The Primary Science Specialist (PrimSS) Professional Learning Program consisted of a fifteen day program, of which Deakin delivered 5 days of pedagogy and content in science education, followed by 3 days of leading change in schools and developing other teachers' capacities. Delivered in several phases, it was possible to provide teachers with ideas and models for them to trial within their schools and to report back to the group, during the program.

Anecdotal evidence indicated that some kindergartens in the Geelong region were suffering from significant absenteeism or children arriving late or leaving early. Some educators felt that this was linked to the status of Health Care Card Holders. The research project analysed kindergarten attendance records to determine if there was evidence to support the educators’ beliefs. Data did support some of the conjecture. Researchers then undertook interviews with Educators and parents to investigate possible reasons for irregular attendance.

Resilience for children is positive adaptation and a capacity to thrive despite challenging circumstances. Children demonstrating resilience are seen to have strong cognitive skills and have developed positive peer relationships. The ‘Supporting Resilience’ project is exploring the conditions and characteristics of resilience of young children and their families who live in rural, regional and metropolitan communities that are economically and socially disadvantaged. The aim of this paper was to report on pretend play and social competence within the early years’ cohort of the ‘Supporting Resilience’ project. Twenty-six children aged 4–6 years who were identified as resilient by their preschool teacher were involved in the study. Results obtained from the Child Initiated Pretend Play Assessment and the Penn Interactive Peer Play Scale when the children were at pre-school found significant relationships between object substitution and social interaction (r = .414, p < .05). Children who could elaborate play with unstructured objects were less likely to be socially disconnected (r = –.49, p < .05). There was no significant difference between geographical locations for play ability. Significant difference for social competence was found between geographical locations. By situating play as individual development within a socio-cultural environment the relationship between children's pretend play ability and social peer play interactions are considered within early childhood development and resilience literature.

The Switched On Secondary Science Professional Learning (SOSSPL) program consisted of three days professional learning. Days 1 and 2 were undertaken consecutively, with Day 3 following a break of several weeks. The break allowed sufficient time for teachers to undertake a small classroom-based project within one of the topics teachers will be teaching at the time. The program was designed to build teacher capacity to improve learning outcomes in secondary science.


The program supported teachers to plan and implement classroom sequences that focus on student construction and interpretation of different representations of the science concepts and processes that are described by the Victorian Essential Learning Standards: Science and the Science Continuum P-10.

The Deakin University team in collaboration with the Department of Education and Early Childhood Development (DEECD) produced curriculum resources for the program that encapsulated a representational focus to the teaching and learning of science. The program explored links to core DEECD resources such as the e5 Instructional Model and the Science Continuum P-10.

This evaluation of the SOSSPL program involved an online survey, daily workshop evaluations, focus group and phone interviews and presentations data of the participating teachers’ classroom-based projects. The aim of the evaluation was to make a judgement about the effectiveness of the SOSSPL program in terms of building teacher capacity to improve student learning outcomes in secondary science.

The SOSSPL program was delivered in all Victorian DEECD regions in 2010-11 and was evaluated (Hubber et al, 2011). The program was delivered again in all Victorian DEECD regions in 2011-12. The evaluation of the 2011-12 program is reported here with some comparisons made to the findings from the previously delivered program.

This paper critiques specific forms of classroom teacher effectiveness research. In doing so, the paper suggests that education policy-making deems and employs teacher effectiveness research as a promising and capable contrivance for the identification of ineffective classroom teaching practice. The paper engages with this policy debate by using a specific policy example from the Australian state of Victoria, the Victorian Department of Education and Early Childhood Development (DEECD) Blueprint for Government Schools (2003/2008). Moreover, the attention given to “teacher effectiveness” as the means by which school systems aim to reverse student under-achievement positions classroom teachers as the controlling authority over educational outcomes. Indeed, teacher effectiveness is the defining quality of a policy-making debate that at its core dispenses with broader considerations of possible influence thought to substantially affect the learning outcomes of public school students.

‘Building effective school-university partnerships for a quality teacher workforce: A Victorian led initiative’ project, (‘BESUP’), funded by the Department of Education and Early Childhood Development from 2010 – 2011, was conducted by the research team from the School of Education, Deakin University in collaboration with key personnel in two ‘clusters’ of schools located in the Maroondah Education Coalition and in Keysborough/Noble Park.

The overall aim of this project was to examine a pilot model of effective school-university partnership that engages pre-service and in-service teachers and researchers in the co-production of professional knowledge and practice. The model of a university-school partnership that was investigated in the research project was developed as part of the Master of Teaching, a 16 credit pre-service postgraduate course in the School of Education that had the first intake of pre-service teachers in March, 2010. In the design and implementation of the Master of Teaching course, the School of Education set out to create a new relationship between key stakeholders in the preparation of the next generation of teachers. A commitment to doing the professional experience component differently was central to the conceptualization of the new course. To this end, three new professional experience curriculum units were designed with the placements ‘embedded’ into the units themselves.

The research questions that shaped the BESUP research project are:
• What are the design features of an effective school-university partnership model?
• What are the features of cross-generational (pre-service, in-service) models of quality supervision, mentoring and support in a school-university partnership model?
• What are the conditions for an effective professional development program for teachers and academic staff to support professional experience within school-university partnerships?

That the Department of Education and Early Childhood Development funded this research is evidence of the system’s awareness of and concern for investigating ways forward that will provide the next generation of teachers with strong links between the learning experiences undertaken in the university component of their pre-service teacher education and the professional experience component located in schools. The report suggests the significance of ongoing professional conversations and new ways of engaging in professional learning among all of the partners.

Online resource, Department of Education and Early Childhood Development

Professionals who work with young children who are gifted or talented can make a real difference to them reaching their full potential.

This resource provides early childhood professionals with information and resources to help identify and provide learning for young gifted and talented children (from infancy to eight years old) and their families.

Gifted and talented young children experience wellbeing and positive development when provided with supportive and challenging learning environments that are responsive to their individual strengths and interests.

Every early childhood professional will be working with gifted children. It is estimated that 10–15 per cent of children are gifted, which means a typical early childhood group or school class will contain at least one gifted child. Many will have more, so it is imperative that professionals reflect on their practice and seek professional learning opportunities to increase their understanding and knowledge of giftedness and talent in young children.

Research has shown that educators who have received professional learning opportunities or pre-service preparation in giftedness and talent are better able to recognise and understand giftedness in children, and have more positive attitudes towards it.

The professional learning opportunities in this online resource will assist professionals to identify and engage in good practice when working with young gifted and talented children.

In 2011, the Innovation and Next Practice Division (INP) of the Department of Education and Early Childhood Development (DEECD) conducted a field trial on intercultural understanding in partnership with a research and evaluation team from the University of Melbourne and La Trobe University. The field trial was sponsored by the Languages, English as another Language (EAL) and Multicultural Education Division of DEECD.


The primary research question guiding the field trial was:

1. What is the impact on student outcomes of teaching and learning practice for intercultural understanding?
2. The secondary research questions were:
3. What knowledge and skills do both learners and educators need for intercultural understanding?
4. How is effective practice identified and measured?
5. What intercultural understanding capabilities can be developed at each developmental stage of children and young people in different cultural contexts?

In order to explore these questions, schools across Victoria were initially nominated by International Division, the Multicultural Education Unit and by regional directors and INP based on three core criteria, which included school culture, capability and connections within the school and the wider community. Following an expression of interest process, 26 schools, including one independent school and two catholic schools were selected. Participation in the field trial included the following aims:

• to stimulate thinking about current school policy and practice around intercultural understanding and interaction (ICU)
• to trial projects that support the field trial’s primary research question 
• to evaluate innovative ‘next practice’ and consider its relevance for the education system
• to support the intercultural understanding general capability under consideration for inclusion in the Australian National Curriculum in 2013.

The field trial was implemented by DEECD INP from February 2011 to December 2011 over three stages.
