The green movement has evolved over the last twenty years from various social, peace and ecology activist organizations into direct political participation in parliamentary institutions through the Green Party. Although there is no definable theory of green politics, the culmination of interacting social movements as well as feminist, decentralist and in many cases, left wing political ideology, has produced a specific kind of political direction for the Greens internationally. As a result of the increased a ttention and awareness given to ecological issues , combined with the heightened evidence of large scale environmental deterioration, public attitudes and government decisions on development and natural resource management have been significantly altered. The Green Party of Canada is still r elatively young in comparison to its European counterparts, although ecologica l awareness and interest in t he green movement in Canada is strong, as reflected not only in support on a political level for the Canadian Greens I but for environmental issues and a ctivism in general. For this reason it s important to determine whether or not the Green Party is a significant aspect of the Canadian green movement, and if in fact its representation is necessary as an active participant in the Canadian political system . The Green Party of Canada, as a vital aspect of the Canadian green movement, and its connection to international green organizations can be examined primarily through the examp l es of both the Canadian Greens and the Green party of Ontario , by using original party documents and literature, information gained through Green party meetings and discussions with members, and commentary by Green theorists where app licable. As well, the influence on the Canadian green movement by the German Green Party is outlined , again mainly through party literature, documents and critiques of the party's experiences. This study reveals several existing and potential problems fo r t he Green Party in Canada, and the political fut ure of the Canadian green movement in general. Some, such as the real i ties of the Canadian political system are external to the movement, and may be overcome with adjustments in goals and methods, and a realization of the changing attitude towards environmental issues in a political context . On the other hand, internal party disfunctions in both organization and direction, caused mainly by the indefinite parameters of green ideology, threaten to exploit the already problematic aspects evident in t he Green Party . Aside from its somewhat slow beginnings, the Green Party in Canada has developed into a strong grassroots social movement, not however from its political visibility but from the steady growth in the popul ari ty of ecological pol i t ics in Canada. Due to the seeming enormity of the obstacles facing the Greens in their effort 4 to achieve electoral success, it is doubtful that Parliamentary representation will be achieved without a major re-orientation of party organization and methods. UI timately the strength of the Green Party in Canada will be based upon its ability to survive as a significant movement, and its willingness to continue to challenge political thought and practice.

Les Cris de la Baie James sont parmi les premiers bénéficiaires d'un traité moderne qui prévoit un rôle déterminant pour les Autochtones dans la gestion de l'environnement et du développement des ressources naturelles. À travers la Convention de la Baie James et du Nord québécois, les Cris participent à la gestion de l'environnement et sont assurés d'un droit de regard sur les projets de développement futurs dans l'ensemble de leur partie du territoire conventionné. Cette participation, qui est le fruit d'une intense négociation, est aujourd'hui renforcée, à travers des ententes de coopération subséquentes, grâce notamment, à l'émergence du mouvement écologiste qui a contribué à la reconnaissance d'un rôle particulier pour les Autochtones à l'égard de l'environnement. Par l'examen des mécanismes de protection de l'environnement, notamment le processus d'évaluation environnementale, aux termes du chapitre 22 de la Convention de la Baie James et du Nord québécois, cette étude met en lumière l'importance du processus de négociation et des droits qui en résultent par rapport à ceux reconnus en vertu de la doctrine des droits ancestraux telle que développée récemment par les tribunaux canadiens.

Comment concevoir la sécurité et le conflit violent d’aujourd’hui ? Cette étude traite de la pertinence de l’étude des questions environnementales au champ de la gouvernance de la sécurité dans le cadre de la consolidation de la paix. Ainsi, nous cherchons à décrire les liens entre les enjeux environnementaux, la sécurité et le conflit violent, à étudier le potentiel des projets environnementaux pour la gouvernance de la sécurité, de présenter les recommandations pour améliorer la durabilité de ces interventions, tout en considérant la question des écophilosophies. Nous avons opté pour des données de type qualitatif, soit sept entrevues semi-directives réalisées avec des professionnels du domaine des opérations de paix, quatre webémissions et neuf documents écrits. Toutes ont été traitées selon les directives de la théorie ancrée. Notre analyse démontre une interdépendance entre la détérioration environnementale, la sécurité et la dynamique des conflits armés. À l’instar de cette interaction, la « coopération environnementale » et la gestion des ressources naturelles serviraient à établir un dialogue entre les belligérants dans un objectif de bâtir la confiance, mais aussi à promouvoir le développement durable. La participation citoyenne constituerait un facteur incontournable pour développer la résilience des populations et des institutions face aux changements environnementaux et sociaux rapides et par conséquent favoriserait une sécurité humaine plus stable. Or, les réformes de gouvernance de la sécurité demandent une plus grande intégration de la population. Pour conclure, nous avons produit un modèle d’intégration des questions environnementales dans le but d’améliorer la gouvernance de la sécurité dans le cadre de consolidation de la paix en milieux postconflits. Sous forme de six énoncés pratiques, nous expliquons l’importance d’imbriquer les concepts de sécurité humaine et environnementale, d’exploiter les opportunités que présentent les situations d’interdépendances, de considérer davantage les interventions locales, d’adopter une approche participative, d’utiliser la coopération environnementale et de privilégier les approches stratégiques amenant à des solutions gagnantes pour tous.

El fenómeno de la globalización es una realidad que caracteriza la política internacional mundial que hace referencia principalmente a los procesos económicos, y a las innovaciones tecnológicas, sociales y culturales que están transformando nuestra manera de percibir e interpretar el mundo. En Colombia se han dado cambios muy importantes para el reconocimiento de los derechos de los grupos afrocolombianos. Uno de los cambios importantes, es el derecho de las comunidades afrocolombianas en cuanto a su desarrollo social, cultural y económico. Dentro del contexto nacional, el Pacifico colombiano es un territorio caracterizado por ser un polo de desarrollo, una región reconocida por su riqueza biológica y cultural, donde se realizan grandes proyectos de desarrollo y de extracción de recursos naturales. Pero estos proyectos tiene una alta incidencia en la pérdida de control de las comunidades sobre su territorio e incluso sobre su propio destino. La Muriel Minning Company es una multinacional de los Estados Unidos que actualmente desarrolla el Mega proyecto minero "Mandé Norte"; el gobierno colombiano le otorgó nueve títulos mineros para explotar y comercializar las reservas de cobre y los subproductos de oro y molibdeno. Colombia, como muchos otros países del sur, esta siendo fuertemente afectada en términos de diversidad cultural, construcción de sociedades sustentables y preservación del medio ambiente, por la intervención que en nuestros territorios hacen las multinacionales a través de megaproyectos, que sólo están generando pobreza, perdida de la diversidad cultural y biológica, deterioro de las condiciones ambientales sustentables, desplazamiento forzado.

La iniciativa Yasuní ITT propone dejar el crudo bajo tierra en el parque natural Yasuní y no emitir 400 millones de toneledas de dióxido de carbono a la atmósfera, así como proteger la diversidad cultural y biológica contenida en los campos Ishpingo, Timbococha y Tiputini. El análisis de esta iniciativa desde la perspectiva de la disciplina de las Relaciones Internacionales dará algunas luces sobre el aporte de la Iniciativa al problema del cambio climático.
A decision framework for considering climate change adaptation in biodiversity conservation planning

General principles of climate change adaptation for biodiversity have been formulated, but do not help prioritize actions. This is inhibiting their integration into conservation planning. We address this need with a decision framework that identifies and prioritizes actions to increase the adaptive capacity of species. The framework classifies species according to their current distribution and projected future climate space, as a basis for selecting appropriate decision trees. Decisions rely primarily on expert opinion, with additional information from quantitative models, where data are available. The framework considers in-situ management, followed by interventions at the landscape scale and finally translocation or ex-situ conservation. Synthesis and applications: From eight case studies, the key interventions identified for integrating climate change adaptation into conservation planning were local management and expansion of sites. We anticipate that, in combination with consideration of socio-economic and local factors, the decision framework will be a useful tool for conservation and natural resource managers to integrate adaptation measures into conservation plans.

The role of environmental concern is important due to the disorganized land occupation and intense exploitation of natural resources which lead to the degradation and exhaustion of the environment. Remonte sensing techniques allow identifying, recognizing and mapping areas modifiers besides estimating the extension of alterations made by man. Thus, the objective of this study was to map land use and occupation in order to evaluate the development of the Gloria Farm Stream watershed in Taquaritinga, SP, Brazil, from 1983 to 2000. The drainage network and agricultural and natural vegetation areas were identified by stereoscopic analyses of 2000 aerial photographs and by data analyses of the field and cartographic documents. The results verified that sugarcane became predominat in 2000 and it is distributed in relatively large areas with detriment to citrus orchards and other crops. The presence of dams, which is not noted in 1983 data, and the increase of forest and natural vegetal fragment areas in the analyzed period was observed. Recovered areas dur to reforestation with native species were identified along the streams and springs of Jabuticabal Mountain Range.

The document which ECLAC presents on this occasion explores further the theme of equality addressed at the two previous sessions of the Commission, in Time for Equality: Closing Gaps, Opening Trails (2010, Brasilia), and Structural Change for Equality: An Integrated Approach to Development (2012, San Salvador). The document prepared for the thirty-fifth session, entitled Compacts for Equality: Towards a Sustainable Future, discusses the two major challenges to development in Latin America and the Caribbean today: to achieve greater equality and to make development sustainable for future generations. The various chapters examine the social, economic, environmental and natural resource governance constraints on sustainability, as well as the challenges associated with strategic development options. They also further explore the equality approach developed by ECLAC at previous sessions, treating the world of work as a key arena. Consumption is analysed as it relates to the economic, social and environmental spheres, highlighting its potential to increase well-being as well as its problematic externalities in terms of environmental sustainability, the fiscal covenant and the production structure, among others. The dynamics existing between production structures and institutions are explored, drawing attention to ways in which the efficient organization of institutions can help to maximize contributions to development. The document concludes with a set of medium- and long-term policy proposals that need to be enshrined in social covenants and policy instruments for implementing, in a democratic context, the policies and institutional reforms that the Latin American and Caribbean countries need to resolve the dilemmas they face at the current crossroads.

One of the majors concerns in society today is to decrease the environmental impact caused by human activities and natural resource exploration. From this need to be more careful with the environment arose, in the field of civil construction, the term sustainable building. Projects that use natural resources rationally, without ceasing to bring comfort and functionality for customers, are becoming more a reality. This paper presents the share of electric energy in a sustainable building, with the analysis of the available renewable energies used in a project, presentation of new constructive techniques and technologies that are constantly emerging to achieve greater energy efficiency, with an appropriate use of energy received, also a decrease of the energy consumed by some devices present in a residence or business

Local knowledge is crucial to both human development and environmental conservation. This is especially the case in mountain regions, where a combination of remoteness, harsh climatic conditions, rich cultural heritage, and high biological diversity has led to the development of complex local environmental knowledge systems. In the Andes for instance, rural populations mainly rely on their own environmental knowledge to ensure their food security and health. Recent studies conducted within Quechua communities in Peru and Bolivia showed that this knowledge was both persistent and dynamic, and that it responded to socio-economic and environmental changes through cultural resistance and adaptation. As this paper argues, combining local knowledge and so-called scientific knowledge – especially in development projects – can lead to innovative solutions to the socio-environmental challenges facing mountain communities in our globalized world. Based on experiences from the Andes, this paper will provide concrete recommendations to policymakers and practitioners for integrating local knowledge into development and natural resource management initiatives.

La cuenca del Río Quequén Grande constituye una región representativa de los sistemas agrícolas pampeanos. El acuífero en esta región es la principal fuente de abastecimiento de agua para todos los usos, lo que pone de manifiesto la importancia de desarrollar los elementos necesarios para el estudio de la movilidad de los contaminantes a través de los suelos hacia la zona saturada. El objetivo del presente trabajo fue obtener parámetros hidráulicos bajo condiciones de saturación en columnas intactas de distintos tipos de suelos de la región, contemplando suelos de uso agrícola y natural. Se estudiaron dos series de suelo: Serie Azul y Serie Semillero Buck, con muestras tomadas en dos sectores próximos a las localidades de Lobería y La Dulce, respectivamente. Las columnas fueron eluidas con una solución acuosa de iones cloruro y se midió el incremento progresivo de conductividad. A partir de las curvas de arribo obtenidas, se ajustó la ecuación de transporte, obteniendo los valores de dispersividad y porosidad. Dichos parámetros no presentaron diferencias significativas según el uso para los suelos de Lobería, de textura franco arcillosa, indicando que la labranza no produciría modificaciones evidentes en el perfil del suelo. En La Dulce, donde los suelos poseen una textura más arenosa, los parámetros variaron según el uso del suelo, presentando una mayor dispersividad y menor porosidad del suelo bajo explotación agrícola extensiva.

Existing descriptions of bi-directional ammonia (NH3) land–atmosphere exchange incorporate temperature and moisture controls, and are beginning to be used in regional chemical transport models. However, such models have typically applied simpler emission factors to upscale the main NH3 emission terms. While this approach has successfully simulated the main spatial patterns on local to global scales, it fails to address the environment- and climate-dependence of emissions. To handle these issues, we outline the basis for a new modelling paradigm where both NH3 emissions and deposition are calculated online according to diurnal, seasonal and spatial differences in meteorology. We show how measurements reveal a strong, but complex pattern of climatic dependence, which is increasingly being characterized using ground-based NH3 monitoring and satellite observations, while advances in process-based modelling are illustrated for agricultural and natural sources, including a global application for seabird colonies. A future architecture for NH3 emission–deposition modelling is proposed that integrates the spatio-temporal interactions, and provides the necessary foundation to assess the consequences of climate change. Based on available measurements, a first empirical estimate suggests that 5°C warming would increase emissions by 42 per cent (28–67%). Together with increased anthropogenic activity, global NH3 emissions may increase from 65 (45–85) Tg N in 2008 to reach 132 (89–179) Tg by 2100.

Agricultural water management needs to evolve in view of increased water scarcity, especially when farming and natural protected areas are closely linked. In the study site of Don?ana (southern Spain), water is shared by rice producers and a world heritage biodiversity ecosystem. Our aim is to contribute to defining adaptation strategies that may build resilience to increasing water scarcity and minimize water conflicts among agricultural and natural systems. The analytical framework links a participatory process with quantitative methods to prioritize the adaptation options. Bottom-up proposed adaptation measures are evaluated by a multi-criteria analysis (MCA) that includes both socioeconomic criteria and criteria of the ecosystem services affected by the adaptation options. Criteria weights are estimated by three different methods?analytic hierarchy process, Likert scale and equal weights?that are then compared. Finally, scores from an MCA are input into an optimization model used to determine the optimal land-use distribution in order to maximize utility and land-use diversification according to different scenarios of funds and water availability. While our results show a spectrum of perceptions of priorities among stakeholders, there is one overriding theme that is to define a way to restore part of the rice fields to natural wetlands. These results hold true under the current climate scenario and evenmore so under an increased water scarcity scenario.

Uzbekistan has a long and interesting heritage of ancient civilization linked to the historic “Silk Road”, through which transited people, goods, ideas and cultures. The major cities of the Silk Road - Samarkand, Bukhara, and Khiva are testimonies of the past and leave a deep impression on any visitor. As time goes by, Uzbekistan has become a key country in the whole Central Asian region, because it possesses mineral, agricultural and natural resources and has a huge potential for development. It is rich in energy resources such as oil and gas, but it is very difficult to commercialize them due to its landlocked position. The historical legacy of the Republic of Uzbekistan is a valuable heritage. The above mentioned ancient cities used to be centers of science and art, where important architects created palaces, mosques, madrassas, minarets, and mausoleums of the Islamic style, that still exist today. This cultural wealth is an element of internal cohesion and external outreach towards Islamic heritage, related to such Muslim countries as Turkey and the Gulf States. Moreover, this historical and architectural heritage has enormous economic potential for tourism, which can contribute to strengthen the relations of cooperation and friendship between Uzbekistan and the International Society. The influence of tradition and culture has still a huge impact on the society. This can be felt for example, in the traditional gender roles distribution. As a result of which, meńs presence in the areas of decision making is still slightly higher than womeńs one...

A dinâmica ambiental possui capacidade limitada de reciclagem e a crescente utilização resíduos agroindustriais, especialmente na agricultura, pode levar a situações de poluição do solo e demais componentes ambientais. A manutenção da produtividade de ecossistemas agrícolas e naturais depende do processo de transformação da matéria orgânica e, por conseguinte, da biomassa microbiana do solo, e que é responsável pela decomposição e mineralização de resíduos no mesmo. A dinâmica natural dos microrganismos do solo, em constante mudança e adaptação, os torna um indicador sensível às mudanças resultantes de diferentes práticas de manejo agrícola. Sendo assim, conhecer essas alterações e suas interferências é fundamental para identificar estratégias adequadas de manejo, apontando técnicas de utilização adequadas. O objetivo deste trabalho foi avaliar a qualidade de um solo agrícola, cultivado com três variedades de cana-de-açúcar (Saccharum spp.), comparando a utilização de adubação mineral frente à utilização de fertilizante orgânico composto no período final de formação dos perfilhos (120 dias após o plantio). Foi implantado, em condições de campo, o cultivo de cana-de-açúcar (cana planta), utilizando as variedades RB 867515, RB 962869 e RB 855453, onde cada variedade foi cultivada de três formas distintas, sendo elas: plantio controle (CT) sem aplicação de insumos para adubação; plantio orgânico (OG) com aplicação de fertilizante orgânico; e plantio convencional (CV) com aplicação de adubação mineral, seguindo recomendações de adubação após análise química inicial do solo local. Cada parcela possuía 37 m2, com 5 sulcos de 5,0 m de comprimento e espaçamento de 1,5 m entrelinhas, sendo os três sulcos centrais formando a área útil. De acordo com a variedade e o tipo de adubação, foram formados nove tratamentos: T1 86CT, T2 96CT, T3 85CT, T4 6OG, T5 96OG, T6 85OG, T7 86CV, T8 96CV e T9 85CV, com delineamento estatístico de blocos ao acaso e quatro repetições. Os parâmetros químicos do solo analisados foram macronutrientes e micronutrientes; os parâmetros microbiológicos foram carbono da biomassa microbiana (CBM), respiração basal do solo (RBS), quociente metabólico (qCO2), número mais provável de fungos e bactérias do solo (NMP); e, por fim, a produtividade agrícola (t/ha). Os resultados foram submetidos a análise de variância (ANOVA) e à comparação das médias através do teste de Tukey (10%). Também foi realizada a análise de variância dos dados e correlação cofenética de Pearson para formação de dendogramas. Com base no período estudado, considerado como fase crítica da formação do canavial, concluiu-se que os parâmetros químicos que evidenciaram alterações no solo foram pH e os macronutrientes Mg, Al e SB, sendo os tratamentos orgânicos equivalentes e/ou melhores que os tratamentos convencionais. Para os parâmetros microbiológicos, o NMP de fungos apresentou os maiores valores nos tratamentos convencionais e controle. A produtividade agrícola não foi influenciada pelos diferentes tratamentos e insumos utilizados, independente da variedade de cana-de-açúcar utilizada. Por fim, foram observadas correlações positivas entre as variáveis CTC e quociente metabólico (qCO2) apontando potencial melhoria da qualidade do solo, com o emprego de insumos orgânicos
