In 1967, Gordon Tullock asked why firms do not spend more on campaign contributions, despite the large rents that could be generated from political activities. We suggest in this paper that part of the puzzle could come from the fact that one important type of political activity has been neglected by the literature which focuses on campaign contributions or political connections. We call this neglected activity "asset freezing": situations in which firms delay lay-offs or invest in specific technologies to support local politicians' re-election objectives. In doing so, firms bear a potentially significant cost as they do not use a portion of their economic assets in the most efficient or productive way. The purpose of this paper is to provide a first theoretical exploration of this phenomenon. Building on the literature on corporate political resources, we argue that a firm's economic assets can be evaluated based on their degree of "political freezability," which depends on the flexibility of their use and on their value for policy-makers. We then develop a simple model in which financial contributions and freezing assets are alternative options for a firm willing to lawfully influence public policy-making, and derive some of our initial hypotheses more formally.

Asiakaspalvelun tarjoamisesta Internet-verkon kautta tulee jatkuvasti tärkeämpää. Aitoa asiakashyötyä tuottavien palvelujen pystyttäminen ja tuottaminen on pienyritysten resursseilla vähintäänkin vaikeaa ja riskialtista. Mahdollisuus käyttää vapaaseen käyttöön lisensoituja avoimen lähdekoodin ohjelmistoja asiakkaille tarjottavien palvelujen perustana madaltaa näinollen pienyritysten kynnystä tarjota palvelua Internet-verkossa. Yrityksen tarjoamien palvelujen perustaksi on nykyään saatavilla jo kokonaisia valmiita avoimeen lähdekoodiin perustuvia ohjelmistosovelluksia. Suurin osa niistä on kuitenkin tehty jotakin rajattua tarkoitusta varten. Pyrittäessä laajentamaan asiakkaille tarjottua palvelua huomataankin tällöin, että ohjelmistosovelluksen laajentaminen muodostaa alkuperäistäkin korkeamman kynnyksen. Toisen ohjelmiston integrointi alkuperäisen kanssa ei sekään ole mahdollinen vaihtoehto – vaikka sellainen uuden palvelun perustaksi löytyisikin. WWW-sisällönhallintajärjestelmät sopivat yleiskäyttöisyytensä ansiosta hyvinkin vaihtelevien palveluiden perustaksi. Yrityksen verkkopalvelu voidaan toteuttaa esimerkiksi vapaasti saatavaan Plone-sisällönhallintajärjestelmään perustuen. Tällöin palvelujen laajentamisen ja uusien tarjoamisen kynnys oletettavasti madaltuu ratkaisevasti, järjestelmän valmiiksi sisältämien monipuolisten toimintojen ansiosta. Paikallisen pienyrityksen verkkopalvelua toteuttaessa todettiin Plonen olevan hyvin tarkoitukseen sopiva. Vähänkin merkittävämmät järjestelmään tehtävät muutokset edellyttävät kuitenkin varsin syvällistä perehtymistä sen osiin ja toimintaan. Koska tarjottavan palvelun tuli olla mahdollisimman helppo lähestyä ja käyttää, järjestelmää oli muun tarvittavan räätälöinnin lisäksi vielä muutettava yksinkertaisemmaksi: Esimerkiksi järjestelmän tarjoamasta valmiista käyttöliittymästä oli räätälöitävä yksinkertaistettu palvelunkäyttöliittymä. Myös palvelun ylläpitäjien koulutukseen oli panostettava. Järjestelmän ylläpidosta tehtiin palvelusopimus, koska asiakkaalla ei ole tarvittavaa teknistä osaamista.

Los recursos educativos abiertos son un concepto reciente en lo que respecta a la organización del mundo de intercambio de variedad de materiales y herramientas educacionales, e instituciones como la UNESCO están interesadas en el desarrollo de éstos para ser utilizados en una escala tan amplia y global como sea posible. Sin embargo, los REA cuentan con algunas dificultades para obtener plenamente su eficacia, ya que existen diferencias cruciales en la organización y en la interacción de estas redes abiertas. Este artículo intenta explorar el intercambio libre y legal de los contenidos y su reutilización como recursos de apoyo para el aprendizaje en diferentes espacios en línea, aprovechando las posibilidades tecnológicas que permiten conformar nuevas estructuras de socialización y colaboración en línea; y concluye con una reflexión sobre las barreras que aún tienen que superar los REA para lograr un éxito total.

El aprendizaje combinado se define como la integración eficaz de dos componentes: la enseñanza presencial y la tecnología no presencial. Este modelo intenta generar un aprendizaje que influya positivamente en el alumno y que a su vez mejore la calidad de enseñanza y los costos destinados a ello. Es importante señalar que el papel que tiene el profesor y su implicación, así como el proceso de mediación pedagógica, son los elementos clave del proceso. Este artículo hace una revisión del estado del arte y describe el significado del aprendizaje combinado, sus posibilidades, sus características, así como las teorías del aprendizaje que intervienen en el modelo, y concluye hablando de las herramientas utilizadas en los entornos de aprendizaje.

This paper shows that in a stylized model with two countries, characterized by different levels of financial development, the following facts can be replicated: 1) persistent current account surpluses and 2) high TFP growth in China. Under autarky, entrepreneurs in the emerging country overinvest in short-term projects and underinvest in long-term projects because short-term assets help them secure long-term investments in the presence of credit constraints. This creates an aggregate misallocation of capital. When financial markets integrate, entrepreneurs with long-term projects can have access to cheaper short-term assets abroad, which leaves them more resources to invest in their projects. This both reduces capital misallocations and generates capital outflows.

While the supply of water to dry or arid mountain regions has long been a major challenge, the on-going processes of climatic and socio-economic change currently affecting the hydrosystems of the Alps raise the spectre of renewed pressure on water resources and possible local shortages. In such a context, questions relating to fair distribution of water are all the more sensitive given the tendency to neglect the social dimension of sustainability. The present paper makes both a conceptual and empirical contribution to this debate by analysing a system of distribution that has a long experience of water scarcity management: the community governance models traditionally linked to the irrigation channels, or bisses, typical of the Swiss Alpine canton of Valais. More specifically, we evaluate these models in terms of accessibility and equity, characteristics that we use to operationalize the notion of 'fair distribution'. We examine these dimensions in three case studies with a view to highlighting the limitations of the aforementioned models. Indeed, despite their cooperative and endogenous nature, they tend to not only exclude certain members of the population, but also to reproduce rather than reduce social inequalities within the community. In general, these results challenge the rosy picture generally found in the literature relating to these community governance models.

The purpose of this study was to increase the understanding of the role and nature of trust in asymmetric technology partnership formation. In the knowledge-based "learning race" knowledge is considered as a primary source for competitive advantage. In the emerging ICT sector the high pace of technological change, the convergence of technologies and industries as well as the increasing complexity and uncertainty have forced even the largest players to seek cooperation for complementary knowledge and capabilities. Small technology firms need the complementary resources and legitimacy of the large firms to grow and compete in the global market place. Most of the earlier research indicates, however, that partnerships with asymmetric size, managerial resources and cultures have failed. A basic assumption supported by earlier research was that trust is a critical factor in asymmetric technology partnership formation. Asymmetric technology partnership formation is a dynamic and multi-dimensional process, and consequently a holistic research approach was selected. Research issue was approached from different levels: the individual decision-maker, the firm and the relationship between the parties. Also the impact of the dynamic environment and technology content was analyzed. A multitheoretical approach and a qualitative research method with in-depth interviews in five large ICT companies and eight small ICT companies enabled a holistic and rich view of the research issue. Study contributes on the scarce understanding on the nature and evolution of trust in asymmetric technology partnership formation. It sheds also light on the specific nature of asymmetric technology partnerships. The partnerships were found to be tentative and the diverse strategic intent of small and large technology firms appeared as a major challenge. The role of the boundary spanner was highlighted as a possibility to match the incompatible organizational cultures. A shared vision was found to be a pre-condition for individual-based fast trust leading to intuitive decision-making and experimentation. The relationships were tentative and they were continuously re-evaluated through the key actors' sense making of the technology content, asymmetry and the dynamic environment. A multi-dimensional conceptualization for trust was created and propositions on the role and nature of trust for further research are given. The aim of this study was to devise a method for computing a composite indicator that measures the regional degree of exposure to external knowledge sources. On the basis of this indicator, we propose a typology of regions according to their potential capacity to access extra-local items of knowledge, which might help them to recombine complementary elements of such an asset to produce a higher number of new ideas. Building on various research streams that have been relatively independent to date, we summarize a non-exhaustive instrumental list of recent studies that motivates our approach and the construction of our complex indicator, which can be used to appraise the extent to which each region is in an optimal position to access external innovative resources.

The objective of this thesis is to provide a business model framework that connects customer value to firm resources and explains the change logic of the business model. Strategic supply management and especially dynamic value network management as its scope, the dissertation is based on basic economic theories, transaction cost economics and the resource-based view. The main research question is how the changing customer values should be taken into account when planning business in a networked environment. The main question is divided into questions that form the basic research problems for the separate case studies presented in the five Publications. This research adopts the case study strategy, and the constructive research approach within it. The material consists of data from several Delphi panels and expert workshops, software pilot documents, company financial statements and information on investor relations on the companies’ web sites. The cases used in this study are a mobile multi-player game value network, smart phone and “Skype mobile” services, the business models of AOL, eBay, Google, Amazon and a telecom operator, a virtual city portal business system and a multi-play offering. The main contribution of this dissertation is bridging the gap between firm resources and customer value. This has been done by theorizing the business model concept and connecting it to both the resource-based view and customer value. This thesis contributes to the resource-based view, which deals with customer value and firm resources needed to deliver the value but has a gap in explaining how the customer value changes should be connected to the changes in key resources. This dissertation also provides tools and processes for analyzing the customer value preferences of ICT services, constructing and analyzing business models and business concept innovation and conducting resource analysis.
