La reestructuración del modelo económico en Chile a mediados de los setenta impactó a todos los sectores productivos y el sector agropecuario no fue una excepción. Se iniciaba así el comienzo de la "Era agroexportadora", que fomentaba aquellas orientaciones productivas con claras ventajas competitivas en los mercados internacionales. El paradigma agrícola chileno se ha caracterizado por funcionar sobre la base de salarios bajos, disponibilidad de mano de obra y tipo de cambio favorable. En 2006, y en este escenario, se ha implementado la política pública denominada "Chile Potencia Alimentaria 2020", que buscar reforzar la fórmula anterior. Esta iniciativa considera estrategias de crecimiento que invisibilizan la estructura bimodal agraria presente en el país. A lo anterior se suma el agravante de que territorios (como la Región de Los Lagos en el sur de Chile) con orientaciones productivas tradicionales (ganaderas específicamente) presentan posiciones manifiestamente vulnerables, especialmente de aquellos grupos de productores que se caracterizan por funcionar con racionalidades distintas de la empresarial.

Se ha examinado la respuesta en tres de los puentes propuestos por el Comité de Expertos de la O.R.E. como genéricos. Las características mecánicas de cada uno son las que se exponen, aclarando de antemano que se trata de puentes de un sólo vano y que el número de modos se refiere al número de deformadas (senoidales) con que se aproxima a la real. El tipo de tren utilizado es clásico, compuesto por una locomotora CC 6500 y un vagón CORAIL. En cada caso se han efectuado pasadas correspondientes a las velocidades de 120, 160 y 200 Km/h. reflejándose la aceleración en la parte delantera y trasera del coche, en el puente QA y para cada velocidad de paso. Los resultados obtenidos para el parámetro V.D.V. muestran unos valores muy inferiores a aquellos que producen alguna sensación de incomodidad. Se hace notar no obstante que ello ocurre a pesar de que el registro temporal muestra aceleraciones importantes, especialmente a velocidades elevadas. Aparecen pues enfrentadas dos formas diferentes de entender la incomodidad causada por las vibraciones. El V.D.V. recoje la influencia de la duración de las vibraciones, pero no el efecto de transitorios que tienden a desaparecer en el filtrado. Es por ello que, al menos en lo que a esta aplicación se refiere, no parece aconsejable utilizar el V.D.V. como parámetro único, a pesar de sus evidentes ventajas en cuanto a comodidad y sencillez de uso. Por otra parte, la no inclusión de las irregularidades de la vía como factor agravante sobre la señal de partida, puede ser motivo de discrepancias con la realidad.

A poluição sonora urbana, em especial a gerada por motocicletas com escapamentos modificados, afeta indistintamente a saúde de toda população de diversas maneiras e tende a aumentar, ao contrário da emissão de gases, que vem se reduzindo ao longo dos anos. Com o objetivo de conter o ruído gerado pelo tráfego urbano, vários países desenvolvem procedimentos, leis e ações mitigatórias como barreiras acústicas e asfaltos fonoabsorventes, porém há grande quantidade de motocicletas, veículo tipicamente de alto potencial de incômodo e ruidoso, que circulam com sistemas de escapamento adulterados e emitem ainda mais excesso de ruído. A inspeção veicular é ferramenta importante no controle de emissões de gases poluentes de veículos em uso, mas falha em restringir aqueles que ultrapassam os limites legais de ruído e, somado a isto, há o agravante de o condutor submeter-se a poluição sonora que ele mesmo produz. A fiscalização de rua surge como alternativa de controle ambiental, mas algumas vezes é contestada por ser subjetiva ou por faltar uma metodologia simples, confiável e eficaz. Buscou-se então compreender a relação entre o aumento do nível sonoro da motocicleta com escapamento modificado ao circular no trânsito e a emissão sonora medida na condição de inspeção, o chamado ruído parado, para trazer subsídios à formação de métodos mais eficazes de fiscalização e controle. Para isto foram avaliadas motocicletas quanto à emissão de ruído em circulação e ruído parado e os resultados obtidos apontam que os escapamentos modificados possuem nível sonoro muito mais elevado que os originais, com forte correspondência entre os dois métodos de medição. Esta poluição sonora atinge de modo particularmente intenso os profissionais, motoboys, que modificam suas motocicletas, pois eles se submetem a todos os fatores que favorecem a perda auditiva por excesso de ruído. Outras questões surgiram em paralelo ao tema principal e foram brevemente avaliadas para se compor o quadro geral, como o nível sonoro de escapamentos não originais avaliados segundo os procedimentos de homologação, a contribuição que a motocicleta traz ao ruído urbano e que resultados estes trazem quanto ao torque e potência da motocicleta. Estes estudos indicaram que a motocicleta modificada contribui fortemente para a poluição sonora urbana, afetando principalmente o condutor e sem trazer ganhos efetivos em termos de potência e dirigibilidade.

As doenças tropicais negligenciadas (DTNs) causam um imenso sofrimento para a pessoa acometida e em muitos casos podem levar o indivíduo a morte. Elas representam um obstáculo devastador para a saúde e continuam a ser um sério impedimento para a redução da pobreza e desenvolvimento socioeconômico. Das 17 doenças desse grupo, a leishmaniose, incluindo a leishmaniose cutânea, tem grande destaque devido sua alta incidência, os gastos para o tratamento e as complicações geradas em processos de coinfecção. Ainda mais agravante, os investimentos direcionados ao controle, combate e principalmente a inovação em novos produtos é ainda muito limitado. Atualmente, a academia tem um importante papel na luta contra essas doenças através da busca de novos alvos terapêuticos e também de novas moléculas com potencial terapêutico. É nesse contexto que esse projeto teve como meta a implantação de uma plataforma para a identificação de moléculas com atividade leishmanicida. Como alvo terapêutico, optamos pela utilização da enzima diidroorotato desidrogenase de Leishmania Viannia braziliensis (LbDHODH), enzima de extrema importância na síntese de novo de nucleotídeos de pirimidina, cuja principal função é converter o diidroorotato em orotato. Esta enzima foi clonada, expressa e purificada com sucesso em nosso laboratório. Os estudos permitiram que a enzima fosse caracterizada cineticamente e estruturalmente via cristalografia de raios- X. Os primeiros ensaios inibitórios foram realizados com o orotato, produto da catálise e inibidor natural da enzima. O potencial inibitório do orotato foi mensurado através da estimativa do IC50 e a interação proteína-ligante foi caracterizada através de estudos cristalográficos. Estratégias in silico e in vitro foram utilizadas na busca de ligantes, através das quais foram identificados inibidores para a enzima LbDHODH. Ensaios de validação cruzada, utilizando a enzima homóloga humana, permitiram identificar os ligantes com maior índice de seletividade que tiveram seu potencial leishmanicida avaliado in vitro contra as formas promastigota e amastigota de Leishmania braziliensis. A realização do presente projeto permitiu a identificação de uma classe de ligantes que apresentam atividade seletiva contra LbDHODH e que será utilizada no planejamento de futuras gerações de moléculas com atividade terapêutica para o tratamento da leishmaniose. Além disso, a plataforma de ensaios otimizada permitirá a avaliação de novos grupos de moléculas como uma importante estratégia na busca por novos tratamentos contra a leishmaniose

Tradicionalmente, la alteración de las características neuromusculares de un paciente se ha considerado como un posible factor etiológico o agravante de una maloclusión, debido a que los diferentes patrones de actividad muscular pueden modificar las relaciones estructurales y de crecimiento de la mandíbula con el maxilar. Además, numerosos estudios han confirmado que una maloclusión podría alterar la actividad funcional del paciente, de tal manera que, uno de los objetivos del tratamiento ortodóncico sería proporcionar una adecuada normalidad de las características neuromusculares del paciente a través de la corrección de su maloclusión. Actualmente, las técnicas de electromiografía (EMG) y kinesiografía permiten estudiar cuantitativamente la actividad muscular y los movimientos mandibulares de los pacientes en unas condiciones fisiológicas normales, tanto estáticas como dinámicas. Para poder identificar la anormalidad neuromuscular es necesario previamente tener sistematizados unos valores de normalidad que puedan servir como criterios de referencia para poder reconocer y cuantificar las alteraciones funcionales neuromusculares. Según nuestro conocimiento, existe una falta de estudios sobre la población española en condiciones de normalidad fisiológica que proporcionen unos parámetros de referencia sobre la actividad, simetría y patrones de actividad muscular, así como de los rangos normales de amplitud de los movimientos mandibulares. De igual manera, también existe controversia en los diferentes estudios realizados sobre el dimorfismo sexual observado en estas funciones neuromusculares...

The birth or delivery under 37 weeks of pregnancy is considered a global public health problem, since it is seen as one of the main risk factors for neonatal morbidity and mortality, particularly in the first week of life. This study had the objective of analyzing the profile of mothers of premature and full-term babies for the outcome of birth. This is an analytical-descriptive and cross-sectional study, with a sample of 109 mothers of all the premature babies and 135 mothers of the randomly selected full-term babies, by drawing, occurred in the period from April to September 2015, in a public maternity. Data were organized on Microsoft Excel 2013; subsequently, there was the analysis of the analytical-descriptive statistics, through Statistica 10, through which the frequencies, proportions, p values, with 5% significance level, through the Chi-square test, were identified. The project was submitted to the Research Ethics Committee of the Federal University of Rio Grande do Norte, receiving a favorable opinion (nº 1047431/2015). This study has enabled us to identify that the socioeconomic profile of mothers of premature and full-term babies showed, in both, low schooling level and low income. In addition, our data point out in the two groups, before and during pregnancy, a high prevalence of sedentariness; statistical significance for overweight and obesity before and during pregnancy, with 42,22% prevalence before pregnancy of mothers of premature babies and 48,62% of mothers of full-term babies; with high blood pressure during pregnancy in 32,11% of mothers of premature babies and 17,04% of mothers of full-term babies. Moreover, pregnancy was only planned in 33,33%, and also unwanted by 21,1% of mothers of premature babies, while 40,37% of mothers of full-term babies planned pregnancy and 17,78% had unwanted pregnancy. With respect to the aggravating factor “illicit drugs”, there was consumption during pregnancy on the part of 8,26% of mothers of premature babies. The most frequent complications were: vaginal bleeding (in 43,12% of mothers of premature babies and 20% of mothers of full-term babies); urinary infection (in 44,95% of mothers of premature babies and 40% of mothers of full-term babies); and stressful pregnancy (in 62,96% of mothers of premature babies and 47,41% of mothers of full-term babies). Accordingly, babies were born with health problems in 58,10% of premature births and there was healthy birth in 96,30% of full-term babies. Therefore, the profile of mothers with obesity and overweight, unwanted pregnancy, user of illegal drugs during pregnancy, stressful pregnancy and vaginal bleeding may be associated with the birth of premature baby as unfavorable and hazardous event for the child’s health.

Obesity is a chronic metabolic disease characterized by adipose tissue formation excess leading to an increase in body fat mass, of multifactorial origin, produced mainly by poor eating habits combined with a sedentary lifestyle. Data consider obesity as a serious disease that affects the world's population, ranking fifth in death rates. Faced with this situation, individuals seek, increasingly, means to lose weight with less physical effort and food. In 2009 and 2010 the drug liraglutide was lauched in order to reduce weight in individuals with diabetes mellitus type 2, thus avoiding the emergence of other diseases. The aggravating factor is that obese nondiabetic individuals are making use of this substance, even if its use is not authorized by ANVISA (Brazilian Health Surveillance Agency). Thus the objective of this research is to evaluate the effect of liraglutide for muscle or fat tissues and biochemical parameters in Swiss mice submitted to cafeteria diet and physical activity. The study was approved by the Ethics Committee on Animal Use - CEUA (nº003 Protocol / 2014). For this study 74 animals (Swiss mice) were used, divided as follows: in the initial phase of this study, we carried out a pilot study (n = 10) divided into a control group (PCON) (n = 5) and cafeteria group (PCAF) (n = 5), in order to evaluate a cafeteria diet which was both attractive to the animals and that could provide an increase in adipose tissue. After the induction of the diet, animals were euthanized and as a result, the animals in the PCAF group showed an intra-abdominal adiposity 0.74 ± 0.05 g, taken as the parameter for increasing fat in animals. Subsequently the study base was conducted for this research where animals were used (n = 64) divided into 2 groups: the Cafeteria Study Base Group (EBCAF) divided as follows: cafeteria + exercise + liraglutide (CEL) (n = 8), cafeteria + exercise + saline (CES) (n = 8), cafeteria + liraglutide (CL) (n = 8) and cafeteria + saline (CS) (n = 8). The Chow Study Base group (EBR) was divided into: exercise + liraglutide (EL) (n = 8), exercise + saline + (ES) (n = 8), liraglutide (L) (n = 8) and saline solution (SS) (n = 8). All animals went through the submission process to the cafeteria diet, followed by exercise protocol through swimming and treatment with the test substance intraperitoneally (200 mg / mL / kg). After the treatments, the animals were euthanized and had the following parameters evaluated: the muscle tissue mass, adipose tissue mass and biochemical parameters. It was observed that the processing done with the exercise-associated liraglutide reduced adipose tissue mass significantly (0.32 ± 0.05 g) compared to the saline group (0.53 ± 0.07 g). There were no changes in the muscle tissue of the group which was treated and exercised (1.39 ± 0.03 g) compared to the saline group (1.33 ± 0.03 g). Regarding biochemical parameters it was evident that there were changes in these parameters. Interesting to note that, although blood glucose values have been changed, the animals did not become diabetic. Thus, it appears that physical activity together with liraglutide is eficcient to the loss of intraabdominal adipose tissue and the maintenance of lean body mass thereby generating a satisfactory result in the pursuit of quality of life and disease prevention.

With the disorganized decentralization occurred in Brazil after the 1988 Constitution, municipalities have risen to the level of federal entities. This phenomenon became known as "municipalism" also brought some negative effects such as low capacity financial, economic and political of these entities. In the face of this reality , the municipalities sought in models of collaborative features to address public policy issues ultrarregionais, one of these models are the Public Consortia. Characterized as the organization of all federal entities that aim to solve public policy implementation alone that they could not, or spend great resources for such. This reality of the municipalities have an aggravating factor when looking at the situation in Metropolitan Regions (MRs). This is because the RMs has a historical process of formation that does not encourage cooperation, since that were created top-down during the military regime. Furthermore, the metropolitan municipalities have significant power asymmetries, localist vision, rigidity earmarked revenues, different scenarios conurbation, difficulty standardization of concepts and others that contribute to the vision of low cooperation of these metropolitan areas. Thus, the problem of this work is in the presence of collaborative arrangements, such as the Public Consortia in metropolitan areas, which are seen as areas of low cooperation. To elucidate this research was used for analysis the cases of CONDIAM/PB and Consórcio Grande Recife/PE, because they are apparently antagonistic, but with some points of similarity. The cases has as foundation the Theory of Common Resources, which provides the possibility of collective action through the initiative of individuals. This theory has as its methodology for analyzing the picture IAD Framework, which proposes its analysis based on three axes: external variables, the arena of action and results. The nature of the method of this research was classified as exploratory and descriptive. For the stage of date analysis, was used the method of document analysis and content, Further than of separation of the cases according to theur especificities. At the end of the study, noted that the CONDIAM/PB was a strategy of municipal government of Joao Pessoa to attract funds from the Federal Government for the purpose of to build a landfill, and over the years the ideology of cooperation was left aside, the prevailing view localist municipalities. In the case of Consórcio Grande Recife/PE, members act with some degree of cooperation, especially the collaborative aspect of the region, however, still prevails with greater strength the power of the state of Pernambuco in the decisions and paths of the consortium. Thus, was conclude that the Public Consortia analyzed are an experience of collaborative arrangement, from the initiative of members, as the theory of common resources says, but has not actually signed as a practice of collective action to overcome the dilemmas faced by metropolitan areas

En la actualidad es evidente el riesgo al que se ve sometida toda la humanidad, así como los ecosistemas del planeta como consecuencia del deterioro ambiental; tal situación ya se manifiesta en todos los países del mundo, independiente de su nivel de desarrollo, con el agravante de que en las poblaciones más pobres el impacto ha sido, es y será más severo. Esta situación está asociada a la forma como se ha concebido el progreso en el actual modelo de desarrollo, generando un crecimiento económico desproporcionado, lo cual implica una proyección sin límites que no considera la capacidad de carga del planeta, de un lado, por el mayor uso de recursos naturales para la satisfacción de la demanda global de bienes y servicios, y de otro lado por la capacidad de asimilación de residuos y contaminación con cargo a la naturaleza. Con el advenimiento de los avances tecnológicos, la idea de progreso asociada a grandes volúmenes de producción, y el consecuente crecimiento de la población y de las grandes ciudades que ha caracterizado a las sociedades "modernas" desde el siglo XIX hasta nuestros días, la humanidad intensificó la capacidad de alterar el medioambiente, pasando de una dimensión inferior a escala local, a una dimensión superior a escala global, lo cual implicó cambios globales que originaron problemas ambientales de impacto planetario como la disminución de la capa de ozono, la lluvia ácida, la pérdida de biodiversidad, la desertificación, el cambio climático y, por supuesto, la contaminación transfronteriza que ha afectado el aire, la tierra, los ríos, y los mares, entre otros recursos naturales.

Aunque en Costa Rica no se ha seguido en los últimos quince años una política económica neoliberal a ultranza, sino una “a la tica”; todo el debate económico y el accionar del sector público durante este período ha sido permeable a la lógica del ajuste estructural. Pero la actual encrucijada obliga a “tirios y troyanos”, a críticos y defensores del ajuste, a superar este enfoque aún predominante. Independientemente de los logros y fracasos acumulados desde 1983 hasta la fecha, en el campo económico y social, el país debe, urgentemente, realizar un “viraje estratégico”, pues la sensación de estancamiento o lento crecimiento de los últimos años se ha convertido en cruda realidad, con el agravante de que ya no podemos seguir viviendo del pasado. En el texto se aborda la problemática nacional en las siguientes cinco áreas:Estabilidad macroeconómica: sin ser artificial, continúa siendo frágil, dependiente en alto grado de la entrada de capitales externos y arrastrando una crisis fiscal latente que recurrentemente estalla. Esto en gran parte se explica por los rasgos de inestabilidad estructural que aun persisten.Gobernabilidad y Reforma del Estado: el estilo de gobernabilidad moldeada durante el período 1950-1975 ya no es viable, y la vacilante reforma del Estado está contribuyendo solo de manera precaria a construir nuevas formas de gobernabilidad acordes con las exigencias de las modernas sociedades democráticas. La gran tarea por delante es reconstruir un Estado estratégico y solidario; que facilite la irrupción de la sociedad civil en la vida pública nacional.Transformación productiva y competitividad: avanza, pero sin un rumbo claro y seguro, pues se adolece de una estrategia nacional de desarrollo de la competitividad internacional, que supere prácticas anticuadas de intervención estatal y viejos pero maquillados dogmas antiestatales que conducen a visiones parciales sobre el papel de las empresas y del Estado en este tipo de estrategias.El modelo exportador y el papel de la inversión extranjera: su impresionante dinamismo de los últimos años “suma” pero no “multiplica” la creación de riqueza nacional. Faltan criterios estratégicos que permitan potenciar los efectos positivos de la IED sobre el aparato productivo nacional y la creación de empleos de alta calidad, evitando que la misma promueva modelos de exportación tipo enclaves.Los recursos humanos y el sistema educativo: a pesar de que existe un alto consenso de que el conocimiento será el principal “factor de producción” del futuro y la fuente más importante de la competitividad de empresas y países; el sistema educativo costarricense enfrenta serias amenazas y debilidades que impiden convertirlo en el valuarte de la transformación productiva y social que el país requiere, en pos de lograr un mayor desarrollo humano.A partir de este diagnóstico surgen una serie de tareas y desafíos que como país podemos enfrentar exitosamente, si dejamos atrás dogmas económicos obsoletos y si superamos la incapacidad de construir grandes acuerdos nacionales. No hacerlo sería condenarnos a un eterno subdesarrollo. El documento termina con un pedido para dejar atrás definitivamente la era del ajuste estructural y relanzar una nueva era de desarrollo productivo, social y humano.
