L’objectif de cette étude consiste à déterminer si les conventions de l’Organisation internationale du travail (OIT) sont effectives en ce qui concerne l’éradication du travail des enfants en Mauritanie. Cette effectivité est appréciée en mesurant la réception juridique et la réception sociale en Mauritanie de la Convention 29 sur le travail forcé, de la Convention 138 sur l’âge minimum d’admission à l’emploi et de la Convention 182 sur les pires formes de travail des enfants. La réception juridique des conventions est mesurée par un examen de l’intégration de leurs dispositions dans le droit national mauritanien. La réception juridique comprend également l’appréciation du contrôle du respect des conventions en territoire mauritanien. La réception sociale fait référence, quant à elle, aux stratégies de mise en œuvre des conventions de l’OIT par le Gouvernement mauritanien à travers ses programmes et ses politiques. Notre analyse démontre que l’effectivité des Conventions 29, 138 et 182 de l’OIT en ce qui concerne l’éradication du travail des enfants en Mauritanie est, selon nous, partielle. Dans l’ensemble, la situation tend à s’améliorer et le Gouvernement mauritanien tente de respecter l’esprit de ces conventions et de leur faire écho dans le droit national. Toutefois, il n’existe pas beaucoup d’information sur l’impact des programmes mis en place pour éradiquer le travail des enfants.

El presente caso de estudio tiene como objetivo explicar el rol de la cooperación internacional para el desarrollo en Tanzania, Mozambique, Nigeria para la consolidación del liderazgo político internacional de Japón. El interés de realizar esta investigación es la ampliación del conocimiento sobre el uso del poder blando, para alcanzar los objetivos de política exterior japonesa. Por eso, se llevara a cabo una revisión bibliográfica para el análisis de documentos oficiales y artículos académicos para la consolidación de información. A partir de ello, se pretende demostrar que la cooperación al desarrollo es una herramienta de política exterior japonesa para consolidarse como líder, en la medida en que el uso de herramientas propias de la cooperación y el presupuesto destinada a la ejecución de éstas tienen incidencia en los votos de estos Estados africanos para las iniciativas japonesas en las Naciones Unidas.

El pueblo saharaui, representanto por el Frente Polisario, ha tratado de recuperar su territorio ocupado militarmente por Marruecos y alcanzar su independencia desde 1975, fecha en que España abandonó su administración colonial y la cedió a Marruecos y Mauritania. Actualmente el conflicto continúa tras el fracaso del Plan de Paz firmado en 1991.

Forma parte de una serie que estudia la historia del hombre negro y de sus logros en el contexto histórico mundial, para lo cual utiliza material gráfico y biografías. El contenido de este recurso comienza en la década de los años treinta y cuarenta del siglo XX y finaliza en 1968 con la independencia de Mauritania y Guinea Ecuatorial. En el transcurso de estos años, se produce la descolonización de África, aunque en Sudáfrica se inicia en 1948 la política del apartheid, y la independencia del Caribe y de América del Sur; los afroamericanos luchan por la igualdad de derechos y para poner fin a la discriminación racial y la segregación; surge el movimiento por los Derechos Civiles y las protestas pacíficas en Estados Unidos.

Much uncertainty in the value of the imaginary part of the refractive index of mineral dust contributes to uncertainty in the radiative effect of mineral dust in the atmosphere. A synthesis of optical, chemical and physical in-situ aircraft measurements from the DODO experiments during February and August 2006 are used to calculate the refractive index mineral dust encountered over West Africa. Radiative transfer modeling and measurements of broadband shortwave irradiance at a range of altitudes are used to test and validate these calculations for a specific dust event on 23 August 2006 over Mauritania. Two techniques are used to determine the refractive index: firstly a method combining measurements of scattering, absorption, size distributions and Mie code simulations, and secondly a method using composition measured on filter samples to apportion the content of internally mixed quartz, calcite and iron oxide-clay aggregates, where the iron oxide is represented by either hematite or goethite and clay by either illite or kaolinite. The imaginary part of the refractive index at 550 nm (ni550) is found to range between 0.0001 i to 0.0046 i, and where filter samples are available, agreement between methods is found depending on mineral combination assumed. The refractive indices are also found to agree well with AERONET data where comparisons are possible. ni550 is found to vary with dust source, which is investigated with the NAME model for each case. The relationship between both size distribution and ni550 on the accumulation mode single scattering albedo at 550 nm (ω0550) are examined and size distribution is found to have no correlation to ω0550, while ni550 shows a strong linear relationship with ω0550. Radiative transfer modeling was performed with different models (Mie-derived refractive indices, but also filter sampling composition assuming both internal and external mixing). Our calculations indicate that Mie-derived values of ni550 and the externally mixed dust where the iron oxide-clay aggregate corresponds to the goethite-kaolinite combination result in the best agreement with irradiance measurements. The radiative effect of the dust is found to be very sensitive to the mineral combination (and hence refractive index) assumed, and to whether the dust is assumed to be internally or externally mixed.

New in-situ aircraft measurements of Saharan dust originating from Mali, Mauritania and Algeria taken during the Fennec 2011 aircraft campaign over a remote part of the Sahara Desert are presented. Size distributions extending to 300 μm are shown, representing measurements extending further into the coarse mode than previously published for airborne Saharan dust. A significant coarse mode was present in the size distribution measurements with effective diameter (deff) from 2.3 to 19.4 μm and coarse mode volume median diameter (dvc) from 5.8 to 45.3 μm. The mean size distribution had a larger relative proportion of coarse mode particles than previous aircraft measurements. The largest particles (with deff >12 μm, or dvc >25 μm) were only encountered within 1 km of the ground. Number concentration, mass loading and extinction coefficient showed inverse relationships to dust age since uplift. Dust particle size showed a weak exponential relationship to dust age. Two cases of freshly uplifted dust showed quite different characteristics of size distribution and number concentration. Single Scattering Albed (SSA) values at 550 nm calculated from the measured size distributions revealed high absorption ranging from 0.70 to 0.97 depending on the refractive index. SSA was found to be strongly related to deff. New instrumentation revealed that direct measurements, behind Rosemount inlets, overestimate SSA by up to 0.11 when deff is greater than 2 μm. This is caused by aircraft inlet inefficiencies and sampling losses. Previous measurements of SSA from aircraft measurements may also have been overestimates for this reason. Radiative transfer calculations indicate that the range of SSAs during Fennec 2011 can lead to underestimates in shortwave atmospheric heating rates by 2.0 to 3.0 times if the coarse mode is neglected. This will have an impact on Saharan atmospheric dynamics and circulation,which should be taken into account by numerical weather prediction and climate models.

The Fennec climate program aims to improve understanding of the Saharan climate system through a synergy of observations and modelling. We present a description of the Fennec airborne observations during 2011 and 2012 over the remote Sahara (Mauritania and Mali) and the advances in the understanding of mineral dust and boundary layer processes they have provided. Aircraft instrumentation aboard the UK FAAM BAe146 and French SAFIRE Falcon 20 is described, with specific focus on instrumentation specially developed and relevant to Saharan meteorology and dust. Flight locations, aims and associated meteorology are described. Examples and applications of aircraft measurements from the Fennec flights are presented, highlighting new scientific results delivered using a synergy of different instruments and aircraft. These include: (1) the first airborne measurement of dust particles sized up to 300 microns and associated dust fluxes in the Saharan atmospheric boundary layer (SABL), (2) dust uplift from the breakdown of the nocturnal low-level jet before becoming visible in SEVIRI satellite imagery, (3) vertical profiles of the unique vertical structure of turbulent fluxes in the SABL, (4) in-situ observations of processes in SABL clouds showing dust acting as CCN and IN at −15 °C, (5) dual-aircraft observations of the SABL dynamics, thermodynamics and composition in the Saharan heat low region (SHL), (6) airborne observations of a dust storm associated with a cold-pool (haboob) issued from deep convection over the Atlas, (7) the first airborne chemical composition measurements of dust in the SHL region with differing composition, sources (determined using Lagrangian backward trajectory calculations) and absorption properties between 2011 and 2012, (8) coincident ozone and dust surface area measurements suggest coarser particles provide a route for ozone depletion, (9) discrepancies between airborne coarse mode size distributions and AERONET sunphotometer retrievals under light dust loadings. These results provide insights into boundary layer and dust processes in the SHL region – a region of substantial global climatic importance.

The Afro–Siberian Red Knot subspecies, Calidris canutus canutus, winters mainly on Banc d’Arguin, Mauritania, West Africa. An International Wader Study Group project carried out in 1979 suggested that during northward migration Red Knots cover their migration between the wintering grounds and the Siberian breeding grounds in two long-distance non-stop flights, stopping only in the Wadden Sea in Schleswig-Holstein, Germany. Each year Red Knots also visit staging sites along the French Atlantic coast in addition to the German Wadden Sea. Ever since 1979, the French staging sites have been counted on a regular basis and here we present the count data from these 30 years. In some years more than 20% of the population used the French Atlantic coast as a staging site, but numbers are highly variable from one year to the next. We suggest that high numbers in France might occur when birds have to stop short of the Wadden Sea because of head-winds and/or a lack of tail-winds en route from West Africa.

Observations of departing Siberian-breeding Red Knots Calidris canutus canutus from their central staging site during northward migration, the Schleswig-Holstein Wadden Sea, Germany, in early June 2008, challenge the established notion that departing long-distance migrating waders only leave around sunset. During four days we scanned several thousand Red Knots for colour-ringed individuals and found a total of 20 different individuals that were previously ringed at either their main wintering site, the Banc d'Arguin in Mauritania, or at stopover sites on the Atlantic coast of France. Body masses of captured Red Knots in Schleswig-Holstein were higher than 200 g and hematocrite values showed an average of 58%, clearly indicating that they were ready for take-off. On all except one evening, we noted impressive departure movements during the incoming tide. On that exceptional evening a cold front thunderstorm passed over the area. Late the next morning, thousands of Red Knots departed during the incoming tide. We assume that the birds avoided taking off in adverse weather conditions and elaborate why Red Knots presumably traded off advantages from departing during twilight. We suggest that during spring migration, schedules are so tight that further delays decrease fitness, either because it would cause another full day of exposure to high predation risk by falcons, or because of conditions upon arrival on the tundra.
