Este artículo trata de abordar el uso dominante de los enfoques punitivos a los problemas de comportamiento en las escuelas, y se propone un enfoque de justicia restaurativa. En los Estados Unidos, y especialmente después de 1994, las políticas de tolerancia cero han transformado los problemas de control social en una crisis de graves proporciones. Estas políticas («tolerancia cero») parece que han servido, principalmente, para sólo marginalizar más a los chicos latinos y afroamericanos y para agravar, a largo plazo, los retos políticos, económicos y sociales del país. Sobre la base de las tradiciones de justicia restaurativa internacionales y la experiencia de los pueblos indígenas en los Estados Unidos, el objetivo de la justicia restaurativa es devolver a la víctima a la situación anterior al delito y reconstruir la relación del agresor tanto con el ofendido como con la comunidad. El artículo establece los principios que rigen un proceso de restauración, así como sus componentes esenciales.

This thesis examines three key moments in the intersecting histories of Scotland, Ireland and England, and their impact on literature. Chapter one Robert Bruce and the Last King of Ireland: Writing the Irish Invasion, 1315- 1826‘, is split into two parts. Part one, Barbour‘s (other) Bruce‘ focuses on John Barbour‘s The Bruce (1375) and its depiction of the Bruce‘s Irish campaign (1315-1318). It first examines the invasion material from the perspective of the existing Irish and Scottish relationship and their opposition to English authority. It highlights possible political and ideological motivations behind Barbour‘s negative portrait of Edward Bruce - whom Barbour presents as the catalyst for the invasion and the source of its carnage and ultimate failure - and his partisan comparison between Edward and his brother Robert I. It also probes the socio-polticial and ideological background to the Bruce and its depiction of the Irish campaign, in addition to Edward and Robert. It peers behind some of the Bruce‘s most lauded themes such as chivalry, heroism, loyalty, and patriotism, and exposes its militaristic feudal ideology, its propaganda rich rhetoric, and its illusions of freedom‘. Part one concludes with an examination of two of the Irish section‘s most marginalised figures, the Irish and a laundry woman. Part two, Cultural Memories of the Bruce Invasion of Ireland, 1375-1826‘, examines the cultural memory of the Bruce invasion in three literary works from the Medieval, Early Modern and Romantic periods. The first, and by far the most significant memorialisation of the invasion is Barbour‘s Bruce, which is positioned for the first time within the tradition of ars memoriae (art of memory) and present-day cultural memory theories. The Bruce is evaluated as a site of memory and Barbour‘s methods are compared with Icelandic literature of the same period. The recall of the invasion in late sixteenth century Anglo-Irish literature is then considered, specifically Edmund Spenser‘s A View of the State of Ireland, which is viewed in the context of contemporary Ulster politics. The final text to be considered is William Hamilton Drummond‘s Bruce’s Invasion of Ireland (1826). It is argued that Drummond‘s poem offers an alternative Irish version of the invasion; a counter-memory that responds to nineteenth-century British politics, in addition to the controversy surrounding the publication of the Ossian fragments. Chapter two, The Scots in Ulster: Policies, Proposals and Projects, 1551-1575‘, examines the struggle between Irish and Scottish Gaels and the English for dominance in north Ulster, and its impact on England‘s wider colonial ideology, strategy, literature and life writing. Part one entitled Noisy neighbours, 1551-1567‘ covers the deputyships of Sir James Croft, Sir Thomas Radcliffe, and Sir Henry Sidney, and examines English colonial writing during a crucial period when the Scots provoked an increase in militarisation in the region. Part two Devices, Advices, and Descriptions, 1567-1575‘, deals with the relationship between the Scots and Turlough O‘Neill, the influence of the 5th Earl of Argyll, and the rise of Sorley Boy MacDonnell. It proposes that a renewed Gaelic alliance hindered England‘s conquest of Ireland and generated numerous plantation proposals and projects for Ulster. Many of which exhibit a blurring‘ between the documentary and the literary; while all attest to the considerable impact of the Gaelic Scots in both motivating and frustrating various projects for that province, the most prominent of which were undertaken by Sir Thomas Smith in 1571 and Walter Devereux, 1st Earl of Essex in 1573.

Sleep has emerged in the past decades as a key process for memory consolidation and restructuring. Given the universality of sleep across cultures, the need to reduce educational inequality, the low implementation cost of a sleep-based pedagogy, and its global scalability, it is surprising that the potential of improved sleep as a means of enhancing school education has remained largely unexploited. Students of various socio-economic status often suffer from sleep deficits. In principle, the optimization of sleep schedules both before and after classes should produce large positive benefits for learning. Here we review the biological and psychological phenomena underlying the cognitive role of sleep, present the few published studies on sleep and learning that have been performed in schools, and discuss potential applications of sleep to the school setting. Translational research on sleep and learning has never seemed more appropriate.

It is a matter of pride that Costa Rica and the National University, both with extensive experience in the development of library we are the headquarters for the first time, an event that brings together three different activities on this theme: the Central American Seminar, Workshops and Standing Committee of the International Federation of Library Associations and Institutions, which will strengthen the monitoring and Manifestos on Public Libraries, Schools and Internet IFLA-UNESCO. Enquadramento teórico: A realização deste trabalho surgiu da própria vivência profissional enquanto professor de Educação Física, lidando com alunos sem perspectivas de futuro, desmotivados, de comportamento agressivo, e com alto grau de indisciplina, caracterizando um perfil violento. A escola atualmente aparece como palco de tensões e a preocupação é evidente já que a escola deve ser um local onde as relações do dia-a-dia traduzem respeito, harmonia, socialização e aquisição de normas e valores, onde os alunos constroem a sua personalidade e uma identidade. Objetivos: Analisar os tipos e frequência da violência no contexto escolar de escolas da rede pública e particular de ensino na cidade de Maceió; Analizar os factores geradores da violência e projetos minimizadores da mesma. Metodologia: Estudo descritivo, exploratório de natureza quantitativa, com 200 professores e 800 alunos de 6 escolas da Rede Pública e Particular de Ensino de Maceió-AL. Resultados: Predomínio de estudantes do sexo feminino, sendo 71,2% na escola pública e 58,% na escola particular, na faixa etária entre os 15-18 anos (65.5%) . Os professores foram de 65% do sexo feminino e 35% do sexo masculino na rede Publica e 45% e 55% na rede Particular, com idades entre os 20 e 60 anos, tendo sido 78% admitidos através de concurso público, com estabilidade vínculo efetivo nesta rede de ensino. Todos os professores da Rede Particular de Ensino atuam sob o regime de contrato com carteira assinada, seguindo a CLT (Consolidação das Leis do Trabalho). Forte predominância da violência verbal em ambos os tipos de instituições e em ambos os sexos e que se somadas perfazem um total superior a 75%. O sumatório de estudantes que em algum momento sofreu violência, nas duas escolas é de 11.4%. De realçar que 39,2% e 28% dos estudantes da escola pública e particular respectivamente informarem que ninguém o ajudou nestas situações. Na escola Publica os fatores mais relatados como geradores de violência foram: Uso de drogas com 14%, as famílias desestruturadas com 14% e a falta de educação doméstica com 13%. Na rede particular 45 % dos professores referem a desestruturação familiar e 35% a práticas de Bullying. Quando questionados sobre o sentimento de segurança na rede publica apenas 8% se sente seguro. Na rede particular, 65% afirmaram sentir-se seguros. Conclusões: A violência ocorre em ambas as escolas da rede pública ou particular, com menor proporção nas escolas da rede particular, tendo em vista que os projetos desenvolvidos, a estrutura física, e recursos humanos, estão presentes a contento. Ambos os públicos estudantis, convivem e se relacionam nesse mesmo cenário social extraescolar, e que carece ser ocupado em termos de políticas públicas que agreguem valor na formação desse jovem. This chapter will start by providing an overview of current knowledge about young people with learning disabilities who sexually abuse. Research cited will, unless otherwise indicated, be limited to UK studies since international variations in the definitions of both learning disability and sexual abuse make the use of a wider literature base problematic – particularly that relating to prevalence and incidence. It will then go on to report key findings from a recent study (Fyson et al, 2003; Fyson, 2005) which examined how special schools and statutory child protection and youth offending services in four English local authorities responded to sexually inappropriate or abusive behaviours exhibited by young people with learning disabilities. It will conclude by highlighting areas of current practice which give cause for concern, and suggest some pointers for future best practice.

This thesis examines digital technologies policies designed for Australian schools and the ways they are understood and interpreted by students, school staff, teachers, principals and policy writers. This study explores the ways these research participant groups interpret and understand the ‘ethical dimension’ of schools’ digital technologies policies for teaching and learning. In this thesis the ethical dimension is considered to be a dynamic concept which encompasses various elements including; decisions, actions, values, issues, debates, education, discourses, and notions of right and wrong, in relation to ethics and uses of digital technologies in schools. In this study policy is taken to mean not only written texts but discursive processes, policy documents including national declarations, strategic plans and ‘acceptable use’ policies to guide the use of digital technologies in schools. The research is situated in the context of changes that have occurred in Australia and internationally over the last decade that have seen a greater focus on the access to and use of digital technologies in schools. In Australian school education, the attention placed on digital technologies in schools has seen the release of policies at the national, state, territory, education office and school levels, to guide their use. Prominent among these policies has been the Digital Education Revolution policy, launched in 2007 and concluded in 2013. This research aims to answers the question: What does an investigation reveal about understandings of the ethical dimension of digital technologies policies and their implementation in school education? The objective of this research is to examine the ethical dimension of digital technologies policies and to interpret and understand the responses of the research participants to the issues, silences, discourses and language, which characterise this dimension. In doing so, it is intended that the research can allow the participants to have a voice that, may be different to the official discourses located in digital technologies policies. The thesis takes a critical and interpretative approach to policies and examines the role of digital technologies policies as discourse. Interpretative theory is utilised as it provides a conceptual lens from which to interpret different perspectives and the implications of these in the construction of meaning in relation to schools’ digital technologies policies. Critical theory is used in tandem with interpretative theory as it represents a conceptual basis from which to critique and question underlying assumptions and discourses that are associated with the ethical dimension of schools’ digital technologies policies. The research methods used are semi-structured interviews and policy document analysis. Policies from the national, state, territory, education office and school level were analysed and contribute to understanding the way the ethical dimension of digital technologies policies is represented as a discourse. Students, school staff, teachers, principals and policy writers participated in research interviews and their views and perspectives were canvassed in relation to the ethical use of digital technologies and the policies that are designed to regulate their use. The thesis presents an argument that the ethical dimension of schools’ digital technologies policies and use is an under-researched area, and there are gaps in understanding and knowledge in the literature which remain to be addressed. It is envisaged that the thesis can make a meaningful contribution to understand the ways in which schools’ digital technologies policies are understood in school contexts. It is also envisaged that the findings from the research can inform policy development by analysing the voices and views of those in schools. The findings of the policy analysis revealed that there is little attention given to the ethical dimension in digital technologies at the national level. A discourse of compliance and control pervades digital technologies policies from the state, education office and school levels, which reduces ethical considerations to technical, legal and regulatory requirements. The discourse is largely instrumentalist and neglects the educative dimension of digital technologies which has the capacity to engender their ethical use. The findings from the interview conversations revealed that students, school staff and teachers perceive digital technologies policies to be difficult to understand, and not relevant to their situation and needs. They also expressed a desire to have greater consultation and participation in the formation and enactment of digital technologies policies, and they believe they are marginalised from these processes in their schools. Arising from the analysis of the policies and interview conversations, an argument is presented that in the light of the prominent role played by digital technologies and their potential for enhancing all aspects of school education, more research is required to provide a more holistic and richer understanding of the policies that are constructed to control and mediate their use.

Statewide exit exams are often believed to have a positive impact on school effectiveness and the alignment between instructional practice and state standards because of their mandatory nature and the stakes attached for students and teachers. They may also, however, lead to teaching to the test and to a perceived de-professionalization of the teaching role. While some studies suggest a narrowing of contents and an increase in teacher-centered instruction, little is known about how the impact on instructional practices and teacher cognitions varies between different exam systems. This study compares the strategies teachers use to prepare their students for the exams at the end of upper secondary education in Finland, Ireland, and the Netherlands using a standardized questionnaire survey with responses from 385 teachers. The goal was to develop hypotheses about the relationship between differences in the exam procedures and the stakes attached, and the differences in teacher preparation strategies. The results suggest country-specific variations regarding teacher beliefs as to how much time should be spent on exam preparation; however, there were smaller differences in the strategies applied. Regression analyses indicated that the way in which preparation intensity was associated with the stakes for students and schools, and the attitudes towards the exams themselves varied across the three countries. The different exam systems appeared to affect preparation in markedly different ways, but nevertheless led to the exercise of comparable strategies. (DIPF/Orig.)

O Plano Tecnológico de Educação (PTE) pretendeu equipar tecnologicamente as escolas públicas de Portugal continental, procurando introduzir, por essa via, alterações e inovação no ensino e na aprendizagem. Neste contexto, importa destacar o papel que os coordenadores do PTE tiveram localmente, já que foram os responsáveis pela sua implementação dentro das escolas. Focámos assim a nossa investigação na figura dos CPTE, de forma a percebermos como o PTE tinha sido implementado e liderado nas escolas. Partimos de um enquadramento do problema, perspetivado em torno de três temas: a construção do Plano Tecnológico de Educação, destacando os seus três eixos e projetos, a problemática da incorporação das tecnologias de informação e comunicação na educação e o papel da liderança em projetos de inovação e mudança. O estudo empírico realizado apoiou-se fundamentalmente em métodos quantitativos, complementado por elementos qualitativos. Foi aplicado um inquérito a uma amostra com representação nacional, de 100 CPTE, de agrupamentos de escolas e escolas não agrupadas de Portugal continental com ensino secundário. Este inquérito permitiu perceber quem foram estes coordenadores ao definirmos o seu perfil relativamente às suas características pessoais e profissionais, às suas competências nas dimensões previstas para a função, bem como à sua liderança, neste caso concreto através da utilização do MLQ, de Bass & Avolio. Permitiu ainda determinar as condições de implementação do PTE e os principais constrangimentos. Os resultados obtidos comprovaram que nem todos os objetivos inicialmente propostos para o PTE foram concluídos ou implementados. No entanto, o balanço a nível tecnológico e de gestão é bastante positivo e menos a nível pedagógico. A liderança desempenhada pela generalidade dos CPTE enquadrou-se no perfil ideal identificado por Avolio & Bass (1995), onde as características de liderança transformacional são as mais manifestadas, complementando-se com algumas de liderança transacional.

A qualitative study was conducted in a large urban school district in the Mid-Atlantic region of the Unites States to investigate the perceptions of parents and teachers regarding the adjustment to sixth grade across school configurations. The investigation revealed the psychosocial and environmental factors that have an impact on sixth graders according to their grade span configurations. The study was conducted in the large urban school district, referred to as the “County,” which has a history of low and inconsistent achievement of sixth graders across a variety of grade span configurations. Through the analysis of the teacher and parent interviews conducted in two K-6 schools and two 6-8 middle schools, four themes were identified: transitioning, cultural awareness, social adjustment, and preparedness. The four themes emerged from the perceptions and observations of sixth graders, as shared by parents and teachers of sixth graders, according to their grade span configurations. Each of the responses was compared according to the identified grade span configuration K-6 and 6-8. From the data collected, recommendations were provided to the school district in which the study was conducted to better support teachers, parents, and sixth graders. Further research was also recommended of larger samples of sixth grade span configurations to better understand the complex dynamics of the relationships between grade span configurations for sixth graders and student achievement.

Costa Rica is a small country located in Central America, with an area of 51,100 square kilometers and a population of 2,192,410 inhabitants. The highest percentage of national budget, 26.73%, is dedicated to education. There are currently 360 kindergarten, schools and 317 colleges 3001, considering the different modes: academic, technical, agricultural, industrial, craft and art. These figures mean a huge effort for Costa Rican society is worth now the question what the country looks so large an investment? and what role school libraries are doing in achieving the goals of Education of Costa Rica? I believe unequivocally that those who lead us today reciprocated school libraries, we encourage the same spirit that is well expressed in the famous document UNESCO1. "Learning to Be".

In 2013, a series of posters began appearing in Washington, DC’s Metro system. Each declared “The internet: Your future depends on it” next to a photo of a middle-aged black Washingtonian, and an advertisement for the municipal government’s digital training resources. This hopeful discourse is familiar but where exactly does it come from? And how are our public institutions reorganized to approach the problem of poverty as a problem of technology? The Clinton administration’s ‘digital divide’ policy program popularized this hopeful discourse about personal computing powering social mobility, positioned internet startups as the ‘right’ side of the divide, and charged institutions of social reproduction such as schools and libraries with closing the gap and upgrading themselves in the image of internet startups. After introducing the development regime that builds this idea into the urban landscape through what I call the ‘political economy of hope’, and tracing the origin of the digital divide frame, this dissertation draws on three years of comparative ethnographic fieldwork in startups, schools, and libraries to explore how this hope is reproduced in daily life, becoming the common sense that drives our understanding of and interaction with economic inequality and reproduces that inequality in turn. I show that the hope in personal computing to power social mobility becomes a method of securing legitimacy and resources for both white émigré technologists and institutions of social reproduction struggling to understand and manage the persistent poverty of the information economy. I track the movement of this common sense between institutions, showing how the political economy of hope transforms them as part of a larger development project. This dissertation models a new, relational direction for digital divide research that grounds the politics of economic inequality with an empirical focus on technologies of poverty management. It demands a conceptual shift that sees the digital divide not as a bug within the information economy, but a feature of it.

As perturbações psiquiátricas e os problemas de saúde mental infantojuvenil têm vindo a merecer especial atenção por parte da comunidade científica, não só pelo facto de se estimar que 10 a 20% das crianças apresentem um ou mais problemas de saúde mental, não só por estes valores terem tendência a aumentar, mas também pelo impacto humano e financeiro que acarretam para a sociedade. Em Portugal, o Plano Nacional da Saúde Mental 2007-2016 é categórico ao afirmar a necessidade de promover a saúde mental infantojuvenil junto da população e ao salientar a importância do envolvimento e articulação com outras estruturas comunitárias ligadas à saúde, educação e direito de menores. Este trabalho vai de encontro a estas linhas de orientação, na medida em que procura identificar, desenvolver e implementar diversos aspetos inerentes à vertente comunitária da saúde mental infantojuvenil. Numa primeira fase é realizado um levantamento das reais necessidades da população infantojuvenil do concelho de Odemira e é definida uma rede de articulação entre os serviços de saúde, escolas e outras entidades locais com competência nesta área. De forma a melhorar a prestação dos cuidados e a garantir respostas adequadas às necessidades identificadas, também se procurou o individual desenvolvimento de competências especializadas na área da saúde mental infantojuvenil. Por último, atendendo à importância da implementação atempada de medidas preventivas de determinados fenómenos psicopatológicos, procurou-se treinar e desenvolver a capacidade de sensibilização e reforço de competências de uma bolsa populacional específica: a comunidade escolar. De um modo geral, os resultados obtidos demonstram aplicabilidade na prática clínica dos cuidados, contribuindo para a melhoria dos mesmos. Algumas das estratégias utilizadas constituem-se como ponto de partida para projetos futuros, podendo ser replicadas e adequadas a outros contextos de intervenção; ABSTRACT: LINK HEALTH-SCHOOL: the intervention in the community context Psychiatric disorders and problems of youth mental health have been given special attention by the scientific community, not only because it is estimated that 10-20% of children present one or more mental health problems, not only because these values have tendency to increase, but also the human and financial impact to society. In Portugal, the Mental Health National Plan 2007-2016 is emphatic in affirming the need to promote the mental youth health within the population and to emphasize the importance of the involvement and coordination with other community entities related to health, education and minors rights. This paper follows these guidelines, it tries to identify, develop and implement various aspects related to the Community part of youth health. In the first phase is carried out a survey of the real needs of youth population of the Odemira County and defined a network between health services, schools and other local organizations with expertise in this area. In order to improve the delivery of health care and ensure appropriate responses to the identified needs, also sought the individual development of expertise in the area of youth mental health. Finally, given the value of timely implementation of preventive measures of certain psychopathological phenomena, it sought to train and develop the awareness and skills improvement of a specific population: the school community. In general, the results prove the applicability of the procedures in clinical practice, contributing to a practice improvement. Some of the strategies used are the Foundation for future projects, they can be replicated and adapted to other contexts of intervention.

O presente trabalho de investigação teve como ponto de partida a questão "O contrato de autonomia representa ou não uma mais-valia no processo de desenvolvimento da organização escola?'; assumindo esta o eixo central deste trabalho: "Contributos da Avaliação Externa em dois Agrupamentos do Alentejo'’. Neste sentido, foram definidas algumas hipóteses de trabalho: em termos de visão/estratégia procurámos verificar se uma liderança forte, com objetivos definidos e hierarquizados, apresentando uma nova forma de gerir o currículo, provocará na escola uma maior aptidão para atingir as metas estabelecidas; quanto à motivação/empenho, se os órgãos de gestão da escola assumirem o processo de decisão e se responsabilizarem pelo mesmo, este facto constituirá uma mais-valia para a escola de modo a alcançar as metas propostas; no que concerne ao campo da inovação, procurámos constatar se a escola procura novos caminhos, novas soluções, facto esse que motivará o seu reconhecimento pela excelência; por último as parcerias e projetos, ou seja verificar se a existência de parcerias cativas e outras formas de associação favorecem o projeto de autonomia da escola. No que concerne ao estudo empírico, optámos por uma metodologia que privilegiou o estudo qualitativo dos dados apurados. Após apresentação dos dados recolhidos, da respetiva análise e interpretação, emitimos as nossas conclusões, entre as quais o facto da avaliação externa ter sido um facto de mudança na vida dos dois agrupamentos. Quer seja como fator de mudança e motivação para o crescimento do agrupamento como um todo, quer seja como fator de união de um agrupamento, trazendo à luz do dia as virtudes e os constrangimentos, encontrando soluções e caminhos através de um projeto de autonomia que se tornou um símbolo de todos. ABSTRACT: This work of investigation had as a starting point whether the question "The autonomy of schools becomes or not a better value in the development of the school organization?" being in the central issue of this thesis - "The contribution of externa! evaluation in two school groups from Alentejo". ln this sense, some hypothesis were defined: concerning vision/strategy we dryed to verify if a strong leadership with defined and hierarchyed objectives demonstrating new ways of managing the curriculum makes the school more capable of reaching the pre-established goals; concerning motivation/commitment, if the school management assumes the process of decision and take responsibility for it, will this be a best value for the school, in order to achieve their goal; relating to innovation, we try to establish if the school demands new ways, new solutions, bringing recognition "par excellence"; finally partnerships and projects, which intends to verify if the existence of active partnerships and others forms of association, would benefit the autonomy of the school. ln what concerns the empirical study we decided to choose a methodology which benefited the qualitative of gathered data. After the presentation of the collected results, its analysis and interpretation, we came to the conclusion, among others, that the external evaluation had been a drive for change in the two school groups. Whether as a factor of change and motivation for the development of the whole group, as well as a factor of union, bringing up the virtues and the mistakes, finding solutions and new ways through a project of autonomy which became a reference for everyone.
