La crisis económica ha puesto al descubierto la fragilidad del empleo en la mayoría de los países. Pero también ha revelado significativas diferencias en la sensibilidad de los mercados de trabajo al ciclo económico. En este contexto, la fórmula que ha demostrado ser más exitosa combina un fuerte impulso a la creación de empleos con una adecuada protección para los desempleados y una agresiva política de activación. A pesar de los desafíos que se plantean, estimamos que es posible implementar un modelo similar en Argentina

Resumen: El avance que presentamos tiene el propósito de estudiar los antecedentes proto-historiográficos rioplatenses, a través del análisis del “Ensayo de la Historia civil de Buenos Aires, Tucumán y Paraguay”, del Deán Gregorio Funes, y del “Descubrimiento y Población de esta Banda Oriental del Río de la Plata. 1494 - 1818”, del Pbro. Dámaso Antonio Larrañaga. Ambos autores fueron eclesiásticos de acción destacada en el período revolucionario. Se establecerán ciertos ejes comparativos los cuales pretenden abarcar: 1) el periodo colonial, 2) el proceso revolucionario, 3) los límites geográficos por los cuales sobrevuelan los relatos, 4) los modos en que son descriptos los pueblos originarios, 5) los asuntos eclesiásticos y religiosos

O primeiro volume foi editado em 1832 e o segundo em 1837, após a morte do autor, fato que contribuiu para a pouco acurada nomenclatura em português verificada no segundo volume, conforme afirma Borba de Moraes. A grande importância do trabalho de Pohl residiu na descrição de Goiás, à época, uma parte do Brasil quase desconhecida para os cientistas estrangeiros. Seu texto contém descrições sobre a arquitetura colonial e do século XIX. Pohl também produziu um atlas que complementou, por meio de belas ilustrações, o trabalho contido nesses dois volumes. Estes, especialmente se acompanhados do atlas, são um trabalho mais raro do que os relativos às viagens de Martins

Since 2002 Germany is obliged to collect fishery data to support the European Common Fishery Policy. Sampling of the com-mercial fishery under German flag is one duty within the EU fisheries data collection programme. During the past 6 years, 148 fishing trips were sampled by scientific observers onboard commercial fishing vessels to collect data on catch composi-tions with special emphasis on the proportions of landed and discarded fish. The results show that the proportion of discard is depending on the fishery. Highest discard rates were observed on beam trawl fishing trips. At the level of individual fishing trips, discard rates varied extremely within a fishery segment. Highest variations were found in the beam and bottom otter trawl fishery. In contrast, the discard rates in high-seas fisheries were low.

Profit maximization in fishery protects cod of western Baltic Sea against overfishing – Only a theoretical approach? The frame for the management of fish stocks politically given contains – apart from ecological and social goals – also an economic goal, which is considered here in particular. From the point of view of fishery enterprises the main management goal for the exploitation of fish stocks is the maximization of profit. There are models for the yield optimization since long time. They are mainly used so far to optimize fishing mortality. Here the Beverton and Holt yield model was used. Apart from the optimization of fishing effort the model was used to optimize age of first capture and thus mesh opening. Starting point of the considerations is a given age group of a fish stock. If this age group is completely fished the yield obtained from this age group is maximized. The investigations show that the term overfishing is not exclusively linked as frequently assumed with a too large fishing mortality, but likewise with a mismatch of the mesh opening. For the calculated example Baltic cod data are used. At present the cod is caught far from reaching its mass optimum. Therefore, the profit of fishery enterprises can in the long term be considerably increased by the optimization of the mesh opening. During the conversion from the state of the art to fishing with optimised mesh sizes, however, a loss of profit has to be expected. The title of the paper sounds provocative. However, the stock of the Baltic Sea cod is better protected by a long-term maximum-profit oriented exploitation than by the precautionary approach applied now.

From 1993 to 2003 special surveys were conducted to analyse temporal and spatial aspects of the spawning activities of cod in the Baltic Sea. The ICES advice for cod in the Baltic Sea is based on yearly stock assessments of two separate stocks the western (SD 22 – 24) and the eastern stock (SD 25 – 32). Both stocks are characterized by different spawning seasons. The general progression of the maturity suggests that two types of development can be distinguished. In the western Baltic Sea (SD 22) the maturity development is temporal stable, with a relative short, main spawning period from March to April - spring spawner. In the Arkona Sea and Bornholm Basin the main spawning season starts in June and probably finishes in September - summer spawner. The proportion of spawners in summer is significantly higher than in spring in the Arkona Sea and Bornholm Basin. This again underlines the importance of the Arkona Sea for the reproduction success of the eastern Baltic cod stock. The analysis furthermore show, that the proportion of male spawners was significantly higher than the proportion of female spawners in all areas and the investigated months. This observation suggests that the reproductive success is only limited by the number of female cod which participates in the spawning process.

Radioactivity measured in samples from the NEA-Dumping-Site not only emanated from dumped barrels. Just as everywhere on the world also fallout from former nuclear weapon tests can be found there. Radionuclides which can emanate from different sources do not tell anything about their origin. To assess the fractions from various sources activity ratios from radionuclides can be used. There are different activity ratios for fallout and for waste from peaceful nuclear power engeneering. The comparison of the ratios of the plutonium isotopes Pu-238 and the sum of Pu-239 and Pu-240 (Pu-238/Pu-239,240) in benthic samples from the dumping site and from reference sites without waste dumping gives a clear hint. In the sampling period from 1980 to 2000 for samples from the dumping site this ratio increases significantly from 1986 on. Radioactivity emanating from the dumped barrels is regarded as causing this.

Pike-perch is an important resource for the coastal fishery in the brackish waters of the eastern part of the coast. For the conservation of the stocks regulation measures (minimum landing size, closed season and minimum mesh size) have been introduced since many years. Basic biological material of the last decade sampled from the commercial fishery and for recruitment by a standard trawl survey. For the “Eastern stock” this paper presents the results concerning age distribution, year-class strengths, growth, proportion spawners, natural mortality and yield-per-recruit analyses.

The implementation of the precautionary approach in the mid-1990s required commercial fish stocks to be classified into different categories. These are based on the degree to which stocks have been exploited or are threatened by fishing activities. According to current ICES terminology, stocks are classified as being either “within” or “outside safe biological limits”, or as being “harvested outside safe biological limits”. Between 1996 and 2002, the relative share of stocks in these three categories remained relatively stable (at about 20 %, 30 % and 15 %, respectively). Over the same time span, the number of stocks were insufficient data is available to quantify and thus to appropriately classify the state of the spawning stock biomass (“status unknown”) has increased. Neglecting potential impacts of fishing pressure, the combined average proportion of all stocks with sufficiently high spawning stock biomass is at about one third, while only one fifth of the stocks assessed have been managed sustainably. For some important fish stocks in the ICES environment – specifically demersal ones –, science recently had to call for rebuilding plans or even a closure of the fishery to allow recovery, in spite of the management’s agreement to manage the resources according to the precautionary approach. This obvious difference between approach and implementation has a number of potential causes: erroneous or imprecise input data (landings, discard and sampling information), insufficient assessment models, problems in the understanding of the scientific advice, and implementation errors. The latter could be either a difference between advised and implemented total allowable catches (TACs), or an excess of legal TACs. During the fifteen years covered by this analysis (1987 to 2002), the average deviation between the implemented TACs for a specific stock and that recommended by ICES for the same stock was more than 30 %. The overall average deviation (summed over all stocks) for the entire period was 34 %, excluding, however, four extreme outliers in the data, representing cases in which scientific recommendations were exceeded by as much as 1000 to 2500 %. If these were included, the overall average would be as high as 45 %. The annual deviation has substantially increased in recent years (from roughly 20 % in earlier years of the surveyed period). This recently observed high deviation also matches ICES’s estimate that the fishing mortality in the ICES convention area in the 1990s was well above recommended sustainable levels in the pelagic and demersal fishery. A direct comparison of scientifically proposed and politically implemented TACs is problematic in many case
