Federalismo fiscal: uma análise das relações intergovernamentais quanto ao atendimento das demandas sociais - o caso brasileiro

Este trabalho tem por objetivo analisar as relações entre as esferas de governo no Brasil, quanto ao provimento das demandas sociais. O foco do estudo reside nas relações que resultam em externalidades negativas, significando perdas para o bem-estar coletivo, que vai de encontro às pretensões da nova Carta Constitucional, promulgada em 1988. O exame das relações intergovernamentais é realizado sob a perspectiva de internalização das instituições ao modelo de análise, promovendo uma maior compreensão quanto aos comportamentos adotados pelas unidades federativas e, por conseguinte, seus resultados nos cenários político, econômico e social, em função do jogo federativo que se faz presente.

Educação no trabalho: retendo talentos na organização - o caso da Petrobrás

Esta dissertação objetivou verificar que tipos de educação promovem a retenção de talentos na empresa estudada. Para isto, foi construída uma estrutura conceitual fundamentada em estudos divulgados por especialistas em empresas, em educação, e por filósofos humanistas. Esse referencial teórico mostrou que fatores tais como a quantidade de poder, o acesso às informações, a remuneração e a educação disponibilizadas pela empresa, interferem na decisão de os talentos permanecerem nas organizações. Também inspirou a delimitação e a construção das suposições da pesquisa e um modelo conceitual relacionando os tipos de educação no trabalho, os tipos de desenvolvimento de recursos humanos, as motivações no trabalho e a retenção de talentos. A análise da comparação dos resultados com as suposições formuladas, serviram para aperfeiçoar o modelo conceitual, e para nos permitir concluir que as educações técnica, pessoal e organizacional tendem a gerar as motivações financeira, individual e institucional que, por sua vez, produzem efeitos significativos na retenção de talentos nas empresas.

Os efeitos da demissão nas necessidades espirituais de ex-comissários de bordo da Varig

This dissertation intends to identify the effects of the demission in the Varig's ex-flight attendants' spirituals needs. For this study we did field research carried through 31 halfstructuralized interviews with dismissed Varig's flight attendants. The data had been treated quantitatively, making tables that allowed us to infer about the adhesion in what we searched measure, and qualitatively, using the analysis of the speech's method. The study identifies that many of the ex-flight attendants make distinction between the company in which they had worked and the one that today acts with the Varig's name and symbol. By this way, they preserve feelings of love, affection and absence about to the old Varig, directing the feelings of anger and rancor, or simply indifference, to the new Varig. It is also perceived in the study that the majority of the interviewed people show positive expectations related to the involvement with a new company in which they come to work.

A sustentabilidade fiscal de um plano de carreiras no setor público: o caso do Tribunal de Contas do Estado do Rio de Janeiro

With the consolidation of democracy, the society being more aware of their rights as citizens, demands from the public administration services of more quality as well as efficiency and transparency when it comes to what is being done with the money of the tax payer. In order to have that, the public administration needs competent, highly-motivated and well-qualified civil servants. In this project, we describe the importance of a career plan motivating the civil servants, especially those who work for the Court of Accounts of the State of Rio de Janeiro. Based on the Law of Fiscal Responsibility and on the legal rules, we¿ve measured the sustainability of TCE-RJ plan, based in another project developed by the Fundação Getulio Vargas for a federal administrative body. Having evaluated the sustainability of the plan, we offer the administration of TCE-RJ a study which is able to signal for moments of the cut on costs as well as those of the revenue available for investments which are destined for the capacitation of their civil servants, always complying with the legal rules.

Denúncia e dependência socioespacial: uma análise dos elementos da mobilização na cidade do Rio de Janeiro por meio do disque-denúncia, a partir de um modelo de regressão espacial

The objective of this dissertation is to analyze the socio-spatial distribution of the of denunciation rate. For this, it is studied association between the denunciations to Disque-Denúncia with the space position of the neighborhoods and the social characteristics in terms of the social context which can take to a greater or minor participation. The analysis will be centered in the relation between the socio-spatial variability of denunciations for 100.000 inhabitants and differences by the models of space regression and geographical representation highlighting the importance of the characteristics of the neighborhoods that generate the social context. The social configuration of a neighborhood, its space localization and its violence rate are the factors associates to the denunciation variability, which can modify its level. In relation to the space dependence of the neighborhoods, it is inferred that they are not independent. The denunciation rate of the neighborhoods is interdependent with close neighborhoods, because of the space externality. In relation to the social index of the neighborhoods, the result that we find is that the association of the denunciation rate with the percentage of elderly, the density and the average of studies of the neighborhoods exists, in other words, the levels of those are related with the levels of the denunciation rate.

Análise do processo de implantação do balanced scorecard: o caso do painel corporativo de uma empresa brasileira do setor público

Um assunto cada vez mais recorrente na literatura sobre administração é a questão dos modismos de gestão. Nos anos 90 se observou a euforia em torno da gestão pela qualidade total (TQM) e a explosão da reengenharia de processos, que veio junto com a terceirização. Em seguida emergiu o conceito de core-competencies ou competências essências que deu origem à revolução da gestão baseada em competências. Surgido nos anos 90, a partir de pesquisas acadêmicas, o Balanced Scorecard (BSC) aparece como uma nova tecnologia de gestão que rapidamente foi difundida e passou a ser utilizada por uma extensa gama de organizações. A recente utilização dessa tecnologia de gestão e o excesso de euforia sobre o tema trazem a tona o questionamento sobre a correta utilização da mesma. Sendo assim, essa pesquisa se dedica a fazer uma análise sobre a utilização do BSC em uma empresa brasileira do setor público frente à metodologia proposta pela literatura. Os resultados da pesquisa demonstraram que os motivos que levaram a empresa em questão a escolher o BSC como tecnologia de gestão e a construção do BSC foram coerentes com a metodologia proposta pela literatura. Por fim a pesquisa também revelou dois resultados inesperados: primeiro um possível fator de sucesso na utilização do BSC não encontrado na literatura; e segundo uma certa peculiaridade quanto a adoção dessa tecnologia de gestão em empresas do setor público.

Responsabilidade social e educação para a cidadania: o caso furnas

o presente estudo teve como objetivo analisar se as ações sociais, com viés educativo, promovidas por Fumas Centrais Elétricas, promovem a cidadania. Para tal, foi realizada uma pesquisa qualitativa-descritiva, com dados coletados a partir de entrevistas semi-estruturadas realizadas com 34 (trinta e quatro) pessoas, sendo 8 (oito) empregados da instituição e 26 (vinte e seis) das comunidades participantes dos projetos por ela desenvolvidos. Esta divisão deveu-se à necessidade de confrontar as visões de cada grupo quanto ao entendimento do significado de cidadania. Os depoimentos revelaram uma riqueza de interpretações, havendo uma predominância conceitual que a nós surpreendeu. Constatamos que, apesar da maioria afirmar conhecer o termo, há uma dificuldade em defini-lo - passagem do conhecimento tácito para o explícito -, como se a sua amplitude e complexidade conceitual não coubessem em poucas palavras. Concluímos apresentando sugestões de um trabalho que possibilite uma discussão mais ampla sobre o tema a fim de permitir uma atuação mais pontual e efetiva em busca da emancipação.

Atração de investimentos como instrumento de política industrial: o caso do ceará no período 1985-2002

This paper aims to assess the performance of credit and fiscal mechanisms in attracting industrial investment to the state of Ceará during 1985-2002, a period characterized by the political and administrative continuity which begun with the implementation of the so-called "Plan of Changes", during the term in office of former state governor Tasso Jereissati. In order to accomplish that, a survey was conducted of the state's credit, fiscal and infrastructure incentive mechanisms, industrial policy and the period's political context, as well as data from the Department of Industry and Commerce and on the economic performance of the state of Ceará. Over 700 industrial businesses were found to have been attracted into the state by means of the Industrial Investment Attraction Program, which amounted to a process of industry expansion while the country as a whole was going through a period of deindustrialization. The analysis points out that, if on one hand, the industrialization model then adopted was able to generate economic growth, on the other hand, it increased income concentration and could not drive industry into the less developed areas across the state's interior, as expected by Ceará's state government officials.

O usuário e os sistemas de informatização: a utilização do sistema de controle de operações da delegacia legal pelos policiais civis do Estado do Rio De Janeiro.

Organizar racionalmente as informações e sistematizá-las tem sido essencial para o sucesso de diversas empresas. Quando estudamos as instituições destinadas à segurança pública percebemos que o uso de tecnologia e de sistemas de informação são comuns nos exemplos bem sucedidos de combate às práticas criminosas. O Programa Delegacia Legal, inaugurado no Estado do Rio de Janeiro em 1999, acompanha essa tendência e tem como um dos seus pilares a importância ao tratamento da informação. Os policiais que fazem os registros das ocorrências nas delegacias utilizando-se do Sistema de informação (SCO) têm então um papel fundamental porque através desses registros são investigadas as infrações, assim como é alimentado um banco de dados mais completo para ser aliado na elaboração de estatísticas e na aplicação de ações estratégicas. Considerando que esse tipo de registro, utilizando sistemas de informação, alterou a rotina institucional, o presente estudo verifica se existe ou não resistência ao uso do Sistema – SCO, fazendo uma abordagem sobre o sistema de informação, o Programa Delegacia Legal, a cultura organizacional e a opinião dos policiais.

O agente de serviço social na fusão da Eletronuclear: discurso e ação

Este estudo desvelou, através da abordagem hermenêutica fenomenológica, a polissemia do fenômeno da fusão da empresa pública Eletronuclear. Destaca-se o sentido técnico e humano do processo de fusão da área nuclear de Furnas e Nuclen. Descreve-se o vivido pelas pessoas, durante os momentos da fusão: antecipação, anúncio, transição e formação da nova Empresa. A compreensão da singularidade do caso enfocado, dependeu do discurso da ação do agente de Serviço Social da Eletronuclear. O presente trabalho contem as ações significativas do profissional de Serviço Social em um momento de fusão, ações inseridas no projetos global da empresa favorecendo a negociação, entre os originados das empresas Furnas e Nuclen. Apresentam-se as sugestões, tanto das pessoas da empresa, engajadas na pesquisa, quanto da autora em uma perspectiva fenomenológica.

Gestão transdisciplinar das ações de transformação: um olhar sobre a implantação das UPAS 24 horas no Estado do Rio de Janeiro

This research emerged from the contemporary need of a public management focused on results, in which the State must reach the effectiveness of public policies implemented, put these into practice through transformation actions. However, these actions should not be seen in isolation, cause, when implemented in a certain environment, interact with actions of various actors, generating social dynamics that will be fundamentals to achieving the expected results. The transdisciplinarity approach may enable an object be seen in its essence, considering all environmental aspects around it as well as various social dynamics that might emerge, in order to facilitate the State reach the effectiveness of their actions, providing the transformation wanted to society. For this reason, are presented in this study the basis of a management model with focus on transdisciplinarity, considering the various challenges, searched the literature on the management of public policies. To verify the adequacy of the basis of the proposed model, was done a case study of the government project called "Implantação das UPAS 24 horas" in Rio de Janeiro. In applying the basis of the model in that project, we find that the transdisciplinarity management can maximize the effectiveness of State intervention.

Igreja Universal do Reino de Deus: análise de um caso de sucesso de estratégia por diferenciação

Is it possible to see elements of an organizational strategy in churches practices, as we can do in public and private organizations? This work intend to show a case study about the Universal Church of the Kingdom of God, and study some factors that can be evidences of a strategic profile. It discusses the success that this church try to show: can it be proved? The conclusion of this study answer these questions.

A justiça distributiva como critério fundamental nas políticas públicas: o caso dos jogos panamericanos na cidade do Rio de Janeiro

This dissertation is a project of evaluation of the proposals of the Panamerican Games of 2007, that they will be carried through in the city of Rio De Janeiro. Great events present the possibility of improvement of the urban space and economic development, amongst other chances seen by politics and urban planners well. For this work we search to argue the city as field of specific study, understanding it in the current world-wide scene of globalization and computerization, the relations politics, economic and social existing interns. We search in material literature to study and to evaluate what it would be a ¿good city¿ and studies that had understood the development of the urban space. We also look for to understand the city of Rio de Janeiro as a singular urban space, since the origin of the city as a urban space, passing for the proposals gifts of modification of the carioca space. We dedicate part of the work, inside of the chapter where we understand the city of Rio de Janeiro, the presentation of the project of the Panamerican of 2007, comparing it with great previous events. The vision of technique and politics during the interviews was essential for the best understanding of the proposals of the Games. Finally we evaluate the proposals of modification of the Pan2007 for the city of Rio de Janeiro with the methodology of Kevin Lynch to evaluate the good form of the city" in communion with the proposal of distributive justice of Rawls. The result of this evaluation was that the current proposals of modification of the city for the Pan2007 will be able to generate resulted not deliberate for a considerable parcel of the population and to modify the economic relations harmfully, social and politics inside of the territory of the city. For such we consider measured compensatory satisfactory that they can reach the objectives of an equal citizenship and an equitable equality of chances, starting for the offering of the social minimums of just form. "

O modelo em rede aplicado à indústria de telecomunicações brasileira: o caso da TELEMAR

Virtual, cellular, modular, organic, holographic, networked enterprise. This is a new kind of organizational structure of growing importance inside of the enterprises that are looking for new models, attending to the requirements of flexibility, celerity and competitiveness. Requirements to the business of the future, for the new times of moving cycles, each time faster and faster. In that context, technological, cultural, strategic and human aspects are remodelled inside of the context of the called 'Information Era'. The objective of this work is to research how business, specially the Brazilians, are getting ready to be the 'organizations or enterprises' of the future. On the perspective of a virtual organization, throughout the flexibility, celerity and based on knowledge. Especially the Brazilian telecommunication industry, living the post privatization phase, which is in a process of organizational reestructuration, seeking to increase its competition in the globalized market. That is why, the analysis focus on Telemar, one of the largest in terms of geographic covering and investment power in the market and with essentially national shareholders.

Microcrédito como ferramenta de geração de renda e emprego: uma análise de experiências públicas municipais

The goal of this work is to study microcredit public policy as a mechanism of improving wage and decreasing unemployment rates. This study is contextualized by analysis of up-to-date macroeconomic national situation, Brazilian intergovernamental constitutional relationship, Brazilian job market and local development perspectives, trying to show that public microcredit driven by local government is a natural and useful way. Two cases have been chosen for analysis: Banco do Povo de Juiz de For a and São Paulo Confia.
