A presente tese trata da Política de Formação Docente no Brasil. Tem como objeto de estudo as novas regulações da política de formação docente. O problema de pesquisa se refere à relação existente entre as orientações da Organização para Cooperação e Desenvolvimento Econômico (OCDE) e o processo de regulação das políticas de formação docente no Brasil no período de 2007 a 2010, apresentando as seguintes questões norteadoras: Quais são os interesses e as orientações da OCDE, na área da Educação, no Brasil? Qual é a concepção de educação da OCDE? Qual a concepção de educação que orienta o PDE e o Plano de Metas Compromisso Todos pela Educação? Quais as diretrizes do Plano de Metas Compromisso Todos pela Educação voltadas para a política de formação docente? Quais características das orientações da OCDE estão presentes, na política de formação docente brasileira, no período de 2007 a 2010? Quais são as ações do PDE que se referem à política de formação docente? A lógica de formação docente orientada pela OCDE está sendo seguida pelo governo brasileiro? A investigação partiu da hipótese de que a OCDE interfere e orienta a política de formação docente brasileira o que se manifesta por meio de orientações político-pedagógicas que imputam novas regulações para a condução e materialidade de tal política. Assim, o objetivo da pesquisa consistiu em identificar e analisar a regulação da política de formação docente no Brasil para a educação básica no período de 2007 a 2010 e suas relações com as orientações da OCDE. De modo mais específico buscou-se: analisar a política de formação docente da OCDE; estudar a legislação educacional brasileira relacionada à política de formação docente para os anos iniciais do ensino fundamental; identificar e analisar as relações existentes entre as orientações e perspectivas educacionais da OCDE e a política brasileira de formação docente. O percurso metodológico se deu por meio da pesquisa bibliográfica e documental, bem como realização de entrevistas. Os dados foram analisados por meio da técnica de análise de conteúdo. O estudo realizado sinaliza que a política de formação docente no Brasil vem enfatizando a agenda de desenvolvimento social, econômico e educacional da OCDE. Registra-se a preocupação do governo brasileiro com os professores “eficazes”, com escolas de “sucesso” e o conteúdo nelas transmitidos ocupa centralidade na agenda da política educacional por meio da “cultura dos resultados” via as avaliações internas e externas. Nesta perspectiva a política de formação docente no Brasil vem sendo formulada a partir do contexto de uma nova morfologia do trabalho, que dá maior ênfase à formação dos professores, tendo em vista o papel que estes profissionais podem desempenhar como agentes fundamentais na materialização e no sucesso dessas políticas. O estudo indica que a OCDE orienta as políticas educacionais brasileiras, o que indica que este é um fenômeno relevante de investigação no sentido de ir além da aparência da ideia de que a cooperação e a parceria da Organização com o governo brasileiro são tênues, uma vez que este não fez adesão como país-membro da OCDE.

This article conducted an analysis of Portal Brazil, specifically in the areas of “Education” and “Economy and Employment”, by according to the principles of e-engagement defined by the Organization for Economic Co- operation and Development (OECD). For understanding of this work, were elucidated concepts such as public communication - trajectory, principles and relations -, digital democracy, e-government and engagement and civic participation. Through this analysis was realized the importance of public communication in the processes of opinion formation and stimulus to citizen participation, as well as the performance of the internet as a facilitator instrument in the processes of relationship between State and Society

We enacted a bill in Ohio this year, Senate Bill 445, that has to do with the application of pesticides. It is a very wide bill as you would normally look at it with most of the meat going to come from the regulations that are presently being written into it. In other words, the framework was developed and accepted by the two houses in our state legislature and empowered the Director of Agriculture to establish the regulations or the so-called teeth to this bill. The governor signed the bill in June and it became effective in September. The committees as of this time are meeting to develop philosophies and regulations that will be promulgated and brought into hearings and sifted through, and eventually, with a target date of December of this year, (1970), brought to the Director of Agriculture's office for acceptance. There is a committee established for rodent and bird control which is very well represented by our industry here in Ohio. John Beck (Rose Exterminator Company) is the chairman of the committee, William B. Jackson (Bowling Green State University) and Robert Yaeger (Cincinnati) are also on the committee. The important feature of this new law, in terms of pest control operators, is the examinations that will be required. We operators and our service people will both be tested and licensed, if sufficient proficiency is demonstrated on the tests. For your information they use a little different terminology in the bill than we in the industry normally use. We think of an applicator in the industry as service people. In the bill an applicator is defined as an operator. Therefore in reading the law the word operator means the man who does the job, the service man. Just the reverse is true in the industry. We think of the operator as the man who owns or manages the company while these people are referred to in the bill as applicators. The Bill calls for the development of schools for the training of our people throughout the state. Those of us who are in bird control should begin to prepare ourselves to meet this request, to be available for the schooling, have our people available for the schooling, and give this program all the co-operation that we can.

Background: In Cambodia, malaria transmission is low and most cases occur in forested areas. Seroepidemiological techniques can be used to identify both areas of ongoing transmission and high-risk groups to be targeted by control interventions. This study utilizes repeated cross-sectional data to assess the risk of being malaria sero-positive at two consecutive time points during the rainy season and investigates who is most likely to sero-convert over the transmission season. Methods: In 2005, two cross-sectional surveys, one in the middle and the other at the end of the malaria transmission season, were carried out in two ecologically distinct regions in Cambodia. Parasitological and serological data were collected in four districts. Antibodies to Plasmodium falciparum Glutamate Rich Protein (GLURP) and Plasmodium vivax Merozoite Surface Protein-119 (MSP-119) were detected using Enzyme Linked Immunosorbent Assay (ELISA). The force of infection was estimated using a simple catalytic model fitted using maximum likelihood methods. Risks for sero-converting during the rainy season were analysed using the Classification and Regression Tree (CART) method. Results: A total of 804 individuals participating in both surveys were analysed. The overall parasite prevalence was low (4.6% and 2.0% for P. falciparum and 7.9% and 6.0% for P. vivax in August and November respectively). P. falciparum force of infection was higher in the eastern region and increased between August and November, whilst P. vivax force of infection was higher in the western region and remained similar in both surveys. In the western region, malaria transmission changed very little across the season (for both species). CART analysis for P. falciparum in the east highlighted age, ethnicity, village of residence and forest work as important predictors for malaria exposure during the rainy season. Adults were more likely to increase their antibody responses to P. falciparum during the transmission season than children, whilst members of the Charay ethnic group demonstrated the largest increases. Discussion: In areas of low transmission intensity, such as in Cambodia, the analysis of longitudinal serological data enables a sensitive evaluation of transmission dynamics. Consecutive serological surveys allow an insight into spatio-temporal patterns of malaria transmission. The use of CART enabled multiple interactions to be accounted for simultaneously and permitted risk factors for exposure to be clearly identified.

Abstract Background Depressive symptoms and chronic disease have adverse effects on patients' health-related quality of life (H-RQOL). However, little is known about this effect on H-RQOL when only the two core depressive symptoms - loss of interest and depressed mood - are considered. The objective of this study is to investigate H-RQOL in the presence of loss of interest and depressed mood at a general medical outpatient unit. Methods We evaluated 553 patients at their first attendance at a general medical outpatient unit of a teaching hospital. H-RQOL was assessed with the Medical Outcomes Study 36-item Short-Form Health Survey (SF-36). Depressed mood and loss of interest were assessed by the Primary Care Evaluation of Mental Disorders (PRIME-MD)-Patient Questionnaire. A physician performed the diagnosis of chronic diseases by clinical judgment and classified them in 13 possible pre-defined categories. We used multiple linear regression to investigate associations between each domain of H-RQOL and our two core depression symptoms. The presence of chronic diseases and demographic variables were included in the models as covariates. Results Among the 553 patients, 70.5% were women with a mean age of 41.0 years (range 18-85, SD ± 15.4). Loss of interest was reported by 54.6%, and depressed mood by 59.7% of the patients. At least one chronic disease was diagnosed in 59.5% of patients; cardiovascular disease was the most prevalent, affecting 20.6% of our patients. Loss of interest and depressed mood was significantly associated with decreased scores in all domains of H-RQOL after adjustment for possible confounders. The presence of any chronic disease was associated with a decrease in the domain of vitality. The analysis of each individual chronic disease category revealed that no category was associated with a decrease in more than one domain of H-RQOL. Conclusion Loss of interest and depressed mood were associated with significant decreases in H-RQOL. We recommend these simple tests for screening in general practice.
