The swordfish, Xiphias gladius, is a large migratory oceanic species. It is widely distributed in tropical, temperate, and sometimes cold waters of all oceans, and is usually found in areas with sea-surface temperatures above 13°C. It can reach a maximum size of 540 kg, and is a favorite food fish in many countries. It is excellent for steaks, canning, or teriyaki, the Japanese dish of meat grilled with sugar, soy sauce, and rice wine. Swordfish is harvested commercially throughout its distribution, in both coastal and high-seas fisheries. Sport fisheries for swordfish are very small compared to those for other billfishes, accounting for no more than a few hundred fish per year. (PDF file contains 284 pages.)

Greenland turbot (Reinhardtius hippoglossoides) is a commercially important flounder in both the North Atlantic and North Pacific Oceans. In the latter, its center of abundance is in the eastern Bering Sea and along the Aleutian Islands chain where its population is managed as a single stock. Harvest levels in this region of the North Pacific during the period 1970-81 were comparable with those in the northwest and northeast Atlantic, with annual average catches of 53,000 metric tons (t). However, the catch in 1984 dropped sharply to 23,100 t, in part because of reduced quotas arising from concern over continued poor recruitment and declining catch-per-unit-effort. Recruitment failure was manifested in 1) the sharp decline in the catch rate of young flsh in annual research trawl surveys on the continental shelf of the eastern Bering Sea and 2) an increasing proportion of older and larger fish in the commercial catch from the continental slope of both the eastern Bering Sea and Aleutian Islands. The cause ofthe decline in recruitment could not be clearly identifled. Greenland turbot of the Bering Sea-Aleutian Islands share certain distributional features with the North Atlantic form. There is an apparent bathymetric change in the size and age of fish, with younger animals occupying continental shelf depths and the older individuals residing at depths of the continental slope. At shallow depths the young are exposed to temperature fluctuations, whereas older animals along the slope are exposed to relatively stable temperatures. A hypothesis is proposed for describing the temporal and spatial paths by which young animals reach the mature or spawning portion of the population. (PDF file contains 38 pages.)

This paper includes information about the Pribilof Islands since their discovery by Russia in 1786 and the population of northern fur seals, Cailorhinus ursinus, that return there each summer to bear young and to breed. Russia exterminated the native population of sea Oilers, Enhydra lulris, here and nearly subjected the northern fur seal to the same fate before providing proper protection. The northern fur seal was twice more exposed to extinction following the purchase of Alaska and the Pribilof Islands by the United States in 1867. Excessive harvesting was stopped as a result of strict management by the United States of the animals while on land and a treaty between Japan, Russia, Great Britain (for Canada), and the United States that provided needed protection at sea. In 1941, Japan abrogated this treaty which was replaced by a provisional agreement between Canada and the United States that protected the fur seals in the eastern North Pacific Ocean. Japan, the U.S.S.R., Canada, and the United States again insured the survival of these animals with ratification in 1957 of the "Interim Convention on the Conservation of North Pacific Fur Seals," which is still in force. Under the auspices of this Convention, the United States launched an unprecedented manipulation of the resource through controlled removal during 1956-68 of over 300,000 females considered surplus. The biological rationale for the reduction was that production of fewer pups would result in a higher pregnancy rate and increased survival, which would, in turn, produce a sustained annual harvest of 55,000-60,000 males and 10,000-30,000 females. Predicted results did not occur. The herd reduction program instead coincided with the beginning of a decline in the number of males available for harvest. Suspected but unproven causes were changes in the toll normally accounted for by predation, disease, adverse weather, and hookworms. Depletion of the animals' food supply by foreign fishing Heets and the entanglement of fur seals in trawl webbing and other debris discarded at sea became a prime suspect in altering the average annual harvest of males on the Pribilof Islands from 71,500 (1940-56) to 40,000 (1957-59) to 36,000 (1960) to 82,000 (1961) and to 27,347 (1972-81). Thus was born the concept of a research control area for fur seals, which was agreed upon by members of the Convention in 1973 and instituted by the United States on St. George Island beginning in 1974. All commercial harvesting of fur seals was stopped on St. George Island and intensive behavioral studies were begun on the now unharvested population as it responds to the moratorium and attempts to reach its natural ceiling. The results of these and other studies here and on St. Paul Island are expected to eventually permit a comparison between the dynamics of unharvested and harvested populations, which should in turn permit more precise management of fur seals as nations continue to exploit the marine resources of the North Pacific Ocean and Bering Sea. Background: Colorectal cancer (CRC) is a disease of complex aetiology, with much of the expected inherited risk being due to several common low risk variants. Genome-Wide Association Studies (GWAS) have identified 20 CRC risk variants. Nevertheless, these have only been able to explain part of the missing heritability. Moreover, these signals have only been inspected in populations of Northern European origin. Results: Thus, we followed the same approach in a Spanish cohort of 881 cases and 667 controls. Sixty-four variants at 24 loci were found to be associated with CRC at p-values <10-5. We therefore evaluated the 24 loci in another Spanish replication cohort (1481 cases and 1850 controls). Two of these SNPs, rs12080929 at 1p33 (P-replication=0.042; P-pooled=5.523x10(-03); OR (CI95%)=0.866(0.782-0.959)) and rs11987193 at 8p12 (P-replication=0.039; P-pooled=6.985x10(-5); OR (CI95%)=0.786(0.705-0.878)) were replicated in the second Phase, although they did not reach genome-wide statistical significance. Conclusions: We have performed the first CRC GWAS in a Southern European population and by these means we were able to identify two new susceptibility variants at 1p33 and 8p12 loci. These two SNPs are located near the SLC5A9 and DUSP4 loci, respectively, which could be good functional candidates for the association signals. We therefore believe that these two markers constitute good candidates for CRC susceptibility loci and should be further evaluated in other larger datasets. Moreover, we highlight that were these two SNPs true susceptibility variants, they would constitute a decrease in the CRC missing heritability fraction.

If a product is being designed to be genuinely inclusive, then the designers need to be able to assess the level of exclusion of the product that they are working on and to identify possible areas of improvement. To be of practical use, the assessments need to be quick, consistent and repeatable. The aim of this workshop is to invite attendees to participate in the evaluation of a number of everyday objects using an assessment technique being considered by the workshop organisers. The objectives of the workshop include evaluating the effectiveness of the assessment method, evaluating the accessibility of the products being assessed and to suggest revisions to the assessment scales being used. The assessment technique is to be based on the ONS capability measures [1]. This source recognises fourteen capability scales of which seven are particularly pertinent to product evaluation, namely: motion, dexterity, reach and stretch, vision, hearing, communication, and intellectual functioning. Each of these scales ranges from 0 (fully able) through 1 (minimal impairment) to 10 (severe impairment). The attendees will be asked to rate the products on these scales. Clearly the assessed accessibility of the product depends on the assumptions made about the context of use. The attendees will be asked to clearly note the assumptions that they are making about the context in which the product is being assessed. For instance, with a hot water bottle, assumptions have to be made about the availability of hot water and these can affect the overall accessibility rating. The workshop organisers will not specify the context of use as the aim is to identify how assessors would use the assessment method in the real world. The objects being assessed will include items such as remote controls, pill bottles, food packaging, hot water bottles and mobile telephones. the attendees will be encouraged to assess two or more products in detail. Helpers will be on hand to assist and observe the assessments. The assessments will be collated and compared and feedback about the assessment method sought from the attendees. Drawing on a preliminary review of the assessment results, initial conclusions will be presented at the end of the workshop. More detailed analyses will be made available in subsequent proceedings. It is intended that the workshop will provide workshop attendees with an opportunity to perform hands-on assessment of a number everyday products and identify features which are inclusive and those that are not. It is also intended to encourage an appreciation of the capabilities to be considered when evaluating accessibility.

Transmission investments are currently needed to meet an increasing electricity demand, to address security of supply concerns, and to reach carbon-emissions targets. A key issue when assessing the benefits from an expanded grid concerns the valuation of the uncertain cash flows that result from the expansion. We propose a valuation model that accommodates both physical and economic uncertainties following the Real Options approach. It combines optimization techniques with Monte Carlo simulation. We illustrate the use of our model in a simplified, two-node grid and assess the decision whether to invest or not in a particular upgrade. The generation mix includes coal-and natural gas-fired stations that operate under carbon constraints. The underlying parameters are estimated from observed market data.

We conduct experiments to investigate the effects of different majority requirements on bargaining outcomes in small and large groups. In particular, we use a Baron-Ferejohn protocol and investigate the effects of decision rules on delay (number of bargaining rounds needed to reach agreement) and measures of "fairness" (inclusiveness of coalitions, equality of the distribution within a coalition). We find that larger groups and unanimity rule are associated with significantly larger decision making costs in the sense that first round proposals more often fail, leading to more costly delay. The higher rate of failure under unanimity rule and in large groups is a combination of three facts: (1) in these conditions, a larger number of individuals must agree, (2) an important fraction of individuals reject offers below the equal share, and (3) proposers demand more (relative to the equal share) in large groups.

The management of a fish aimed at maximising the fishing yield of the managed fish stock. There are models for the yield optimisation since long time. They are used so far mainly to optimise the fishing mortality. Starting point of this paper is a number of fish of an age group of a fish stock. This age group is accompanied over its lifetime. A result of the investigations is that the term growth over-fishing is linked not as frequently assumed exclusive with a too large fishing mortality, but likewise with a mismatch of the mesh opening. The investigations show that the fishing yield increases with the fishing effort on condition that fishing is carried out with an optimised mesh opening. For the calculated example Baltic cod data are used. At present the cod is caught far before reaching the yield optimum. Now the fish is substantially too small when it is caught and did not reach its optimal mass at this time. Therefore the sustainable fishing yield could be increased considerably by the optimasation of the mesh opening. During the conversion from the state of the art to fishing with optimised mesh sizes, however, a loss of profit has to be expected. A further advantage of the mesh enlargement is an increase of the spawning stock size accompanying with it, since the fish is caught at a later age. By the use of substantially larger mesh openings the cod has the opportunity to spawn several times and generate descendants and this will also lead to an increased yield in future. In addition better prices could be obtained at the market by catching larger cod.

Information is given about the results of the latest meeting of the Herring Assessment Working Group for the Area South of 62° N and the Baltic Fisheries Assessment Working Group, which were conducted in March and April at ICES headquarters in Copenhagen. The actual stock development and the catch options estimated for different assessment units of herring and sprat are presented. The spawning stock size of North Sea herring reached in 1998 for the first time since 1991 a level above the Minimum Biological Acceptable Level (MBAL) of 800 000 t. Keeping the fishery at the present level the spawning stock size should reach in 1999 a level of about 1.2 mio. t. For the Western Baltic Spring spawning herring stock no actual stock estimate was presented. Due to uncertainties in splitting the catches in North Sea autumn and Baltic spring spawners no analytical assessment was accepted.

[EN] Enforcement of rural policy measures within National Parks may have a particular importance as they may contribute to reach socioeconomic objectives devised for such areas. So this paper approaches as case study the application of a relevant rural development measure in the Northumberland National Park (NNP) –England, North East— over the period 2000-2008 in order to explore whether NNP makes any difference in terms of enforcing rural policy measures. The main research findings indicate that NNP may have some sort of positive impact on rural development, but support relying on tourism monoculture may be a background reason for undesired negative consequences.

Information is given about the last meeting of the ICES “Herring Assessment Working Group for the Area South of 62° N”, conducted from 9.-18. March 1998 in Copenhagen. The actual stock development and the catch option estimations for different assessment units of herring and sprat are presented. The spawning stock size of North Sea herring was in 1997 still below the “Minimum Biological Acceptable Level” (MBAL) of 800 000 t. Keeping the fishing mortalities at the present level, the spawning stock size should reach a level of about 1.1 million tons by end of 1998. For the Western Baltic pring spawning herring stock no actual stock parameters were estimated. Due to uncertainties in splitting the catches in North sea autumn and Baltic spring spawners no analytical assessment was accepted.
