A descentralização político-administrativa no Brasil: um estudo sobre a disputa entre os municípios de Caiuá e Marabá Paulista pela Decasa Açúcar e Álcool a partir das escalas geográficas de análise

This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). Ensino e aprendizagem do atletismo nas escolas públicas estaduais de Bauru a partir do currículo de educação física do estado de São Paulo

Athletics in most of its history, turned to competition, giving it little pedagogical knowledge, prevailing knowledge grounded in records, indexes and competitions. Thus, although it is considered a classic content of Physical Education, this modality is still not widespread in schools. The present study aimed to investigate possible progress in the teaching and learning of athletics in the State Schools of Bauru from the implementation of the Curriculum of the State of São Paulo for Teaching Physical Education. We attempted to checking the perspective of teachers and students, the changes in teaching and learning as well as difficulties encountered from the deployment. To that end, we conducted survey of the theoretical and practical alternatives developed by Physical Education teachers, about athletics theme, since the implementation of the Curriculum of the State of São Paulo for the Teaching of Physical Education in 2008, in seven (7) state schools in Bauru-Sao Paulo, randomly chosen, prioritizing different regions of the county. There was the purpose of investigating, through questionnaires, interviews (applied to teachers and students), what progress has been achieved with regard to the approach of collegiate athletics in the teaching/learning process, if there are difficulties, what are these and how they could be addressed in order to improve teaching and learning in school athletics. The collected data were analyzed comparatively, before and after implementation of the Curriculum of the State of São Paulo for Physical Education, gathering and specifying negative and/or positive aspects raised by teachers and students. It was concluded that the students' knowledge of the sport has increased, but the practice of sport is still far from being normal to them, doing so is necessary to include content from the earliest school years. Estudo da fadiga em liga de alumínio aeronáutico 7475-T761

This work will address the study of fatigue conditions with constant load in an alloy of aluminum analysis 7475 - T761, so we can better understand the conditions of the aircrafts which contain this alloy in their structures. A literature review, which was discussed the concepts of fracture mechanics, fatigue, aeronautical components, chemical analysis of aluminum alloys, fatigue problems that appears in the aircrafts, metallographic analysis, and testing of optical microscopy tensile, fatigue and microhardness, surface analysis (MEV) study of the chemical composition of the alloy in question, the main causes of crashes, was performed, completing the work, analysis of data from tensile test, hardness and fatigue together with the interpretation of images of optical microscopy and scanning electron was taken. The data indicated the high mechanical strength of the alloy, along with its microstructure indicating elongated grains and high surface contour, which shows such resistance by hindering the movement of dislocations. The grooves are clearly shown in the MEV images as well as the classic with increased fatigue loading and subsequent reduction of the number of cycles to rupture behavior shown in the graphs. Therefore we observed the optimal behavior is supported by the league when subjected to fatigue loadings

Métodos de pontos interiores e o planejamento de tratamento de câncer por radioterapia

O câncer é uma doença que tem início quando ocorre uma mutação genética no DNA da célula, onde o mecanismo de controle do crescimento normal do tecido celular é alterado. O tratamento do câncer por radioterapia tem como objetivo a eliminação das células cancerígenas ou alívio dos sintomas. Este trabalho visa estudar conceitos envolvidos no planejamento do tratamento de câncer por radioterapia, o modelo de programação linear, os métodos Primal-Dual-Afim-Escala e Primal-Dual-Clássico e apresentar uma aplicação dos métodos para problemas gerais de otimização

Otimização da síntese para obtenção de Lapdesf ibu-tau e ibu-ftd e ensaio de toxicidade pré-clínica dose única (aguda) e doses repetidas em camundongos

A inflamação é basicamente uma resposta de proteção tissular cuja função é proteger o organismo de micro-organismos e toxinas que promovem a lesão celular. A resposta inflamatória gera o aparecimento dos quatro sinais cardinais dor, edema, calor e rubor podendo posteriormente ocorrer a perda de função do tecido ou órgão. Os anti-inflamatórios não esteroides (AINEs) promovem sua atividade alterando a atividade de prostaglandinas (PGs), por inibição das isoformas de ciclo-oxigenases constitutivas (COX1) e induzidas (COX2). A inibição não seletiva destas enzimas (por AINEs clássicos) gera reações adversas graves, como as reações gastrointestinais, em pacientes pré-dispostos e/ou que as utilizam por um período prolongado. Os AINEs de segunda geração (inibidores seletivos de COX2), também se mostraram tóxicos, podendo causar alterações cardiovasculares. Neste sentido, o planejamento de novos compostos com atividade anti-inflamatória e destituídos de toxicidade ainda é um desafio para a química farmacêutica e medicinal. Dois derivados de ibuprofeno (AINE clássico) foram obtidos anteriormente no Lapdesf por Castro (2008) e Vizioli (2006), demonstrando atividade anti-inflamatória em modelo de inflamação aguda (edema de pata) e crônica (colite ulcerativa), destituídos de gastroulceração (VIZIOLI, 2009). Diante destes resultados o presente estudo visou à preparação dos compostos e o estudo pré-clínico de toxicidade em dose única (aguda) e em doses repetidas em camundongos, bem como as análises comportamentais, histopatológicas dos órgãos e ensaios bioquímicos. Os achados comportamentais, bioquímicos e histopatológicos permitem concluir que não foi observada toxicidade nos modelos estudados, exceto para o grupo de administração dose única de 2000 mg/kg via intraperitoneal do composto Lapdesf ibu-tau.

A ruralidade em pequenos municípios do interior paulista: Cristais Paulista SP como estudo de caso

This study has as central theme the small district and the relationships established in the rural environment. The objective of the study is to analyze the reality from Cristais Paulista, located in the northeast of the State of São Paulo. Understanding as its relationship works, it was made a small rescue of classic studies on the relationship countryside-city, including the recent brazilian debate about the theme. In the present study we can observe the rural habits and also different urban customs in the small municipal district studied and also some particularities resulted of the social relationships among the residents of the countryside and of the city, always marked by the personality character. In the study of the small municipal district it was adopted as methodology the analysis Maria de Nazareth Baudel Wanderley (2001a), when she proposes five dimensions to analyze the municipal districts from Pernambuco. The application of the methodology in Cristais Paulista, allowed to understand the space building, the functions, the dynamics and the socio economical meanings of those small areas.

Várzea Paulista: a experiência de um curso para professores - uma abordagem da África ao Brasil afro

O artigo é uma reflexão a partir da pesquisa desenvolvida junto a professores da rede municipal de Várzea Paulista (SP) no que diz respeito ao conhecimento deles sobre a lei 10639/2003, tendo por base um questionário e o desenvolvimento de um curso sobre o assunto.

O acesso à universidade pública no Brasil e a questão social: uma análise dos dados do relatório do vestibular da Universidade Estadual Paulista Julio Mesquita Filho UNESP

This work has as a central concern in analyze the causes of the still limited access of young Brazilians to public higher education in socioeconomic and cultural.In Brazil, onçy 14,4% of the young between 18 and 24 years old attend this educational level.If we consider that the public university offer just 1/4 of the vacancies, can be affirmed that this institutions are not able to attend neither 4% of the young between 18 and 24.Brazil shows,in this level of education,a lower access that most of its neighbors: Argentina(40%), Venezuela(26%), Chile(20%),Bolivia(20%).In this work were analyzed the data reports of entrance exam of Universidade Estadual Paulista (Unesp) entre 2004 e 2009,prepared by Fundaçao para o Vestibular da Universidade Estadual Paulista(Vunesp). In this analysis,can be noted the influence of some aspects socioeconomic and cultural related to possibilities os the young acces to public univercity. Stand out among these: family income,the possibility to dadicate only to studies and attend preparatory courses,as well as the parents level of education.
