The general objective of this academic work is to analyze the relationship between the territorial division and the urban expansion process of Mossoró city, understood here as the production and occupation of space. The urban expansion in Mossoró, since its formation as settlement in 1772 until current days, identifies with the Brazilian urbanization process whose growth is determined by the capitalist development. Thus, the expansion was determined by several economical specializations imposed by the territorial division of work which occurs at an interregional level, and, sometimes at an international level. Then, each specialization determined a moment of the urban expansion of the city, as follows: a) The cattle farmer specialization, between 1772 and 1857, when the urban expansion was shy, is summarized to a commercial square that received goods from Aracati aiming to cover a wide rural area; b) The commercial emporium specialization, between 1857 and 1930, when the urban expansion took an important impulse with the concentration of public and private capitals; c) The salt industry and the agricultural-industrial exporter specialization inside a state of development policy, between 1930 and 1970, when the urban expansion, joined to the settlement of the working class in the urban soil, developed along an important axis -the railway; d) The render of services specialization inside a state of intervention policy, between 1970 and 1990, when the urban expansion was characterized by the accelerated growth rhythm, by the reuse of some spaces, and by space segregation of demanding people; e) The render of services policy inside a neoliberal state policy, since 1990 until current days, when the urban expansion reduced its rhythm abruptly, when only small alterations occurred in the existing spaces. It focused on social policies and on several slums eradication programs. Finally, the territorial structure is deeply articulated with others, no territorial, but economical, social and political, which happens at a national, regional and local rate. Only within a historical and conceptual panorama, it was possible to explain the urban expansion in Mossoró from its formation in 1772 until current days. Therefore, this work is a several discipline analysis of the urbanization process existing in Mossoró

La Extensión Rural es un modo de intervención en el espacio rural, que ha pasado por diferentes concepciones en las últimas décadas hasta llegar a un nuevo paradigma vinculado al desarrollo territorial rural. Este modelo procura impulsar procesos endógenos, participativos y articulados institucionalmente, sobre una concepción del territorio delimitado, multifuncional y multidisciplinario, en donde se abren espacios a los actores locales en la búsqueda de definiciones de sus prioridades a los efectos de alcanzar una mejor competitividad y calidad de vida. Este trabajo se localiza en Colonia Molina, del departamento de Guaymallén, Mendoza. Es un territorio rural, predominantemente hortícola, que tienen una historia común que facilita el surgimiento de la iniciativa local de organizarse para mejorar la competitividad sistémica, que teje redes interinstitucionales, que construye participativamente su propia identidad en torno al cultivo de camote. Por otra parte es asediado por múltiples factores como la falta de recambio generacional de productores, el abandono de fincas, la contaminación, el avance urbano desordenado y el impacto de nuevos pobladores citadinos en una zona rural. Frente a esta realidad, se pretende evaluar la ejecución del Profam como herramienta de intervención del INTA, entre los años 2004 al 2012, como iniciador del proceso de desarrollo territorial rural de Colonia Molina, en otras palabras analiza si pudo equilibrar el crecimiento con el desarrollo. Los objetivos fijados son: conocer el sistema territorial inicial, comprender la dinámica y evolución del mismo e identificar y evaluar los cambios atribuibles a la intervención. La metodología empleada se basó fundamentalmente en el tratamiento de información cualitativa, que provino de la observación participante, entrevistas semiestructuradas, línea histórica, talleres, reconocimiento de la ubicación del territorio, recabadas a partir de la contribución de los actores locales del territorio. Esto se complementó con metodología cuantitativa relevada a partir de la encuesta inicial al territorio y análisis de fuentes secundarias.

The Escritório Saturnino de Brito (Saturnino de Brito Office), created in 1920 under the sanitaristic guidance of the engineer Saturnino de Brito, has a vast record of works throughout the whole national territory, even after the death of its founder, in 1929 at which point his son, and also engineer, Saturnino de Brito Filho, assumed the head of the company , with a compromise to continue his father s work and assure his administrative, technical and urbanistic principles up until the early 1980s, when that institution came to an end. The scarcity of theorical studies about this Office, alongside the importance of the contributions it made in countless cities, oriented the focus of this study on its performance in Natal, where it remained from 1935 to 1969, designing, executing and managing sanitationist works and the services associated with them and going through several political, economical, social, cultural and urbanistic contexts periodicized in this work into three moments. Thus, it is intended to analyze how the Saturnino de Brito Office behaved and adapted itself to the conjunctural changes that unfolded into each of these moments, and more specifically, to observe the forms of intervention adopted the principles, the instruments and the scope aiming to verify the transition of the sanitaristic set of urbanistic ideas into the urban planning as a development strategy on a local level

The present research deals with the modernization process of the Cidade da Parahyba2, between 1850 and 1924, and its relation with the cotton economy, which represented the main source of wealth accumulation for both the private and the public sectors throughout the First Republic. This study on urban history was developed by focusing on the understanding of the city s spatial formation, and despite its emphasis on the economic aspects involved, other factors that also contribute to the development of the social life were not put aside. The modernization process of the Cidade da Parahyba was also analyzed during the period established for the study according to a chronological and thematic approach that established comparisons with the financial situation of the State, whenever this was necessary, with special attention to the contribution of the cotton economy to the State´s revenues. It was possible to detect a lack of financial help and loans from the federal and municipal administrations for finishing several public works already underway in the capital, since the federal funds allocated to the State of Parahyba do Norte were rather employed in emergency works against droughts and in agricultural development. One can then conclude that the financial resources required for the urban interventions were withdrawn from the State s treasury itself, resources that were collected mainly from activities such as cotton exportation and cotton trading. Another factor shows the interdependence between the urban remodeling and the cotton economy: during the years marked by great droughts or by hard plagues on the cotton plantations, cotton production decreased, as well as the State s finances. The first measures taken by the State s administrators were to halt all projects of urban remodeling in progress in the Cidade da Parahyba, which was, clearly, the most privileged city by the State s presidents during the period analyzed. 2 The city of João Pessoa was named Cidade da Parahyba, a designation that remained until September 1930, when it received its present-day name in order to pay homage to the president of the State, João Pessoa Cavalcanti de Albuquerque, murdered in the city of Recife in August of that same year. At that time, the State of Paraíba was known as Parahyba do Norte. This dissertation deals with the conceptions of the relationship between science, technology, innovation, development and society. We aimed to analyze the ways to conceive these relations in documents of the Entrepreneurship and Innovation Programme (Proem) of the Federal Technological University of Paraná (UTFPR) and analyze the conceptions of these relations in view of managers and participants of the Program on Campus Cornélio Procópio, locus of research. It is recognized that the concepts of science, technology, innovation and development are polysemic, so varied are the definitions given by different theorists. For the research were characterized these conceptions into two streams, one called traditional or conservative current, which is supported by the classical theories, that is, those that were developed by authors recognized as classics, and the other current, referred to as critical concepts that sustains it are presented by authors recognized as critical, among which houses the Science studies, Technology and Society (CTS). This categorization buoyed analysis of Proem documents and analysis of the statements collected through interviews with three managers of Proem and eleven participants in the Program. As a result of the research, in general, although there is evidence in Proem documents of a social concern in relation to its role in society, it was observed that the program is based on the traditional and hegemonic view on the subject. In the documents analysis, it was noticed that the conceptions arranged CTS studies are present in relation to the multidimensional development concept. However, the texts analyzed, mostly were identified strong indications of thought supported by logical positivism, in propositions that refer to marketing issues, a proposal to generate an entrepreneurial culture guided by the development of technological innovations designed to meet and / or induce market demands, through production methods for popular goods. As for how managers and participants Proem in Campus Cornelius conceive the relationship between science, technology, innovation, development and society, also was identified closer to the classical view, although the respondents have pointed out many times in their speak apparent concern with social issues, like designing the development from a multidimensional view as cover critical studies CTS. The views of the participants, it was possible to link the strengthening of the concept connected to the linear model of development, in which the more it generates science, more is generated technology and more technology therefore produces more wealth, which in turn, the Schumpeterian view, is the basis of social welfare.

Num contexto de urbanização, de acesa competitividade e desertificação do interior, assiste-se cada vez mais a cenários de concorrência entre territórios pela captação de recursos, investimentos, negócios e até visitantes e turistas, capazes de gerar dinâmicas positivas no território, palco deste movimento. Algumas projeções indiciam que o interior de Portugal terá, em 2040, cerca de um terço da população atual e, se a tendência de declínio demográfico se mantiver, em 90 anos o interior perderá 75 por cento da população. Neste contexto, o presente estudo tem por finalidade alertar os decisores políticos para o desenvolvimento de estratégias que possam atrair pessoas para o interior do país e estancar a sua desertificação. Para o efeito, o projeto que se apresenta vai procurar definir uma estratégia de marketing territorial para o concelho de Moimenta da Beira, tendo por base os seus produtos endógenos, como a maçã, o vinho, o mel, os enchidos, os granitos, o património religioso e cultural e, por fim, o património natural, como a Albufeira do Vilar e a Serra da Nave. Para a realização do referido estudo, foi seguida uma metodologia que teve por base uma revisão de literatura na área do marketing territorial, a análise de dados secundários e a realização de entrevistas aos principais Stakeholders da região. Os resultados deste estudo permitirão definir orientações para reforçar a atratividade e competitividade da oferta territorial junto dos segmentos alvo, ou seja, dos atuais e potenciais utilizadores do território.

Vivemos na era da globalização, em que as cidades desenvolvem iniciativas de promoção dos seus territórios e produtos. O marketing territorial constitui uma ferramenta essencial para ajudar o desenvolvimento sustentável dos territórios. Ele auxilia na elaboração das estratégias, na identificação de necessidades, desejos e interesses dos diferentes stakeholders, estudando os elementos essenciais para que um lugar se torne atrativo, competitivo e diferenciado. É neste contexto que devem surgir as estratégias de desenvolvimento local, pensando globalmente, agindo localmente, considerando o desenvolvimento sustentável, a qualidade de vida e a imagem do território. A presente investigação focar-se-á no estudo de um caso em particular, o desenvolvimento de Viseu, através do marketing territorial e a consequente utilização de ferramentas para implementar uma estratégia de marketing assente no branding territorial. O projeto segue uma abordagem metodológica qualitativa, sustentada em entrevistas semiestruturadas em profundidade, realizadas a entidades públicas e privadas da região, que contribuem no desenvolvimento e visibilidade de Viseu. Os objetivos desta investigação são, portanto, a criação de uma estratégia para Viseu, compreendendo as principais caraterísticas definidoras e o potencial do território, tornando-o mais atrativo para os residentes, turistas e investidores.

Os Açores reúnem nove ilhas com singularidades peculiares em termos paisagísticos, arquitetónicos e riqueza dos seus recursos naturais. Este panorama levanta contudo grandes desafios de sustentabilidade, de entre eles a reorientação de estratégias, atendendo à especificidade da região (segundo os objetivos à escala nacional em sede da Estratégia Nacional Desenvolvimento Sustentável (ENDS)). No caso da Ilha de Santa Maria (SMA), pequena ilha em que as estratégias tendem a ser ignoradas, a participação da população e dos dirigentes locais é minorada por interesses económicos desvinculados do desenvolvimento sustentável (DS). Para inverter esta situação é necessário conhecer para preservar, proteger para conservar, planificar e orientar os comportamentos e atitudes visando a sustentabilidade dos recursos naturais (RN) da ilha. Aplicando uma metodologia que conjugou os métodos quantitativos e qualitativos, com uma componente prática, utilizando um método de amostragem não casual dirigida, não probabilística com um método de amostragem por clusters, agrupado em grupos (workshop, séniores e jovens), pretendeu-se descrever os conhecimentos, as práticas e as perceções sobre a gestão dos RN’s, DS e instrumentos de gestão territorial (IGT’s). Os resultados mostram que os conhecimentos, práticas e perceções dos diferentes grupos são insuficientes no que respeita ao conhecimento dos conceitos e dimensões do DS (independentemente das idades ou habilitações literárias), verificando-se contudo melhorias, por vezes significativas, após as ações de sensibilização e educação. É imperativo continuar o esforço de valorização dos RN’s, envolvendo a população nas estratégias de conservação, objetivando uma proposta orientadora e participada numa visão para sustentabilidade da Ilha (SMA). Recomenda-se uma proposta de modelo de Estratégia DS dos recursos naturais e biodiversidade para SMA e diversas propostas de ações para colocar em prática essa estratégia como desenvolvimentos futuros.

El tema central del trabajo es la perdurabilidad de la tradición urbana desarrollada en América Latina sobre la base del sistema urbano construido en las primeras décadas del siglo XVI por los españoles para organizar el territorio, sistema que comprende desde los comienzos las principales ciudades de América española e integra hoy el conjunto de las capitales de los países hispanoamericanos. Este sistema urbano se consolidó durante la Colonia (siglos XVI al XVIII) y sobrevivió a tres grandes cambios: a) fue renovado a comienzos del siglo XIX, cuando las principales ciudades hispanoamericanas conducen la Revolución de Independencia y las ciudades conservan su primacía y dominio territorial en las nuevas jurisdicciones emanadas de la Independencia; b) se replantea a fines del siglo XIX, en un proceso de la integración con la economía mundial, acompañando la consolidación de los estados nacionales, en un dramático cambio de escala que transforma profundamente los territorios latinoamericanos; c) actualmente, en un proceso iniciado en el último tercio del siglo XX, cuando las ciudades inician un nuevo modo de interacción en el territorio regional y en el escenario global, muchas veces por encima de las jurisdicciones heredadas del estado nacional. El trabajo, enfocado al caso de las dos principales ciudades hispanoamericanas --Buenos Aires y Ciudad de México-- describe el momento en que esa tradición urbana se apaga, hacia la década de 1960, en el mismo período en que América Latina inicia el camino de su definitiva urbanización, las poblaciones devienen mayoritariamente urbanas en todos los países del continente y las grandes ciudades dominan el escenario (especialmente México y Buenos Aires, las dos ciudades de habla española más pobladas, ricas y complejas)...

As Servidões Militares Aeronáuticas (SMA) pressupõem restrições que lhes são intrínsecas, suscetíveis de impactar na Economia Real Portuguesa (ERP). Na Força Aérea (FA) as SMA denotam especial importância, em razão das constantes evolução e atualização das Operações Aéreas e tramitação legal imposta, com vista a uma minimização dos encargos restritivos dos bens que, territorialmente, lhes estão associados. Assim, salienta-se a pertinência das SMA enquanto processo que tem reflexos na ERP, uma vez serem utilizadas pela FA no processo de Licenciamento Urbano. Desta feita, foi avaliada a importância das SMA na FA, através de estudo de caso, utilizando um raciocínio hipotético-dedutivo, o qual norteou as entrevistas semiestruturadas, conceptualizadas no respetivo mapa. Estas entrevistas permitiram verificar que: a FA elabora as SMA segundo pressupostos reais e atualizados; a FA emite pareceres positivos relativos aos pedidos de licenciamento que estejam de acordo com o preconizado nos Decreto-Lei das SMA vigentes e nas respetivas áreas territoriais de aplicação; os processos de emissão de pareceres na FA podem ser melhorados concluindo-se, assim, que o processo de conceção das SMA na FA influencia o desenvolvimento da ERP. Abstract: It is assumed that the Aeronautical Control of Obstacles (ACO) imposes certain inner limitations that are susceptible to cause impact on the Portuguese Real Economy (PRE). The ACO area is of special relevance for the Portuguese Air Force (PoAF) due to the permanent evolution and update of the Air Operations and the legal procedures aimed at the decrease of the property limitations associated to them. The ACO is, therefore, of the utmost importance, considering that its process has a significant impact on PRE because of its use by the PoAF within the Building Control process. The scope of this research lies on the importance of the ACO for the PoAF. The research is based on the case study method and the hypothetical-deductive reasoning which set the guidelines for the semi-structured interviews within the conceptual framework, which made possible to verify the PoAF: develops the ACO according to real and updated assumptions; issues positive official assessments to the requests for building licensing that comply with the ACO Legal Decrees within its territorial area of applicability; process of issuing official assessments may be improved, concluding that the development of the ACO within the PoAF influences the development of the PRE.

The towns presently named Pombal and Sousa, located in the hinterland of the State of Paraíba, Brazil, still keep vestiges of the colonization process they went through along the 18th and 19th centuries, when they both emerged as settlement nuclei in the extreme West of the then captaincy of Paraíba and attained the status of freguesia and vila in a later period. This research aims to comprehend the process of urban formation and development of the colonial urban nuclei of Pombal and Sousa as they became povoados (hamlets), freguesias (parishes) and vilas (small urban communities with a local government), according to territorial expansion policies implemented by the Portuguese government from 1697 to 1800. The choice of the two urban settlements for this survey lies in the fact that they were part of the great conquest and colonization program undertaken by the Portuguese Crown. Another aspect that was considered was the fact that those towns are the oldest urban nuclei of Paraíba s hinterland. They came into being as early as in the times of the colony, thus producing a favorable environment to the study of the changes that occurred in the captaincy s hinterland scenery resulting from the process of formation and development of the colonial urban space. Three fundamental categories of analysis were defined since they have a direct bearing upon the urban configuration of the two colonization nuclei: povoado, freguesia and vila. The three of them are related to civil and ecclesiastic jurisdictions. Field, documentation and bibliography surveys were undertaken in order to develop the study. They allowed for the finding of vestiges of the old, colonial urban structures and for the development of theoretical analysis based on present-day studies of issues relating to the colonial urban history. The study purposes were, therefore, to try to understand how the old urban nuclei of Pombal and Sousa fit in the territorial expansion policies undertaken by the Portuguese government; to relate the process of urban formation and development of such nuclei with the categories of analysis povoação-freguesia-vila by discussing the relations and influences they exert over one another and their territory, as well as to unveil, as much as possible, the configuration the urban spaces that were shaped along the 18th century

Droughts surfaced in 1877 as a crucial problem for the birthing Brazilian nation. Engineers, who formed the country's technical and scientific elite, took it upon themselves to study, understand and fight the problem through planned actions of intervention on space. This work, based on proposals and discussions contained in engineering magazines and reports, aims to provide elements for the comprehension of how these systematized actions against droughts, in the Iate nineteenth and early twentieth century, contributed to spatial analysis and the formation of a (then-inexistent) regional and territorial planning discipline in Brazi!. Engineers, by taking up the position of masterminds in the country's modernization, guaranteed for themselves personal economic stability, social prestige and political power. By understanding nature, either as a resource to be exploited or an adversary to national progress, they contributed to the delimitation of the region now known as the Northeast. By seeking to understand the drought phenomenon, they created knowledge about the space they sought to intervene on; by constructing their projects amid political and economical difficulty, they changed the organizational structures of cities and country in the northeast. The proposals for açudes (Iarge water reservoirs) allowed the fixation of population and the resistance against droughts; the roads - railroads and automotive roadways - connected the sertão to the capitais and the coast, speeding up help to the affected populations during droughts and allowing the circulation of goods so as to strengthen the local economies in normal rimes. The adopted practices and techniques, adapted from foreign experience and developed through trial and improvement, were consolidated as an eminently spatial intervention course, even if a theoretical body of regional or territorial planning wasn't formed in Brazil. Regional Planning proper was first applied in the country in the Northeast itself, in the 1950s, based off an economical view of reality in order to achieve development. The engineer's work prior tothat date, however, cannot be dlsconsldered. It was proved that, despite facing financial and political hurdles, engineers had a profound commitment to the problem and intended to act systematically to transform the economical and social relations in the region, in order to be victorious in their struggle against droughts
