Almost all Latin American countries are still marked by extreme forms of social inequality – and to an extent, this seems to be the case regardless of national differences in the economic development model or the strength of democracy and the welfare state. Recent research highlights the fact that the heterogeneous labour markets in the region are a key source of inequality. At the same time, there is a strengthening of ‘exclusive’ social policy, which is located at the fault lines of the labour market and is constantly (re-)producing market-mediated disparities. In the last three decades, this type of social policy has even enjoyed democratic legitimacy. These dynamics challenge many of the assumptions guiding social policy and democratic theory, which often attempt to account for the specificities of the region by highlighting the purported flaws of certain policies. We suggest taking a different perspective: social policy in Latin American should not be grasped as a deficient or flawed type of social policy, but as a very successful relation of political domination. ‘Relational social analysis’ locates social policy in the ‘tension zone’ constituted by the requirements of economic reproduction, demands for democratic legitimacy and the relative autonomy of the state. From this vantage point, we will make the relation of domination in question accessible for empirical research. It seems particularly useful for this purpose to examine the recent shifts in the Latin American labour markets, which have undergone numerous reforms. We will examine which mechanisms, institutions and constellations of actors block or activate the potentials of redistribution inherent in such processes of political reform. This will enable us to explore the socio-political field of forces that has been perpetuating the social inequalities in Latin America for generations.

Los programas de inmersión lingüística han constituido y constituyen dentro del Sistema Educativo catalán la principal forma para que el alumnado de lengua familiar no-catalana aprenda una nueva lengua, el catalán, sin que, en su proceso de aprendizaje, vea mermado ni el desarrollo de su propia lengua ni su rendimiento académico. El éxito de la inmersión lingüística en las décadas anteriores ha sido frecuentemente utilizado como uno de los argumentos orientativos para justificar la política lingüística que se sigue en la escolarización de la infancia extranjera. Sin embargo, los resultados obtenidos por investigaciones recientes parece que no avalan empíricamente dicho argumento. Este artículo analiza dichos resultados y expone, a partir del Plan para la Lengua y Cohesión Social puesto en marcha por el Departamento de Educación de la Generalitat de Cataluña, cuáles son los retos que se presentan a su Sistema Educativo dentro del nuevo marco que supone el aumento de la diversidad cultural y lingüística en la actual sociedad catalana

En este sentido, se analizan las estrategias de Cooperación Sur-Sur entre Brasil y Colombia y su aplicación en uno de los sectores prioritarios de los Estados del Sur como es el sector agropecuario.

This paper examines the children and young people's participation and protagonism rights based on the Conferences on Children and Adolescents Rights' experience in Brazil, based on childhood sociology. Conferences' documents were consulted on the Brazilian government websites. These study findings revealed that young people's participation has increased in the last conferences. However, it is necessary to promote a systematic and genuine participation through democratic relations construction in all development contexts where childrenand adolescent live in order to modify their life and society participative practices.

Introduction: the statistical record used in the Field Academic Programs (PAC for it’s initials in Spanish) of Rehabilitation denotes generalities in the data conceptualization, which complicates the reliable guidance in making decisions and provides a low support for research in rehabilitation and disability. In response, the Research Group in Rehabilitation and Social Integration of Persons with Disabilities has worked on the creation of a registry to characterize the population seen by Rehabilitation PAC. This registry includes the use of the International Classification of Functioning, Disability and Health (ICF) of the WHO. Methodology: the proposed methodology includes two phases: the first one is a descriptive study and the second one involves performing methodology Methontology, which integrates the identification and development of ontology knowledge. This article contextualizes the progress made in the second phase. Results: the development of the registry in 2008, as an information system, included documentary review and the analysis of possible use scenarios to help guide the design and development of the SIDUR system. The system uses the ICF given that it is a terminology standardization that allows the reduction of ambiguity and that makes easier the transformation of health facts into data translatable to information systems. The record raises three categories and a total of 129 variables Conclusions: SIDUR facilitates accessibility to accurate and updated information, useful for decision making and research.

The Chronic Obstructive Pulmonary Disease (COPD) has a progressive and irreversible character and it’s associated to the triad of dyspnea, exercise limitation and the evident deterioration of quality of life. In the United States the prevalence of COPD in adult population is approximately of 6% in men, and 1 to 3% in women and it’s the fourth cause of mortality by no transmissible chronic diseases. In 1993, the National Health Interview Surgery considered that 12 millions of Americans suffer from chronic bronchitis and 2 million had emphysema. These two affections are responsible for more than 13% of the hospitalizations. As this affection progresses, patients experience a diminution in quality of life related to health (CVRS), their capacity to work get worse and their participation in physical and social activities reduces. Nevertheless, it has been confirmed that the isolated evaluation of COPD seriousness, defined by the reduction of the Forced Expiratory Volume in the First Second (FEV1), does not provide enough information to know the health state perceived by the patients. The fact that the CVRS is the result of the interaction of multiple physical, psychological and social factors, unique for each individual, can explain this finding. This paper is a general and updated approach to the integral handling of patients with COPD, and it discusses the concept of quality of life, related to health improvement.

The objective of the present article is to illustrate the social interstice (Las Jarretaderas) existing between the municipalities Bahía de Banderas, Nayarit and Puerto Vallarta, Jalisco. The researched community is an outstanding case-study providing an in-depth analysis of a number of social process mostly related to the chiapaneca migration. The text is divided into two sections. The first one deals with the urbanization process of the metropolitan area of Puerto Vallarta. The second and longer section defines the concept of social interstice and explains how the researched locality falls under under that previously-defined concept according to the processes analyzed.

La presente monografía tiene por objetivo identificar la influencia de las acciones emprendidas por la sociedad civil y las organizaciones internacionales frente a la problemática de la trata de personas en Colombia, durante el período comprendido entre los años 2000 y 2012. En este sentido, la investigación constituye un esfuerzo por develar las transformaciones en las narrativas institucionales que han posibilitado el reconocimiento de los elementos de prevención y centralidad de las víctimas, como ejes articuladores del discurso gubernamental frente a la trata de personas. Para ello, se hace uso de la teoría de la gobernanza global enmarcada en el enfoque constructivista de las Relaciones Internacionales, en tanto permite establecer una relación entre las acciones de los diferentes actores y el impacto de estas en la construcción de estrategias nacionales para hacer frente a problemáticas que, como la trata de personas, se encuentran en estrecha relación con el mundo globalizado.

Occupational therapists are equipped to promote wellbeing through occupation and to enable participation and meaningful engagement of people in their social and physical environments (WFOT, 2012). As such, the role of the occupational therapists is profoundly linked to the social, cultural and environmental characteristics of the contexts in which occupations take place. The central role that context plays in occupational performance creates an interesting dichotomy for the occupational therapist: on one hand, a profound understanding of cultural and social factors is required from the Occupational Therapy (OT) in order to develop a meaningful and successful collaboration with the person; on the other hand, the ability of the occupational therapists to recognize and explore the contextual factor of an occupation-person dyad transcends cultural and spatial barriers. As a result, occupational therapists are equipped to engage in international collaboration and practice, and as such face unique and enriching challenges. International fieldwork experiences have become a tool through which occupational therapists in training can develop the critical skills for understanding the impact of cultural and social factors on occupation. An OT student in an international fieldwork experience faces numerous challenges in leading a process that is both relevant and respectful to the characteristics of the local context: language, cultural perceptions of occupation and personhood, religious backgrounds, health care access, etc. These challenges stand out as ethical considerations that must be considered when navigating an international fieldwork experience (AOTA, 2009). For more than five years now, the Faculty of Rehabilitation Medicine (FRM) of the University of Alberta (UoFA) and the School of Medicine and Health Sciences at the Universidad del Rosario (UR), Bogota, Colombia, have sustained a productive and meaningful international collaboration. This collaboration includes a visit by Dr. Albert Cook, professor of the FRM and former dean, to the UR as the main guest speaker in the International Congress of Technologies for Disability Support (IBERDISCAP) in 2008. Furthermore, Dr. Cook was a speaker in the research seminar of the Assistive Technology Research Group of the Universidad del Rosario. Following Dr. Cook’s visit, Professors Liliana Álvarez and Adriana Ríos travelled to Edmonton and initiated collaboration with the FRM, resulting in the signing of an agreement between the FRM and the UR in 2009, agreement that has been maintained to this day. The main goal of this agreement is to increase academic and cultural cooperation between the UR and the UofA. Other activities have included the cooperation between Dr. Kim Adams (who has largely maintained interest and effort in supporting the capacity building of the UR rehabilitation programs in coordinating the provision of research placement opportunities for UR students at the UofA), an Assistive Technology course for clinicians and students led by Dr. Adams, and a research project that researched the use of basic cell phones to provide social interaction and health information access for people with disabilities in a low-income community in Colombia (led by Tim Barlott, OT, MSc, under the supervision of Dr. Adams). Since the beginning, the occupational therapy programs of the Universidad del Rosario and the University of Alberta have promoted this collaboration and have strived to engage in interactions that provide further development opportunities for students and staff. As part of this process, the international placement experience of UofA OT students was born under the leadership of: Claudia Rozo, OT program director at UR, placement and academic leadership of Elvis Castro and Angélica Monsalve, professors of the occupational therapy program at UR; and Dr. Lili Liu, OT department director at UofA, Cori Schmitz, Academic coordinator of clinical education at the UofA; and Tim Barlott and Liliana Álvarez leading the international and cross-cultural aspect of this collaboration.This publication summarizes and illustrates the process of international placement in community settings in Colombia, undertaken by occupational therapy students of the University of Alberta. It is our hope that this document can provide and document the ethical considerations of international fieldwork experience, the special characteristics of communities and the ways in which cultural and social competences are developed and help international students navigate the international setting. We also hope that this document will stimulate discussion among professional and academic communities about the importance and richness of international placement experiences and encourage staff and students to articulate their daily efforts with the global occupational therapy agenda.

This paper develops a model of the regulator-regulated firm relationship in a regional natural gas commodity market which can be linked to a competitive market by a pipeline. We characterize normative policies under which the regulator, in addition to setting the level of the capacity of the pipeline, regulates the price of gas, under asymmetric information on the firm’s technology, and may (or may not) operate (two-way) transfers between consumers and the firm. We then focus on capacity and investigate how its level responds to the regulator’s taking account of the firm’s incentive compatibility constraints. The analysis yields some insights on the role that transport capacity investments may play as an instrument to improve the efficiency of geographically isolated markets.

Determinar los conceptos diferenciales alcanzados por los alumnos de segunda etapa de EGB con respecto a los alumnos de primera etapa en el area de ciencias sociales. Medir mediante una escala de Likertel cambio de actitudes producido como consecuencia de los aprendizajes en el area de humanidades.. La muestra aleatoria la componían 284 alumnos (145 chicos y 139 chicas) de 5õ y 8õ de EGB y 3õ de BUP, alumnos en centros de un centro urbano (Cáceres) y 3 núcleos rurales de la misma provincia.. La investigación se divide en dos bloques, el primero de ellos, de corte más teórico, estudia la cibernética y la teoría de la información como ciencias y su aplicación en el campo de la psicopedagogía. Se determinan también los esquemas generales para la construcción de escalas de medida de actitudes, y se trata de determinar experimentalmente la existencia de diferencias significativas en el caudal lingüístico entre alumnos procedentes de un medio rural y los procedentes de un medio urbano. El segundo bloque, de corte experimental, analiza el concepto de escala usado en ciencias sociales, y se trata de determinar las actitudes que representan un mayor grado de madurez en la dimensión socio-política. Para ello se aplica a los sujetos de la muestra la Social-responsability Scale.. Escala Likert. Quessing-game method (modificado). Social Responsability Scale de Berkowitz y Lutzeman.. Análisis de Varianza. Análisis de correlación. En terminos de transinsformación didáctica puede considerarse que durante la segunda etapa de EGB hay adquisición de conocimientos que suponen un substancial enriquecimiento del caudal lingüístico. El ambiente posibilita y condiciona el enriquecimiento o desarrollo de las facultades individuales. Pueden establecerse correlaciones parciales entre la adquisión de conceptos y la evolución de actitudes..
