One of the main features of Brazilian civil society in the nineties is the widespread presence of nongovernamental organizations, religious and secular associations, and the emergence of private foundations as a social mediator midway state and market institutions. This research is a bibliographical discussion of the Social Sciences literature about these organizations, pertinent with their quantitative and qualitative profiles and scope of actions, identities and future role in the construction of the active citizenship in Brasil.

Anlise das parcerias firmadas entre Organizaes da Sociedade Civil de Interesse Pblico e municpios do interior do Estado de Pernambuco frente ao permissivo legal. Estado e neoliberalismo. O Estado visto como ineficiente e incapaz de prestar os servios que lhe so prprios. A Reforma do Estado como mote para estimular a transferncia de atividades exercidas pelo Estado para entidades privadas que atenderiam a interesses pblicos desvinculados do assim denominado ncleo estratgico configurado por funes essenciais definio e execuo das polticas pblicas. Burocracia e gerencialismo. Plano Diretor da Reforma do Aparelho do Estado. A transferncia das atividades no-exclusivas do Estado vista como sada para a melhoria da capacidade de o Estado atender s demandas sociais. Servios sociais ou no exclusivos. Publicizao ou privatizao? Terceiro setor. Organizaes no governamentais. Entidades sem fins lucrativos. Ttulos e qualificaes concedidos a entidades do terceiro setor. Organizaes sociais - OSs: a tentativa de privatizao de entidades estatais. Os contratos de gesto como mecanismo de obteno de resultados. As organizaes da sociedade civil de interesse pblico - OSCIPs e a nova tentativa de passar atividades prestadas pelo Estado para o setor privado, o chamado terceiro setor. Os termos de parceria como forma de passar prestao de servios a particular sem o devido processo de concorrncia. O voluntariado como meio em si para prestao dos servios objeto dos termos de parceria. As muitas brechas e fragilidades da Lei 9.790/1999 Lei das OSCIPs, considerada o marco legal do terceiro setor. As parcerias entre municpios do Estado de Pernambuco e entidades qualificadas como OSCIPs com intuitos diversos do proposto na Lei.

O presente trabalho pretende descrever e analisar a evoluo institucional da Internet Corporation for Assigned Names and Numbers (ICANN), organizao responsvel pela gesto dos nomes de domnio e protocolos de comunicao entre computadores em rede ao redor do mundo. Iniciando sua trajetria como instituição privada estadunidense e vinculada ao departamento de comrcio do mesmo pas, a ICANN passa por diversas modificaes estruturais ao longo da ltima dcada, de forma a englobar representantes de diversos setores sociais em suas atividades. Algumas peculiaridades em sua estrutura que ainda a vinculam aos Estados Unidos, no entanto, so objeto de controvrsia entre aqueles que buscam uma democratizao da internet em nvel global.

In this work we have analyzed the political commitment of the social assistance sponsored by the Bradesco Foundation in Joo Pessoa. This Foundation is a private institution of public interest that provides social assistance to low income populations all over Brazil. This kind of work is one of the oldest management initiatives in what is actually referred to as managers` social responsibility. This thesis assumes that managers who are in fact socially responsible should guide their actions by the principles of social democracy, so that everyone can enjoy citizens` social freedom, and guarantee their rights as well as the political awareness of social actors. Analysis of documents and a qualitative approach have been applied to the pedagogical Project of the Foundation, as well as phenomenology to study the social profile of their students. The analysis of the pedagogical project as well as the students` standpoint towards life reveals that the Bradesco Foundation is indeed committed to the social efficacy of its students. The educational proposal of the organization includes those elements that are required for teenagers` education envisaging participative citizenship. The teenagers` speech reveals that they have developed the project identity, being therefore able to take part in the process of political transformation of our time. The results indicate that the Bradesco Foundation not only guarantees some of the basic social rights for the healthy development of those who attend their courses, but also sponsors a high level education providing both a technical and a political formation

This Master of Science Thesis deals with a study on applying the BSC Balanced Scorecard to assess the performance of Federal Institution for Technological Education Institution in Brazil, a government organizations non for profit. It s accomplished a literature review in order to understand the BSC and its application to non for profit organizations and as a main result it is proposed a BSC conceptual model with an inversion of the main BSC perspective from financial to customer/society. It is used the annual management report of thirteen Institutions and applied a Pearson correlation analysis in order to verify a cause-effect situation between indicators. The main findings suggest that the model teachers qualification in terms of degree earned, quantity of teachers in full time job, and rate of students by teacher in full time job having good pearson correlation with the results expected of quality, throughput, social and demand response. However, the student unit cost use as the sole financial indicator did not get any reasonable correlation with the results, as so the quality and quantity of books in the libraries. Although it suggests a need for improvement in the model, the general model adopted appears to be satisfactory as a starting point to a BSC-like performance measuring system to this kind of Institutions

This research aimed to analyze the dynamics established between the activity of the teacher in Distance Education (DE) and professional gender of teaching, in terms of impact of DE in teacher s usual professional activity. Previous studies showed that one of the central discussions concerning DE refers to the role that the teacher is called to perform. The present research, based on theoretical and methodological assumptions issued from Clinic of Activity, analyzed the impact referred above. This central aim was operationally executed along three main stages: 1) survey study for description of socio-professional profile of teachers working in DE in two universities from Natal (RN-Brazil), 2) clinical analysis of professional activity of teachers working in DE, taking into account four simultaneous levels of psychological constitution and development of human activity: personal, interpersonal, transpersonal and impersonal; 3) analytical focus on transpersonal context in order to understand the influence of pedagogical practice in DE on professional gender of teaching. Documental research, audio recorded voice data and a multiple choice Likert scale questionnaire concerning socio-professional information were used as procedural tools. The qualitative-clinical procedural tool of instruction to the double , firstly proposed by Clinic of Activity research group, was used in order to obtain oral productions concerning professional activity. Data issued from stage 1 (n=70, 28 men and 41 women) was submitted to descriptive and inferential statistical analyzes. 65.7% of the sample worked in a public institution, 30% in a private institution, and 4.3% in public and private institutions. 31.4% of the sample of participants was formed by teachers having a master degree, 28.6% were doctors and 26.3% had degrees of specialists. 54.3% of participants acted as remote tutor, and 44.3% were regents teachers. After descriptive multidimensional cluster analysis, two groups emerged (remote tutors and regents teachers), the most important variables in terms of contributions to this distinction being: professional function, level of graduate formation, level of income, activities and forms of entry in DE. Clinical analysis of data produced by two participant-teachers of each group, issued from instruction to the double technique, was performed. This analysis indicated the existence of different models of distance education. A general concern referring to the need of both taking into account information technology and pedagogical attitudes was detected. On the other hand, participant-teachers considered that participation in DE activities could bring relevant contributions to general professional gender of teaching. . Finally, teachers warned against certain formats of organization of teachers professional activity, as found in the domain of DE, since these activities could promote the intensification and individualization of teachers` work activity, and even the worsening of relations, rather than exchanges and shares through collective bargaining. This process could compromise the renew of the professional gender, by losing its historical roots and diminishing activity possibilities of teachers in their labor context

Este estudo teve como objetivo conhecer a importncia da comunicao durante as orientaes ps-operatrias fornecidas pela equipe de enfermagem a pacientes e/ou familiares de uma instituição privada e apreender a percepo destes indivduos acerca das orientaes recebidas. Foi um estudo transversal, descritivo, com abordagem qualitativa, que utilizou o referencial terico da Comunicao Interpessoal e o referencial metodolgico da Anlise de Contedo. Participaram do estudo 16 pacientes entrevistados no perodo ps-operatrio mediato. Os resultados evidenciaram que a equipe de enfermagem focaliza as orientaes nas tcnicas instrumentais da profisso, no abordando o indivduo de forma holstica. Tambm foi possvel perceber que, quando o profissional enfermeiro permanece afastado do paciente e/ou no presta informaes adequadas gera sentimentos de ansiedade, medo, insegurana e sensao de falta de cuidado. Por outro lado, quando a equipe de enfermagem se fez presente com cuidado e informaes coerentes, os clientes relataram um alto nvel de satisfao e a sensao de ser bem cuidado.

Este estudo situa-se na linha de pesquisa de Polticas Pblicas Educacionais, do Programa de Ps-Graduao em Educao, da Universidade Federal do Par. Aborda o pblico-no estatal a partir da implementao do Programa Escola que Vale na gesto educacional do municpio de Barcarena, no perodo de 2000 a 2008. Parte-se da lgica da adoo de novos paradigmas de competncia para ao pblica, a partir dos anos de 1990, com a reestruturao do estado brasileiro por meio do Plano Diretor de Reforma do Aparelho do Estado, o qual enquadrou a educao como uma ao no-exclusiva do Estado, transferindo-a para o setor pblico no estatal. Desencadeando novos desdobramentos para o pbico e o privado, materializados, entre outros aspectos, no terceiro setor e nas parcerias pblico-privadas. A abordagem metodolgica adotada foi de cunho qualitativo e teve como tcnicas de coleta de dados a pesquisa documental associada entrevista semi-estruturada, enquanto que a anlise de contedo constituiu-se na base terico-metodolgica para a anlise dos dados. Os resultados da pesquisa apontam que a introduo da parceria pblico-privada, por intermdio do Programa na realidade barcarenense afetou a j frgil estrutura do municpio permeada por fracos indicadores de qualidade na gesto educacional, tais como, ausncia de um Plano Municipal, de um Sistema Municipal de Ensino, de Plano de Carreira, Cargos e Remunerao e de eleio direta para provimento do cargo de diretor, medida que os princpios do PEQV foram absorvidos pela Secretaria de Educao e transformados em linha de ao para toda a rede municipal. Verificou-se que tal ao encontrou terreno frtil em virtude da ausncia de uma poltica educacional no municpio, alm dos encaminhamentos da SEl\1ED para as escolas da rede ocorrem de forma aleatria, conforme necessidades imediatas surgidas, ou seja, casuisticamente. Observou-se, ainda, que a parceria tinha como principal responsabilidade a focalizao de suas aes na melhoria dos ndices do ensino fundamental desconsiderando a educao infantil prioridade constitucional de atuao do municpio. Destaque-se, tambm que a proposta de formao contnua institucionalizada pelo Programa no municpio tende a uma certa desqualificao dos professores, em decorrncia das prescries detalhadas, alm da no participao dos docentes na elaborao da proposta. Revelou-se, portanto, que com a implernentao da parceria um considervel grau de interferncia da Fundao Vale,uma entidade privada, na gesto pblica o que pode fragilizar a autonomia municipal.
