Saltwater recreational fishing (SRF) in Portugal was for a long time an open-access activity, without restrictions of any kind. Restrictions to control the recreational harvest were first implemented in 2006 and were highly criticized by the angler community, for being highly restrictive and lacking scientific support. The present study aimed to obtain socio-economic data on the recreational shore anglers and gauge their perceptions about recreational fishing regulations and the newly implemented restrictions in Portugal. Roving creel surveys were conducted along the south and south-west coasts of Portugal, during pre and post regulation periods (2006-2007). A total of 1298 valid face-to-face interviews were conducted. Logit models were fitted to identify which characteristics influence anglers' perceptions about recreational fishing regulations. The majority of the interviewed anglers was aware and agreed with the existence of recreational fishing regulations. However, most were against the recreational fishing regulations currently in place. The logit models estimates revealed that Portuguese anglers with a higher level of formal education and income are more likely to agree with the existence of recreational fishing regulations. In contrast, anglers who perceive that more limitations and a better enforcement of commercial fishing would improve fishing in the area are less likely to agree with the existence of SRF regulations. The findings from this study will contribute to inform decision-makers about anglers' potential behaviour towards the new and future regulations. Although the existence of fishing regulations is a good starting point for effective management, the lack of acceptance and detailed knowledge of the regulations in place by fishers may result in lack of compliance, and ultimately hinder the success of recreational fishing regulations in Portugal. The Japanese oyster drill or rock snail Pteropurpura (Ocinebrellus) inornata (Récluz, 1851), a marine mollusc, belonging to the family Muricidae, is reported from Portugal for the first time. This non-indigenous species, most likely introduced accidentally from French oyster rearing areas into mainland Portugal, has been regularly sampled in shellfish-culture and nearby environments in Sagres, Algarve, Southwest Portugal since 2005–2008. Detailed studies are urgently needed in order to assess whether or not it has become an invasive species due to a range expansion beyond its point of initial introduction. Outputs should provide information to decision-makers to predict and limit further spread which might result in biodiversity loss and negative economical consequences in locally species-rich areas.

Entrepreneurship education has emerged as one popular research domain in academic fields given its aim at enhancing and developing certain entrepreneurial qualities of undergraduates that change their state of behavior, even their entrepreneurial inclination and finally may result in the formation of new businesses as well as new job opportunities. This study attempts to investigate the Colombian student´s entrepreneurial qualities and the influence of entrepreneurial education during their studies.

Introducción: La evaluación de programas sociales, ha sido, desde sus inicios, de gran importancia para fortalecer los procesos de toma de decisiones de los hacedores de los programas, ya que retroalimenta lo ejecutado y ayuda a aplicar correctivos necesarios para lograr el impacto deseado en la población objetivo, que generalmente son comunidades vulnerables como las personas con discapacidad. En los últimos años, esta población ha sido foco de múltiples programas y proyectos en diferentes temáticas como la actividad física, la recreación, el deporte y la educación física. Por esto, en el año 2013, Coldeportes en aras de poder parametrizar y permitir un impacto adecuado en esta población, diseñó un grupo de lineamientos los cuales son los encargados de generar las directrices de los programas que se diseñen y ejecuten en los entes territoriales. Para poder realizar el seguimiento y resultado de su aplicación, es necesario hacerlo por intermedio de una herramienta de evaluación. De acuerdo con las últimas tendencias en la evaluación de programas sociales, debe hacerse por intermedio de indicadores, los cuales permiten realizarla de una manera más eficiente. Por tal motivo, la herramienta de evaluación para los lineamientos será a través de indicadores. Objetivo: Generar una herramienta de evaluación para los programas y actividades en actividad física, recreación y deporte para la población con discapacidad en Colombia, a partir de los lineamientos de inclusión definidos por Coldeportes. Metodología: Se realizó una revisión bibliográfica acerca de la evaluación de programas sociales, indicadores de evaluación y población con discapacidad, seguido a esto se diseñaron los indicadores de evaluación con base en las variables de los lineamientos propuestos por Coldeportes, posteriormente, los indicadores fueron sometidos a una validación en un grupo nominal, conformado por expertos en programas sociales y trabajo en población con discapacidad, por último, se sistematizaron y analizaron los resultados. iii Resultados: La herramienta de evaluación fue validada por parte de los expertos, hubo ajustes en los indicadores de evaluación de los lineamientos de accesibilidad a la comunicación e información, accesibilidad a la formación académica y accesibilidad al entorno físico. Conclusiones: La herramienta de evaluación diseñada, es un primer paso para mejorar los métodos actuales de evaluación, encaminada a fortalecer los datos existentes de la población con discapacidad y tener una visión del impacto de los planes, programas y proyectos en actividad física, recreación y deporte ejecutados en la actualidad, por lo cual queda continuar con la investigación en nuevas alternativas de evaluación que permitan mejorar los procesos de toma de decisiones y así garantizar planes, programas y proyectos sociales adecuados para la población, sin distinguir características particulares.

Despite the importance of the preservation of the historic built environment for the benefit of present and future generations, there is a lack of knowledge of the effects of architectural rehabilitation decisions on the cultural significance of historic buildings. Architectural heritage conservation literature has focused almost exclusively on providing principles and guidelines, describing intervention methodologies, and discussing predicted impacts of design on material values. This thesis argues that a focus on the actual effects is needed if the sociocultural sustainability of historic buildings significance is to be achieved. Supported by an extensive literature review and informed by personal insights from the researcher’s everyday practice, an adapted model of the Theory of Change based on Weiss (1995) was designed, providing a tool to evaluate the effects of rehabilitation on cultural significance [ERECS]. Using a selection of six recently rehabilitated historic secondary schools in Portugal (liceus), this research investigated architectural decisions and their effects on the cultural values of this building typology for education, focusing on three objectives, corresponding to three stages of interventions: understanding the existing cultural significance, identifying the design strategies applied and assessing the short-term effects of design decisions on the cultural values. Stressing the role of stakeholders in rehabilitation processes, data were collected from the buildings and architectural projects, the decision makers in the conservation process, and the school community. Although confirming that the evaluation of the effects of architectural decisions on cultural values is a complex task, the findings demonstrate that the historic liceus have historical, architectural and sociocultural values, and whilst strategies did not value social values, material cultural values were generally considered and preserved, contributing to the enhancement of intangible values. The implications of this theory-based and evidence-based research highlight the importance of evaluating actual effects for cultural heritage theory, architectural conservation practice and heritage management policy.

Large-scale agriculture is increasing in anthropogenically modified areas in the Amazon Basin. Crops such as soybean, maize, oil palm, and others are being introduced to supply the world demand for food and energy. However, the current challenge is to enhance the sustainability of these areas by increasing efficiency of production chains and to improve environmental services. The Amazon Basin has experienced a paradigm shift away from the traditional slash-and-burn agricultural practices, which offers decision makers the opportunity to make innovative interventions to enhance the productivity in previously degraded areas by using trees to ecological advantage. This study describes a successful experiment integrating the production of soybean and paricá (Glycine max L. and Schizolobium amazonicum) based on previous research that indicated potential topoclimatic zones for planting paricá in the Brazilian state of Pará. This paper shows that a no-tillage system reduces the effects of drought compared to conventional tillage still used by many farmers in the region. The integrated system was implemented during the 2014/2015 season in 234.6 ha in the high-potential zone in the municipality of Ulianópolis, Pará. Both soybean and paricá were planted simultaneously. Paricá was planted in 5 m x 2 m inter-tree spacing totaling 228x103 trees per hectare and soybean, in 4 m x 100 m spacing, distributed in nine rows with a 0.45 m inter-row distance, occupying 80% of the area. The harvested soybean production was 3.4 t ha-1, higher than other soybean monocultures in eastern Pará. Paricá benefited from soybean fertilization in the first year: It exhibited rapid development in height (3.26 m) and average diameter (3.85 cm). Trees and crop rotation over the following years is six years for forest species and one year for each crop. Our results confirm there are alternatives to the current production systems able to diminish negative impacts resulting from monoculture. In addition, the system provided environmental services such as reduced soil erosion and increased carbon stock by soil cover with no-tillage soybean cultivation. The soybean cover contributes to increased paricá thermal regulation and lower forestry costs. We concluded that innovative interventions are important to show local farmers that it is possible to adapt an agroforest system to large-scale production, thus changing the Amazon.

What do international non-governmental organisations (INGOs) do before and during the escalation of conflicts? The academic literature primarily focuses on these organisations' behaviour during an evident crisis rather than on how they anticipate the escalation of conflicts, assess the situation in which they find themselves, and decide on strategies to cope with the possibility of upcoming violence. Such lopsided focus persists despite calls for INGOs to become more proactive in managing their programmes and their staff members' safety. Mindful of this imbalance, the present study provides a causal explanation of how decision-makers in INGOs anticipate and react to the risk of low-level violence escalating into full-blown conflicts. This thesis aims to explain these actors' behaviour by presenting it as a two�step process involving how INGOs conduct risk assessments and how they turn these assessments into decisions. The study performs a structured, focused comparison of seven INGOs operating in South Sudan before the so-called Juba Clashes of 7 July 2016. Based on an analytical framework of INGO decision�making stemming from political risk analysis, organisational decision-making theory and conflict studies literature, the study reconstructs decision-making via process-tracing combined with mixed methods of data collection.

Air pollution is one of the greatest health risks in the world. At the same time, the strong correlation with climate change, as well as with Urban Heat Island and Heat Waves, make more intense the effects of all these phenomena. A good air quality and high levels of thermal comfort are the big goals to be reached in urban areas in coming years. Air quality forecast help decision makers to improve air quality and public health strategies, mitigating the occurrence of acute air pollution episodes. Air quality forecasting approaches combine an ensemble of models to provide forecasts from global to regional air pollution and downscaling for selected countries and regions. The development of models dedicated to urban air quality issues requires a good set of data regarding the urban morphology and building material characteristics. Only few examples of air quality forecast system at urban scale exist in the literature and often they are limited to selected cities. This thesis develops by setting up a methodology for the development of a forecasting tool. The forecasting tool can be adapted to all cities and uses a new parametrization for vegetated areas. The parametrization method, based on aerodynamic parameters, produce the urban spatially varying roughness. At the core of the forecasting tool there is a dispersion model (urban scale) used in forecasting mode, and the meteorological and background concentration forecasts provided by two regional numerical weather forecasting models. The tool produces the 1-day spatial forecast of NO2, PM10, O3 concentration, the air temperature, the air humidity and BLQ-Air index values. The tool is automatized to run every day, the maps produced are displayed on the e-Globus platform, updated every day. The results obtained indicate that the forecasting output were in good agreement with the observed measurements.

Waste prevention (WP) is a strategy which helps societies and individuals to strive for sufficiency in resource consumption within planetary boundaries alongside sustainable and equitable well-being and to decouple the concepts of well-being and life satisfaction from materialism. Within this dissertation, some instruments to promote WP are analysed, by adopting two perspectives: firstly, the one of policymakers, at different governance levels, and secondly, the one of business in the electrical and electronic equipment (EEE) sector. At a national level, the role of WP programmes and market-based instruments (extended producer responsibility, pay-as-you-throw schemes, deposit-refund systems, environmental taxes) in boosting prevention of municipal solid waste is investigated. Then, focusing on the Emilia-Romagna Region (Italy), the performances of the waste management system are assessed over a long period, including some years before and after an institutional reform of the waste management governance regime. The impact of a centralisation (at a regional level) of both planning and economic regulation of the waste services on waste generation and WP is analysed. Finally, to support the regional decision-makers in the prioritisation of publicly funded projects for WP, a framework for the sustainability assessment, the evaluation of success, and the prioritisation of WP measures was applied to some projects implemented by Municipalities in the Region. Trying to close the research gap between engineering and business, WP strategies are discussed as drivers for business model (BM) innovation in EEE sector. Firstly, an innovative approach to a digital tracking solution for professional EEE management is analysed. New BMs which facilitate repair, reuse, remanufacturing, and recycling are created and discussed. Secondly, the impact of BMs based on servitisation and on producer ownership on the extension of equipment lifetime is analysed, by performing a review of real cases of organizations in the EEE sector applying result- and use-oriented BMs.

The topic of seismic loss assessment not only incorporates many aspects of the earthquake engineering, but also entails social factors, public policies and business interests. Because of its multidisciplinary character, this process may be complex to challenge, and sound discouraging to neophytes. In this context, there is an increasing need of deriving simplified methodologies to streamline the process and provide tools for decision-makers and practitioners. This dissertation investigates different possible applications both in the area of modelling of seismic losses, both in the analysis of observational seismic data. Regarding the first topic, the PRESSAFE-disp method is proposed for the fast evaluation of the fragility curves of precast reinforced-concrete (RC) structures. Hence, a direct application of the method to the productive area of San Felice is studied to assess the number of collapses under a specific seismic scenario. In particular, with reference to the 2012 events, two large-scale stochastic models are outlined. The outcomes of the framework are promising, in good agreement with the observed damage scenario. Furthermore, a simplified displacement-based methodology is outlined to estimate different loss performance metrics for the decision-making phase of the seismic retrofit of a single RC building. The aim is to evaluate the seismic performance of different retrofit options, for a comparative analysis of their effectiveness and the convenience. Finally, a contribution to the analysis of the observational data is presented in the last part of the dissertation. A specific database of losses of precast RC buildings damaged by the 2012 Earthquake is created. A statistical analysis is performed, allowing deriving several consequence functions. The outcomes presented may be implemented in probabilistic seismic risk assessments to forecast the losses at the large scale. Furthermore, these may be adopted to establish retrofit policies to prevent and reduce the consequences of future earthquakes in industrial areas.

This Thesis focuses on the principles of international law relevant to the resolution of legal disputes arising from sovereign insolvency conflicts. It attempts to contribute to the “incremental” approach literature by identifying principles, justifying their application in litigation and assessing whether they may help to reconcile the trade-offs prevalent in that context. For that purpose, this Thesis distinguishes between two different types of principles. First, it investigates the “Principles of Public International Law” (henceforth, “PIL principles”). Said category refers to norms of the law of nations which can be considered functionally and structurally similar to domestic constitutional principles (i.e., that can be regarded as “optimization” or “prima facie” requirements). This Thesis underscores the PIL principles protecting the interests of the creditors and citizens as well as the “public interest”, arguing that decision makers face a trade-off between these principles in the context of restructurings. Secondly, this Thesis inquires into the “general principles of domestic law” (henceforth, “GPDs”) which can be applied in sovereign debt restructuring. Two GPDs are identified: a “stay” on litigation and a “cram down” on dissenting creditors’ claims. Although both principles have been identified by the prior literature, this work advances a small but significant “twist” in the methodology used for that purpose: it relies exclusively on functional and comparative analysis. Moreover, this work justifies the application of said GPDs for two jurisdictions: New York and Germany. Finally, it posits that those GPDs can help to mitigate the trade-offs between PIL principles, thus reconciling the interests at stake.

Previous studies have demonstrated that the extent to which media coverage influences the issue priorities of policy makers is contingent on the type of issue, media, and political agenda. This article contends that the relationship between media and political agendas varies across the phases of the decision-making process. Based on a comprehensive dataset on issue attention in media coverage and various policy-making channels covering the years 1996-2003, the article analyses the level of media coverage and, more importantly, the distribution and correspondence of issue attention between media and political agendas across the four successive phases of the decision-making process (initiation, preparatory, parliamentary, and referendum phases) in Switzerland. Despite inversely distributed levels of attention for successive decision-making phases, both media and political agendas are concentrated on fewer issues in the initiation and referendum phases, and they are more strongly correlated in the most decisive stages of the process, that is, the preparatory and referendum phases.

Winter maintenance, particularly snow removal and the stress of snow removal materials on public structures, is an enormous budgetary burden on municipalities and nongovernmental maintenance organizations in cold climates. Lately, geospatial technologies such as remote sensing, geographic information systems (GIS), and decision support tools are roviding a valuable tool for planning snow removal operations. A few researchers recently used geospatial technologies to develop winter maintenance tools. However, most of these winter maintenance tools, while having the potential to address some of these information needs, are not typically placed in the hands of planners and other interested stakeholders. Most tools are not constructed with a nontechnical user in mind and lack an easyto-use, easily understood interface. A major goal of this project was to implement a web-based Winter Maintenance Decision Support System (WMDSS) that enhances the capacity of stakeholders (city/county planners, resource managers, transportation personnel, citizens, and policy makers) to evaluate different procedures for managing snow removal assets optimally. This was accomplished by integrating geospatial analytical techniques (GIS and remote sensing), the existing snow removal asset management system, and webbased spatial decision support systems. The web-based system was implemented using the ESRI ArcIMS ActiveX Connector and related web technologies, such as Active Server Pages, JavaScript, HTML, and XML. The expert knowledge on snow removal procedures is gathered and integrated into the system in the form of encoded business rules using Visual Rule Studio. The system developed not only manages the resources but also provides expert advice to assist complex decision making, such as routing, optimal resource allocation, and monitoring live weather information. This system was developed in collaboration with Black Hawk County, IA, the city of Columbia, MO, and the Iowa Department of transportation. This product was also demonstrated for these agencies to improve the usability and applicability of the system.
