The aim of this paper is to investigate the relationship-based factors that affect performance of general building projects in China. Thirteen performance metrics that may be used to measure the success level of construction projects are defined and categorized into four groups namely cost, schedule, quality and relationship performance. Fourteen risks inherent in relationships and 16 tools expected to facilitate relationship building that may affect project success are identified. Data of different projects were collected in China via a self-administered postal survey. Multiple linear regression models are developed to help explain the variance in different performance metrics. It has been found that ten risks and nine tools have either positive or negative influence on project performance to some different extents and in different project development process stages. Detailed explanations are made, especially to those variables bearing unexpected signs. It is recommended that firms in the Chinese construction industry manage the relationship-based factors that are significant in the MLR models so as to achieve project success.

One way to represent and communicate density in the spatial disciplines including architecture, town planning and geography is through the map, plan or aerial photograph. These media and tools are generally perceived to be objective and analytical modes of practice. But what else do these modes of representation mediate? The paper will respond to this question by exploring notions of ontology, notions of dwelling and being in relation to lines and drawing techniques. A map or plan is an image, in addition to a mode of communication, and affects visual pleasure. As proposals of an unbuilt world and documents of existing environment, drawings contain lines of desire. The thesis is that the lines provide a corporeal framework for an imaginary projection between the viewer and a ‘real’ built environment. The paper becomes focussed on the specifics of the ‘green line’ that has represented post-war Beirut, and is typical of representation of sites of conflict.

In the plans of post-war Beirut an almost straight line running from the top to the bottom of the page is highlighted and represents a trajectory from the Place des Martyr to the Pine Forest. To descend from this metaphoric height of the map into the streets of Beirut is to confront urban density, traffic congestion, pollution exacerbated by dust, and a lack of greenery. During the war much of the fighting occurred across this marker, and since, it has been described as an empty neutral space due to the destruction of edifices on either side, and is often proposed as the only appropriate site for building projects of national significance. Is its emptiness an a priori condition of imaginary projections? Will it remain forever empty of the density everywhere else in Beirut? Who wants to dwell there?
This paper will examine the several nuances of the ‘green line’ and what role it plays between representation and defining ontological environments.

The aim of the research outlined in this paper is to develop a best practice process model for building projects based on the use of an expert system. The CONstruction Best Practice System (CONBPS) focusses on projects which are based on the traditional procurement strategy, using the JCT 80 standard form of contract. The model clearly identifies the sequence of construction activities. It also identifies the roles and responsibilities of the major parties on the building team and the issues within the project cycle, which can prove critical to project success. The system incorporates many user-friendly functions, including the provision of multi-choice icons and the provision of an on-line help function. Besides, it also provides interim and final reports which are used to advise the participants on the success factors that they have ignored and to which aspects they should pay more attention. A framework was initially developed focussing on the whole design process with a full knowledge-based system developed for the Inception Stage. CONBPS can be used as a teaching/learning tool to assist teachers and students to better understand the construction process. Also, it could prove useful to project managers and all the participants in the construction process.

The Politics of Timor-Leste explores the critical issues facing the Asia-Pacific's youngest nation as it seeks to consolidate a democracy following years of international intervention. The authors study the challenges that have burdened the state since it broke from Indonesia amid the violence of 1999 and formally achieved full independence in 2002. They assess the notable accomplishments of Timor-Leste’s leaders and citizens, and consider the country’s future prospects as international organizations prepare to depart. A close study of Timor-Leste sheds light on ambitious state-building projects that have been initiated, with varying success, across the globe.

Contributors to this volume map the nation’s recent political evolution through studies of its constitutional debates, political parties, and foreign policy responses to powerful neighbors. They address the social and economic conditions that complicate Timor-Leste’s political development, such as gender discrimination, poverty, corruption, and security-sector volatility. The contemporary history of Timor-Leste reflects the experiences of many postcolonial and developing countries that have sought to establish a viable state following conflict and a declaration of independence. This small nation has been the subject of five consecutive UN missions with varying mandates. The Politics of Timor-Leste ought to serve as a key source for comparative postcolonial studies and a guide to future trends in international state-building and assistance.

Students describe the Library as being central to their learning, offering focus and inspiration, enabling access to information and technologies, and collaboration with peers. Deakin University Library’s building redevelopment program has been integral to the Library’s re-imagined value proposition for students learning in the digital age. The introduction of new generation library and learning spaces strengthens the University’s offer to students for a brilliant education where you are and where you want to go through premium cloud and located learning experiences that are personal, engaging and relevant.

The Library’s building projects are distinctive in terms of location and the built environment, as well as the characteristics of the university campus communities. Each progressive project has brought new aspirations and challenges. Through joint research with Deakin University’s School of Architecture and Built Environment, the Library has developed a quality framework for planning and assessing library and learning spaces.

This paper will discuss the research findings to date on the quality framework and the need to continually review and assess indicators of quality in a highly dynamic digital environment. The Library’s experiences in introducing high-end multimedia provide some insights into planning for and delivering enduring value.

The next steps in exploring the question of how library spaces assist students in achieving their learning goals are introduced.

Descontinuidade administrativa, ou o rompimento de atividades e programas na troca de governos e autoridades federais, estaduais e municipais, tem sido tópico constante de comentário e elemento central da imagem da área pública Brasileira presente na conversa quotidiana. Curiosamente, são poucos os estudos empíricos sobre a questão como também são poucas as reflexões sobre os fatores que podem contribuir para a continuidade. O estudo busca contribuir nos dois eixos a partir da análise de ações governamentais em 89 prefeituras no período de 1995 a 1997.

This paper examines, through case studies, the organization of the production process of architectural projects in architecture offices in the city of Natal, specifically in relation to building projects. The specifics of the design process in architecture, the production of the project in a professional field in Natal, are studied in light of theories of design and its production process. The survey, in its different phases, was conducted between March 2010 and September 2012 and aimed to identify, understand, and analyze comparatively, by mapping the design process, the organization of production of building projects in two offices in Natal, checking as well the relationships of their agents during the process. The project was based on desk research and exploration, adopting, for both, data collection tools such as forms, questionnaires, and interviews. With the specific aim of mapping the design process, we adopted a technique that allows obtaining the information directly from employee agents involved in the production process. The technique consisted of registering information by completing daily, during or at the end of the workday, an individual virtual agenda, in which all agent collaborators described the tasks performed. The data collected allowed for the identification of the organizational structure of the office, its hierarchy, the responsibilities of agents, as well as the tasks performed by them during the two months of monitoring at each office. The research findings were based on analyses of data collected in the two offices and on comparative studies between the results of these analyses. The end result was a diagnostic evaluation that considered the level of organization and elaborated this perspective, as well as proposed solutions aimed at improving both the organization of the process and the relationships between the agents under the lens analyzed

The process of urbanization in recent decades has generated considerable seriousness of problems relating to the use and occupation physical environment of cities. The concentration of population, economic activities and technological standards have reinforced an existing urban environment highly degraded as a consequence of the development style that leads to the predatory use of natural resources. In this context, cities as centers of production and consumption, have the most serious problems of environmental degradation. This study investigated the impacts of the municipal building projects to large-scale vertical in the town of Vila de Ponta Negra, Natal-RN, given the proximity to the Environmental Protection Area (ZPA-6) and considering its environmental importance , scenic, landscape and tourism for the city of Natal-RN. The fragility of the licensing process and the failure of the assumptions in the analysis, objective and subjective, for the granting of environmental permits for the building construction projects, specifically those set out in the surroundings of the Environmental Protection Area (ZPA-6) and fundamental importance of landscape and tourism for the city of Natal, has aroused the concern of local people in and of itself the Government, faced with the probable impacts that will affect greatly the Vila de Ponta Negra. The methodology used to achieve the intended objectives will be the literature review, questionnaire to the surrounding population and the Government, as well as findings on the spot, through the photographic record. The beneficiaries of the license, if the entrepreneurs, have been affected because of the granting of licensing act of investing large amount of capital in the works. Additionally, with distrust of the population, since they are to discredit the public system of environmental management have guessed by the probability of imbalance to the environment and structural damage to the Vila de Ponta Negra, where such failure to support energy, lack of regular supply of water , lack of sanitation and access roads sufficient for the flow of motor vehicles in these areas, among other factors. Thus, this work will contribute to the diagnosis and solutions to the problem in question, so that the Government will effectively fulfill its social management of ecologically balanced environment of continuing urban development in Natal, Brazil

O trabalho trata do fluxo de informações no processo de desenvolvimento de projetos, de edificações comerciais e multifamiliares verticais, gerados a partir das rotinas de comunicação entre empresa construtora, arquiteto, projetistas de estrutura, de instalações elétricas e hidrosanitárias e os procedimentos por eles aplicados, para se alcançar a qualidade desejada dos projetos. São investigados a problemática das metodologias tradicionais de projeto e a aplicabilidade de conceitos de engenharia simultânea, sugerindo a realização em paralelo das varias etapas do processo, desenvolvimento integrado de projetos do produto e da produção, estabelecimento de equipes ultidisciplinares e uma maior orientação para a satisfação do cliente final. É apresentado um método de análise capaz de identificar a maturidade das empresas construtoras para a implantação da engenharia simultânea e a explicitação do fluxo de informações, fornecendo uma visão global do processo de projeto. São realizados três estudos de caso consultando três empresas construtoras e incorporadoras e seus respectivos projetistas: arquiteto, engenheiro estrutural, elétrico e hidrosanitário, os quais corroboram as hipóteses estabelecidas na pesquisa. Como conclusão recomenda-se o desenvolvimento de modelos de processo de projeto baseados nos princípios de engenharia simultânea e métodos que possam vir a oferecer uma visão global do processo, dando suporte aos intervenientes na troca sistematizada e racionalizada das informações, objetivando a introdução de ferramentas que possam contribuir para uma modelagem do processo de projeto harmonizada com os princípios de qualidade.

From this need to be more careful with the environment arose, in the field of civil construction, the term sustainable building. Projects that use natural resources rationally, without ceasing to bring comfort and functionality for customers, are becoming more a reality. This paper presents the share of electric energy in a sustainable building, with the analysis of the available renewable energies used in a project, presentation of new constructive techniques and technologies that are constantly emerging to achieve greater energy efficiency, with an appropriate use of energy received, also a decrease of the energy consumed by some devices present in a residence or business

La questione energetica ha assunto, negli ultimi anni, un ruolo centrale nel dibattito mondiale in relazione a quattro fattori principali: la non riproducibilità delle risorse naturali, l’aumento esponenziale dei consumi, gli interessi economici e la salvaguardia dell'equilibrio ambientale e climatico del nostro Pianeta. E’ necessario, dunque, cambiare il modello di produzione e consumo dell’energia soprattutto nelle città, dove si ha la massima concentrazione dei consumi energetici. Per queste ragioni, il ricorso alle Fonti Energetiche Rinnovabili (FER) si configura ormai come una misura necessaria, opportuna ed urgente anche nella pianificazione urbanistica. Per migliorare la prestazione energetica complessiva del sistema città bisogna implementare politiche di governo delle trasformazioni che escano da una logica operativa “edificio-centrica” e ricomprendano, oltre al singolo manufatto, le aggregazioni di manufatti e le loro relazioni/ interazioni in termini di input e output materico-energetiche. La sostituzione generalizzata del patrimonio edilizio esistente con nuovi edifici iper-tecnologici, è improponibile. In che modo quindi, è possibile ridefinire la normativa e la prassi urbanistica per generare tessuti edilizi energeticamente efficienti? La presente ricerca propone l’integrazione tra la nascente pianificazione energetica del territorio e le più consolidate norme urbanistiche, nella generazione di tessuti urbani “energy saving” che aggiungano alle prestazioni energetico-ambientali dei singoli manufatti quelle del contesto, in un bilancio energetico complessivo. Questo studio, dopo aver descritto e confrontato le principali FER oggi disponibili, suggerisce una metodologia per una valutazione preliminare del mix di tecnologie e di FER più adatto per ciascun sito configurato come “distretto energetico”. I risultati di tale processo forniscono gli elementi basilari per predisporre le azioni necessarie all’integrazione della materia energetica nei Piani Urbanistici attraverso l’applicazione dei principi della perequazione nella definizione di requisiti prestazionali alla scala insediativa, indispensabili per un corretto passaggio alla progettazione degli “oggetti” e dei “sistemi” urbani.

Il contesto nazionale è cambiato recentemente per l’introduzione del nuovo Sistema Geodetico coincidente con quello Europeo (ETRS89, frame ETRF00) e realizzato dalle stazioni della Rete Dinamica Nazionale. Sistema geodetico, associato al cartografico UTM_ETRF00, divenuto per decreto obbligatorio nelle Pubbliche Amministrazioni. Questo cambiamento ha consentito di ottenere rilevamenti dei dati cartografici in coordinate assolute ETRF00 molto più accurate. Quando i dati così rilevati vengono utilizzati per aggiornamenti cartografici perdono le coordinate originarie e vengono adattati a particolari cartografici circostanti. Per progettare una modernizzazione delle mappe catastali e delle carte tecniche finalizzata a consentire l’introduzione degli aggiornamenti senza modificarne le coordinate assolute originarie, lo studio è iniziato valutando come utilizzare sviluppi di strutturazione dei dati topografici presenti nel Database Geotopografico, modellizzazioni 3D di fabbricati nelle esperienze catastali INSPIRE, integrazioni in ambito MUDE tra progetti edilizi e loro realizzazioni. Lo studio è proseguito valutando i servizi di posizionamento in tempo reale NRTK presenti in Italia. Inoltre sono state effettuate sperimentazioni per verificare anche in sede locale la precisione e l’affidabilità dei servizi di posizionamento presenti. La criticità della cartografia catastale deriva sostanzialmente dal due fatti: che originariamente fu inquadrata in 850 Sistemi e successivamente fu trasformata in Roma40 con una esigua densità di punti rimisurati; che fino al 1988 fu aggiornata con modalità non rigorose di bassa qualità. Per risolvere tali criticità si è quindi ipotizzato di sfruttare le modalità di rilevamento NRTK per aumentare localmente la densità dei punti rimisurati e reinquadrare le mappe catastali. Il test, realizzato a Bologna, ha comportato un’analisi preliminare per individuare quali Punti Fiduciali considerare coerenti con le specifiche cartografiche per poi utilizzarli e aumentare localmente la densità dei punti rimisurati. La sperimentazione ha consentito la realizzazione del progetto e di inserire quindi i prossimi aggiornamenti senza modificarne le coordinate ETRF00 ottenute dal servizio di posizionamento.

This article examines the architecture of the Nazi regime in two occupied cities of Czechoslovakia, Praha/Prag and Jihlava/Iglau (the latter being one of the traditionally German-speaking island in the bohemia country), and focuses specifically on the process by which Hitler youth organisations (Hitlerjugend) in case of ‘education’ and indoctrination of youth were or were not successfully established in these cities. As comparison, he takes the political-administrative centres of the Sudeten Reichsgau, Ústí/Aussig, Opava/Troppau, Karlovy Vary/Karlsbad and Liberec/Reichenberg. Drawing on Czech and German archive materials, the extensive body of modern analytical literature, and propagandist literature from the period studied, the author examines the extent to which architecture served as a projection screen for Fascist propaganda in the Occupied Eastern territories. He describes the role played by the Reichsstelle für Raumordnung and shows how the Reich’s propagandist objectives came to be reflected in a high specific typology and stylistic lexicon/configuration for the architecture of Hitler youth hostels and homes He examines the process by which these organisations were powerful implanted into the space of occupied Czechoslovakia (and Sudeten) too, a topic that has not yet been addressed in (art) history too. The building projects developed for the Protectorate (published here for the first time) and managed by the Reich’s Hitler Youth Leadership in Berlin (Kulturamt, Reichsjugendführung, RJF, Abteilung HJ) reveal the ties that existed between the construction authorities in the Reich and the Protectorate, including the Planning Committee for the City of Prague. The author asks how many German and Czech architects participated for their own profit in the Nazi system, and for future research raises the hitherto taboo question of guilt and collaboration with the Nazis and the perception of this phenomenon in art history, i.e. the measure of active cooperation of not just German but also Czech architects who contributed to the planning and implementation of projects and thereby unequivocally had a hand in consolidating the totalitarian regime and de facto in the forced „Germanification” of their own people under occupation.

This paper is presented in CIB: Management and Innovation Sustainable Built Environment 2011, as the study and analysis of the residential model of a rural area from the Iberian Peninsula, specifically applied to the case of the province of Cáceres, in the autonomous region of Extremadura, in Spain. To this end, from a database made up of building projects whose real costs are known, it is intended to establish the links of the different parameters studied through the corresponding functions of statistical analysis. One of the main objectives of this process is constituted by the possibility of establishing those design variables of higher economic importance, so as to keep an economic control of these parameters, generally geometrical and typological, from the very start of the project. And, in general, a higher optimization of resources in the construction of dwellings in the rural environment from their design is intended.
