center (NEFSC) Fisheries Sampling Branch (FSB) collects, maintains, and distributes data for scientific and management purposes in the northwest Atlantic Ocean. FSB manages three separate but related observer programs: the Northeast Fisheries Observer Program (NEFOP), the Industry Funded Scallop (IFS) Observer Program, and the At Sea Monitoring (ASM) Program. For the purposes of this manual, “observers” refers to any observer/monitor working for the FSB. In 2011, FSB trained and deployed over 200 observers, provided coverage on a variety of fisheries, and completed over 15,000 sea days. Observed trips are required under many of the region's fishery management plans, and for some fisheries by other federal laws and authorities such as Amendment 16 and Framework 44, Magnuson-Stevens Fishery Conservation and Management Act, Marine Mammal Protection Act, the Endangered Species Act, the and the Sustainable Fisheries Act. The purpose of this guide is to provide FSB observers, as well as end users of NEFSC Observer Program data, with a detailed description of each data field collected. In addition to this manual, the NEFSC Observer Program Biological Sampling and Catch Estimation Manual provides summaries and tables intended to enable observers to quickly determine the correct sampling protocols and methods while at sea. This manual represents a revision of the data forms, collection procedures, and protocols described in the 1996 NEFSC Observer Program Manual. In 2004, Congress reauthorized the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 with the Harmful Algal Bloom and Hypoxia Amendments Act (HABHRCA 2004). The 2004 legislation required the generation of five reports, including this "Scientific Assessment of Freshwater Harmful Algal Blooms." HABHRCA 2004 stipulates that this report 1) examine the causes, consequences, and economic costs of freshwater HABs, 2) establish priorities and guidelines for a research program on freshwater HABs, and 3) make recommendations to improve coordination among Federal agencies with respect to research on HABs in freshwater environments. This report is divided into five chapters: Chapter 1 provides the legislative background and process for developing the report, Chapter 2 describes the problem of freshwater and inland HABs in the United States, Chapter 3 outlines the current Federal efforts in freshwater and inland HAB research and response, Chapter 4 discusses the future research priorities, and Chapter 5 delineates opportunities for coordination to advance research efforts. The document is based, in large part, on the proceedings (Hudnell 2008) of the International Symposium on Cyanobacterial Harmful Algal Blooms, a meeting convened by EPA and sponsored by a variety of Federal agencies, to describe current scientific knowledge and identify priorities for future research on CyanoHABs. This report offers a plan for coordinating the important research that is currently ongoing in the United States and for guiding future research directions for Federal programs as well as for state, local, private, and academic institutions in order to maximize advancements. To this end, the Interagency Working Group on Harmful Algal Blooms, Hypoxia, and Human Health (IWG-4H) identifies seven priorities, all of equal weight, for freshwater HAB research and response. These priorities represent research areas where there is the greatest potential for progress in freshwater HAB research. This report does not attempt to assess the relative importance of freshwater HAB research compared to other research areas or other priorities for Federal or state investment.

Details about the three departmental vessels, Gulf shrimp, Indian Salmon and Silver Pomfret and gear in the exploratory fishing off Veraval coast are reported. Potential prawn fishing grounds have been located by their operation in section 20-70, 21-69 and 22-69 in the cruises conducted in October, 1962. Observation regarding suitability of gear and composition of catch are given. The possibility of better prawn grounds occurring in areas deeper than the present grounds is indicated.

Green mussel (Perna viridis) were harvested to study the applicability of chilling to keep the mussels alive for a longer period of time and to review existing methods of packaging and transport. Data obtained from preliminary studies indicated the effectiveness of keeping mussels alive as long as 4 days with minimal mortality rates.

A promising approach to the fabrication of materials with nanoscale features is the transfer of liquid-crystalline structure to polymers. However, this has not been achieved in systems with full three-dimensional periodicity. Here we demonstrate the fabrication of self-assembled three-dimensional nanostructures by polymer templating blue phase I, a chiral liquid crystal with cubic symmetry. Blue phase I was photopolymerized and the remaining liquid crystal removed to create a porous free-standing cast, which retains the chiral three-dimensional structure of the blue phase, yet contains no chiral additive molecules. The cast may in turn be used as a hard template for the fabrication of new materials. By refilling the cast with an achiral nematic liquid crystal, we created templated blue phases that have unprecedented thermal stability in the range -125 to 125 °C, and that act as both mirrorless lasers and switchable electro-optic devices. Blue-phase templated materials will facilitate advances in device architectures for photonics applications in particular.
