This work supported drafting project management guidance for the Iowa Department of Transportation (DOT). The goal is to incorporate a greater focus on project management in their project development process. A technical advisory committee (TAC) was assembled to accomplish this effort. The TAC took into consideration the current status of project management with the Iowa DOT, their experience during the demonstration workshop held in Iowa as part of the implementation assistance they received, the project management peer exchange hosted by the Iowa DOT, and additional examples of project management that were presented. With this basis, the TAC participated in a number of discussions to develop draft guidance for the foundation of a Project Management Office (PMO) within the Iowa DOT. The final report describes the process that was used in establishing this guidance. The report details the decisions and decision process that the TAC employed in this endeavor and provides additional thoughts and insight into the draft guidance. Appendix A includes the draft guidance in the form of PMO function details and detailed lists of project management roles and responsibilities. Appendix B includes a starter list of project management resources for the PMO.

With the disorganized decentralization occurred in Brazil after the 1988 Constitution, municipalities have risen to the level of federal entities. This phenomenon became known as "municipalism" also brought some negative effects such as low capacity financial, economic and political of these entities. In the face of this reality , the municipalities sought in models of collaborative features to address public policy issues ultrarregionais, one of these models are the Public Consortia. Characterized as the organization of all federal entities that aim to solve public policy implementation alone that they could not, or spend great resources for such. This reality of the municipalities have an aggravating factor when looking at the situation in Metropolitan Regions (MRs). This is because the RMs has a historical process of formation that does not encourage cooperation, since that were created top-down during the military regime. Furthermore, the metropolitan municipalities have significant power asymmetries, localist vision, rigidity earmarked revenues, different scenarios conurbation, difficulty standardization of concepts and others that contribute to the vision of low cooperation of these metropolitan areas. Thus, the problem of this work is in the presence of collaborative arrangements, such as the Public Consortia in metropolitan areas, which are seen as areas of low cooperation. To elucidate this research was used for analysis the cases of CONDIAM/PB and Consórcio Grande Recife/PE, because they are apparently antagonistic, but with some points of similarity. The cases has as foundation the Theory of Common Resources, which provides the possibility of collective action through the initiative of individuals. This theory has as its methodology for analyzing the picture IAD Framework, which proposes its analysis based on three axes: external variables, the arena of action and results. The nature of the method of this research was classified as exploratory and descriptive. For the stage of date analysis, was used the method of document analysis and content, Further than of separation of the cases according to theur especificities. At the end of the study, noted that the CONDIAM/PB was a strategy of municipal government of Joao Pessoa to attract funds from the Federal Government for the purpose of to build a landfill, and over the years the ideology of cooperation was left aside, the prevailing view localist municipalities. In the case of Consórcio Grande Recife/PE, members act with some degree of cooperation, especially the collaborative aspect of the region, however, still prevails with greater strength the power of the state of Pernambuco in the decisions and paths of the consortium. Thus, was conclude that the Public Consortia analyzed are an experience of collaborative arrangement, from the initiative of members, as the theory of common resources says, but has not actually signed as a practice of collective action to overcome the dilemmas faced by metropolitan areas

La evaluación del desempeño se ha convertido en un factor crítico para el éxito de las organizaciones, ya que realizarla de forma consciente y adecuada permite tomar decisiones y acciones que llevan a la obtención de mejores resultados. El presente trabajo muestra el impacto que tiene la evaluación del desempeño en los demás procesos de Gestión Humana: Incorporación, Desarrollo Humano (Formación y Capacitación, Plan Carrera y Bienestar) y Compensación. Se realizó una encuesta a los colaboradores de una empresa de servicio de tercerización de procesos de negocio (o BPO por sus siglas en inglés) de la ciudad de Medellín para conocer la percepción que tienen acerca de la importancia y utilidad de la evaluación de desempeño dentro de la organización, realizando una comparación con la teoría y encontrando que existen algunos procesos que las personas sienten que no son tan impactados por la evaluación del desempeño, por ejemplo, selección. Se plantea un modelo capaz de demostrar la forma como afecta la evaluación del desempeño los demás procesos de Gestión Humana y los resultados de la organización desde el momento en que la persona se incorpora a la misma, siendo fundamental el rol de los líderes, el análisis de las competencias de las personas y la alineación con la estrategia organizacional.

By law, Title I schools employ teachers who are both competent in their subject knowledge and State certified. In addition, Title I teachers receive ongoing professional development in technology integration and are equipped with the latest innovative resources to integrate technology in the classroom. The aim is higher academic achievement and the effective use of technology in the classroom. The investment to implement technology in this large urban school district to improve student achievement has continued to increase. In order to infuse current and emerging technology throughout the curriculum, this school district needs to know where teachers have, and have not, integrated technology. Yet the level of how technology is integrated in Title I schools is unknown. This study used the Digital-Age Survey Levels of Teaching Innovation (LoTi) to assess 508 Title I teachers’ technology integration levels using three major initiatives purchased by Title I— the iPads program, the Chromebook initiative, and the interactive whiteboards program. The study used a quantitative approach. Descriptive statistics, regression analysis, and statistical correlations were used to examine the relationship between the level of technology integration and the following dependent variables: personal computer use (PCU), current instructional practices (CIP), and levels of teaching innovation (LoTi). With this information, budgetary decisions and professional development can be tailored to the meet the technology implementation needs of this district. The result of this study determined a significant relationship between the level of teaching innovation, personal computer use, and current instructional practices with teachers who teach with iPad, Chromebook, and/or interactive whiteboard. There was an increase in LoTi, PCU, and CIP scores with increasing years of experience of Title I teachers. There was also a significant relationship between teachers with 20 years or more teaching experience and their LoTi score.

Stakeholder engagement is important for successful management of natural resources, both to make effective decisions and to obtain support. However, in the context of coastal management, questions remain unanswered on how to effectively link decisions made at the catchment level with objectives for marine biodiversity and fisheries productivity. Moreover, there is much uncertainty on how to best elicit community input in a rigorous manner that supports management decisions. A decision support process is described that uses the adaptive management loop as its basis to elicit management objectives, priorities and management options using two case studies in the Great Barrier Reef, Australia. The approach described is then generalised for international interest. A hierarchical engagement model of local stakeholders, regional and senior managers is used. The result is a semi-quantitative generic elicitation framework that ultimately provides a prioritised list of management options in the context of clearly articulated management objectives that has widespread application for coastal communities worldwide. The case studies show that demand for local input and regional management is high, but local influences affect the relative success of both engagement processes and uptake by managers. Differences between case study outcomes highlight the importance of discussing objectives prior to suggesting management actions, and avoiding or minimising conflicts at the early stages of the process. Strong contributors to success are a) the provision of local information to the community group, and b) the early inclusion of senior managers and influencers in the group to ensure the intellectual and time investment is not compromised at the final stages of the process. The project has uncovered a conundrum in the significant gap between the way managers perceive their management actions and outcomes, and community's perception of the effectiveness (and wisdom) of these same management actions.

The purpose of this thesis is to consider the factors that impact decision making in city park settings, with specific emphasis given to wildlife. Additionally, professional bias was considered as a possible response determinant. Studies connecting perceptions of wildlife and Illinois park managers have been rare or nonexistent, but offer the potential for the improvement of management strategies and recreational opportunities. Data was collected using mixed methods. City recreation practitioners statewide were invited to complete a self-administered questionnaire considering wildlife as a decision-making factor in land acquisition or restoration decisions. A small follow-up sample of park managers was interviewed via telephone for further explanation of their response. Analysis of responses from questionnaires and interviews suggested that wildlife habitat is a factor in land use decision making, but is not considered one of the highest importance. Respondents identified that nuisance wildlife, access to wildlife, and public value of wildlife were also factors in decision making. Factors associated with a high-ranking of the importance of wildlife were agencies with a high number of natural area acres, a high number of overall park acreage, personnel devoted to natural area management, the presence of hiking trails, and cities with a large population. Professional bias of recreation managers was suggested via anecdotal interview data, but could not be empirically connected with wildlife-related decision-making processes, as no managers identified themselves as having completed formal wildlife-related training. As a result, management implications include separate training for both practitioners and public. This study broadens the understanding of wildlife management in city park settings, and reaffirms that further understanding of public and pracitioner values of wildlife will lead to improved land use decisions and recreationally valuable experiences.

The theme of teacher education has always been rich in discussion and presents an abundant literature on the subject. Historically this topic has generated concerns in both development bodies and universities / schools where these people learn or are engaged in professional work. Training teachers is complex and these elements of complexity make necessary a review of paradigms of initial and continuing education. Despite the efforts of the past decades, the lack of teachers in some areas of knowledge is still a big concern, and it can become even worse in the future, what reinforces the importance of new decisions and new directions in order to change this situation. Therefore, the university-school relationship is of fundamental importance, linking and articulating theory and school practice, contextualizing knowledge, renewing and adapting curricula to current times and spaces in order to be able to improve and recover the social and professional value of teachers. From this perspective the education public policies should turn to the encouragement and the rescue of values and principles in quality teacher training. In the course comes the Institutional Teaching Initiation Scholarships Program - PIBID as an innovative program of teacher education working and adding essential factors to the university-school to reinforce good teaching practices taking up the role of co-developer schools. This research is aimed at analyzing the factors that PIBID inserts in the university-school relationship within IFPR Campus Palmas. The theoretical route was marked by authors as Edgar Morin (2003, 2010a, 2010b, 2012), Enrique Leff (2002a, 2002b, 2003, 2010), Boaventura Sousa Santos (1988, 2010a, 2010b, 2013) Menga Lüdke (2005, 2013), Demerval Saviani (2000, 2013), Paulo Freire (2011), among others, among them official documents of PIBID were used in this research too. The methodological approach with exploratory approach, descriptive explanatory was of fundamental importance through data collected by the documentary analysis (BRAZIL, 2007, 2009, 2013) and in the focus groups activities (GATTI, 2012). The focus groups interlocutors constituted of three groups: Area Coordinators, supervisors and teaching initiation scholarships. The categories were defined a priori from the Programme's objectives and emerging categories identified from the analysis process. After both documentary and interlocutors analysis, it was possible to identify that PIBID inserts the following factors in the university-school relationship: the Recognition of the Profession; Innovative Program and Dialogues of Knowledge. For the recognition of the profession mainly because it is an initial and continuing education program; it approximates theory and practice; upgrades the role of the teacher at school and motivates methodological innovations. This Innovative Program promotes the role of co-educational school and it also approximates knowledge of the school reality and promotes the continuous training. The third emerging category university-school relationship promotes dialogs of knowledge; bringing together theory and practice; it allows information exchange and opens new perspectives for teacher training. Finally, it is possible to realize that besides being a new program, PIBID has promoted visible changes through the actions carried out by all subprojects in partnerships between universities and schools, restoring and giving new meanings to the pedagogical practices.

Numa época em que nos regemos, cada vez mais, pela Ciência e Tecnologia é fundamental que os cidadãos estejam devidamente informados, exercendo uma cidadania plena, tomando decisões fundamentadas e intervindo na sociedade. Para viabilizar estes intentos, é importante que a educação científica se inicie nas escolas o mais cedo possível, para a edificação de futuros cidadãos cientificamente literatos. Apesar das dificuldades manifestadas pelos professores na implementação do ensino das Ciências nas escolas do 1.º Ciclo do Ensino Básico (1.º CEB), são várias as potencialidades que têm vindo a ser atribuídas a este campo curricular. Com este estudo pretendeu-se descrever e interpretar as conceções de ensino e aprendizagem de professores do 1.º CEB, no contexto do Programa de Formação em Ensino Experimental das Ciências (PFEEC), bem como averiguar como implementam as atividades práticas de índole experimental e investigativo em sala de aula, e quais as dificuldades sentidas durante a sua realização. Para atingir estas finalidades, utilizou-se uma abordagem metodológica de orientação interpretativa, de base naturalista, recorrendo-se ao método de estudo de casos múltiplos, fazendo-se uso de distintos instrumentos de recolha de dados: observação naturalista, entrevistas, notas de campo e documentos escritos. Participaram neste estudo três professoras do 1.º CEB, pertencentes a duas escolas do concelho de Faro. Os resultados evidenciaram que a maioria das conceções das professoras relativamente às categorias edificadas foram modificadas após a frequência do PFEEC. Contudo, outras aparentam estar fortemente enraizadas. Estas mudanças que ocorreram parecem estar relacionadas com a modificação das ações, atitudes e sentimentos das professoras que se coadunaram com a metodologia de trabalho defendida pelo PFEEC, culminando na modificação das suas práticas letivas. Durante a planificação e implementação das atividades as professoras manifestaram algumas dificuldades e constrangimentos. Todavia, no decorrer do PFEEC, estes obstáculos foram sendo minimizados; IMPACT OF A TRAINING PROGRAMME ON THE CONCEPTIONS AND PRACTICES OF PRIMARY SCHOOL TEACHERS ABSTRACT: In an era in which we are governed, more and more, by Science and Technology, it is fundamental that citizens are properly informed; exercising full citizenship; making fundamental decisions and intervening in society. To enable these intentions, it is important that scientific education takes place in schools as soon as possible, so as to edify future scientifically literate citizens. Despite the teachers' difficulties in implementing Science teaching in Primary Schools, there are many potentialities that have come to be attributed to this curricular field. This study is intended to describe and interpret science learning and teaching conceptions of the Primary School teachers, in the context of the Training Programme in Experimental Science Teaching (PFEEC), as well as determine how they implement the experimental science and inquiry based learning activities in the classroom, and take into account what experienced difficulties occur during their execution. To reach these goals, a methodological approach of interpretive orientation, on a naturalistic basis, using a method of multiple case study, by means of distinct data collection tools was used: naturalistic observation, interviews, field research notes and written documents. Three Primary School teachers of the municipality of Faro took part in this study. The results showed that the majority of the teachers' conceptions in relation to the edified categories were modified after the attendance of the PFEEC. However, others seem to be deeply rooted. These changes that occurred seem to be related to the modification of actions, attitudes and feelings of the teachers who complied with the work methodology defended by the PFEEC, culminating in the modification of their session practices. During the planning and implementation of the activities, the teachers showed some difficulties and constraints. Nevertheless, during the PFEEC, these obstacles were minimized.

Over the last decade, success of social networks has significantly reshaped how people consume information. Recommendation of contents based on user profiles is well-received. However, as users become dominantly mobile, little is done to consider the impacts of the wireless environment, especially the capacity constraints and changing channel. In this dissertation, we investigate a centralized wireless content delivery system, aiming to optimize overall user experience given the capacity constraints of the wireless networks, by deciding what contents to deliver, when and how. We propose a scheduling framework that incorporates content-based reward and deliverability. Our approach utilizes the broadcast nature of wireless communication and social nature of content, by multicasting and precaching. Results indicate this novel joint optimization approach outperforms existing layered systems that separate recommendation and delivery, especially when the wireless network is operating at maximum capacity. Utilizing limited number of transmission modes, we significantly reduce the complexity of the optimization. We also introduce the design of a hybrid system to handle transmissions for both system recommended contents ('push') and active user requests ('pull'). Further, we extend the joint optimization framework to the wireless infrastructure with multiple base stations. The problem becomes much harder in that there are many more system configurations, including but not limited to power allocation and how resources are shared among the base stations ('out-of-band' in which base stations transmit with dedicated spectrum resources, thus no interference; and 'in-band' in which they share the spectrum and need to mitigate interference). We propose a scalable two-phase scheduling framework: 1) each base station obtains delivery decisions and resource allocation individually; 2) the system consolidates the decisions and allocations, reducing redundant transmissions. Additionally, if the social network applications could provide the predictions of how the social contents disseminate, the wireless networks could schedule the transmissions accordingly and significantly improve the dissemination performance by reducing the delivery delay. We propose a novel method utilizing: 1) hybrid systems to handle active disseminating requests; and 2) predictions of dissemination dynamics from the social network applications. This method could mitigate the performance degradation for content dissemination due to wireless delivery delay. Results indicate that our proposed system design is both efficient and easy to implement.

Purpose This study aims to present the psychometric properties of the Portuguese version of the Positive Valuation of Life Scale (Lawton et al. in J Aging Ment Healt 13:3–31, 2001). Method Sample included 207 community-dwelling elders (129 women; MAge = 77.2 years, SD = 7.5). The data collection included the translated and adapted Portuguese version of Positive Valuation of Life Scale, Life Satisfac- tion Index Z, Meaning in Life Questionnaire and Geriatric Depression Scale. Results From exploratory factor analysis, two factors emerged, existential beliefs and perceived control, ex- plaining 49 % of the total variance. Both factors were positively related with meaning in life and life satisfaction and negatively related with depression (p\0.05). The values obtained for internal consistency for the total scale and for each subscale were good (a [ 0.75). Conclusion The Portuguese version of Positive VOL Scale represents a reliable and valid measure to capture the subjective experience of attachment to one’s life. The two-factor structure is an update to Lawton’s previous work and in line with findings obtained in the USA (Dennis et al. in What is valuation of life for frail community-dwelling older adults: factor structure and criterion validity of the VOL, Thomas Jefferson University, Center for Applied Research on Aging and Health Research, 2005) and Japan (Nakagawa et al. in Shinrigaku Kenkyu 84:37–46, 2013). Future research is required to investigate VOL predictors and the potential changes toward the end of the life span.

No podemos hablar del personal bibliotecario, sin referirnos a la problemática en que este profesional se haya inserto. Por eso brevemente nos referiremos a los obstáculos que se oponen al acceso a la información, pues para suministrarla es que este profesional existe.El acceso a la información, considerado esencial para la toma de decisiones acertadas y para el avance del país en todos los campos de su actividad, se ve obstaculizado por situaciones múltiples como: El bajo nivel educativo de la población. Un gran volumen de publicaciones hechas en lenguas que el usuario no conoce.Los altos costos del papel, las publicaciones y las tarifas postales. La existencia de puntos de acceso a !a información muy centralizados y alejados de periferias en donde hay grupos de usuarios importantes. Sistemas ineficientes de control y organización de los documentos. Trabas reglamentarias y burocráticas que impiden el acceso a los libros. Actitudes individualistas de profesionales de la información cuyo interés no es el usuario.La carrera de "técnico" se enmarca dentro de un concepto de bibliotecario formado para enfrentarse a estos obstáculos y para promover cambios en nuestros sistemas tradicional de suministrar información.

Em Portugal, assim como um pouco por todo o mundo, a maioria das empresas são de cariz familiar. A predominância destas empresas faz com que as mesmas tenham um papel relevante na economia, seja pela criação e distribuição de riqueza seja pela criação de emprego. A importância que se lhes reconhece constituiu o fator ou motivação suficiente para desenvolver este trabalho que, com base numa metodologia preferencialmente quantitativa, aplicada a um conjunto de empresas familiares associadas da Associação Portuguesa das Empresas Familiares, se propõe averiguar se estas empresas atribuem importância à informação financeira no processo da tomada de decisão. Utilizou-se como instrumento de recolha de informação um inquérito por questionário e cujos resultados permitiram desenvolver uma análise descritiva exploratória e aplicar testes estatísticos não paramétricos. O trabalho realizado permitiu recolher evidência suficiente para concluir sobre a importância das demonstrações financeiras para o processo de tomada de decisão, em particular no que respeita à utilização do balanço e da demonstração dos resultados. Não foi, porém, possível identificar um padrão sobre as demonstrações financeiras preparadas em função do tipo de norma contabilística aplicável e do setor de atividade, nem sobre a importância atribuída à informação financeira em função da dimensão da empresa. Foi possível concluir que a informação financeira é, fundamentalmente, utilizada para avaliar os impactos financeiros, apoiar na gestão corrente, tomar decisões de investimento e cumprir com obrigações fiscais, sendo muito evidente a importância que as empresas familiares atribuem à informação financeira como forma de dar cumprimento às obrigações fiscais.

The universities rely on the Information Technology (IT) projects to support and enhance their core strategic objectives of teaching, research, and administration. The researcher’s literature review found that the level of IT funding and resources in the universities is not adequate to meet the IT demands. The universities received more IT project requests than they could execute. As such, universities must selectively fund the IT projects. The objectives of the IT projects in the universities vary. An IT project which benefits the teaching functions may not benefit the administrative functions. As such, the selection of an IT project is challenging in the universities. To aid with the IT decision making, many universities in the United States of America (USA) have formed the IT Governance (ITG) processes. ITG is an IT decision making and accountability framework whose purpose is to align the IT efforts in an organization with its strategic objectives, realize the value of the IT investments, meet the expected performance criteria, and manage the risks and the resources (Weil & Ross, 2004). ITG in the universities is relatively new, and it is not well known how the ITG processes are aiding the nonprofit universities in selecting the right IT projects, and managing the performance of these IT projects. This research adds to the body of knowledge regarding the IT project selection under the governance structure, the maturity of the IT projects, and the IT project performance in the nonprofit universities. The case study research methodology was chosen for this exploratory research. The convenience sampling was done to choose the cases from two large, research universities with decentralized colleges, and two small, centralized universities. The data were collected on nine IT projects from these four universities using the interviews and the university documents. The multi-case analysis was complemented by the Qualitative Comparative Analysis (QCA) to systematically analyze how the IT conditions lead to an outcome. This research found that the IT projects were selected in the centralized universities in a more informed manner. ITG was more authoritative in the small centralized universities; the ITG committees were formed by including the key decision makers, the decision-making roles, and responsibilities were better defined, and the frequency of ITG communication was higher. In the centralized universities, the business units and colleges brought the IT requests to ITG committees; which in turn prioritized the IT requests and allocated the funds and the resources to the IT projects. ITG committee members in the centralized universities had a higher awareness of the university-wide IT needs, and the IT projects tended to align with the strategic objectives. On the other hand, the decentralized colleges and business units in the large universities were influential and often bypassed the ITG processes. The decentralized units often chose the “pet” IT projects, and executed them within a silo, without bringing them to the attention of the ITG committees. While these IT projects met the departmental objectives, they did not always align with the university’s strategic objectives. This research found that the IT project maturity in the university could be increased by following the project management methodologies. The IT project management maturity was found higher in the IT projects executed by the centralized university, where a full-time project manager was assigned to manage the project, and the project manager had a higher expertise in the project management. The IT project executed under the guidance of the Project Management Office (PMO) has exhibited a higher project management maturity, as the PMO set the standards and controls for the project. The IT projects managed by the decentralized colleges by a part-time project manager with lower project management expertise have exhibited a lower project management maturity. The IT projects in the decentralized colleges were often managed by the business, or technical leads, who often lacked the project management expertise. This research found that higher the IT project management maturity, the better is the project performance. The IT projects with a higher maturity had a lower project delay, lower number of missed requirements, and lower number of IT system errors. This research found that the quality of IT decision in the university could be improved by centralizing the IT decision-making processes. The IT project management maturity could be improved by following the project management methodologies. The stakeholder management and communication were found critical for the success of the IT projects in the university. It is hoped that the findings from this research would help the university leaders make the strategic IT decisions, and the university’s IT project managers make the IT project decisions.
