In the present work we report the preparation details studies on ZnO thin films. ZnO thin films are prepared using cost effective deposition technique viz., Chemical Spray Pyrolysis (CSP). The method is very effective for large area preparation of the ZnO thin film. A new post-deposition process could also be developed to avoid the adsorption of oxygen that usually occurs after the spraying process i.e., while cooling. Studies were done by changing the various deposition parameters for optimizing the properties of ZnO thin film. Moreover, different methods of doping using various elements are also tried to enhance the conductivity and transparency of the film to make these suitable for various optoelectronic applications.

Cost-sharing, which involves government-farmer partnership in the funding of agricultural extension service, is one of the reforms aimed at achieving sustainable funding for extension systems. This study examined the perceptions of farmers and extension professionals on this reform agenda in Nigeria. The study was carried out in six geopolitical zones of Nigeria. A multi-stage random sampling technique was applied in the selection of respondents. A sample size of 268 farmers and 272 Agricultural Development Programme (ADP) extension professionals participated in the study. Both descriptive and inferential statistics were used in analysing the data generated from this research. The results show that majority of farmers (80.6%) and extension professionals (85.7%) had favourable perceptions towards cost-sharing. Furthermore, the overall difference in their perceptions was not significant (t =0.03). The study concludes that the strong favourable perception held by the respondents is a pointer towards acceptance of the reform. It therefore recommends that government, extension administrators and policymakers should design and formulate effective strategies and regulations for the introduction and use of cost-sharing as an alternative approach to financing agricultural technology transfer in Nigeria.

We have favoured the variational (secular equation) method for the determination of the (ro-) vibrational energy levels of polyatomic molecules. We use predominantly the Watson Hamiltonian in normal coordinates and an associated given potential in the variational code 'Multimode'. The dominant cost is the construction and diagonalization of matrices of ever-increasing size. Here we address this problem, using pertubation theory to select dominant expansion terms within the Davidson-Liu iterative diagonalization method. Our chosen example is the twelve-mode molecule methanol, for which we have an ab initio representation of the potential which includes the internal rotational motion of the OH group relative to CH3. Our new algorithm allows us to obtain converged energy levels for matrices of dimensions in excess of 100 000.

Khartoum like many cities in least developing countries (LDCs) still witnesses huge influx of people. Accommodation of the new comers leads to encroachment on the cultivation land leads to sprawl expansion of Greater Khartoum. The city expanded in diameter from 16.8 km in 1955 to 802.5 km in 1998. Most of this horizontal expansion was residential. In 2008 Khartoum accommodated 29% of the urban population of Sudan. Today Khartoum is considered as one of 43 major cities in Africa that accommodates more than 1 million inhabitants. Most of new comers live in the outskirts of the city e.g. Dar El-Salam and Mayo neighbourhoods. The majority of those new comers built their houses especially the walls from mud, wood, straw and sacks. Selection of building materials usually depends on its price regardless of the environmental impact, quality, thermal performance and life of the material. Most of the time, this results in increasing the cost with variables of impacts over the environment during the life of the building. Therefore, consideration of the environmental impacts, social impacts and economic impacts is crucial in the selection of any building material. Decreasing such impacts could lead to more sustainable housing. Comparing the sustainability of the available wall building materials for low cost housing in Khartoum is carried out through the life cycle assessment (LCA) technique. The purpose of this paper is to compare the most available local building materials for walls for the urban poor of Khartoum from a sustainability point of view by going through the manufacturing of the materials, the use of these materials and then the disposal of the materials after their life comes to an end. Findings reveal that traditional red bricks couldn’t be considered as a sustainable wall building material that will draw the future of the low cost housing in Greater Khartoum. On the other hand, results of the comparison lead to draw attention to the wide range of the soil techniques and to its potentials to be a promising sustainable wall material for urban low cost housing in Khartoum.

A vision based approach for calculating accurate 3D models of the objects is presented. Generally industrial visual inspection systems capable of accurate 3D depth estimation rely on extra hardware tools like laser scanners or light pattern projectors. These tools improve the accuracy of depth estimation but also make the vision system costly and cumbersome. In the proposed algorithm, depth and dimensional accuracy of the produced 3D depth model depends on the existing reference model instead of the information from extra hardware tools. The proposed algorithm is a simple and cost effective software based approach to achieve accurate 3D depth estimation with minimal hardware involvement. The matching process uses the well-known coarse to fine strategy, involving the calculation of matching points at the coarsest level with consequent refinement up to the finest level. Vector coefficients of the wavelet transform-modulus are used as matching features, where wavelet transform-modulus maxima defines the shift invariant high-level features with phase pointing to the normal of the feature surface. The technique addresses the estimation of optimal corresponding points and the corresponding 2D disparity maps leading to the creation of accurate depth perception model.

Background. Numerous studies have employed the Delphi technique to seek expert opinion about aspects of clinical practice. When researching literature on the Delphi technique, however, we discovered discrepancies in its application, and a lack of detail when reporting design, administration, and analysis methods. Such lack of specificity hinders the replicability and assessment of the clinical and cultural validity and reliability of Delphi studies.

Aim. The aim of this paper is to detail the practical application of the Delphi technique as a culturally and clinically valid means of accessing expert opinion on the importance of clinical criteria.

Methods. Reference is made to a bicultural New Zealand mental health nursing clinical indicator study that employed a three-round reactive Delphi survey. Equal proportions of Maori and non-Maori nurses (n = 20) and consumers (n = 10) rated the importance of 91 clinical indicator statements for the achievement of professional practice standards. Additional statements (n = 21) suggested by Delphi participants in round 1 were included in subsequent rounds. In round 2, participants explained the rating they applied to statements that had not reached consensus in round 1, and summarized responses were provided to participants in round 3. Consensus was considered to have been achieved if 85% of round 3 ratings lay within a 2-point bracket on the 5-point Likert-scale overall, or in one of the Maori nurse, non-Maori nurse, or consumer groups. A mean rating of 4·5 after round 3 was set as the importance threshold.

Findings. Consensus occurred overall on 75 statements, and within groups on another 24. Most statements (n = 86) reached the importance benchmark.

Conclusions. When rigorous methods of participant selection, group composition, participant feedback, and determination of consensus and importance are employed, the Delphi technique is a reliable, cost-effective means of obtaining and prioritizing experts judgements.

In many places the expansion of urban areas has brought recreationists into close proximity to nature conservation areas, sometimes leading to conflict where recreation and sensitive environmental or natural values are incompatible. An important first step in managing these conflicts is to assess the degree and nature of the problem. We describe the application, and methodological considerations, associated with the use of an innovative, low-cost, practical technique to monitor human intrusions into a wetland reserve which has been designated as ‘off-limits’ to the general public. The use of seven frequently monitored sand pads over 13 weeks enabled us to determine that intrusions occurred in every week (3–14 per sand pad), deep inside the reserve during most weeks, and also identified the key access points. Most intrusions occurred during holiday periods and were by walkers or cyclists. We also conducted a series of simple experiments to examine the utility of sand pads. Our sand pads maintained their shape well and held footprints for over 1 month, they were rarely avoided by people and provided reliable indices of the level of human activity. Sand hardness varied with rainfall, and hardened sand was frequent (53.8% of 26 days) and potentially prevented detection of people. We conclude that the sand pad technique is an effective and efficient tool to measure recreational use of off-limits areas and other conservation and recreation areas, provided human traffic is not too intense, and that checks are made reasonably frequently.

The current work used discrete event simulation techniques to model the economics of quality within an actual automotive stamping plant. Automotive stamping is a complex, capital intensive process requiring part-specific tooling and specialised machinery. Quality control and quality improvement is difficult in the stamping environment due to the general lack of process understanding and the large number to interacting variables. These factors have prevented the widespread use of statistical process control. In this work, a model of the quality control techniques used at the Ford Geelong Stamping plant is developed and indirectly validated against results from production. To date, most discrete event models are of systems where the quality control process is clearly defined by the rules of statistical process control. However, the quality control technique used within the stamping plant is for the operator to perform a 100% visual inspection while unloading the finished panels. In the developed model, control is enacted after a cumulative count of defective items is observed, thereby approximating the operator who allows a number of defective panels to accumulate before resetting the line. Analysis of this model found that the cost sensitivity to inspection error is dependent upon the level of control and that the level of control determines line utilisation. Additional analysis of this model demonstrated that additional inspection processes would lead to more stable cost structures but these structures many not necessarily be lower cost. The model was subsequently applied to investigate the economics of quality improvement. The quality problem of panel blemishes, induced by slivers (small metal fragments), was chosen as a case stuffy. Errors of 20-30% were observed during direct validation of the cost model and it was concluded that the use of discrete event simulation models for applications requiring high accuracy would not be possible unless the production system was of low complexity. However, the model could be used to evaluate the sensitivity of input factors and investigating the effects of a number of potential improvement opportunities. Therefore, the research concluded that it is possible to use discrete event simulation to determine the quality economics of an actual stamping plant. However, limitations imposed by inability of the model to consider a number of external factors, such as continuous improvement, operator working conditions or wear and the lack of reliable quality data, result in low cost accuracy. Despite this, it still can be demonstrated that discrete event simulation has significant benefits over the alternate modelling methods.

This paper aims at developing a new criterion for quantitative assessment of prediction intervals. The proposed criterion is developed based on both key measures related to quality of prediction intervals: length and coverage probability. This criterion is applied as a cost function for optimizing prediction intervals constructed using delta technique for neural network model. Optimization seeks out to minimize length of prediction intervals without compromising their coverage probability. Simulated Annealing method is employed for readjusting neural network parameters for minimization of the new cost function. To further ameliorate search efficiency of the optimization method, parameters of the network trained using weight decay method are considered as the initial set in Simulated Annealing algorithm. Implementation of the proposed method for a real world case study shows length and coverage probability of constructed prediction intervals are better than those constructed using traditional techniques.

Long term evolution (LTE) is the final step toward the 4th generation (4G) of radio technologies designed to increase the capacity and speed of mobile networks. LTE uses orthogonal frequency division multiple access (OFDMA) for the downlink transmission and single carrier-frequency division multiple access (SC-FDMA) for uplink. OFDMA meets the 4G requirement for spectrum flexibility and enables cost-efficient solutions for very wide carriers with high peak rates. However, the potentially large peak-to-average power ratio (PAPR) of the transmitting signals has limited its application. This high PAPR causes interference when the OFDM signals are passed through an amplifier which does not have enough linear range. In this article, we investigate a clipping based PAPR reduction method for LTE OFDMA systems. Simulation results show that the clipping method is reduced PAPR significantly which decreases as the number of clip and filtering level is increased. As a results, increase the mean transmit power, and improve the power amplifier efficiency. This comes at the outlay of complexity, efficiency as well as cost.

Previous experience and research indicated that the Pareto Principle (80/20 Principle) has been widely used in many industries to achieve more with less. The study described in this paper concurs that this principle can be applied to improve the estimating accuracy and efficiency, especially in design development stage of projects. In fact, establishing an effective cost estimating model to improve accuracy and efficiency in design development stage has been a subject, which has attracted many research attentions over several decades. For over almost 40 years, research studies indicate that using the 80/20 Principle is one of the approaches. However, most of these studies were built by assumption, theoretical analysis or questionnaire survey. The objective of this research is to explore a logical and systematic method to establish a cost estimating model based on the Pareto Principle. This paper includes extensive literatures review on cost estimating accuracy and efficiency in the construction industry that points out the current gap of knowledge area and understanding of the topical. These reviews assist in developing the direction for the research and explore the potential methodology of using the Pareto Principle in the new cost estimating model. The findings of this paper suggest that combining the Pareto Principle with statistical analysis could be used as the technique to improve the accuracy and efficiency of current estimating methods in design development stage.

 Photovoltaic based microgrid have been increasingly investigated in recent years, ascribable to their fundamental advantages such as the infinite energy source, environmentally friendly aspect and low upkeep cost. However, in practice, they are still considered as an expensive and low output option of renewable energy resources. To extract the maximum possible power from the output of the PV system, a reliable maximum power point tracker (MPPT) is required. Numerous studies have been conducted to introduce the best MPPT techniques suitable for different types of PV systems. However, they are mostly able to track the MPP from the PV system when the output signals (Voltage and Current) of individual array are available. In this study, a meta-heuristic method, based on particle swarm optimization theory, is used to determine the actual MPP of PV system, including several PV arrays, by only single current sensor at the output terminal. The results of the proposed PSO based technique, for tracking the global MPP in a multidimensional search space, have been presented at the end of this paper.

Lucas (1987) has shown the surprising result that the welfare cost of business cycles is quite small. Using standard assumptions on preferences and a fully-áedged econometric model we computed the welfare costs of macroeconomic uncertainty for the post-WWII era using the multivariate Beveridge-Nelson decomposition for trends and cycles, which considers not only business-cycle uncertainty but also uncertainty from the stochastic trend in consumption. The post-WWII period is relatively quiet, with the welfare costs of uncertainty being about 0:9% of per-capita consumption. Although changing the decomposition method changed substantially initial results, the welfare cost of uncertainty is qualitatively small in the post-WWII era - about $175.00 a year per-capita in the U.S. We also computed the marginal welfare cost of macroeconomic uncertainty using this same technique. It is about twice as large as the welfare cost ñ$350.00 a year per-capita.

Osteodistraction is a clinical reality available for the resolution of bone deficiencies before dental implant placement or in cases where the existing implants are at the wrong position. The objective of this study is to suggest a new possibility for bone distraction, based on tooth-implant bone distractors, in areas were there is the need for extensive alveolar bone recovery, with installed dental implants. This technique presented good results associated with its simplicity and low cost, making it a viable clinical solution for bone tissue augmentation. Although its use is recent, the suggested technique shows the potential to become used widely in attempts to achieve bone-height augmentation, primarily when dental implants are installed and osteointegrated already.
