Market manipulation is an illegal practice that enables a person can profit from practices that artificially raise or lower the prices of an instrument in the financial markets. Its prohibition is based on the 2003 Market Abuse Directive in the EU. The current market manipulation regime was broadly considered as a big success except for enforcement and supervisory inconsistencies in the Member States at the initial. A review of the market manipulation regime began at the end of 2007, which became quickly incorporated into the wider EU crisis-era reform program. A number of weaknesses of current regime have been identified, which include regulatory gaps caused by the development of trading venues and financial products, regulatory gaps concerning cross-border and cross-markets manipulation (particular commodity markets), legal uncertainty as a result of various implementation, and inefficient supervision and enforcement. On 12 June 2014, a new regulatory package of market abuse, Market Abuse Regulation and Directive on criminal sanctions for market abuse, has been adopted. And several changes will be made concerning the EU market manipulation regime. A wider scope of the regime and a new prohibition of attempted market manipulation will ensure the prevention of market manipulation at large. The AMPs will be subject to strict scrutiny of ESMA to reduce divergences in implementation. In order to enhance efficiency of supervision and enforcement, powers of national competent authorities will be strengthened, ESMA is imposed more power to settle disagreement between national regulators, and the administrative and criminal sanctioning regimes are both further harmonized. In addition, the protection of fundamental rights is stressed by the new market manipulation regime, and some measures are provided to guarantee its realization. Further, the success EU market manipulation regime could be of significant reference to China, helping China to refine its immature regime.

En la presente tesis, titulada “La política exterior y de seguridad de la Unión Europea hacia África Subsahariana: Estudio de caso de Sudán (1956-2011) e implicaciones para la política de la UE”, estudiamos la política exterior y de seguridad de la UE hacia el continente africano, centrando nuestro interés en las políticas de desarrollo y de seguridad formuladas e implementadas en el caso sudanés. El trabajo de investigación se apoya sobre un gran corpus de fuentes primarias (150 entrevistas semiestructuradas) y secundarias, siendo de importancia fundamental los datos obtenidos en el trabajo de campo realizado en Sudán durante 2010-2011, así como en Bruselas y otras capitales europeas durante 2011 y 2013. La literatura sobre la política exterior y de seguridad de la UE se ha centrado habitualmente en cuestiones predominantemente orientadas hacia asuntos de impacto, efectividad y coherencia de la UE como actor internacional, y en elucidar la brecha entre las expectativas como actor global y las capacidades limitadas efectivas en el terreno. Sin embargo, esta aproximación no responde a preguntas cruciales sobre los verdaderos factores que impulsan la política exterior y de seguridad europea y que contribuyen a su vez al desarrollo institucional de la UE y al proceso de integración europea. De esta forma, las cuestiones predominantes sobre la política exterior y de seguridad de la UE han tratado la fase a posteriori, es decir, los efectos de la implementación de la política exterior del actor UE y su relación con la política internacional (la dimensión exterior de la UE), alejándose de las motivaciones internas o raison d’être auténtica de tal acción exterior...

The start of accession negotiations between Ankara and the EU is vital for the future of both Turkey and the Union, including Poland as its member state, as well as for the geopolitical situation in Eurasia (the Black Sea region, Caucasus, Central Asia and the Middle East). Appreciating the significance of these issues, the Centre for Eastern Studies in early 2005 decided to launch a project entitled "Turkey after the start of negotiations with the European Union - foreign relations and the domestic situation". The goal of this project is to present, within the context of accession negotiations, Turkey's greatest internal challenges as well as Ankara's relations with its neighbour regions, the EU and the USA. This Report is the first of three which will be published as part of the project. The Report includes texts on Turkish-US relations since 2003, major political and social challenges on Turkey's path towards the EU and the current condition of the Turkish economy. The Report was developed between July 2005 and November 2006, over which time CES workers and associates searched for publicly available materials in Poland, Turkey and EU countries, and went on three research trips to Turkey, where they met local researchers, analysts, politicians and officials. The authors of the Report would like to express their gratitude to everyone who have shared their opinions with them, and to the Polish Embassy in Ankara, especially to Ambassador Grzegorz Michalski and Minister Andrzej Ananicz for their expert support and assistance in the authors' work on this Report. El pasado mes de mayo, durante el semestre de la Presidencia española de la Unión Europea, se celebró en Madrid la II Cumbre de Jefes de Estado y de Gobierno de la Unión Europea y América Latina y el Caribe. Esta reunión debería haber proporcionado un nuevo impulso político a la “Asociación Estratégica” que ambas regiones acordaron en la I Cumbre, celebrada en Río de Janeiro en junio de 1999. Sin embargo, a pesar del tono complaciente de las declaraciones oficiales, la Cumbre de Madrid parece confirmar que Latinoamérica ha perdido importancia en las relaciones exteriores de la Unión Europea, y que ésta ha abandonado la estrategia interregionalista del decenio anterior, que pretendía establecer un marco de relación privilegiado entre ambas regiones. Las exigencias de la ampliación al Este, el compromiso europeo con las negociaciones de la Organización Mundial de Comercio (OMC), y la primacía de la seguridad en la agenda internacional tras los atentados del 11 de septiembre son algunos de los factores que explican el estancamiento de las relaciones eurolatinoamericanas en sus tres ámbitos mas relevantes: el diálogo político, la cooperación al desarrollo y las cuestiones comerciales.

El objetivo de este artículo es doble: por un lado explorar la habilidad de la Unión Europea para llevar a cabo una política audiovisual dirigida al Mercosur y promover las normas de la Convención sobre la diversidad de las expresiones culturales; por otro, analizar el impacto del modelo de política audiovisual de la UE en el desarrollo de la cooperación audiovisual con el Mercosur y centrarse en los principales vectores que configuran el paisaje audiovisual del Mercosur. El texto pretende destacar cómo y por qué la UE persigue una política audiovisual con esa región, cuáles son los propósitos y los límites de actuación. En este sentido, se preocupa por entender cómo la diplomacia audiovisual de la UE interactúa con otros actores, como las acciones gubernamentales llevadas a cabo desde la propia UE y el Mercosur, así como las prácticas del sector privado (Hollywwod y los grandes conglomerados de medios).

Research on the relationship between reproductive work and women´s life trajectories including the experience of labour migration has mainly focused on the case of relatively young mothers who leave behind, or later re-join, their children. While it is true that most women migrate at a younger age, there are a significant number of cases of men and women who move abroad for labour purposes at a more advanced stage, undertaking a late-career migration. This is still an under-estimated and under-researched sub-field that uncovers a varied range of issues, including the global organization of reproductive work and the employment of migrant women as domestic workers late in their lives. By pooling the findings of two qualitative studies, this article focuses on Peruvian and Ukrainian women who seek employment in Spain and Italy when they are well into their forties, or older. A commonality the two groups of women share is that, independently of their level of education and professional experience, more often than not they end up as domestic and care workers. The article initially discusses the reasons for late-career female migration, taking into consideration the structural and personal determinants that have affected Peruvian and Ukrainian women’s careers in their countries of origin and settlement. After this, the focus is set on the characteristics of domestic employment at later life, on the impact on their current lives, including the transnational family organization, and on future labour and retirement prospects. Apart from an evaluation of objective working and living conditions, we discuss women’s personal impressions of being domestic workers in the context of their occupational experiences and family commitments. In this regard, women report varying levels of personal and professional satisfaction, as well as different patterns of continuity-discontinuity in their work and family lives, and of optimism towards the future. Divergences could be, to some extent, explained by the effect of migrants´ transnational social practices and policies of states.

The TTIP is a proposal on negotiations between the EU and the USA in order to create the largest free international trade area by extension, population and volume of trade of all existing ones. In our view, TTIP would be the geoeconomic answer to BRICS (Brazil, Russia, India, China and South Africa), as a comercial, geopolitical and cooperation space in other areas such as the military, in both that TTIP reproduce on a commercial scale the political and military alliance already existing between good part of the EU and USA by the NATO. In this paper we will try to explain why the possible rivalry between TTIP and BRICS would reproduce in the XXIst. Century the schemes of “Cold War” inherited from XXth. Century, that in turn reproduced the geopolitical confrontations arising from the theory of Haltford McKinder pivot area and the traditional opposition between thalassocratic imperialisms (government on the seas and oceans) and tellurocratic imperialisms (government on an enormous portion of emerged land). Likewise, we will try to show why, at a dialectic of States level, the most populated, territorially extensive and with greater amount of resources political societies will be those that have the greatest ability to impose a particular model of international relations and its geopolitical hegemony on a universal scale in response to this viable confrontation between TTIP, plus TTP, vs. BRICS.

The aim of this paper is to carry out an economic and financial study of the Special Employment Centres in Castile and León based on a classification of these entities’ registered legal personalities in order to view how the economic crisis that began at the end of 2007 may have affected them. Various items from the Centres’ financial statements are analysed and the results are compared to those from the period 2007-2013 as to provide a broader perspective of their size, development, growth and behaviour. The following economic figures were used: total assets, turnover and revenue. The variable “employment” is compared with the subsidies received by the Centres, showing that the crisis does affect the Centres depending on their registered legal personalities. Associations and physical persons are the most affected personalities, to the point of possible extinction. An account reversal for the Centres is also included in this article, which measures the percentage of public aid received by the Centres that is returned to society.

En el presente trabajo indagaremos sobre la reconfiguración de las dinámicas institucionales en dos cárceles de la provincia de Santa Fe, Argentina, tras la inserción del dispositivo religiosoevangélico- pentecostal. Los casos serán las penitenciarías n° 3 —mediana seguridad— y n° 11 — máxima seguridad—, y nos interrogaremos sobre las relaciones de reciprocidad que el dispositivo religioso configura en el encierro, en cómo dichas relaciones definen nuevas estrategias de gobierno por parte del servicio penitenciario y de qué manera se rediseñan las relaciones de poder en el dispositivo carcelario. Abordaje comparativo que responde a la hipótesis de que el dispositivo religioso-evangélicopentecostal construye matrices comunes de ordenamiento social, funcionamiento y reciprocidades en el encierro pero, al mismo tiempo, consolida su funcionamiento a raíz de una identificación precisa de las necesidades y oportunidades de los sujetos según atraviesen situaciones de ingreso o egreso carcelario.

El cambio climático es uno de los mayores desafíos de la actualidad. La UE ha abordado el tema de forma claramente insuficiente desde el punto de vista teórico, con unos planteamientos demasiado inmovilistas y hasta conformistas con su propia acción. Pero, al mismo tiempo, ha sido uno de los primeros y principales actores internacionales en actuar y posicionarse claramente en la lucha contra el cambio climático. La Estrategia Global de Seguridad de la UE no aborda adecuadamente ni el cambio climático como prioridad fundamental ni algunas de sus implicaciones en las políticas de los Estados Miembros de la UE.

The proliferation of weapons of mass destruction (WMD), nuclear, biological and chemical (NBC) is one of the main security challenges facing the international community today. However the new Global Security Strategy of 2016 raises the question of non-proliferation of WMD only as an incidental matter, not addressing directly the threat, a fundamental threat in the regional and global security. This is a clear step backwards for the European common security.
