O interesse em estudar a fronteira internacional entre Brasil e Guiana Francesa deriva das implicações do processo de transformações sócio espaciais decorrentes da dinâmica fronteiriça na região. O interesse do Governo Federal e Estado do Amapá, tanto os anteriores como os atuais, em estimular maior articulação com os vizinhos guianenses torna estratégico o estudo dos elementos que compõem a dinâmica territorial transfronteiriça, particularmente no município de Oiapoque, onde tensões fronteiriças com a Guiana Francesa, o asfaltamento da BR 156 que liga Macapá à Oiapoque e o projeto de construção da ponte sobre o Rio Oiapoque, exigem um conhecimento mais detalhado que possa subsidiar políticas públicas específicas, bem como uma leitura crítica acerca da realidade geográfica daquele município. Nessa perspectiva é realizada uma abordagem dos principais atos políticos, sócio-econômicos e ambientais desenvolvidos no âmbito da cooperação transfronteiriça entre Brasil/Amapá e França/Guiana Francesa, no período de 1995 a 2007.

This work aims to present an analysis of the Minha Casa Minha Vida, proposed by Lula's government in 2009, highlighting their main impacts for the country in the period following the international financial crisis of 2008, in addition to demonstrating the perception of different inserted agents in context. We argue that the Program implementation was a strategy for the country to overcome the crisis, moving the economy to stimulate consumption, investment and job creation. This work also analyzes the Lula government, responsible for program implementation, and seeks to show its characteristic points that led to the success of the Minha Casa Minha Vida. Finally, we demonstrate that the 2008 crisis has a side still little explored, that goes beyond the economic data that generated and can be regarded as the mainstream economic thinking crisis

Tomando como punto de partida mi colaboración en la recolección y la sistematización de datos vinculados al relevamiento territorial en distintas comunidades guaraníes del noroeste salteño, en apoyo al Programa de Relevamiento Territorial de Comunidades Indígenas (Re.Te.CI) y en el marco de la Ley de Emergencia en materia de posesión y propiedad comunitaria indígena (Ley 26.160), el presente artículo describe y analiza distintos momentos de la implementación del programa. Fundamentalmente, exploro las formas particulares que el mismo asumió en la provincia de Salta focalizándome en el Departamento General San Martín, siendo esta la región de mayor diversidad étnica de la provincia. Inspirada en la propuesta de Ferguson y Gupta (2002) de pensar al Estado como “una experiencia vivida” utilizo materiales etnográficos de tres comunidades indígenas donde se aplicó el programa de relevamiento territorial y me centro en una de ellas para pensar las formas que adopta la relación entre el Estado y los pueblos indígenas.

This article considers the opportunities of civilians to peacefully resist violent conflicts or civil wars. The argument developed here is based on a field-based research on the peace community San José de Apartadó in Colombia. The analytical and theoretical framework, which delimits the use of the term ‘resistance’ in this article, builds on the conceptual considerations of Hollander and Einwohner (2004) and on the theoretical concept of ‘rightful resistance’ developed by O’Brien (1996). Beginning with a conflict-analytical classification of the case study, we will describe the long-term socio-historical processes and the organizational experiences of the civilian population, which favoured the emergence of this resistance initiative. The analytical approach to the dimensions and aims of the resistance of this peace community leads to the differentiation of O`Brian’s concept of ‘rightful resistance’.

En el presente artículo analizamos los desplazamientos de cultos indígenas hispanos desde distintas áreas de la Península Ibérica hacia los principales lugares de inmigración en Hispania: las áreas mineras y las ciudades. Proponemos que estos grupos de emigrantes rendían culto en su nueva residencia a las deidades que veneraban en sus regiones de procedencia como un medio de preservar su cohesión social y su identidad cultural. La dureza de la vida laboral en las áreas mineras reforzaba la necesidad de fortalecer los lazos culturales.

O estudo de adaptabilidade e estabilidade favorece a identificação de genótipos de comportamento previsível e que sejam responsivos às variações ambientais. O objetivo deste trabalho foi avaliar a adaptabilidade e a estabilidade de genótipos de girassol, quanto a rendimento de grão e de óleo, entre 2006 e 2007 nas regiões sul e sudeste do Brasil. Foram usados os dados obtidos da Rede de Ensaios de Avaliação de Genótipos de Girassol, coordenada pela Embrapa Soja e conduzida por instituições públicas e privadas nas safras 2006/2007 e 2007/2008. Os ensaios foram conduzidos em delineamento experimental de blocos completos ao acaso, com quatro repetições. Foram avaliados 18 genótipos em 14 ambientes. Nas análises de rendimentos de grãos, o híbrido M 734 teve indicação geral e para ambientes favoráveis, e HLE04 foi indicado para os ambientes desfavoráveis.

The XML Document Mining track was launched for exploring two main ideas: (1) identifying key problems and new challenges of the emerging field of mining semi-structured documents, and (2) studying and assessing the potential of Machine Learning (ML) techniques for dealing with generic ML tasks in the structured domain, i.e., classification and clustering of semi-structured documents. This track has run for six editions during INEX 2005, 2006, 2007, 2008, 2009 and 2010. The first five editions have been summarized in previous editions and we focus here on the 2010 edition. INEX 2010 included two tasks in the XML Mining track: (1) unsupervised clustering task and (2) semi-supervised classification task where documents are organized in a graph. The clustering task requires the participants to group the documents into clusters without any knowledge of category labels using an unsupervised learning algorithm. On the other hand, the classification task requires the participants to label the documents in the dataset into known categories using a supervised learning algorithm and a training set. This report gives the details of clustering and classification tasks.

In 1990 the Dispute Resolution Centres Act, 1990 (Qld) (the Act) was passed by the Queensland Parliament. In the second reading speech for the Dispute Resolution Centres Bill on May 1990 the Hon Dean Wells stated that the proposed legislation would make mediation services available “in a non-coercive, voluntary forum where, with the help of trained mediators, the disputants will be assisted towards their own solutions to their disputes, thereby ensuring that the result is acceptable to the parties” (Hansard, 1990, 1718). It was recognised at that time that a method for resolving disputes was necessary for which “the conventional court system is not always equipped to provide lasting resolution” (Hansard, 1990, 1717). In particular, the lasting resolution of “disputes between people in continuing relationships” was seen as made possible through the new legislation; for example, “domestic disputes, disputes between employees, and neighbourhood disputes relating to such issues as overhanging tree branches, dividing fences, barking dogs, smoke, noise and other nuisances are occurring continually in the community” (Hansard, 1990, 1717). The key features of the proposed form of mediation in the Act were articulated as follows: “attendance of both parties at mediation sessions is voluntary; a party may withdraw at any time; mediation sessions will be conducted with as little formality and technicality as possible; the rules of evidence will not apply; any agreement reached is not enforceable in any court; although it could be made so if the parties chose to proceed that way; and the provisions of the Act do not affect any rights or remedies that a party to a dispute has apart from the Act” (Hansard, 1990, 1718). Since the introduction of the Act, the Alternative Dispute Resolution Branch of the Queensland Department of Justice and Attorney General has offered mediation services through, first the Community Justice Program (CJP), and then the Dispute Resolution Centres (DRCs) for a range of family, neighbourhood, workplace and community disputes. These services have mirrored those available through similar government agencies in other states such as the Community Justice Centres of NSW and the Victorian Dispute Resolution Centres. Since 1990, mediation has become one of the fastest growing forms of alternative dispute resolution (ADR). Sourdin has commented that "In addition to the growth in court-based and community-based dispute resolution schemes, ADR has been institutionalised and has grown within Australia and overseas” (2005, 14). In Australia, in particular, the development of ADR service provision “has been assisted by the creation and growth of professional organisations such as the Leading Edge Alternative Dispute Resolvers (LEADR), the Australian Commercial Dispute Centres (ACDC), Australian Disputes Resolution Association (ADRA), Conflict Resolution Network, and the Institute of Arbitrators and Mediators Australia (IAMA)” (Sourdin, 2005, 14). The increased emphasis on the use of ADR within education contexts (particularly secondary and tertiary contexts) has “also led to an increasing acceptance and understanding of (ADR) processes” (Sourdin, 2005, 14). Proponents of the mediation process, in particular, argue that much of its success derives from the inherent flexibility and creativity of the agreements reached through the mediation process and that it is a relatively low cost option in many cases (Menkel-Meadow, 1997, 417). It is also accepted that one of the main reasons for the success of mediation can be attributed to the high level of participation by the parties involved and thus creating a sense of ownership of, and commitment to, the terms of the agreement (Boulle, 2005, 65). These characteristics are associated with some of the core values of mediation, particularly as practised in community-based models as found at the DRCs. These core values include voluntary participation, party self-determination and party empowerment (Boulle, 2005, 65). For this reason mediation is argued as being an effective approach to resolving disputes, that creates a lasting resolution of the issues. Evaluation of the mediation process, particularly in the context of the growth of ADR, has been an important aspect of the development of the process (Sourdin, 2008). Writing in 2005 for example, Boulle, states that “although there is a constant refrain for more research into mediation practice, there has been a not insignificant amount of mediation measurement, both in Australia and overseas” (Boulle, 2005, 575). The positive claims of mediation have been supported to a significant degree by evaluations of the efficiency and effectiveness of the process. A common indicator of the effectiveness of mediation is the settlement rate achieved. High settlement rates for mediated disputes have been found for Australia (Altobelli, 2003) and internationally (Alexander, 2003). Boulle notes that mediation agreement rates claimed by service providers range from 55% to 92% (Boulle, 2005, 590). The annual reports for the Alternative Dispute Resolution Branch of the Queensland Department of Justice and Attorney-General considered prior to the commencement of this study indicated generally achievement of an approximate settlement figure of 86% by the Queensland Dispute Resolution Centres. More recently, the 2008-2009 annual report states that of the 2291 civil dispute mediated in 2007-2008, 86% reached an agreement. Further, of the 2693 civil disputes mediated in 2008-2009, 73% reached an agreement. These results are noted in the report as indicating “the effectiveness of mediation in resolving disputes” and as reflecting “the high level of agreement achieved for voluntary mediations” (Annual Report, 2008-2009, online). Whilst the settlement rates for the DRCs are strong, parties are rarely contacted for long term follow-up to assess whether agreements reached during mediation lasted to the satisfaction of each party. It has certainly been the case that the Dispute Resolution Centres of Queensland have not been resourced to conduct long-term follow-up assessments of mediation agreements. As Wade notes, "it is very difficult to compare "success" rates” and whilst “politicians want the comparison studies (they) usually do not want the delay and expense of accurate studies" (1998, 114). To date, therefore, it is fair to say that the efficiency of the mediation process has been evaluated but not necessarily its effectiveness. Rather, the practice at the Queensland DRCs has been to evaluate the quality of mediation service provision and of the practice of the mediation process. This has occurred, for example, through follow-up surveys of parties' satisfaction rates with the mediation service. In most other respects it is fair to say that the Centres have relied on the high settlement rates of the mediation process as a sign of the effectiveness of mediation (Annual Reports 1991 - 2010). Research of the mediation literature conducted for the purpose of this thesis has also indicated that there is little evaluative literature that provides an in-depth analysis and assessment of the longevity of mediated agreements. Instead evaluative studies of mediation tend to assess how mediation is conducted, or compare mediation with other conflict resolution options, or assess the agreement rate of mediations, including parties' levels of satisfaction with the service provision of the dispute resolution service provider (Boulle, 2005, Chapter 16).

The number of Finnish pupils attending special education has increased for more than a decade (Tilastokeskus 1999, 2000, 2001, 2003, 2004, 2005a, 2006b, 2007b, 2008b, 2008e, 2009b; Virtanen ja Ratilainen 1996). In the year 2007 nearly third of Finnish comprehensive school pupils took part in special needs education. According to the latest statistics, in the autumn of 2008 approximately 47 000 pupils have been admitted or transferred to special education and approximately 126 000 pupils received part-time special education during the 2007 - 2008 academic year. (Tilastokeskus 2008b, 2009b.) The Finnish special education system is currently under review. The Reform, both in legislation and in practice, began nationwide in the year 2008 (e.g. Special education strategy document, November 2007 and the development project Kelpo). The aim of the study was the statistical description of the Finnish special education system and on the other hand to gain a deeper understanding about the Finnish special education system and its quantitative increase, by analysis based on the nationwide statistical information. Earlier studies have shown that the growth in special education is affected by multiple independent variables and cannot be solely explained by the pupil characteristics. The statistical overview and analysis have been carried out in two parts. In the first part, the description and analysis were based on statistical time series from the academic year 1979 -1980 until 2008. While, in the second, more detailed description and analysis, based on comparable time series from 1995 to 2008 and from 2001-2002 to 2007-2008, is presented. Historical perspective was one part of this study. There was an attempt to find reasons explaining the observed growth in the special needs education from late 1960s to 2008. The majority of the research was based on the nationwide statistics information. In addition to this, materials including educational legislation literature, different kind of records of special education and preceding studies were also used to support the research. The main results of the study, are two statistical descriptions and time series analysis of the quantitative increase of the special needs education. Further, a summary of the plausible factors behind the special education system change and its quantitative increase, is presented. The conclusions coming from the study can be summarised as follows: the comparable statistical time series analysis suggests that the growth in special education after the year 1999 could be a consequence of the changes in the structure of special education and that new group of pupils have been directed to special needs education. The California Fish and Game Commission (Commission) has the authority to require one or any combination of Bycatch Reduction Device (BRD) types in the trawl fishery within California waters for Pacific ocean shrimp (Pandalus jordani), most commonly referred to as pink shrimp. The purpose of this report is to provide the Commission with the best available information about the BRDs used in the pink shrimp trawl fishery. The mandatory requirement for BRDs occurred in California in 2002, and in Oregon and Washington in 2003, resulting from an effort to minimize bycatch of overfished and quota managed groundfish species. Three types of BRDs currently satisfy the requirement for this device in the California fishery: 1) the Nordmøre grate (rigid-grate excluder); 2) soft-panel excluder; and 3) fisheye excluder; however, the design, specifications, and efficacy differ by BRD type. Although no data has been collected on BRDs directly from the California pink shrimp fishery, extensive research on the efficacy and differences among BRD types has been conducted by the Oregon Department of Fish and Wildlife (ODFW) since the mid-1990s. Rigid-grate excluders are widely considered to be the most effective of the three BRD types at reducing groundfish bycatch. Over 90 percent of the Oregon pink shrimp fleet use rigid-grate excluders. The majority of the current California pink shrimp fleet also uses rigid-grate excluders, according to a telephone survey conducted by the California Department of Fish and Game (Department) in 2007-2008 of pink shrimp fishermen who have been active in the California fishery in recent years. Hinged rigid-grate excluders have been developed in recent years to reduce the bending of the BRD on vessels that employ net reels to stow and deploy their trawl nets, and they have been used successfully on both single- and double-rig vessels in Oregon. Soft-panel excluders have been demonstrated to be effective at reducing groundfish bycatch, although excessive shrimp loss and other problems have also been associated with this design. Fisheye excluders have been used in the California fishery in the past, but they were disapproved in Oregon and Washington in 2003 because they were found to be less effective at reducing groundfish bycatch than other designs. The reputation of the United States west coast pink shrimp fishery as one of the cleanest shrimp fisheries in the world is largely attributed to the effectiveness of BRDs at reducing groundfish bycatch. Nevertheless, BRD research and development is still a relatively new field and additional modifications and methods may further reduce bycatch rates in the pink shrimp fishery.(PDF contains 12 pages.)

As preocupações com o uso da terra têm permeado inúmeros estudos científicos, no âmbito nacional e internacional, voltados para a avaliação dos impactos ambientais causados pelas atividades agropecuárias. Alguns processos do ciclo hidrológico, a exemplo da evapotranspiração apresentam modificações consideráveis, devido às constantes mudanças nos usos dos solos. Desta forma, o presente trabalho busca destacar o problema das rápidas e intensas mudanças no uso do solo oriundas da expansão da atividade agropecuária e seus impactos ao meio ambiente, especialmente sobre o processo da evapotranspiração regional, na mesorregião do Sul Goiano, região típica de cerrado, localizada no centro-oeste brasileiro. A aplicação do algoritmo Surface Energy Balance Algorithm for Land - SEBAL consistiu o cerne da metodologia utilizada, com vista à estimativa dos fluxos de energia e da evapotranspiração em escala regional, obtidos com base no equacionamento do balanço de energia à superfície, complementado por dados de temperatura do ar e velocidade do vento adquiridos em estações meteorológicas (PCDs) instaladas na área de estudo. Foram utilizados dados do sensor MODIS/TERRA dos anos 2006, 2007, 2008, 2009 e 2010. O algoritmo foi testado em sua forma clássica e modificado por alterações nos critérios de seleção dos pixels âncoras, utilizados no procedimento da estimativa do fluxo de calor sensível. Pode-se concluir que a alteração dos critérios influenciou positivamente os resultados obtidos e que os valores da evapotranspiração, na região estudada, indicaram a potencialidade da metodologia empregada para o monitoramento sistemático dos componentes do balanço de energia em escala regional.

The purpose of the project is to improve our understanding about best management practices that can be utilized on diked managed wetlands in Suisun Marsh for reducing the occurrence of low dissolved oxygen (DO) and high methylmercury (MeHg) events associated primarily with fall flood-up practices. Low DO events are of concern because they can lead to undue stress and even mortality of sensitive aquatic organisms. Elevated MeHg levels are of concern because MeHg is a neurotoxin that bio-magnifies up the food chain and can cause deleterious effects to higher trophic level consumers such as piscivorous fish, birds, and mammals (including humans). This study involved two years (2007-2008) of intensive field data collection at two managed wetland sites in northwest Suisun Marsh and their surrounding tidal sloughs, an area with prior documented low DO events. In addition, the study collected limited soils and water quality field data and mapped vegetation for three managed wetland sites in the central interior of Suisun Marsh, for the purpose of examining whether wetlands at other locations exhibit characteristics that could indicate potential for similar concerns. In Year 1 of the study, the objective was to identify the baseline conditions in the managed wetlands and determine which physical management conditions could be modified for Year 2 to reduce low DO and MeHg production issues most effectively. The objective of Year 2 was to evaluate the effectiveness of these modified management actions at reducing production of low DO and elevated MeHg conditions within the managed wetlands and to continue improving understanding of the underlying biogeochemical processes at play. This Final Evaluation Memorandum examined a total of 19 BMPs, 14 involving modified water management operations and the remaining five involving modified soil and vegetation management practices. Some of these BMPs were previously employed and others have not yet been tested. For each BMP this report assesses its efficacy in improving water quality conditions and potential conflicts with wetland management. It makes recommendations for further study (either feasibility assessments or field testing) and whether to consider for future use. Certain previously used BMPs were found to be important contributors to poor water quality conditions and their continued use is not recommended. Some BMPs that could improve water quality conditions appear difficult to implement in regards to compatibility with wetland management; these BMPs require further elaboration and feasibility assessment to determine whether they should be field tested. In practice for any given wetland, there is likely a combination of BMPs that would together have the greatest potential to address the low DO and high MeHg water quality concerns. Consequently, this report makes no sweeping recommendations applicable to large groups of wetlands but instead promotes a careful consideration of factors at each wetland or small groups of wetlands and from that assessment to apply the most effective suite of BMPs. This report also identifies a number of recommended future actions and studies. These recommendations are geared toward improving the process understanding of factors that promote low DO and high MeHg conditions, the extent of these problems in Suisun Marsh, the regulatory basis for the DO standards for a large estuarine marsh, the economics of BMPs, and alternative approaches to BMPs on diked managed wetlands that may address the water quality issues. The most important of these recommendations is that future BMP implementation should be carried out within the context of rigorous scientific evaluation so as to gain the maximum improvement in how to manage these water quality issues in the diked managed wetlands of Suisun Marsh.
