Ese Seminario destacó la heterogeneidad de los métodos de registro empleados, la falta de definiciones claras y uniformes, y las deficiencias de los servicios nacionales de registro civil, factores todos que contribuyen a que el público no registre sucesos civiles dentro del plazo estatuido o que simplemente omita este trámite, y que no suministre información exacta al registro.
