Este texto sostiene que la ausencia de las mujeres en los procesos de paz no puede ser justificada aludiendo a su supuesta falta de experiencia en el dilogo y la negociacin, sino que obedece a la falta de voluntad para incluirlas en ellos. Las mujeres tienen una amplia experiencia en procesos de dilogo. Han sido capaces de liderar experiencias de dilogo en muchos contextos de conflicto armado, as como posblicos, pero ha habido una falta de esfuerzos deliberada para integrarlas en los procesos de paz formales. Tras exponer el marco de la investigacin, el texto aborda la implicacin de las mujeres en la construccin de paz y analiza el papel jugado por las mujeres en los procesos de paz, tomando los casos de Sri Lanka e Irlanda del Norte. El texto concluye afirmando que, como los procesos de paz estn tan imbuidos por el gnero como los conflictos armados, las mujeres deben ser incluidas en ellos y la perspectiva de gnero debe guiarlos.

Gracias al trabajo de las redes transnacionales de defensa los marcos legales internacionales se han adaptado a las nuevas dimensiones que han alcanzado los conflictos armados en los ltimos veinte aos. Esta investigacin estudia el papel de la Violence Against Women in War Network, Japan y del Women's Active Museum on War and Peace, como ejemplos de cmo los actores no gubernamentales pueden sensibilizar y transformar las normas nacionales e internacionales, el comportamiento de los Estados, los organismos supraestatales y a la sociedad en la que desarrollan su labor

The present work contains a general overview of the sentences of the Inter-American Court of Human Rights (IACtHR), which have recognised that crimes against humanity are pre-existing in customary law, and do not prescribe, nor can they be subject to amnesty or pardon. Specific attention is paid to the consequent restrictions and opportunities offered by said verdicts to countries such as Argentina, Chile, Uruguay and Peru, which find themselves in postconflict transition processes and where peace has been negotiated with certain groups and state structures that are responsible for carrying out crimes against humanity. In doing so, special attention is paid to the impact of the recognition of the nature of crimes against humanity on the notion of the principle of legality, stricto sensu; on the development and evolution of the doctrine and the practice of international human rights law in the inter-American context; and finally on the aforementioned processes of transitional justice.

El procs de pau a Irlanda del Nord demostra que cal explorar noves frmules de sobirania que prenguin en consideraci les demandes dels pobles i territoris en conflicte. La profunda transformaci dels elements simblics clssics de lestat-naci en el context de la Uni Europea ha contribut enormement a les perspectives de resoluci daquest vell conflicte. Els debats actuals se centren en la recerca de nous instruments de sobirania compartida adaptats a una realitat social complexa i plural. Aquest nou enfocament per trobar una soluci al conflicte irlands s particularment rellevant per al debat basc sobre la formulaci de solucions creatives i modernes a problemes similars didentitat i sobirania. La noci de sobirania compartida implementada a Irlanda del Nord una frmula per a relacions interdependents complexes t una rellevncia molt significativa per a la comunitat internacional i probablement es convertir en un model cada vegada ms potent i transcendent per a la resoluci de conflictes i la construcci de la pau.

The Barcelona Forum aimed to generate both a theoretical and practical discussion on decentralized governance and its capacity to promote peace, prevent conflict, advance human security and ensure greater governmental accountability. The Forum intended to review the theoretical strength of decentralization as a political tool and discuss how it can be properly implemented. Eight case studies were selected to be covered during the two days in order to draw conclusions and offer proposals for the future implementation of decentralization. The case of Catalonia and the decentralized experience of Spain was given special attention, as an example of successful decentralization. The other cases presented achievements and challenges and prompted discussions on both the validity and universality of decentralization as a way to promote and preserve peace. Topics such as ethnic and territorial divisions, democratic accountability, financial decentralization and distribution, resource sharing, and external implementation of decentralization through peace processes were discussed.

Aquesta relatoria correspon a les Jornades del Moviment per la Pau coorganitzades per la Federaci Catalana dONG per la Pau i lInstitut Catal Internacional per la Pau, i que es van desenvolupar a Barcelona durant els dies 13 i 14 de novembre de 2009. L'objectiu era reflexionar i debatre sobre els plantejaments dels quals parteix el moviment, la identificaci de noves realitats, els reptes de futur, i la possible adequaci a nous enfocaments o estratgies per incrementar la incidncia transformadora en el camp social i poltic.

Esta relatora corresponde al seminario internacional "Mesuring Peace. Initiatives, Limitations and Proposals" organizado por el Institut Catal Internacional per la Pau, y que tuvo lugar en Barcelona durante los das 4-5 de marzo de 2010. El ndice de Desarrollo Humano es el ms visible de los esfuerzos de los ltimos aos para tratar de mejorar las herramientas estadsticas, de tal manera que ofrezcan resultados ms prximos a las realidades sociales. En el mbito de la paz los intentos por crear nuevos mecanismos de medicin no han logrado avanzar ms all de la concepcin negativa de la paz, es decir, tan solo se ha llevado a cabo considerndola como ausencia de conflictos violentos. En este contexto el seminario organizado por el ICIP trataba de recoger las aportaciones de diferentes centros de investigacin que en los ltimos aos se han centrado en conceptualizar la paz positiva y las formas en que sta podra medirse.

Este Working Paper tiene como objetivo identificar las nuevas formas de trabajo y tendencias emergentes en el campo de la construccin de la paz. El destinatario de este informe es el ICIP, por lo que las conclusiones estn tambin enfocadas al plano operativo y a la posibilidad de integrar alguna de las prcticas descritas en su plan de actuacin ordinaria. El texto presenta una serie de nuevas realidades emergentes, como el crowdfunding y el crowdsourcing, la transparencia financiera e informativa o el impacto de las redes sociales, que afectan a la forma en la que abordamos la construccin de la paz a nivel internacional. Cada tendencia viene acompaada de uno o varios ejemplos concretos que ayudan a comprender ms fcilmente lo que est sucediendo en este terreno y qu podemos definir como innovacin social.

Syrian dry areas have been for several millennia a place of interaction between human populations and the environment. If environmental constraints and heterogeneity condition the human occupation and exploitation of resources, socio-political, economic and historical elements play a fundamental role. Since the late 1980s, Syrian dry areas are viewed as suffering a serious water crisis, due to groundwater overdraft. The Syrian administration and international development agencies believe that groundwater overexploitation is also leading to a decline of agricultural activities and to poverty increase. Action is thus required to address these problems.However, the overexploitation diagnosis needs to be reviewed. The overexploitation discourse appears in the context of Syria's opening to international organizations and to the market economy. It echoes the international discourse of "global water crisis". The diagnosis is based on national indicators recycling old Soviet data that has not been updated. In the post-Soviet era, the Syrian national water policy seems to abandon large surface water irrigation projects in favor of a strategy of water use rationalization and groundwater conservation in crisis regions, especially in the district of Salamieh.This groundwater conservation policy has a number of inconsistencies. It is justified for the administration and also probably for international donors, since it responds to an indisputable environmental emergency. However, efforts to conserve water are anecdotal or even counterproductive. The water conservation policy appears a posteriori as an extension of the national policy of food self-sufficiency. The dominant interpretation of overexploitation, and more generally of the water crisis, prevents any controversary approach of the status of resources and of the agricultural system in general and thus destroys any attempt to discuss alternatives with respect to groundwater management, allocation, and their inclusion in development programs.A revisited diagnosis of the situation needs to take into account spatial and temporal dimensions of the groundwater exploitation and to analyze the co-evolution of hydrogeological and agricultural systems. It should highlight the adjustments adopted to cope with environmental and economic variability, changes of water availability and regulatory measures enforcements. These elements play an important role for water availability and for the spatial, temporal, sectoral allocation of water resource. The groundwater exploitation in the last century has obviously had an impact on the environment, but the changes are not necessarily catastrophic.The current groundwater use in central Syria increases the uncertainty by reducing the ability of aquifers to buffer climatic changes. However, the climatic factor is not the only source of uncertainty. The high volatility of commodity prices, fuel, land and water, depending on the market but also on the will (and capacity) of the Syrian State to preserve social peace is a strong source of uncertainty. The research should consider the whole range of possibilities and propose alternatives that take into consideration the risks they imply for the water users, the political will to support or not the local access to water - thus involving a redefinition of the economic and social objectives - and finally the ability of international organizations to reconsider pre-established diagnoses.

Health Minister Edwin Poots today marked the roll-out of a ground-breaking hi-tech scheme which will enable more patients to monitor their health in their own homes. Following funding of 18m from the Department of Health, the newly named Centre for Connected Health and Social Care (CCHSC), part of the Public Health Agency, worked in partnership with business consortium TF3to establish the innovative Telemonitoring NI service. The service is now being delivered by the TF3 consortium in partnership with the Health and Social Care Trusts.Remote telemonitoring combines technology and services that enable patients with chronic diseases to test their vital signs such as pulse, blood pressure, body weight, temperature, blood glucose and oxygen levels at home on a daily basis. The service will now be rolled out to 3,500 patients across Northern Ireland per annum for a period of six years.Mr Poots today visited the home of Larne pensioner Michael Howard who has Chronic Pulmonary Obstructive Disorder (COPD) to hear how Telemonitoring NI has changed his life.During the visit Mr Poots said: "Chronic diseases such as heart disease, diabetes and COPD affect around three quarters of people over the age of 75. This is the generation from whom transport and mobility pose the biggest problems. The Telemonitoring NI service will allow thousands to monitor their vital signs without having to leave their own homes."It means that patients are able to understand and manage their condition better. Many say it has improved their confidence and given them peace of mind. With a health professional monitoring each patient's health on a daily basis, there is less need for hospital admission. Carers are also better informed with the pro-active support provided. It means earlier intervention in, and the prevention of, deterioration of condition, acute illness and hospital admissions."Telemonitoring NI is an excellent example of how the Health Service can innovateusing modern technology to deliver a better service for our patients."Eddie Ritson, Programme Director of CCHSC, PHA, said: "The roll-out of Telemonitoring NI represents a significant step towards providing quality care for the growing number of people with heart disease, stroke, some respiratory conditions and diabetes who want to live at home while having their conditions safely managed."This new service will give people more information which combined with timely advice will enable patients to gain more control over their health while supporting them to live independently in their own homes for longer."A patient will take their vital sign measurements at home, usually on a daily basis. and these will automatically be transmited to the Tf3 system. The resulting readings are monitored centrally by a healthcare professional working in the Tf3 triage team. If the patient's readings show signs of deterioration to an unacceptable level, they will be contacted by phone by a nurse working in a central team and if appropriate a healthcare professional in the patient's local Trust will be alerted to enable them to take appropriate action."Families and carers will also benefit from the reassurance that chronic health conditions are being closely monitored on an ongoing basis. The information collected through the service can also be used by doctors, nurses and patients in making decisions on how individual cases should be managed. "Using the service, Mr Howard, 71, who has emphysema - a long-term, progressive disease of the lungs that primarily causes shortness of breath - monitors his vital signs using the new technology every weekday morning. The information is monitored centrally and if readings show signs of deterioration to an unacceptable level, Mr Howard's local healthcare professional is alerted."Taking my readings is such a simple process but one that gives me huge benefits as it is an early warning system to me and also for the specialist nurses in charge of my care. Without the remote telemonitoring I would be running back and forward to the GPs' surgery all the time to have things checked out," he explained."Having my signs monitored by a nurse means any changes in my condition are dealt with immediately and this has prevented me from being admitted to hospital - in the past I've had to spend six days in hospital any time I'm admitted with a chest infection."The telemonitoring is not only reassuring for me, it also gives me more control over managing my own condition and as a result I have less upheaval in my life, and I'm less of a cost to the health care system. Most importantly, it gives me peace of mind and one less thing to worry about at my age."Patients seeking further information about the new telemonitoring service should contact their healthcare professional.

Pre-requisites for health are equity, minimum income, nutrition, peace, water, sanitation, housing, education, work, political will and public support (WHO, 1986). It has long been known that social disadvantage harms health (Black, 1980, Ettner, 1996). Many researchers have documented that those in lower socio-economic groups are more at risk of developing major chronic diseases such as cardiovascular diseases (Beaglehole and Yach, 2003, WHO, 2003a), diabetes (Wilder et al., 2005), and some cancers (Brunner et al., 1993, Strong et al., 2005), and are at a higher risk of having multiple risk factors associated with these diseases (Lynch et al., 1997). The living standards that many people enjoy and the behavioural choices they make are heavily determined by their access to resources such as income, wealth, goods and services (OFlynn and Murphy, 2001). The most prominent explanation between disadvantage and health is that lack of resources restricts access to the fundamental conditions of health such as adequate housing (Macintyre et al., 2003, Macintyre et al., 2005), good nutrition (Nelson et al., 2002) and opportunities to participate in society (McDonough et al., 2005). Each of these issues are very much influenced by material and structural factors inherent to and determined by fiscal, social and health policy (Graham and Kelly, 2004, Milio, 1986).

Several cases of therapeutic failure of praziquantel used for the treatment of urinary schistosomiasis have been reported. Alternative drugs, like niridazol and metrifonate, have shown a lower therapeutic effect and more side effects than praziquantel. Twenty-six Brazilian military men (median age of 29 years) with a positive urine parasitological exam who were part of a United Nation peace mission in Mozambique in 1994 were treated with 40 mg/kg body weight praziquantel, single dose. They swimmed in Licungo river (Mocuba city, Mozambique) during the weekends. After this, they presented haematuria, dysuria, polakiuria, and lumbar pain. Control cystoscopy examinations carried out between 6 and 24 months after each treatment (including two additional treatments at a minimum interval of 6 months) revealed the presence of viable eggs. Granulomas in the vesical submucosa were observed in 46.2% (12/26) of the individuals. A vesical biopsy confirmed the presence of granulomas in all of these patients and the presence of viable eggs in 34.3% (9/26) of individuals who no longer excreted eggs in urine. The eggs filled with miracidia showed characteristics of viability. Histopathological examination using different strains demonstrated therapeutic failure and the need for repeated treatment. In this study, we demonstrated a low efficacy of praziquantel in the treatment of schistosomiasis haematobia, and the necessity of the urinary bladder biopsy as criterion of cure.
