Recent studies of the current state of rural education and training (RET) systems in sub-Saharan Africa have assessed their ability to provide for the learning needs essential for more knowledgeable and productive small-scale rural households. These are most necessary if the endemic causes of rural poverty (poor nutrition, lack of sustainable livelihoods, etc.) are to be overcome. A brief historical background and analysis of the major current constraints to improvement in the sector are discussed. Paramount among those factors leading to its present 'malaise' is the lack of a whole-systems perspective and the absence of any coherent policy framework in most countries. There is evidence of some recent innovations, both in the public sector and through the work of non-governmental organisations (NGOs), civil society organisations (CSOs) and other private bodies. These provide hope of a new sense of direction that could lead towards meaningful 'revitalisation' of the sector. A suggested framework offers 10 key steps which, it is argued, could largely be achieved with modest internal resources and very little external support, provided that the necessary leadership and managerial capacities are in place. The paper draws on a research project on innovative provision in an FE college for excluded and disaffected young people. The college offers places on vocational courses to students who are still of compulsory school age who have been excluded by or have persistently failed to attend or achieve in school. One set of themes to emerge relates to the experiences of the students: the role of personal relationships and, especially, relationships with teachers, in the breakdown of school placements; the importance both of good relationships with tutors, often expressed as 'being treated like an adult', and of a vocational and practical curriculum in successful re-engagement at college; and positive but highly instrumental and employment related attitudes to education. Another set of themes relates to the practical and organisational difficulties and the way that a lack of flexibility in 14-19 provision, especially while students are still of compulsory school age, creates difficulties for programmes of this kind. Finally the paper considers the tensions between pressures for accountability and outcome-driven measures and the aims of increasing participation and using education to address issues of social inclusion.

The paper reports a study of alternative pre- 16 provision in a college of further education for young people who were disaffected and/or non-attenders at secondary school. The data are derived from interviews with 26 of these young people who were 'success stories' for the programme in that they had continued attendance up to the end of Year 11 and, in a few cases, beyond. The interviews showed that, for the most part, school placements had broken down for these young people because of difficulties in personal relationships, in particular relationships with teachers. However, for a minority a perceived irrelevance of the school curriculum was also a factor. The young people were almost all positive about their experience at college and the vocational courses they were taking. A good atmosphere, good personal relationships and being treated as adults were the key features of their positive experience at college although their positive feelings about the particular course was related to its vocational relevance. Most of the young people said that education and training was important to them and that they planned further study. The paper tentatively concludes that it is poor personal relationships that are mainly responsible for the premature exit from school and that good personal relationships have enabled them to remain in education. However, their continued involvement in college and intentions for further study are strongly influenced by vocational factors. The positive tone on the results reflects the perceptions of the young people at the point of interview and the paper does not deal with the disadvantaged situation many of them may be in. Further research will focus on longer term outcomes for employment and training.

While learners’ attitudes to Modern Foreign Languages (MFL) and to Physical Education (PE) in the UK have been widely investigated in previous research, an under-explored area is learners’ feelings about being highly able in these subjects. The present study explored this issue, among 78 learners (aged 12-13) from two schools in England, a Specialist Language College, and a Specialist Sports College. Learners completed a questionnaire exploring their feelings about the prospect of being identified as gifted/talented in these subjects, and their perceptions of the characteristics of highly able learners in MFL and PE. Questionnaires were chosen as the data collection method to encourage more open responses from these young learners than might have been elicited in an interview. While learners were enthusiastic about the idea of being highly able in both subjects, this enthusiasm was more muted for MFL. School specialism was related to learners’ enthusiasm only in the Sports College. Learners expressed fairly stereotypical views of the characteristics of the highly able in MFL and PE. The relevance of these findings for motivation and curriculum design within both subjects is discussed.

Recent advances in dynamic Mirrlees economies have incorporated the treatment of human capital investments as an important dimension of government policy. This paper adds to this literature by considering a two period economy where agents are di erentiated by their preferences for leisure and their productivity, both private information. The fact that productivity is only learnt later in an agent's life introduces uncertainty to agent's savings and human capital choices and makes optimal the use of multi-period tie-ins in the mechanism that characterizes the government policy. We show that optimal policies are often interim ine cient and that the introduction of these ine ciencies may take the form of marginal tax rates on labor income of varying sign and educational policies that include the discouragement of human capital acquisition. With regards to implementation, state-dependent linear taxes implement optimal savings, while human capital policies may require labor income taxes that depend directly on agents' schooling.

Existe uma percepção generalizada de que os professores públicos brasileiros são mal remunerados. Dadas a relevância dos professores para o processo de ensino e a importância da remuneração como um incentivo à entrada, permanência e melhoria do desempenho de na carreira do magistério, o objetivo deste trabalho é avaliar a atratividade dos salários que os professores recebem nas escolas públicas de ensino básico brasileiras. Para tanto, foi utilizada a decomposição de Oaxaca (1973) aplicada aos dados da PNAD (Pesquisa Nacional por Amostra de Domicílios) para o período de 1995 a 2006 para calcular os diferenciais entre o salário desses professores públicos e os rendimentos que eles receberiam se estivessem em um dos seguintes grupos de comparação: demais ocupações do setor público, professores do setor privado e demais ocupações do setor privado. A análise indica que a atratividade da remuneração do magistério varia de acordo com o segmento de professores públicos comparados. Entre os principais resultados, obtivemos evidências que indicam que os professores com formação de nível médio possuem remunerações atrativas frente às demais ocupações, enquanto aqueles com formação de nível superior – justamente os que se quer atrair – encontram salários bem mais atrativos em ocupações alternativas. Além disso, dado o fato de homens conseguirem salários bem melhores que os das mulheres em ocupações alternativas, a remuneração do magistério é bem mais atrativa para mulheres que para homens. Por fim, obtivemos evidências de que a atratividade da remuneração de professores públicos é melhor para profissionais no início da carreira, mas pior para profissionais na etapa final da carreira – o que pode gerar abandono da carreira e prejudicar o desempenho desses professores. Deste modo, entende-se que os diversos resultados encontrados na análise segmentada da atratividade dos salários de professores públicos contribuem para o avanço na discussão de políticas salariais para o magistério para além de simples propostas de reajustes uniformes para toda a categoria.

This work consists of three essays organized into chapters that seek to answer questions at first sight unrelated, but with one common denominator, which is the scarcity of public resources devoted to education, overall, especially in lower education. . The first chapter deals with the scarcity of resources devoted to education in a context of population aging. Two hypotheses were tested for Brazilian municipalities on the relationship between the aging of the population and educational expenditure. The first, already proven in the literature, is that there is an intergenerational conflict for resources and the increase of the share of elderly in the population reduces the educational expenditure. The second, proposed here for the first time, is that there should be reduction of competition for resources if there is a relationship of co-residence between young and old. The results indicated that an increase in the share of elderly reduces the educational expenditure per youth. But the results also illustrate that an increase in the share of elderly co-residing with youth (family arrangement more common in Latin American countries) raises the educational expenditure, which reflects a reduction of competition for resources between generations. The second chapter assesses the allocative efficiency of investments in Higher Education. Using the difference between first-year and last-year students’ scores from Enade aggregated by HEI as a product in the Stochastic Production Function, is possible to contribute with a new element in the literature aimed at estimating the production function of education. The results show that characteristics of institutions are the variables that best explain the performance of students, and that public institutions are more inefficient than the private ones. Finally, the third chapter presents evidence that the allocation of public resources in early childhood education is important for a better future school performance. In this chapter was calculated the effects of early childhood education on literacy scores of children attending the 2nd grade of elementary school. The results using OLS and propensity score matching show that students who started school at the ages to 5, 4, and 3 years had literacy scores between 12.22 and 19.54 points higher than the scores of those who began school at the ages 6 years or late. The results also suggest that the returns in terms of literacy scores diminish in relation to the number of years of early childhood education.

This paper estimates the impact of the use of structured methods on the quality of education of the students in primary public school in Brazil. Structure methods encompass a range of pedagogical and managerial instruments applied to the education system. In recent years, several municipalities in the State of São Paulo have contracted out private educational providers to implement these structured methods in their schooling system. Their pedagogical proposal involves structuring curriculum contents, elaboration and use of teachers and students textbooks, and training and supervision of the teachers and instructors. Using a difference in differences estimation strategy, we find that the fourth and eighth grader students in the municipalities with structured methods performed better in Portuguese and Math than students in municipalities not exposed to the methods. We find no differences in approval rates. However, a robustness check is not able to discard the possibility that unobserved municipal characteristics may affect the results.

Este trabalho investiga os fatores associados à segregação de alunos entre o Ensino Superior provido publicamente e aquele oferecido pelo setor privado. Com base em dados da Pesquisa Nacional por Amostra de Domicílios (PNAD/IBGE), são encontrados indícios de que um ano a mais de estudo da mãe do aluno afeta positivamente (0,3 ponto percentual) a probabilidade de o aluno ingressar na rede pública. Em relação à qualidade do Ensino Superior, representada pela nota agregada ao longo do curso da prova objetiva do componente específico do Exame Nacional de Desempenho dos Estudantes (Enade), são encontradas evidências de uma maior qualidade do bem ofertado publicamente em comparação à rede privada: alunos de instituições públicas apresentam nota agregada 6,17 pontos mais elevada. Usando o método de decomposição de Oaxaca-Blinder sobre a nota do Exame Nacional do Ensino Médio (Enem) do aluno ingressante, encontra-se que apenas um terço do diferencial de -0,61 pontos na nota entre os alunos da rede privada e os da pública pode ser explicado pelas variáveis observáveis utilizadas, enquanto dois terços do diferencial estariam associados a variáveis não-observáveis, como a habilidade inata do aluno. A nota do Enem, líquida das demais variáveis observáveis, estaria representando, portanto, as características intrínsecas do aluno, inclusive habilidade. Ao se usar esta nota do Enem líquida como variável explicativa na decomposição da nota do Enade de formação geral do ingressante, tem-se que mais de 90% do diferencial de notas entre as redes de ensino podem ser explicados pelas observáveis, e a nota do Enem líquida é o principal fator responsável por explicar este diferencial de notas.
