Dans un univers financier en turbulence, les régimes de retraite privés gèrent une part importante de l’épargne-retraite des Québécois en conciliant les intérêts divergents de différents acteurs : employeurs, participants actifs, retraités, autres intervenants à la gestion. Considérant la complexité des techniques et des instruments financiers, la gestion des régimes de retraite est devenue, pour les administrateurs de régime, un exercice périlleux. Dans ce contexte, la réglementation des risques associés à la gouvernance des régimes de retraite constitue aujourd’hui un enjeu socio-économique important pour assurer leur pérennité dans notre système de retraite. Le cadre légal et réglementaire applicables aux régimes de retraite découle essentiellement de la Loi sur les régimes complémentaires de retraite et ses règlements ainsi que du Code civil du Québec. En s’appuyant sur des études économiques et financières, cette étude analyse le régime juridique du fonctionnement et de la gouvernance des régimes de retraite par les comités de retraite et propose des améliorations en utilisant une approche fondée sur le risque. À titre préliminaire, pour situer dans le temps la problématique actuelle, cette étude présente l’évolution des régimes de retraite privés de l’origine à nos jours en se concentrant sur les règles affectant leur administration. Ensuite, dans une première partie, le cadre théorique sur lequel s’appuie notre étude est exposé. Les régimes de retraite privés y sont présentés comme un intermédiaire opérant sur les marchés financiers par le biais d’autres intermédiaires : les gestionnaires de portefeuilles, les courtiers en valeurs et les gardiens de valeurs. Il s’applique aux régimes de retraite des principes de gouvernance d’entreprise particuliers fondés sur les risques encourus par l’organisation. Cette partie conduit au développement d’une théorie de l’agence des régimes de retraite privés impliquant notamment des relations fondamentales entre l’employeur, les participants et bénéficiaires et le(s) gestionnaire(s) de portefeuille. Dans la seconde partie, l’environnement légal et réglementaire de la gouvernance applicable des régimes de retraite privés est présenté et la structure incitative des règles analysée à la lumière de travaux économiques théoriques et empiriques. Après avoir expliqué les principaux contrats du régime de retraite, un examen de certains mécanismes légaux est effectué : les devoirs généraux des administrateurs, les règles de composition, le fonctionnement interne et l’obligation de rendre compte. Cette étude permet de proposer une série de recommandations visant à améliorer la gouvernance et le fonctionnement des régimes de retraite privés.

Unfortunately, in India it is a fact that most of the investors are not interested in mutual funds. Those who are investing, they are investing only very small amounts. But what is important to be noted here is that when compared to other financial instruments, investments in mutual funds are safer and also yields more returns on the investment portfolio. Moreover as an investment avenue mutual fund is available for those investors who are not willing to take any exposure directly in the security market. It also helps such investors to build their wealth over a period of time. At the retail level, investors are unique and are highly heterogeneous, and the mutual fund schemes' selection will also differ depends on their expectations. Hence, investors’ expectation is a very important factor in this regard that needs to be analysed by all the investment houses. Hence, the factors that drive the investment decisions of individual investors to meet their expectations by investing money in mutual funds need an in-depth analysis. These driving forces include the preference of investors on mutual fund compared to various available avenues of financial investments, risk attitude of investors, influence of characteristics of instruments of mutual funds on investors, the investment specific attitudes of investors, and influence of qualities of fund management on investors. The success of any mutual fund, a popular means of investment, depends on how effectively an Asset Management Company has been able to understand the level of influence of these factors on the decision of investors to invest in mutual funds. For a substantial growth in the mutual fund market, there must be a high level precision in the design and marketing of the products of mutual funds taking into account these driving forces by the Asset Management Companies. Therefore, there is a need to conduct a detailed study on investments in mutual funds in this direction. A review of available literature also revealed that no detailed study on mutual funds has so far been attempted in this direction; hence the present study on Driving Forces of Investment Decisions in Mutual Funds is undertaken.

Durante años, el Distrito Federal no contempló en su modelo de ciudad el espacio público como una prioridad. La base para crear el espacio público es el suelo y en el Distrito Federal este es un grave problema, pues nos enfrentamos a un suelo privatizado al cual no se le da tratamiento de bien público y existen grandes inequidades en la distribución del espacio público en la ciudad. No obstante, ya se reconoció en el gobierno del D.F. la importancia del problema, aunque es indispensable concretar esa preocupación en proyectos específicos y aún más desarrollar algunos instrumentos para poder ejecutar las obras necesarias. ¿Qué es espacio público? ¿Qué grupos sociales afecta? ¿Para qué función urbana? Son preguntas claves que se constituyen en el núcleo de la formulación de la política. Es necesario redimensionar el problema a partir de la definición misma de un modelo de ciudad, dándole a la problemática una perspectiva territorial que le permita cumplir la función social, establecer una normatividad clara y vigente, una política de suelo transformadora y conservacionista, dotar con instrumentos financieros viables y asumir un liderazgo capaz de sobrepasar los intereses particulares.---Building a city within the big city: Mexico City’s challengerFor years Distrito Federal in Mexico not covered by the model of city public space as a priority. The basis for creating public space is the ground and in Distrito Federal this is a serious problem. We face a privatized land which no treatment is given public good. There are great inequities in the distribution of public space in the city. Already City Government recognized the importance of the problem although it is essential to landing that concern specific projects, but more so to develop some tools to execute the necessary works. What public space? Which social groups affected? What urban function? There are key questions that are in the trunk of policy formulation. Doing nothing does not seem the best option given the scale of the problem, and therefore it becomes necessary to resize the problem from the very definition of a city model giving the issue a territorial perspective to discharge social function, the establishment providing a clear and current land policy processing and preservation, financial instruments, and a leadership capable of overcoming special interests. This paper discusses proposals for common euro area sovereign securities. Such instruments can potentially serve two functions: in the short-term, stabilize financialmarkets and banks and, in the medium-term, help improve the euro area economic governance framework through enhanced fiscal discipline and risk-sharing. Many questions remain onwhether financial instruments can ever accomplish such goals without bold institutional and political decisions, and,whether, in the absence of such decisions, they can create new distortions. The proposals discussed are also not necessarily competing substitutes; rather, they can be complements to be sequenced along alternative paths that possibly culminate in a fully-fledged Eurobond. The specific path chosen by policymakers should allow for learning and secure the necessary evolution of institutional infrastructures and political safeguards.

São Paulo is one of Latin America’s most modern and developed cities, yet around one-third of its 10 million inhabitants live in poor-quality housing in sub-standard settlements. This paper describes the response of the São Paulo municipal government that took office in 2001. Through its Secretariat of Housing and Urban Development, it designed a new policy framework with a strong emphasis on improving the quantity and quality of housing for low-income groups. Supported by new legislation, financial instruments and partnerships with the private sector, the mainstays of the new policy are integrated housing and urban development, modernization of the administrative system, and public participation in all decision-making and implementation processes. The programmes centre on upgrading and legalizing land tenure in informal settlements, and regeneration of the city centre. The new focus on valuing the investments that low-income groups have already made in their housing and settlements has proved to be more cost-effective than previous interventions, leading to improvements on an impressive scale.

Annuities are perceived as being illiquid financial instruments, and this has limited their attractiveness to consumers and their inclusion in financial models. However, short positions in annuities can be replicated using life insurance and debt, permitting long positions in annuities to be offset, or short annuity positions to be created. The implications of this result for the annuity puzzle, arbitrage between the annuity and life insurance markets, and speculation on expected longevity are investigated. It is argued that annuity replication could help reduce the annuity puzzle, improve the price efficiency of annuity markets and promote the inclusion of annuities in household portfolios.

In the last decade, the debate concerning more adequate means of promoting social and economic development, through policies of firm supporting, has been gaining strength. Among several means of support, there is one that addresses issues related to credit and funding. At the same time, interest on the phenomenon of firm agglomeration, known by clustering, is increasing, as well as one of its advantages - facilitating the development and strengthening of its firms. Additionally, there can be spotted advantages on clustering that allow tailoring financial instruments, specifically to firms in it, based on collective solutions, with better conditions. This dissertation focuses on how the capture of these opportunities is being done, in the presence of specific financial products to Brazilian clusters. The present analysis is conducted from the cluster located in Nova Friburgo and Region, specialized in women underwear. This study sought to capture advantages from three main collective solutions: information systems, guarantees systems, alternative funding. These solutions address to the following issues: information asymmetries, absence of guarantees from the credit taker, limited sources of funding. Semi-structured interviews were made with members of the cluster, when it was possible to identify that the capture of advantages is in its early stages, being limited by other issues, such as: adequate degree of human capital, governance framework and process inefficiencies.

Desde o final da década de 90, a securitização de ativos vem se firmando no mercado brasileiro como uma importante alternativa de captação de recursos. Essa inovação financeira permite às empresa o acesso direto ao mercado de capitais, para a venda de títulos lastreados em suas carteiras de recebíveis, eliminando a intermediação bancária e permitindo reduções no custo de capital, inclusive em comparação com títulos convencionais de dívida corporativa. Os títulos de securitização são em regra emitidos por um veículo de propósito específico (FIDC ou companhia securitizadora), com o objetivo de segregar os riscos do originador/tomador em relação aos créditos securitizados (lastro da emissão). Em 2004, a Lei 11.076 criou os novos títulos do agronegócio (CDA-WA, CDCA, LCA e CRA), inspirada na legislação da securitização imobiliária (SFI - Lei 9.514/97), buscando disponibilizar ao agronegócio uma nova fonte de recursos, via emissão de títulos no mercado de capitais. Desde então, um número crescente de operações estruturadas com esses papéis pôde ser observada, demonstrando sua funcionalidade e potencial. No entanto, o volume de captações públicas mais sofisticadas fundadas na emissão de cotas de FIDCs e de CRAs ainda se apresenta muito reduzida em relação à demanda do agronegócio por financiamento, sobretudo levando-se em conta a representatividade desse setor no Brasil. O setor sucro-energético é provavelmente o segmento do agronegócio que está em melhor posição para o desenvolvimento de operações de securitização, por apresentar características como: escala, padronização dos produtos, grau de consolidação dos grupos empresariais e perspectivas de crescimento, além do forte apelo ambiental. Os papéis associados a esse segmento possuem, dessa forma, um potencial singular para superar a resistência natural de investidores às aplicações financeiras na área agrícola. Este trabalho dedica-se a investigar como o conceito de securitização pode ser aplicado em operações ligadas ao agronegócio, particularmente ao setor sucro-alcooleiro. A partir de um estudo de caso, serão analisados aspectos operacionais de uma emissão pública de CRAs, ressaltando os mecanismos e procedimentos adotados para lidar com as particularidades dos títulos oriundos do agronegócio. O estudo mostra que a estruturação desse tipo de operação apresenta algumas características e desafios diferentes das operações fundadas em outros papéis, porém a priori administráveis a partir das técnicas tradicionais de securitização e da incorporação de mecanismos suplementares de gestão de riscos.

Autoridades chinesas tem buscado agir com rapidez, mas com costumeira cautela, para que sua moeda seja capaz de adquirir status de moeda internacional de reserva. Embora tal objetivo exija eliminação ou considerável relaxamento dos controles de capitais, estes ainda existem e geram significativas distorções entre os mercados de câmbio e juros em Renminbi onshore, na China Continental, e offshore, em Hong Kong. Este trabalho descreve algumas destas distorções através da análise de instrumentos financeiros operados nos mercados à vista de moeda (Renminbi spot), forward de moeda (NDF de Renminbi), e de dívida governamental e corporativa em Hong Kong (Dim Sum Bonds).

Este estudo analisa os efeitos da primeira frase da transição para o IFRS no Brasil (Lei 11.638/07 e CPC 13) nos resultados publicados em 2009 (exercício de 2008 e republicações de 2007) pelas empresas listadas na Bovespa. É aplicado o inverso do “Índice de Conservadorismo” de Gray (1980,1988), renomeado “Índice de Comparabilidade” por Weetman et al. (1998), para determinar se e o quanto os resultados reportados pelas novas normas são superiores aos apurados pela norma brasileira anterior – indicando o conservadorismo do sistema contábil brasileiro, previsto por Gray e outros estudos – ou inferiores (otimismo). Reduziu-se gradativamente a amostra inicial conforme a compliance com o CPC 13 e a transparência das demonstrações e das Notas Explicativas. Isso permitiu, após aplicação do Teste de Wilcoxon, verificar em média resultados maiores conforme a nova norma em relação à norma tradicional – preconizando-se que persistirão aumentos até a adoção do full IFRS em 2010. Após o exame de ajustes ao resultado, foi possível relacionar certas inconsistências entre 2007 e 2008 a impactos da crise financeira de 2008 nos ajustes “custos de transação na emissão de títulos” e “valor justo (marcação a mercado) de instrumentos financeiros”.

Quantifying the resources mobilized to tackle climate change makes it possible to ascertain the region’s status in this area and the opportunities it offers. It provides countries with the detailed information they need to move forward and prepare to meet the objectives of the United Nations Framework Convention on Climate Change (UNFCCC). With accurate, up-to-date information on climate finance flows, countries can define their strategies for the transition to more sustainable development scenarios with a smaller environmental footprint and fiscal agents can identify gaps between supply and demand for specific financial instruments. The hope is that, rather than investment by fund providers and managers in sustainable initiatives with a smaller environmental footprint being an exception or anomaly, it will become a business model that gradually decouples economic development, investment and social inclusion from greenhouse gas (GHG) emissions.
