Although Common Pool Resources (CPRs) make up a significant share of total income for rural households in Ethiopia and elsewhere in developing world, limited access to these resources and environmental degradation threaten local livelihoods. As a result, the issues of management, governance of CPRs and how to prevent their over-exploitation are of great importance for development policy. This study examines the current state and dynamics of CPRs and overall resource governance system of the Lake Tana sub-basin. This research employed the modified form of Institutional Analysis and Development (IAD) framework. The framework integrates the concept of Socio-Ecological Systems (SES) and Interactive Governance (IG) perspectives where social actors, institutions, the politico-economic context, discourses and ecological features across governance and government levels were considered. It has been observed that overexploitation, degradation and encroachment of CPRs have increased dramatically and this threatens the sustainability of Lake Tana ecosystem. The stakeholder analysis result reveals that there are multiple stakeholders with diverse interest in and power over CPRs. The analysis of institutional arrangements reveals that the existing formal rules and regulations governing access to and control over CPRs could not be implemented and were not effective to legally bind and govern CPR user’s behavior at the operational level. The study also shows that a top-down and non-participatory policy formulation, law and decision making process overlooks the local contexts (local knowledge and informal institutions). The outcomes of examining the participation of local resource users, as an alternative to a centralized, command-and-control, and hierarchical approach to resource management and governance, have called for a fundamental shift in CPR use, management and governance to facilitate the participation of stakeholders in decision making. Therefore, establishing a multi-level stakeholder governance system as an institutional structure and process is necessary to sustain stakeholder participation in decision-making regarding CPR use, management and governance.

While evidence for optimal random search patterns, known as Lévy walks, in empirical movement data is mounting for a growing list of taxa spanning motile cells to humans, there is still much debate concerning the theoretical generality of Lévy walk optimisation. Here, using a new and robust simulation environment, we investigate in the most detailed study to date (24×10(6) simulations) the foraging and search efficiencies of 2-D Lévy walks with a range of exponents, target resource distributions and several competing models. We find strong and comprehensive support for the predictions of the Lévy flight foraging hypothesis and in particular for the optimality of inverse square distributions of move step-lengths across a much broader range of resource densities and distributions than previously realised. Further support for the evolutionary advantage of Lévy walk movement patterns is provided by an investigation into the 'feast and famine' effect, with Lévy foragers in heterogeneous environments experiencing fewer long 'famines' than other types of searchers. Therefore overall, optimal Lévy foraging results in more predictable resources in unpredictable environments.

One of the most pressing challenges today is the need to manage our oceans on a sustainable basis, balancing opportunities for exploitation with the need for conservation and protection. A vital tool for informing sustainable management is access to accurate, up-to-date marine environmental data and information, which is also seen as ‘independent’ by industry, conservationists, policy-makers and other Stakeholders. The Marine Biological Association has specialised in providing independent evidence for over a century and hosts a number of programmes dedicated to independent evidence provision. For example, the Marine Life Information Network (MarLIN) is the most comprehensive information resource for the marine environment of the British Isles and also the largest review of the effects of human activities and natural events on marine species and habitats ever undertaken. MarLIN, along with the Data Archive for Seabed Species and Habitats (DASSH and other MBA information resources, is currently being used to support a wide range of UK and European legislation as well as providing vital underpinning information for industry (e.g. through informing EIAs). We provide an overview of MarLIN in particular whilst examining the importance of ‘independent’ scientific information in a multi-use environment.

Os biocombustíveis têm estado na linha da frente das políticas energéticas mundiais visto que as suas vantagens conseguem colmatar as incertezas e resolver alguns dos problemas associados aos combustíveis fósseis. O biodiesel tem provado ser um combustível muito fiável, alternativo ao petrodiesel. É uma mistura de ésteres alquílicos produzidos a partir de óleos vegetais e gorduras animais através de uma reacção de transesterificação. Como combustível, o biodiesel é economicamente viável, socialmente responsável, tecnicamente compatível e ambientalmente amigável. O principal desafio associado ao seu desenvolvimento tem a ver com a escolha de matéria-prima para a sua produção. Nos países do terceiro mundo, óleos alimentares são mais importantes para alimentar pessoas do que fazer funcionar carros. Esta tese tem como objectivos produzir/processar biodiesel a partir de recursos endógenos de Timor-Leste e medir/prever as propriedades termodinâmicas do biodiesel, a partir das dos esteres alquílicos. A síntese do biodiesel a partir dos óleos de Aleurites moluccana, Jatropha curcas e borras de café foram aqui estudados. As propriedades termodinâmicas como densidade, viscosidade, tensão superficial, volatilidade e velocidade do som também foram medidas e estimadas usando modelos preditivos disponíveis na literatura, incluindo as equações de estado CPA e soft-SAFT. Timor-Leste é um país muito rico em recursos naturais, mas a maioria da população ainda vive na pobreza e na privação de acesso a serviços básicos e condições de vida decentes. A exploração de petróleo e gás no mar de Timor tem sido controlado pelo Fundo Petrolífero. O país ainda carece de electricidade e combustíveis que são cruciais para materializar as políticas de redução da pobreza. Como solução, o governo timorense criou recentemente o Plano Estratégico de Desenvolvimento a 20 anos cujas prioridades incluem trazer o desenvolvimento do petróleo do mar para a costa sul de Timor-Leste e desenvolver as energias renováveis. É neste último contexto que o biodiesel se insere. O seu desenvolvimento no país poderá ser uma solução para o fornecimento de electricidade, a criação de empregos e sobretudo o combate contra a pobreza e a privação. Para ser usado como combustível, no entanto, o biodiesel deve possuir propriedades termodinâmicas coerentes com as especificadas nas normas da ASTM D6751 (nos Estados Unidos) ou EN 14214 (na Europa) para garantir uma adequada ignição, atomização e combustão do biodiesel no motor.

This paper proposes a model of natural-resource exploitation when private ownership requires costly enforcement activities. For a given wage rate, it is shown how enforcement costs can increase with labor's average productivity on a resource site. As a result, it is never optimal for the site owner to produce at the point where marginal productivity equals the wage rate. It may even be optimal to exploit at a point exhibiting negative marginal returns. An important parameter in the analysis is the prevailing wage rate. When wages are low, further decreases in the wage rates can reduce the returns from resource exploitation. At sufficiently low wages, positive returns can be rendered impossible to achieve and the site is abandoned to a free-access exploitation. The analysis provides some clues as to why property rights may be more difficult to delineate in less developed countries. It proposes a different framework from which to address normative issues such as the desirability of free trade with endogenous enforcement costs, the optimality of private decisions to enforce property rights, the effect of income distribution on property rights enforceability, etc.

Kabazi II est un site de plein air, situé sur la deuxième rangée des Monts de Crimée. Après sa découverte en 1986, les investigations archéologiques effectuées entre 1987 et le milieu des années 90 ont établi que Kabazi II avait auparavant servi de lieu de chasse et d’abattage pour les groupes néanderthaliens de la région. Les études archéozoologiques antérieures (Patou-Mathis 2003, 1999, 2005, 2006a, 2006b) ont déterminé que les stratégies de subsistance des Néanderthaliens du Kabazi II étaient très spécialisées et principalement axées sur la chasse des petits groupes de Equus hydruntinus mais aussi, à l’occasion, sur la chasse d’autres espèces. Ces comportements ont persisté malgré les changements climatiques et technologiques à travers l’histoire d’occupation du site. Cette étude présente l’analyse des assemblages fauniques encore inédits des niveaux II/1,II/2-1, II/2, II/3, II/4, II/5, II/7, II/8, II/9, II/13, II/13A de Kabazi II. Nos résultats sont en accord avec ceux obtenus parles d’études antérieures ; cependant, des différences par rapport à la fonction du site ont été constatées et un lien possible avec Kabazi V, un abri sur roche tout près de Kabazi II, a été établi. On croit que la persistance des activités de subsistance des Néanderthaliens de Kabazi II pendant presque 100 000 ans de présence est due à la polyvalence des ânes asiatiques tels que Equus hydruntinus, au contexte géographique et géologique de la région ainsi qu’aux caractéristiques du site elles-mêmes.

Les assemblages lithiques dominent la plupart des sites archéologiques du Nunavik et constituent ainsi une véritable mine d’informations. Le nombre limité de travaux sur les matériaux de la côte est de la baie d’Hudson, nous a amené à nous pencher sur une source présente dans ce secteur. Notre objectif était alors de caractériser la matière première provenant de cette formation géologique, le chert Nastapoka. Pour ce faire, nous avons choisi la technique de fluorescence aux rayons X. Les résultats ont permis de constater, en plus des observations macroscopiques, la nature très variable de ce chert présentant une signature chimique complexe. Pour compléter le portrait, nous avons évalué l’utilisation du chert Nastapoka par les Paléoesquimaux par une comparaison d’analyses technologiques déjà effectuées sur les sites GhGk-4, GhGk-63 et IcGm-5. Cet examen a révélé que l’évolution des stratégies d’exploitation des matériaux lithiques dans cette région appui le continuum culturel Prédorsétien-Dorsétien observé ailleurs.

Le point de départ de cette étude est un sujet d’actualité qui fait l’objet de controverses au Québec depuis 2011 : le Plan Nord, un projet de développement économique visant la mise en valeur et l’exploitation des ressources naturelles au nord du Québec. En particulier, cette étude s’intéresse à la résistance des innu ishkueu (femmes innues) à ce projet, plus précisément dans un contexte d’exploitation minière. L’angle choisi est celui du parcours d’engagement des actrices participant à ces mouvements de résistance. L’analyse proposée s’appuie sur une enquête de terrain de trois mois, réalisée au sein des communautés de Uashat mak Mani- Utenam et Matimekush-Lac John, au cours de laquelle des entretiens semi-dirigés furent réalisés. Conjuguant les théories féministes autochtones, la notion de résistance au quotidien et l’étude des carrières militantes, cette recherche a pour objectif de démystifier certaines dimensions des voix politiques féminines innues dans la défense du territoire. Dans un premier temps, elle présente une perspective ethnohistorique de la résistance des femmes innues face à l’exploitation minière. Le but est de contribuer aux initiatives offrant une alternative à la version dominante de l’histoire minière du Québec (blanche, masculine), qui a doublement occulté les savoirs situés des femmes autochtones. Dans un second temps, elle s’attarde aux parcours d’engagement des femmes rencontrées et à leur engagement communautaire. Ceci nous a amené à examiner dans quelle mesure les modes d’action locale des femmes innues au sein de leur communauté se transfèrent dans la défense du territoire. Enfin, elle s’intéresse à la construction des subjectivités politiques des innu ishkueu en s’appuyant sur des repères théoriques situant la politique de résistance des femmes autochtones.

The present study on the sustainability of medicinal plants in Kerala economic considerations in domestication and conservation of forest resources. There is worldwide consensus on the fact that medicinal plants are important not only in the local health support systems but in rural income and foreign exchange earnings. Sustainability of medicinal plants is important for the survival of forest dwellers, the forest ecosystem, conserving a heritage of human knowledge and overall development through linkages. More equitable sharing of the benefits from commercial utilization of the medicinal plants was found essential for the sustainability of the plants. Cultivation is very crucial for the sustainability of the sector. Through a direct tie-up with the industry, the societies can earn more income and repatriate better collection charges to its members. Cultivation should be carried out in wastelands, tiger reserves and in plantation forests. In short, the various players in the in the sector could find solution to their specific problems through co-operation and networking among them. They should rely on self-help rather than urging the government to take care of their needs. As far as the government is concerned, the forest department through checking over- exploitation of wild plants and the Agriculture Dept. through encouraging cultivation could contribute to the sustainable development of the medicinal plant sector.

Excavations at the Pre-Pottery Neolithic site of WF16 in the Southern Levant produced an archaeobotanical assemblage constituted by plant macro-fossils and wood charcoal. As with all such assemblages, its species composition will most likely provide a biased reflection of those within the Neolithic woodland that had been exploited owing to cultural selection and differential preservation. As a means of facilitating its interpretation, a survey was undertaken of a relatively undisturbed patch of gallery woodland associated with a permanent water course at Hammam Adethni, approximately four kilometres south-east of WF16. The substantial overlap of the species within this woodland and those in the archaeobotanical assemblage suggests that this present-day woodland provides an analogue for that of the Neolithic and may therefore indicate what other plant resources the inhabitants of WF16 may have exploited, but which have left no archaeological trace. The interpretation of the results is supported by a comparative study of wood charcoal from present-day Bedouin hearths in Wadi Faynan.

Single ownership of natural resources is conunon in many developing countries and socialist economies. The sole owner is usually the .state or society at large, and governments are responsible for either distributing exploitation rights or engaging in exploitation through their own corporations. • Under this circumstance, the notion of externality may not fully explain pollution problems existent in these nations. This paper studies the case where a single agent owns both exhaustible and renewable resources, and attempts to maximize its welfare. The resources are either perfect or imperfect substitutes. Initially, exhaustible resource extraction does not affect the renewable resource, and sustainable growth is attainable. A lactor of pollution flowing from the extraction of the nc.nrenewable resource into the growth of the renewable resource is introduced. The continuous exploitation of the exhaustible resource leads to the " optimal " extinction of the renewable resource, and sustainable growth is no longer reached. Regulation from a supra governmental agency such as an multinational institution may prove to be of utmost importance, if sustainability is to be achieved. The paper is divided into five sections. Section two provides a brief survey of the relevant literature. Section three presents the model without pollution. This factor is introduced in section four. The final section discusses some possible approaches for attaining sustainable growth, and contains the concluding remarks .
