Resumo:
Este artículo analiza el nuevo enfoque de los destinos inteligentes para la gestión turística a escala local. Se estudia su génesis y se realiza una propuesta de conceptualización desde una perspectiva sistémica, que se contrasta con la gestión turística actual mediante una encuesta a municipios turísticos de la Comunidad Valenciana. Los resultados ponen de relieve que no se ha asumido como objetivo de gestión el enfoque de los destinos inteligentes, el cual requiere un proyecto global que incorpore cinco ámbitos fundamentales: gobernanza, sostenibilidad, conectividad, sistema de información e innovación. No obstante, la complejidad asociada a este enfoque hace aconsejable un desarrollo de tipo flexible, escalable y adaptado a cada entorno territorial.

A sociedade da informação, enquanto paradigma organizador da sociedade ocidental, enquadra-se num contexto de globalização, caracterizado pelo desenvolvimento exponencial e acelerado das tecnologias de informação e comunicação (TIC). Estas tecnologias possibilitam uma rápida produção e distribuição da informação e do conhecimento científico, ao mesmo tempo que aceleram a mudança e a desatualização dos conhecimentos, das competências e, suscitam, em consequência, a necessidade de formação permanente. A utilização das TIC em todos os campos da vida pessoal e profissional altera as coordenadas socioculturais, tornando a sociedade mais mediatizada nos processos de comunicação, de interação, de socialização, de trabalho, de aprendizagem e de formação. Este quadro de referência tem evidentes repercussões na adequação dos atuais sistemas educativos e de formação profissional. É neste enquadramento que surge este trabalho que intitulamos A colaboração em ambientes virtuais: aprender e formar no século XXI no qual tanto valorizamos o aprender e formar em contextos colaborativos, como debatemos o contributo que os ambientes virtuais, sustentados pelas TIC ou pelas tecnologias digitais, podem proporcionar para o desenvolvimento da educação e da formação. A partir da bibliografia da especialidade e tendo desenvolvido trabalho empírico no terreno (no âmbito do projeto doutoral de Meirinhos (2007), preparamos um texto onde tentamos sistematizar o que de mais relevante nos pareceu poder interessar a profissionais da educação, a investigadores e a todos os que se interessem pela educação, pela formação e pelos desafios colocados pelas constantes mudanças tecnológicas que temos experimentado e vivido. Começamos por abordar e caracterizar a emergência de um novo contexto de aprendizagem e de formação, após o que aprofundamos, com algum pormenor, o processo evolutivo decorrido desde que apareceu a educação a distância até à realidade mais atual do e-learning. Em seguida, analisamos e refletimos pormenorizadamente os conceitos de cooperação e colaboração e as inter-relações entre os mesmos; em consequência e naturalmente, apresentamos e caracterizamos, depois, perspetivas atuais sobre comunidades virtuais de aprendizagem. Finalmente, conscientes das implicações e mudanças que estas novas realidades suscitam nas funções de formandos e formadores, discutimos a emergência de uma nova relação pedagógica e enunciamos os elementos de um novo paradigma educativo.

Na continuidade de trabalhos anteriormente desenvolvidos, o domínio do presente trabalho enquadra-se na temática sobre Segurança, Higiene e Saúde no Trabalho através da caracterização térmica de locais de trabalho associados a uma elevada exposição ao calor por parte dos trabalhadores, nos quais se destacam locais do sector do vidro, cerâmica e fundição. A estratégia passa por alargar o conjunto de avaliações físicas de locais de trabalho nesses sectores e averiguar a importância desta temática na indústria portuguesa. Deste trabalho resulta um total de 26 novos locais analisados, dos quais 13 pertencem ao sector da cerâmica, 9 ao sector da fundição, 3 ao sector do vidro e 1 ao sector da panificação. Juntando aos 42 locais analisados em trabalhos anteriores, o presente trabalho analisa um total de 68 locais de trabalho dos diversos sectores da indústria portuguesa, onde existe a possibilidade dos trabalhadores presenciarem situações de stress térmico. Como ferramentas de auxílio, recorre-se a um conjunto de normas em que se destaca a Norma ISO 7243:1989 e a Norma ISO 7933:2004, para implementar critérios e metodologias de avaliação para ambientes térmicos quentes. Para aplicar a metodologia de avaliação apresentada na Norma ISO 7933:2004, resulta um programa de cálculo em linguagem Matlab, desenvolvido para ultrapassar a complexidade de cálculos desta metodologia. Realiza-se ainda uma análise comparativa dos resultados obtidos com a aplicação das duas versões da Norma ISO 7933, versão de 1989 e versão de 2004. As duas versões derivam da aplicação de dois índices térmicos destintos, nomeadamente o Índice SR (1989) e o Índice PHS (2004).
Dando ouvidos aos dispositivos: como resolver controvérsias em um debate sobre cidades inteligentes?

Neste breve artigo, procuro analisar um workshop de pesquisa sobre o tema das “Cidades Inteligentes”, ou smart cities, no qual estive presente. Nessa análise, mostro como os conceitos de “cidade inteligente” e “big data” são construídos de modo distinto pelos dois grupos de pessoas presentes no evento, que classifico como “otimizadores” e “reguladores”. Essas diferentes formas de se enxergar os dispositivos em questão levam a uma série de controvérsias. Em um primeiro momento, procuro enquadrar o modo como algumas das controvérsias aparecem dentro do marco teórico da Construção Social da Tecnologia (SCOT). Posteriormente, pretendo mostrar que as controvérsias que apareceram ao longo do evento não foram solucionadas – e dificilmente serão, num futuro próximo – enquanto não se optar por um modelo analítico tal como a Teoria Ator-Rede, que dá ouvidos para um grupo ignorado naquelas discussões: os dispositivos empregados na construção do conceito de “Cidade Inteligente”.

A pesquisa em questão versará sobre uma abordagem dos conceitos de sucesso, religião, cultura em ambientes corporativos e religiosos, sob as óticas de C.G.JUNG, no que se refere aos conceitos da psicologia analítica junguiana e que vem sendo aplicados nos ambientes profissionais, e de B.TANURE no que se refere às relações nos ambientes corporativos, cenários e formação do conceito de cultura do sucesso profissional. Por se tratar de um tema complexo também serão inseridas na pesquisa as perspectivas de outros autores que vem contribuindo para a constatação e elucidação do tema, como referenciais secundários. É entendimento da proponente da pesquisa que o ser humano, em tempos modernos parece estar cada vez mais, se distanciando de si mesmo, de seus valores e até da própria fé. Neste afastamento procura encontrar razões, em geral fora de si, responsabilizando muitos e inclusive Deus, nas mais distintas religiões, por atos e atitudes por ele realizadas, e pelas escolhas que ele mesmo fez. Nos ambientes profissionais as escolhas feitas refletem a busca pelo sucesso, um arquétipo que, cada vez mais pode ser entendido como a busca pelo poder. Este aspecto, como se pretende demonstrar no presente trabalho vem colaborando de forma acirrada para a formação de uma nova cultura: a cultura do sucesso profissional, hoje percebida tanto em ambientes corporativos quanto religiosos. Pretende ainda esta pesquisa demonstrar que é possível o equilíbrio entre ser bem sucedido profissionalmente e viver de forma harmonizada e não como vem sendo observado em alguns contextos, principalmente do mundo corporativo, onde nem sempre o preço que se paga pelo sucesso é justo.(AU)

The technological evolution has been making the Distance Education accessible for a greater number of citizens anytime and anywhere. The potential increase of the supply for mobile devices integrated to mobile learning environments allows that the information comes out of the physical environment, creating opportunities for students and teachers to create geographically distributed learning scenarios. However, many applications developed for these environments remain isolated from each other and do not become integrated sufficiently into the virtual learning environments (AVA). This dissertation presents an interoperability model between mobile devices and distinct AVA based on webservices. For the conception of this model, requirements engineering and software architecture techniques were used. With the goal of showing the model viability, a mobile application focused on surveys has been developed, and additionally, the main functionalities related to the interoperability were tested

The correct distance perception is important for executing various interactive tasks such as navigation, selection and manipulation. It is known, however, that, in general, there is a significant distance perception compression in virtual environments, mainly when using Head-Mounted Displays - HMDs. This perceived distance compression may bring various problems to the applications and even affect in a negative way the utility of those applications that depends on the correct judgment of distances. The scientific community, so far, have not been able to determine the causes of the distance perception compression in virtual environments. For this reason, it was the objective of this work to investigate, through experiments with users, the influence of both the field-of-view - FoV - and the distance estimation methods on this perceived compression. For that, an experimental comparison between the my3D device and a HMD, using 32 participants, seeking to find information on the causes of the compressed perception, was executed. The results showed that the my3D has inferior capabilities when compared to the HMD, resulting in worst estimations, on average, in both the tested estimation methods. The causes of that are believed to be the incorrect stimulus of the peripheral vision of the user, the smaller FoV and the smaller immersion sense, as described by the participants of the experiment.

When searching for food, animals often make decisions of where to go, how long to stay in a foraging area and whether or not to return to the last visited spot. These decisions can be enhanced by cognitive traits and adjusted based on previous experience. In social insects such as ants, foraging efficiency have an impact on both individual and colony level. The present study investigated, in the laboratory, the effect of distance from food, capture success and food size, and reward rate on decisions of where to forage in Dinoponera quadriceps, a ponerine ant that forage solitarily and individually make their foraging decisions. We also investigated the influence of learning on the performance of workers over successive trips searching for food by measuring the patch residence time in each foraging trip. Four scenarios were created differing in food reward rates, food size offered and distances colony-food site. Our work has shown that as a rule-of-thumb, workers of D. quadriceps return to the place where a prey item was found on the previous trip, regardless of distance, food size and reward rate. When ants did not capture preys, they were more likely to change path to search for food. However, in one of the scenarios, this decision to switch paths when unsuccessful was less evident, possibly due to the greater variation of possible outcomes ants could experience in this scenario and cognitive constraints of D. quadriceps to predict variations of food distribution. Our results also indicated a learning process of routes of exploration as well as the food site conditions for exploration. After repeated trips, foragers reduced the patch residence time in areas that they did not capture food and quickly changed of foraging area, increasing their foraging efficiency.

The caatinga is considered the only exclusively Brazilian biome, with a total area of 735.000km². It is estimated that about 59% of this area has already been removed and only 2% are protected in conservations units. The region is characteristic by strong seasonality and heterogeneity in their environments. This paper sets generate information on morphological and population patterns Lanio pilatus in two areas of caatinga of Estação Ecológica do Seridó (ESEC – Seridó), Serra Negra do Norte - RN. Data collection was performed in six phases between July 2012 and December 2014, covering the end of the dry and rainy seasons in the region. The captures were performed with nets and individuals captured were marked with metal rings and measured (weight, wing length, tail, tarsus, culmen and tip of the bill to nostril). Through these measures, we observed that only males of open area range in weight during the dry and rainy season, youngs were significantly lower for all parameters measured, and males were larger than females in three characteristics (weight, wing length and tail) in open area and only one (wing length) in the closed area. The population parameters were generated from the mark-capture-recapture technique by program MARK, using the techniques of robust design and CJS. The survival probability of detection and population estimates varied with time. Only individuals of open area fluctuated in their estimates during the study. Overall, the environment was a great mediator of results which increases the need for more studies on the life history of the species in the region.

This study seeks to identify how creative environments of musical groups are configured in the Strategy as Practice perspective as theoretical, empirical and conceptual models. It develops within the theoretical framework, discussions on the context of the Creative Economy, Creative Industries, creative environment, organizational paradigm of Creative Economy, music as a creative environment and business, design and dynamics of Strategy as Practice and conjecture about the contextualism and other epistemological currents. The study is shaped as an exploratory and descriptive research, utilizing the qualitative method and being characterized as a Grounded Theory. A total of four musical groups of different styles, markets and areas of operation with over ten years of activity were surveyed. The Grounded Theory and simple observation methods were used for both data collection and analysis. The software ATLAS.ti. was used to help with the analysis. The research shows that the bands perceive the specialized expertise in the virtual social media as a strategic differentiator. It also shows that the groups nourish individuation and the differentiation in their relationship with the individual. Finally, it validates that these organizations get teams involved and value the dynamic design of their routines in strategic decision making, paying attention to a strategic social bias. Strategy and Creative Practice is the main category that emerged from the data. This category is explained through the three aforementioned results. It shows that organizations that are part of the Creative Economy perform simultaneously and dynamically creative and strategic making at both artistic and managerial levels.The theory created is validated by the principles of degree of coherence, functionality, relevance, flexibility, density and integration, and it is inserted in the contextualism principle, which points the knowledge as related to the context in which it is placed and discussed.

The localization of mobile robots in indoor environments finds lots of problems such as accumulated errors and the constant changes that occur at these places. A technique called global vision intends to localize robots using images acquired by cameras placed in such a way that covers the place where the robots movement takes place. Localization is obtained by marks put on top of the robot. Algorithms applied to the images search for the mark on top of the robot and by finding the mark they are able to get the position and orientation of the robot. Such techniques used to face some difficulties related with the hardware capacity, fact that limited their execution in real time. However, the technological advances of the last years changed that situation and enabling the development and execution of such algorithms in plain capacity. The proposal specified here intends to develop a mobile robot localization system at indoor environments using a technique called global vision to track the robot and acquire the images, all in real time, intending to improve the robot localization process inside the environment. Being a localization method that takes just actual information in its calculations, the robot localization using images fit into the needs of this kind of place. Besides, it enables more accurate results and in real time, what is exactly the museum application needs.

This thesis aims to understand the extent to which state capacities of state governments explain the effectiveness of the implementation of Programa Bolsa Família (PBF) in the Northeast, adopting the implementation of the theory as the main theoretical lens and more specifically the concept of state capacity. Methodologically is a study of public policy evaluation, and categorized as a process of evaluation study or implementation. Given the specificity of the object is classified as a multi case study research covering the states of Sergipe, Rio Grande do Norte and Bahia. In addition to using secondary data, the study used semi-structured interviews with members of Intersectoral Committees responsible for the actions of PBF and the Cadastro Único at the state level, composed of representatives of the areas of the state government of Social Welfare, Education and Health. the main findings related to technical and administrative capacities and policies were found: infrastructure with weakness in human resources, technological and financial resources; intra-governmental coordination with boundaries between PBF and Unified Social Assistance System , and the actions of conditionality of health and Health Unic System Basic Attention; intergovernmental coordination carried out mostly by the distance limitations of displacement and incipient regional decentralization of actions; based monitoring in the municipalities of lower performance and from the parameters placed by the federal government and political capacities; representative political system is hardly accessed by instances of program management; minor social participation and low articulation with related issues advice to PBF; audit control by any outside agencies. The thesis concludes that depending on the capabilities found implementing weaknesses are not unique to the program's actions, but from the very institutional capacity of the systems in which it operates that are the Unified Social Assistance System, the Health Unic System and the Educational System. In other words limitations of their own state capacities of the state governments and the municipal governments of each territory, such as quantitative insufficiency and qualification of human resources, financial and institutional resources, lack instance promoting decentralization (Intergovernmental and intra-governmental) as well the weakness or absence of a network of local social services are also factors that explain the program management performance and state capabilities of arrangements formed by states and municipalities in the PBF, only to partially deal with the complexity of joints involving Implementation of the program with regard to inter and intra-governmental action.

Location systems have become increasingly part of people's lives. For outdoor environments, GPS appears as standard technology, widely disseminated and used. However, people usually spend most of their daily time in indoor environments, such as: hospitals, universities, factories, buildings, etc. In these environments, GPS does not work properly causing an inaccurate positioning. Currently, to perform the location of people or objects in indoor environments no single technology could reproduce for indoors the same result achieved by GPS for outdoors environments. Due to this, it is necessary to consider use of information from multiple sources using diferent technologies. Thus, this work aims to build an Adaptable Platform for Indoor location. Based on this goal, the IndoLoR platform is proposed. This platform aims to allow information reception from diferent sources, data processing, data fusion, data storage and data retrieval for the indoor location context.
