This Task A Report summarizes the initial activities of the U.S. 20 Corridor Development Study. Task A constitutes a review of the portion of existing U.S. 20 from the Nebraska state line on the south side of Sioux City to the junction with U.S. 169 south of Ft. Dodge. · Preliminary study findings for this 119 mile corridor are summarized below.

In February the U.S. 20 Corridor Development Study's Steering Committee met to review Report A. At that meeting the Committee selected seven alternatives to be evaluated from a cost and traffic perspective. This report, Report B, presents the cost and traffic evaluation of these seven alternatives. This Report B and its cost and traffic estimates will be reviewed at the next Steering Committee meeting. At that time it is possible that, based on the traffic and cost estimates, one or more of the alternatives will be eliminated from further consideration. After that meeting the Consultant will initiate the more in-depth analyses, including the economic feasibility

This study examines the feasibility of making a major financial investment in the improvement of U.S. 20 between Sioux City and Fort Dodge, Iowa. This 119-mile (191-km) highway segment of U.S. 20 currently includes 97 miles (156 km) of 2-lane highway and 22 miles (35 km) of 4-lane highway (on the west end near Sioux City and a short section near Holstein). This 119-mile (191-km) segment is predominantly rural in nature, and serves a region of Iowa that has not been economically prospering. Local business leaders and residents have long desired major improvements to this highway segment, not only because of the safety and travel efficiency implications, but also because of the belief that the highway, as mainly a two-lane facility, is retarding the corridor area's economic growth and well being. The study was divided into five sequential tasks: (A) Evaluation of Existing U.S. 20; (B) Improvement Alternatives, Costs and Traffic; (C) Screening of Alternative Candidate Improvements; (D) Economic Feasibility Analysis; and (E) Interpretation and Comparisons.

The proposed Davenport to Lacrosse route corridor includes the Iowa counties of Scott, Clinton, Jackson, and Dubuque. In addition, an influence region has been defined which includes six additional counties. The region is predominantly agricultural, however, following the national trend, movement away from the small farm to large mechanized operations has created an adequate labor force for the two major industrial cities of Davenport and Dubuque. From a total 1971 regional work force of 186,990, only 23,190, or slightly over 12% were engaged in agriculture, 91% of the land area being agricultural notwithstanding. It is forecasted that the urban population of the two counties containing the above cities will increase by 26% between 1970 and 1990, while the population of the remaining region counties can expect only a 3% increase.

The Highway Planning and Programming and the Design Departments are responsible for coding and submitting the necessary data forms to Data Processing for the noise prediction on the highway sections.

The Iowa Department of Transportation (IDOT) is currently considering improvements for US Highway 65 (US-65) and Iowa State Highway 330 (IA-330) in Polk and Jasper Counties, Iowa. As part of its project planning effort, IDOT is preparing an Environmental Assessment (EA) report which will include a section entitled "Hazardous Waste" to identify known sites in or near the proposed corridors that are, or could be, contaminated with hazardous or petroleum substances.

This paper carries the rather weighty title of "Evolution of Design Practice at the Iowa State Highway Commission for the Determination of Peak Discharges at .Bridges and Culverts." Hopefully, this evolving process will lead to a more precise definition of a peak rate of runoff for a selected recurrence interval at a particular site. In this paper the author will relate where the Highway Commission has been, is now, and will be going in this art of hydrology. He will then offer some examples at a few sites in Iowa to illustrate the use of the various methods. Finally, he will look ahead to some of the pitfalls still lying in wait for us.

The proposed reconstruction of Trunk Highway 60 is considered a Federal Class I Action because of the potential for significant impacts on the natural and physical environment. An Environmental Impact Statement (EIS) is a full disclosure document that discusses the environmental impacts of a proposed Class I action. The Draft EIS, which was distributed in July 2002, is incorporated by reference herein and made a part of the Final EIS.

The purpose of the proposed Highway Location Reference Procedure is stated in the contract as follows: "Establishment of a highway network locational reference process that will primarily allow for the proper correlation of pavement management data, and secondarily provide the basis for other existing and future data base integration and for the planned Iowa DOT Geographic Information System. In addition, the locational reference process will be able to correlate network applications with a statewide spatial location method to facilitate the relationship of Iowa DOT data to that of other agencies and to allow for the graphic display of the network in map form." The Design Specifications and Implementation Plan, included in this Final Report, are intended to provide the basis for proceeding with immediate development and implementation of the pavement management system. These specifications will also support the future Iowa DOT implementation of other integrated data bases and/or the planned Geographic Information System.

The overall objective of the work contained in this paper is to identify background information on the use of load-transfer devices in highway pavement joints and to provide a preliminary assessment of the market potential for use of alternative materials in that capacity. The intent of the authors is to provide a concise compilation of information upon which HITEC personnel may judge whether or not the use of alternative materials for concrete highway pavement joints is worth a more thorough and rigorous evaluation.
