In Brazil , the construction industry is on an upward trend, mainly by the housing shortage , and yet there are few builders that take a Quality Management System ( QMS ) to improve the quality of its services and processes . The ISO 9001 standards are guidelines for an effective QMS and this certificate is recognized worldwide as a seal of quality standard. This paper will describe and analyze the implementation of a QMS in a small construction company of Guaratinguetá - SP, identifying best practices and major difficulties , besides proposing preparatory recommendations for other companies that seek the ISO 9000 certification. Access to company’s data made the nonconformities and the customer satisfaction research analysis possible, and a questionnaire and unstructured interviews allowed a deeper understanding of the situation. Despite this ISO 9000 QMS not being fully implemented, the company has already conquered some improvements in document control, project planning, process traceability and established focus on customer

Para la elaboración de la propuesta de Aplicación de la Norma Internacional de Calidad ISO 9001:2000 en los procesos de la Unidad de Coordinación del Sistema de Información Territorial del Viceministerio de Vivienda y Desarrollo Urbano del Ministerio de Obras Públicas, se ha determinado presentarlo en tres capítulos los que se detallan a continuación: El Capítulo I, contiene el marco teórico conceptual de los términos involucrados para dicha propuesta el cual estará conformado por dos partes: La primera contiene los aspectos de la Norma Internacional de Calidad ISO 9000:2000 e ISO 9001:2000, en la segunda parte se presenta, las generalidades del de Vivienda y Desarrollo Urbano. En el Capítulo II, se lleva a cabo un diagnóstico sobre la situación actual de la Unidad de Coordinación del Sistema de Información Territorial del Viceministerio de Vivienda y Desarrollo Urbano / Ministerio de Obras Públicas. Y por último el Capítulo III, consiste en la Propuesta para la Aplicación de Normas Internacionales de Calidad ISO 9001:2000 en los procesos de la unidad de Coordinación del Sistema de Información Territorial, la cual detalla: el desarrollo de un Sistema de Gestión de la Calidad.

Todas las Organizaciones ya sean privadas o públicas se deben principalmente a los clientes o usuarios en todo caso, debido a ello se vuelve necesario tomar en cuenta la opinión de estos, para ello es necesario mejorar los procesos existentes o adaptarlos a los avances tecnológicos esto traerá como consecuencia ser más competitivos y el fin de todo esto es brindarles productos y/o servicios de calidad. Por todo lo expuesto anteriormente en la Alcaldía Municipal de Ayutuxtepeque se están realizando constantemente esfuerzos todos ellos orientados a generar condiciones económicas, sociales y políticas que ayuden a incrementar el desarrollo local, brindando servicios de calidad y realizando proyectos en beneficios de los ciudadanos de Ayutuxtepeque. El objetivo de esta investigación es “Diseñar un Sistema de Gestión de Calidad bajo la Norma ISO 9001/2000, para promover la mejora de los servicios que proporciona la Alcaldía Municipal de Ayutuxtepeque”. Ya que se pretende garantizar la satisfacción de los usuarios al implementar dicho sistema Las unidades de la Alcaldía Municipal de Ayutuxtepeque que se han seleccionado como los sujetos de estudio del presente trabajo son: Catastro, Recuperación de Mora y Cuentas Corrientes. Todo lo anterior nos obliga a conocer cómo funciona la Institución, aplicar la base teórica en que hemos sustentado la investigación y determinar la metodología con el fin de realizar una investigación válida y confiable se utilizó el “Método Científico”; a través de la Investigación Científica se explica y da solución a la problemática que actualmente presenta la Alcaldía, en cuanto a la prestación de servicios. Así mismo, la racionalidad del Método Científico es de tipo Deductivo, ya que se partió de la teoría sobre la Calidad y Normas ISO 9000/9001: 2000 para luego observar el fenómeno en estudio, Se utilizó el Tipo de Diseño “No Experimental”. El tipo de investigación utilizado en este trabajo es Descriptiva, confiabilidad de los datos que se obtuvieron a través de las distintas fuentes ha dependido en gran medida la calidad de este Trabajo de Investigación. Por lo que se hizo uso de las siguientes técnicas: Entrevista, Encuesta y Observación. En el diagnóstico que se llevó a cabo para el trabajo de investigación se tomaron en cuenta los siguientes análisis: Administrativo, Resultados obtenidos de los usuarios, a nivel gerencial en base a la Norma ISO 9001/2000, Según Procesos y Procedimientos y FODA por medio del cual se logró determinar las fortalezas y debilidades que existen y por lo tanto en la propuesta se realizaron mejoras en cuanto a los servicios que presta la Alcaldía Municipal de Ayutuxtepeque así como el Diseño del Sistema de Gestión de Calidad, el cual ha sido elaborado de acuerdo a los requisitos establecidos en la Norma ISO 9001/2000. Se presentan las Conclusiones entre las cuales podemos mencionar: la base de datos esta desactualizada, no poseen manuales de calidad, los usuarios perciben el servicio aceptable el servicio a pesar de que no se cuente con SGC y finalmente las Recomendaciones.

This paper presents a proposal for a Quality Management System for a generic GNSS Surveying Company as an alternative for management and service quality improvements. As a result of the increased demand for GNSS measurements, a large number of new or restructured companies were established to operate in that market. Considering that GNSS surveying is a new process, some changes must be performed in order to accommodate the old surveying techniques and the old fashioned management to the new reality. This requires a new management model that must be based on a well-described procedure sequence aiming at the Total Management Quality for the company. The proposed Quality Management System was based on the requirements of the Quality System ISO 9000:2000, applied to the whole company, focusing on the productive process of GNSS surveying work.

The purpose of this study is to characterize how Portuguese Small and Medium Enterprises (SMEs) view the Occupational Health and Safety Management Systems (OHSMSs) certification process, after receiving the Quality Management System (QMS) certification. References were based on the ISO 9001 standard for a QMS and OHSAS 18001 for OHSMS. The method used to evaluate the implemented systems, was by form of questionnaire. Those questioned had to have a certified quality management system, an implemented OHSMS and be a SME. The questionnaire was sent to 300 SMEs; 46 responses were received and validated. Of them, only 12 SMEs had the OHSMS certificate according to OHSAS 18001. Within those 12 companies that participated: 7 SMEs are from the industrial sector; 3 belong to the electricity/telecommunications sector and 2 SMEs are from the trade/services activity sector. The size of the sample was small, but corresponds to Portuguese reality. Moreover, 34 SMEs did not have the OHSMS certificate. The questionnaire requested the main reasons for SMEs to opt for non-certification and it was related with high costs, while the main reasons to certificate were, among others, needed to eliminate or minimize risks to workers. The main benefits that Portuguese SMEs have gained from the referred certifications have been, improved working conditions, ensuring compliance with legislation and better internal communication about risks and hazards. Also presented are the main difficulties in achieving an OHSMS certification including high certification costs, difficulties motivating personnel, difficulties in changing the company’s culture and increased bureaucracy.

Purpose – Castings defects are usually easy to characterize, but to eradicate them can be a difficult task. In many cases, defects are caused by the combined effect of different factors, whose identification is often difficult. Besides, the real non-quality costs are usually unknown, and even neglected. This paper aims to describe the development of a modular tool for quality improvement in foundries, and its main objective is to present the application potential and the foundry process areas that are covered and taken into account. Design/methodology/approach – The integrated model was conceived as an expert system, designated Qualifound, which performs both qualitative and quantitative analyses. For the qualitative analyses mode, the nomenclature and the description of defects are based on the classification suggested by the International Committee of the Foundry Technical Association. Thus, a database of defects was established, enabling one to associate the defects with the relevant process operations and the identification of their possible causes. The quantitative analysis mode deals with the number of produced and rejected castings and includes the calculation of the non-quality costs. Findings – The validation of Qualifound was carried out in a Portuguese foundry, whose quality system had been certified according to the ISO 9000 standards. Qualifound was used in every management area and it was concluded that the application had the required technological requisites to provide the necessary information for the foundry management to improve process quality. Originality/value – The paper presents a successful application of an informatics tool on quality improvement in foundries.

According to Wright [1] certification of products and processes began during the 1960’s in the manufacturing industry, as a tool to control and assure the quality/conformity of products and services provided by suppliers to customers/consumers. Thus, the series of ISO 9000 was published first time, in 1987 and it was been created with a flexible character, to be reviewed periodically. Later, were published others normative references, which highlight the ISO 14001 in 1996 and OHSAS 18001 in 1999. This was also, the natural sequence of the certification processes in the organizations, i.e., began with the certification of quality management systems (QMS) followed by the environmental management systems (EMS) and after for the Occupational Health and Safety Management System (OHSMS). Hence, a high percentage of organizations with an EMS, in accordance with the ISO 14001, had also implemented, a certified QMS, in accordance with ISO 9001. At first the implementation of a QMS was particularly relevant in high demanding activity sectors, like the automotive and aeronautical industries, but it has rapidly extended to every activity sector, becoming a common requisite of any company worldwide and a factor of competitiveness and survival. Due to the increasingly demanding environmental legislation in developed countries, companies nowadays are required to seriously take into consideration not only environmental aspects associated to the production chain itself, but also to the life cycle of their products.

The discussion of possible scenarios for the future of Quality is on the priority list of major Quality Practitioners Societies. EOQ – European Organization for Quality (EOQ, 2014) main team for its 58th EOQ-Congress held June 2014 in Göteborg was “Managing Challenges in Quality Leadership” and ASQ - American Society for Quality (ASQ, 2015) appointed “the Future of Quality” for Quality Progress Magazine November 2015 issue. In addition, the ISO 9001:2008 revision process carried by ISO/TC 176 aims to assure that ISO 9001:2015 International Standard remains stable for the next 10 years (ISO, 2014) contributing to an increased discussion on the future of quality. The purpose of this research is to review available Quality Management approaches and outline, adding an academic perspective, expected developments for Quality within the 21st Century. This paper follows a qualitative approach, although data from international organizations is used. A literature review has been undertaken on quality management past and potential future trends. Based on these findings a model is proposed for organization quality management development and propositions for the future of quality management are advanced. Firstly, a state of the art of existing Quality Management approaches is presented, for example, like Total Quality Management (TQM) and Quality Gurus, ISO 9000 International Standards Series (with an outline of the expected changes for ISO 9001:2015), Six Sigma and Business Excellence Models.Secondly, building on theoretical and managerial approaches, a two dimensional matrix – Quality Engineering (QE - technical aspects of quality) and Quality Management (QM: soft aspects of quality) - is presented, outlining five proposed characterizations of Quality maturity levels and giving insights for applications and future developments. Literature review highlights that QM and QE may be addressing similar quality issues but their approaches are different in terms of scope breadth and intensity and they ought to complement and reciprocally reinforce one another. The challenges organizations face within the 21st century have stronger uncertainty, complexity, and differentiation. Two main propositions are advanced as relevant for 21st Century Quality: - QM importance for the sustainable success of organizations will increase and they should be aware of the larger ecosystem to be managed for improvement, possibly leading to the emergence of a new Quality paradigm, The Civilizacional Excellence paradigm. - QE should get more attention from QM and the Quality professionals will have to: a) Master and apply in wider contexts and in additional depth the Quality Tools (basic, intermediate and advanced); b) Have the soft skills needed for its success; c) Be results oriented and better understand and demonstrate the relationships between approaches and results These propositions challenge both scholars and practitioners for a sustained and supported discussion on the future of Quality. “All things are ready, if our mind be so.” (Shakespeare, Henry V, circa 1599).

All organisations make some contribution to the degradation of the environment through their use of resources and production of waste. Environmental management systems (EMS) standards can provide a tool for companies to systematically reduce their environmental impacts. ISO 14001 was published in 1996. This fitted in with plans of the case study company to take proactive action in this area, even though there was no legislative requirement for them to do so. As EMS implementation was a new area at the time, appropriate methodologies were developed to address different aspects of the implementation, and ISO 14001 was successfully implemented in the company. The results of the primary research included: ♦ Drawing up a methodology for identifying and interpreting the environmental legislation that may have an impact on the organisation and compiling a register of such regulations. ♦ Developing a robust methodology for assessing significant environmental aspects and impacts and applying this to the software company. ♦ Establishing objectives and targets for those aspects identified as significant and implementing environmental management programmes to meet these. ♦ Developing an internal environmental audit procedure based on auditing against the significant aspects. ♦ Integrating areas of the EMS with the existing quality management system in order to avoid duplication of effort. ♦ Undergoing an external assessment process in order to achieve certification of the system. The thesis concludes that the systematic approach defined in ISO 14001 provided a mechanism that the organisation was able to adopt to bring about improvement in its environmental performance. The system was based on a thorough evaluation of the organisation's significant environmental aspects in order to bring about a reduction in its negative impacts. The ISO 14001 requirement for continual improvement is the key driver of the system, and this is what differentiates it from ISO 9000.

A pesquisa tem por objectivo avaliar a implementação do sistema de gestão da qualidade na Cabo Verde Telecom. O tema escolhido justifica-se pela importância do sector das telecomunicações na geração de empregos e rendimentos em Cabo Verde. Tal facto exige que resultados positivos relacionados à melhoria da qualidade sejam alcançados de modo a responder ao ritmo de constante incerteza, actualização no padrão de consumo e busca permanente de melhoria dos serviços prestados. No que se refere à revisão da literatura, faz-se uma resenha histórica da gestão da qualidade, aborda-se as diferentes dimensões da qualidade, a qualidade total, os principais autores, o modelo da EFQM, as normas ISO 9000, a qualidade em serviços e, porque os recursos humanos constituem um factor crítico de sucesso de qualquer sistema de gestão da qualidade, faz-se uma breve referência à gestão da mudança organizacional. O método utilizado é o estudo de caso. A recolha de dados é feita através da observação, da aplicação de questionários e entrevistas semi-estruturadas e do recurso a fontes secundárias – análise documental. A metodologia de análise é descritivo-quantitativa. Os resultados da pesquisa mostram que a implementação do sistema de gestão da qualidade na empresa assenta nos princípios que norteiam a cultura da gestão da qualidade subjacentes às normas ISO 9000:2000. Quanto ao grau de aplicação e adesão aos princípios referidos, pode-se concluir que se verifica uma evolução positiva, mas não na dimensão desejada.

O objectivo da pesquisa consiste em avaliar a implementação e a certificação do sistema de gestão da qualidade da CCIASB. A escolha do tema advém da importância actual da qualidade como factor competitivo nas organizações, baseada na melhoria contínua. Foi feita uma revisão bibliográfica descrevendo a história da gestão da qualidade, abordando os diferentes autores da qualidade, normas ISO 9000, qualidade em serviço, certificação e o Sistema Nacional de Qualidade. Para realização do estudo foi utilizado o método de estudo de caso; os dados foram recolhidos através da observação, aplicação de questionários, entrevistas e análise documental. Para a avaliação foi adaptado o questionário SERVQUAL e as cinco dimensões propostas à realidade da organização estudada. Esse questionário foi aplicado a clientes/associados e colaboradores da organização em estudo, complementado pela análise documental. Através deste estudo foi possível conhecer os factores que os clientes e os colaboradores mais valorizam na prestação dos serviços bem como a sua avaliação global no que se refere à qualidade e constatar evidências de uma dinâmica de melhoria contínua no SGQ da CCIASB que se tem reflectido na melhoria do serviço prestado, muito embora carecendo de ajustamento em algumas dimensões.
