Esse trabalho avalia a redução da taxa de informalidade ocorrida entre 2002 e 2009 com base em dados da Pesquisa Nacional por Amostra de Domicílios (PNAD) e computa uma matriz de transição para o mercado de trabalho brasileiro com base nos dados da Pesquisa Mensal de Emprego (PME) entre 2003 e 2011. As principais conclusões do trabalho são as seguintes. Primeiro, a queda da informalidade foi menor nas regiões metropolitanas do que fora destas. Segundo, a decomposição da queda da taxa de informalidade (em efeitos nível e composição) mostra que a queda da participação de trabalhadores menos escolarizados com baixa experiência de trabalho chega a explicar 80% da queda da informalidade no país. Terceiro, a análise da matriz de transição do mercado de trabalho mostra que a queda da informalidade foi explicada por um aumento da transição de trabalhadores do setor informal para o formal e da absorção dos trabalhadores desempregados pelo setor formal.

Dentro de um cenário de recessão econômica é razoável existir uma preocupação maior com o risco de crédito. Algumas variáveis macroeconômicas, como taxa de desemprego, taxa de juros e inflação, são apontadas como responsáveis por choques no sistema financeiro. Esses choques podem provocar efeitos adversos como aumento da inadimplência, provisionamentos de crédito e, num caso extremo, quebra de instituições financeiras. Este trabalho contribuiu na linha da economia comportamental e do risco de crédito, analisando uma possível reação da taxa de inadimplência sob um efeito de variações da taxa de desemprego brasileira. Os dados utilizados foram de inadimplência e taxa de desemprego de pessoas físicas de seis regiões metropolitanas do Brasil. Construímos modelos estatísticos em painel utilizando efeitos fixos. Realizamos também uma breve análise dos dados utilizando conceitos de séries temporais, aplicando funções de impulso resposta. E, no intuito de tornar o estudo mais robusto, analisamos também o efeito do choque da taxa de desemprego nas variáveis de inadimplência e atraso curto prazo do BACEN de forma comparativa. Nas metodologias aplicadas, os resultados nos mostraram uma baixa significância estatística ao utilizarmos a taxa de desemprego para responder a inadimplência. Já para explicar o atraso curto prazo, encontramos significância estatística.

A previsão constitucional de competência concorrente dos entes políticos para a promoção de políticas públicas nas regiões metropolitanas abre caminho para que no caso de omissão dos poderes legislativos e executivos a questão seja judicializada. O Judiciário, como guardião dos direitos fundamentais e dos princípios democráticos, tem legitimidade para impor a cooperação entre os entes políticos a fim de que seja prestado um serviço publico eficiente e igualitário para todos os cidadãos. Essa atuação, contudo, está limitada aos princípios constitucionais e à vontade popular, além da existência de capacidade institucional e atenção aos efeitos sistêmicos. É apresentado o caso Matanza Riachuelo, em que o Judiciário condenou os entes políticos a promoverem, entre outras medidas, um plano estratégico comum. Ao final, apresenta-se uma visão crítica da atuação do Judiciário na execução desse julgado.

The metropolitan regions of Northeast Brazil are being gradually included in a scenario of international investments, which are motivated by the restructuring of both touristic and real-estate sectors. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. It is also intended to point out basic proposals to the forms of public intervention, in a speculative way, starting from a Metropolitan Planning project within a medium and long term

Urban growth of metropolitan areas has produced impacts of considerable importance on environment and water resources. Such impacts are in general associated with human activities, such as basin area uncontrolled development. In this context, Pitimbu river watershed, located at Natal metropolitan area, has been affected by uncontrolled development caused by urban expansion. Indeed, such effects have been reflected on water quantity and quality, which may produce social consequences. Pitimbu river is an important water supplier for human consumption, actually supplying a 2600 m3/h water discharge. This study aims to analyze the qualitative and quantitative aspects of water and sediment on Pitimbu river lowland portion. For this purpose, physical-chemical water properties were analyzed, and sediment macro invertebrates benthonic were monitored in two cross sections in a period between November 8th, 2007 and October 3rd, 2008. Monitoring methodology consisted of water and sediment sampling for laboratory analysis. Water quality analysis included Dissolved Oxygen, Oxygen Biochemical Demand, Nitrate, pH and Alkalinity, Suspended and Total Solids. The analysis of heavy metals in the sediment included Cadmium, Cobalt, Copper, Chrome, Silver and Nickel. Dry season water discharge data were measured and used to adjust recession function parameters, whose values reveal quick recession and strong river-aquifer unconfined interaction. Water quality analysis revealed the absence of degradation by organic composites. However, DO and BOD levels indicate that more consistent results could be provided if sampling time interval were reduced. Biomonitoring showed signs of aquatic ecosystem degradation by the absence of sensitive and abundance of resistant benthic organisms. Obtained results demonstrate the urgent need of effective management measures to provide environmental protection. The increase of environmental degradation will certainly make impracticable the use of water for human consumption

In this work we used chemometric tools to classify and quantify the protein content in samples of milk powder. We applied the NIR diffuse reflectance spectroscopy combined with multivariate techniques. First, we carried out an exploratory method of samples by principal component analysis (PCA), then the classification of independent modeling of class analogy (SIMCA). Thus it became possible to classify the samples that were grouped by similarities in their composition. Finally, the techniques of partial least squares regression (PLS) and principal components regression (PCR) allowed the quantification of protein content in samples of milk powder, compared with the Kjeldahl reference method. A total of 53 samples of milk powder sold in the metropolitan areas of Natal, Salvador and Rio de Janeiro were acquired for analysis, in which after pre-treatment data, there were four models, which were employed for classification and quantification of samples. The methods employed after being assessed and validated showed good performance, good accuracy and reliability of the results, showing that the NIR technique can be a non invasive technique, since it produces no waste and saves time in analyzing the samples

The Metropolitan Region of Natal, like other metropolitan regions in Brazil, was marked by intense and rapid urbanization of the country occurred only in the second half of the twentieth century, coinciding with the process of consolidation of the industry in the country, resulting in serious urban social problems, such as the increase in slums, lack of infrastructure and this increase in violence in urban centers. When enters the reality of the metropolitan region, assessing the impacts of restructuring productive in the context of globalization, analyzing how the socio-economic factors influencing the dynamic of the population, whose configuration was shown to be contradictory according to social class busy. Accordingly, we studied the demographic configuration of the Metropolitan Region of Natal, analyzing their spatial distribution and their socio-demographic differences in light of building a type socio-space, which cuts the metropolitan space in homogeneous areas
