A Constituição de 1988 e leis subsequentes determinam que o Estado preste informações aos cidadãos e favoreça a sua participação nas questões públicas trata-se do princípio legal da Transparência Administrativa, que compreende os seguintes subprincípios: (1) Informação; (2) Motivação e, o mais importante, (3) Participação e interatividade cidadãs. O alto investimento na Comunicação Estatal e os avanços tecnológicos, por si sós, não garantem a prática da transparência pública ou da democratização da informação. Sob uma perspectiva multidisciplinar, esta pesquisa discutiu o princípio legal de Transparência Administrativa, comparativamente à Teoria da Comunicação, com o objetivo de propor um conceito de Comunicação Estatal que, de fato, corresponda aos ideais e à ética necessários à Comunicação Pública. Para o desenvolvimento deste estudo foi investigada a relação da comunicação com o grau de transparência alcançado no portal do Senado Federal. O estudo analisou a tramitação da reforma do Poder Judiciário no período de 2000 a 2004, tendo em vista os três subprincípios legais da Transparência Pública. A análise contemplou, no portal do Senado, o trabalho jornalístico e a disponibilização on-line de textos digitais referentes a documentos originais, tais como atas públicas e notas taquigráficas. A metodologia, de enfoques quantitativo e qualitativo, teve como instrumento principal a Nova Retórica, para análise de matérias jornalísticas e textos documentais. Para averiguação da interatividade conceito que fundamenta o ideal de justiça , foram estabelecidos critérios analíticos a partir da intersecção entre os conceitos de transparência e E-parliaments. Constatou-se que o portal do Senado, no referente à reforma da Justiça, alcançou graus de transparência, atendendo mais aos subprincípios da informação e da motivação em detrimento aos da participação e interatividade cidadãs.(AU)

This thesis examines the external activities of the European Union conducted in the wider Europe against the backdrop of eastern enlargement. It focuses on the technical aspects of EU diplomacy, using qualitative research methodology to study the programmes and initiatives launched since the year 2000 in the countries lying along the Union’s new border to the east. Drawing on evidence from Ukraine, it hypothesises that the EU is an agent of transformation in the eastern neighbourhood and that this transformation has important implications for the regional order in the post-Soviet space. The thesis constitutes an investigation into the transformational activities engaged by the EU in Ukraine conducted with an eye to their strategic implications. It documents and analyses three instances of EU intervention in Ukraine’s internal processes that relate to management of cross-border traffic in the Ukrainian-Russian borderland, restructuring of the country’s energy sector, and conduct of its contentious presidential election in 2004. It is argued that while these interventions have explicitly sought to advance the Union’s security with respect to certain twenty-first century transnational threats, they have at the same time served to confer important strategic advantages on the EU that include giving the bloc greater knowledge and control over developments in Ukraine and that contribute to the dismantling of infrastructural, institutional and other ties between Kiev and the other Soviet successor states, notably Russia. The effect of the European Union’s actions in the region, whether intended or not, has thus been to undermine any competing regional initiatives that cut across its own functions, and thereby to assert itself as the primary integration project in Europe. By showing how technical interventions in the politics, economics and administration of Ukraine can yield important geopolitical dividends, this thesis demonstrates that, in the context of EU external relations, high and low politics are interlinked.

The Tara Oceans Expedition (2009-2013) was a global survey of ocean ecosystems aboard the Sailing Vessel Tara. It carried out extensive measurements of evironmental conditions and collected plankton (viruses, bacteria, protists and metazoans) for later analysis using modern sequencing and state-of-the-art imaging technologies. Tara Oceans Data are particularly suited to study the genetic, morphological and functional diversity of plankton. The present data set includes properties of seawater, particulate matter and dissolved matter that were measured from discrete water samples collected with Niskin bottles during the 2009-2013 Tara Oceans expedition. Properties include pigment concentrations from HPLC analysis (10 depths per vertical profile, 25 pigments per depth), the carbonate system (Surface and 400m; pH (total scale), CO2, pCO2, fCO2, HCO3, CO3, Total alkalinity, Total carbon, OmegaAragonite, OmegaCalcite, and dosage Flags), nutrients (10 depths per vertical profile; NO2, PO4, N02/NO3, SI, quality Flags), DOC, CDOM, and dissolved oxygen isotopes. The Service National d'Analyse des Paramètres Océaniques du CO2, at the Université Pierre et Marie Curie, determined CT and AT potentiometrically. More than 200 vertical profiles of these properties were made across the world ocean. DOC, CDOM and dissolved oxygen isotopes are available only for the Arctic Ocean and Arctic Seas (2013).

Este capítulo pretende explorar al estado como una variable explicativa de la transformación que ha vivido la ciudad en la última década. [...] Así las cosas, el presente texto pretende explorar, para el caso de Medellín, tres grandes temas alrededor del estado. Primero, estudia la manera como se han venido trans formando las capacidades ins titucionales del estado local a través del desarrollo de programas e instrumentos concretos en manos de burocracias públicas y de actores sociales que trabajan conjuntamente con el estado. Particularmente, el capítulo mostrará no sólo cómo la capacidad de gasto de la Alcaldía se ha incrementado diez veces desde 1990, y tres veces desde 2000, sino cómo esto ha permitido avanzar hacia una escala de intervenciones y de instrumentos de intervención completamente diferentes a la de las previas décadas. Segundo, el capítulo examina si aquellas capacidades que son claramente distinguibles como parte de la administración municipal han ido ganando mayor importancia dentro del contexto institucional. Esto implica explorar la centralidad que ocupa este ensamble institucional dentro de un conjunto más amplio de estructuras reguladoras que pueden incluir las fuerzas de la informalidad, de los actores sociales autoorganizados y del mercado. Esto mostrará que entre 1990 y 1998 las capacidades de intervención no se construyeron en las burocracias de la Alcaldía, sino en agencias externas o en actores sociales. De esta manera el periodo examinado en este capítulo (1999-2009) muestra un rompimiento con la tendencia previa, en la medida en que la oficina del alcalde y el plan de desarrollo adquieren una mayor centralidad. Tercero, se entiende que los poderes y capacidades que la Alcaldía ha ido desarrollando no son atributos completamente aislados de la sociedad y otras formas de estado (instituciones de la nación, del departamento, etc.). En este sentido, estas burocracias y capacidades de la Alcaldía no pueden ejercer el poder independientemente de las fuerzas sociales que defi nen, organizan, negocian, ejecutan, y gestionan estos ins trumentos, proponiendo con esto que el proceso que le otorga mayor centralidad a la Alcaldía pasa por dos importantes momentos, que ayudan a situar en perspectiva histórica el proceso de construcción de estatalidad en Medellín e ilustran la importancia de esta variable en la transformación de la ciudad.
