[EN]The present research work, based on some of the components of the Common Assessment Framework, sets to analyse the influence held by leadership in specific factors that constitute the organisational climate, and also the impact that these factors have on the quality of municipal public services. For the purposes of this study, we propose Likerts exploitative autocratic and participative leadership styles to explain the genesis, structure and workflow. As far as the organisational climate is concerned, the variables used are motivation, satisfaction, empowerment, conflict and stress. The main conclusions that arose was that a participative leader confers higher relevance to the quality of service, through motivation, satisfaction, empowerment and human resources positive results, than an exploitative autocratic leader. Performed contributions are based on the empiric research hereby presented, and new research guidelines are proposed. The research methodology used was qualitative, based on the case study.

Last year, Jisc began work with EDUCAUSE - the US organisation for IT professionals in higher education - to find out the skillset of the CIO of the future. One of the findings of our project was that many aspiring technology leaders find it difficult to make the step up. Louisa Dale, director Jisc group sector intelligence, talks through the learnings and opens a call for IT professionals to get involved in the next phase of work.

The aims of this paper are twofold. Firstly to characterise rural poverty and to give a broad overview of the agro-ecological, climatic and socio-economic conditions in Sri Lanka which shape poverty. Secondly to present the methodology employed to screen suitable field research areas and the techniques subsequently used to carry out Rapid Rural Appraisal in two upper-watersheds villages. Also presented are details of a concurrent stakeholder analysis that aimed to investigate the capacity of secondary stakeholders to promote sustainable aquatic resource development and to invite their participation in the formulation of a participatory research agenda.[PDF contains 58 pages]

RRAs were carried out in two Small Tank Cascade systems (STCs) of North West Province, Sri Lanka (less than 1000 ha total watershed area). A total of 21 tanks and 7 villages were investigated with primary emphasis on two upper watershed communities. The two systems differ primarily in their resource base; namely rainfall, natural forests and proximity to large scale perennial irrigation resources. [PDF contains 86 pages]

The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. [SPA] Las disciplinas artsticas siempre han sido un campo tan beneficioso como poco utilizado en educacin. En esta propuesta de taller de teatro musical en educacin primaria se ha indagado en el mundo de la pedagoga teatral y su relacin con la msica y el juego como tcnicas de transmisin de valores y desarrollo de aprendizajes. La puesta en prctica mediante el diseo e implementacin de un taller por parte del mediador ha logrado que los alumnos muestren avances significativos en diversos campos como el autoconocimiento corporal o el descubrimiento de nuevos gneros musicales, adems de favorecer a la dinmica grupal dentro y fuera del taller. De cara al futuro, este proceso ha abierto las puertas a nuevas propuestas en el mbito de la dramatizacin infantil as como al inters formativo del propio educador.

The high density of meres and mosses in the Delamere area comes from numerous moraine-hollows formed after the melting of stranded ice-blocks following last glaciation. The main vegetation is of conifers along with some deciduous species and the area was designated as a National Forest Park in 1987. It has been managed since the beginning of the 19th century and is a popular tourist area with walking, orienteering, cycling and educational activities. In recent years this forest park has been attracting over half a million people per year. This paper studies the limnology of different aquatic habitats in the Delamere Forest area in order to give some insight into the waters of a coniferous, temperate forest area, which has so far been largely unexplored. The authors assume therefore, thought that despite apparent large variability in origin, age, surface area, morphometry, catchment size and hydraulic regime, the waters of Delamere Forest might share some revealing chemical and biological features. Seven water-bodies in the Delamere Forest Park area, namely, Black Lake, Blakemere Moss, Delamere Lake, Delamere Quarry, Hatchmere, Windyhowe Farm Spring and Fir Brook were sampled, their water chemistry and dissolved organic carbon and the occurrence of phytoplankton and zooplankton species examined. In a final chapter the authors analyse their findings for patterns.

This project will examine cultural differences and dimensions and how they affect negotiations and intercultural management. It is necessary to consider that the cultural characteristics of each society, which in turn is made of different individuals, make intercultural relations complex and with many subtleties. We will apply these proposals to draw a comparison between Spain and two Southeast Asian countries: India and Sri Lanka using Hofstedes cultural dimensions.This project will examine cultural differences and dimensions and how they affect negotiations and intercultural management. Este estudo investigou a implementao da Poltica Nacional de Educao Permanente da Sade (PNEPS) no Estado do Rio de Janeiro, durante o ano de 2006. A PNEPS, fundamentalmente, visa mudana das prticas de sade por meio da educao permanente em servio pela problematizao do cotidiano do trabalho em sade. No percurso da descentralizao, preconizada tanto pelo Sistema nico de Sade como pela PNEPS, o territrio de eleio para a investigao foi o do Municpio de Terespolis, apresentado segundo os parmetros utilizados para o clculo do ndice de Desenvolvimento Humano. A pesquisa se concentrou na Secretaria Municipal de Sade e nas rodas de consenso do Plo de Educao Permanente em Sade da Regio Serrana do Estado do Rio de Janeiro. A metodologia utilizou a triangulao de dados procedentes das tcnicas da observao participante, da consulta a fontes documentais pertinentes e de dez entrevistas semi-estruturadas feitas com gestores da Secretaria Municipal de Sade. O material narrativo, das entrevistas, foi transcrito e submetido anlise do discurso. O campo aportou dados inusitados para a anlise da implementao da PNEPS. Tanto a prefeitura como a UNIFESO compartilham da mesma liderana poltica, com repercusses na gesto do Sistema nico de Sade e na educao formal em sade. Embora o Programa de Sade da Famlia gere demandas para a PNEPS, o cruzamento e a sobrecarga das aes assistenciais com as educativas, nesta instncia, mediadas pelo mesmo profissional da sade, tambm preceptor da UNIFESO, trazem repercusses para ambas as iniciativas. Principalmente, obstaculizam propostas educativas para as demandas de trabalhadores e de usurios. Finalmente, no que concerne s polticas pblicas, o estudo demonstrou a presena do modelo centro-periferia em escala municipal, semelhana daquele de dimenses mundial e federal, expresso pela descentralizao de aes com centralizao de recursos.

Este trabalho tem como problema central verificar se a integrao do ensino mdio facultada pelo Decreto n. 5.154/04 poder constituir-se, ainda que sob os limites do capitalismo, num caminho que contribua para a concretizao de uma concepo educacional voltada para a politecnia, tomando como referncia a legislao educacional brasileira, no que diz respeito ao ensino mdio e educao profissional tcnica de nvel mdio a partir da promulgao da LDB n. 9.394/96 e, tendo como foco principal de anlise as disposies do Decreto n. 5.154/04 e as circunstncias que eventualmente contribuem para que ele se constitua no caminho referido. Seu objetivo analisar a precariedade, as limitaes de alcance, mas tambm, as possibilidades do decreto como caminho alternativo na construo de outra concepo educacional, na perspectiva de superao do modelo vigente de inspirao neoliberal. O pressuposto ponto de partida de que uma fundamentao terico-metodolgica, epistemolgica e tico-poltica calcada na formao omnilateral e/ou politcnica que alcance significativamente os fruns docentes, no mbito do ensino mdio e da educao profissional tcnica de nvel mdio, d suporte para que o Decreto n. 5.154/04 constitua-se de fato, numa possibilidade de travessia rumo superao da concepo educacional de matiz neoliberal. No entendimento de que isso, todavia, no algo que possa ocorrer espontaneamente, pelo contrrio. Entendendo que a possibilidade dessa travessia implica uma intencionalidade e a disputa de um projeto que tambm social. Uma preocupao se revela recorrente ao longo do trabalho: o que fazer? Face opacidade do tempo presente prdigo em reduzir o oxignio das nossas esperanas, em exaurir a possibilidade de se conceber uma sociabilidade que, diferente desta, tenha o homem como centro, agir de que maneira? E, principalmente, como propor uma ao que no parea histrinica, descolada das atuais condies de tempo e espao? Ao otimismo da vontade, ainda que face ao pessimismo da razo do pensamento gramsciano somamos utopia e poesia na expectativa de tornarmos a dimenso da transcendncia mais tangvel. Para lembramos que o homem pode ser maior do que o acabrunhado papel para ele determinado pelo sistema dominante. Com a inteno de dialogarmos com as experincias que se do no cho das escolas, realizamos uma pesquisa intencional no campo emprico e atravs de dados colhidos junto a dirigentes e professores de trs instituies da rede federal de educao tecnolgica, de trs unidades da federao, procuramos confrontar as informaes obtidas com os principais argumentos apresentados no trabalho.
