A descentralização político-administrativa no Brasil: um estudo sobre a disputa entre os municípios de Caiuá e Marabá Paulista pela Decasa Açúcar e Álcool a partir das escalas geográficas de análise

This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). Reflexões sobre homofobia e educação em escolas do interior paulista

This is a survey conducted in 2009 with 2,282 students of both sexes enrolled in the three grades of high school in three cities of the west of Sao Paulo state (Assis, Presidente Prudente and Ourinhos). The data collection instrument was a self-administered and anonymous questionnaire with 131 questions. In this article, we reflect on how in schools the research participants reproduce and reinforce the hegemonic discourses of control of sexualities guided by the attempt to promote heterosexuality as the only form of sexual intelligibility, to the detriment of other forms of expression of sexuality. We discuss how homophobia and the devices of social control of sexuality (re) produce prejudices and stereotypies, resulting in vulnerabilities that non-heterosexual teenagers have, such as homophobic victimization, social and affective isolation, ideations and suicide attempts. The study shows that the invariant were discrimination, homophobic violence and the insults that are perpetrated in the values and discourses of adolescents at school and in their family, demonstrating the institutionalization of homophobia as a regulatory practice of the psychological and social construction of gender and sexual identities. We highlight how important it is for the school to appropriate the means of deconstruction of heterocentric normativity to preserve the rights and citizenship of the people who do not identify with the prevailing models of heterosexuality.

Geografia e imagem publicitária: um diálogo possível

The aim of present work is the interpretation of a Coca Cola soft drink advertising image that is shown on a billboard in the city of Presidente Prudente, in São Paulo state. The billboard shows a scene of the video titled Happiness Factory which was presented on television in 2008. Decoding this kind of image, which is integrated to the theoretical and methodical option, favors the visual perception of shapes and their meanings as a reading of the image and the inclusion of the studies of phenomenology of cultural geography to the social reality could reveal some other dimensions, such as the symbolic, the imaginary, the aesthetic ones.This fact will contribute to widen the social trait of Geography and it represents our object of study.The reading will be done after some reflexion on the function of an external advertisement, that is, within the urban context of Presidente Prudente when refering to billboard being studied. It will also be discussed the importance of becoming a critical reader when interpreting advertising messages presented by the communication means in general.

Novos trilhos: a reinserção da área da estação ferroviária de Dracena no contexto urbano atual

Dracena, located in Presidente Prudente's region and founded in 1945, is a coffe and cotton's expansion and had your development by the advance of the Paulista Company of Railroads' tracks. For a long time the train was part of the city's and people's daily life. However, with the decline of rail trasport, the train station and a whole have become spaces without meaning and use. Thus, this final graduation work os Architecural and Urbanism course, aims to reintegrate in the urban área of Dracena Station and upgrade their space. To this end, based on the critical restoration theories and the projective references chosen were proposed the restoration of the railway station building and the creation of na annex for the Department of Culture. To enable the reintegration of the area into the urban fabric was proposed to create a linear park that provides a leisure space above the city and the lack of green areas. Preserving these spaces in a time when changes occur so quickly means keeping alive the memory and history of cities and allow new generations to take notice
