We address the problem of 3D-assisted 2D face recognition in scenarios when the input image is subject to degradations or exhibits intra-personal variations not captured by the 3D model. The proposed solution involves a novel approach to learn a subspace spanned by perturbations caused by the missing modes of variation and image degradations, using 3D face data reconstructed from 2D images rather than 3D capture. This is accomplished by modelling the difference in the texture map of the 3D aligned input and reference images. A training set of these texture maps then defines a perturbation space which can be represented using PCA bases. Assuming that the image perturbation subspace is orthogonal to the 3D face model space, then these additive components can be recovered from an unseen input image, resulting in an improved fit of the 3D face model. The linearity of the model leads to efficient fitting. Experiments show that our method achieves very competitive face recognition performance on Multi-PIE and AR databases. We also present baseline face recognition results on a new data set exhibiting combined pose and illumination variations as well as occlusion.

Given the uncertainties of the environment in today's world, strategic planning is again discussed as an important tool to position the organization in future likely. To address this a more dynamic and less linear, trying to adapt the multiple realities, the method of scenarios can be one of the strategies to anticipate future designs. In the public sphere, an efficient implementation of human resources and financial managers require a new approach to the formulation of strategies. Tourism, in turn, presents itself as an important segment of the national economy shaped up as a major source of funds for the formation of the Gross Domestic Product - GDP - of states and municipalities. This study aims to know the guidelines and perspectives of municipal planning of tourism in the city of Natal/RN from the case by the representatives of the sector. The survey was developed based on a qualitative, exploratory, based on the case in the Secretaria Municipal de Turismo e Desenvolvimento Econômico - SETURDE. The results express that the body goes through a time of changes in its organizational structure and in defining its role with the local tourism. The national plan for tourism and the choice of Christmas as the host city for the World Cup in 2014 have stimulated interest in developing a formal strategic planning in the organization. However, when it comes to more complex tools, such as the method of future scenarios, the technical know its definition and importance for future actions. The results presented support the conclusion that the actions are designed intuitively and without complying with the scientific methods developed for this purpose, as the method of strategic scenarios. However, the evidence beginning to emerge from the plans and documents issued by the federal government, as well as the Secretary's own initiative, direct the actions of the body to coordinate and act as a fulcrum for local action to the increase in tourism

Based on the definitions of Public Communication, Political Marketing, Public Interest Information and Communication as a Tool of Governance, the study notes the use of the news section of the websites of the City Christmas and Mossoro, Rio Grande do Norte, in regard to strengthening citizenship and encouraging participatory management, from the characterization of materials like pieces of Political Marketing and Public Communication. Data collection in qualitative research was conducted from August to September 2011 and content analysis showed that the appropriation of public property for personal use is a reality, despite legal requirements to the detriment of strategic communication and governance for results from the dissemination of information of public interest and the establishment of a communication channel between State Government and Society. Elements of this study suggest the need for further research to deepen the discussion

It is Christmas Eve in a mountainous, isolated prison community, the day of the baby beauty pageant. Ava is the star attraction. She's six years old. Ava's older brother Jonny hears strange noises in the attic and sees his father go out late at night with a gun with their lodger, prison warden Leo. Daniel, a man who repairs sex dolls for a living, has just moved into the area and he is Ava's biggest fan. There are rabid, wild foxes roaming the area, terrorising the community. The transformations economical, social and politics in you finish them decades of the century XX brought changes that didn't just limit to the production system. The flexible accumulation took many workers lost her/it their workstations and they look for her/it new survival forms, migrating for administrative activities, of services rendered and for the tourist activity of small and medium load. The State has been investing in the implantation of plans of tourist development in order to create favorable conditions for the reproduction of the tourist activity in Brazil, mainly in the Northeast. A space when it starts to present a predominant economical activity suffers a restructuring in their social and economical relationships. The restructuring of these relationships takes to the construction of a new espacialidade. In the city of Christmas, in Rio Grande do Norte, the neighborhood of Black Tip is the most representative of the public investments for the tourist development. After intense process of tourist urbanization, Black Tip passed interfering in the global context consolidating as the tourist locus in the city. The tourist urbanization of the neighborhood took to the transformation of the space in merchandise that is sold and consumed as such. The recreation of fragments of other cultures brought by social actors, resulting from migratory processes stimulated by the tourist development, it has been presenting ruled social relationships in the informational technology, consumption of global goods and in the fragmentation of the urban space characterized by the internationalization and cosmopolitização. That process has been masking the inequalities partners and cultural as well as the territorial appropriation for an economical elite. The spaces are being appropriate for investors of the tourist section, private investors, agents and real estate producers, where the inequality is not just economical, but also cultural. The local population, mainly of the urban fraction of the Town of Black Tip, it doesn't participate of the productive process in function of the little or any professional qualification and he/she doesn't also have access to the consumption process. To the native ones it remains the fight for the preservation of his/her cultural identity and for the survival

Understanding the diversity of henipaviruses and related viruses is important in determining the viral ecology within flying-fox populations and assessing the potential threat posed by these agents. This study sought to identify the abundance and diversity of previously unknown paramyxoviruses (UPVs) in Australian flying-fox species (Pteropus alecto, Pteropus scapulatus, Pteropus poliocephalus and Pteropus conspicillatus) and in the Christmas Island species Pteropus melanotus natalis. Using a degenerative reverse transcription-PCR specific for the L gene of known species of the genus Henipavirus and two closely related paramyxovirus genera Respirovirus and Morbillivirus, we identified an abundance and diversity of previously UPVs, with a representative 31 UPVs clustering in eight distinct groups (100 UPVs/495 samples). No new henipaviruses were identified. The findings were consistent with a hypothesis of co-evolution of paramyxoviruses and their flying-fox hosts. Quantification of the degree of co-speciation between host and virus (beyond the scope of this study) would strengthen this hypothesis.

Este estudio de caso se centra en la campaña #dereitos365, desarrollada entre diciembre de 2014 y enero de 2015 en Galicia para reclamar una implicación ciudadana durante todo el año y no solo en la época navideña. Partiendo del potencial de las redes sociales e Internet y tomando este caso como referencia, el objetivo de la investigación es profundizar en el papel de las ONG como agentes de transformación social y como promotoras de un diálogo interactivo y multidireccional que implique a los nuevos ciudadanos. Los resultados muestran una campaña marcadamente institucional que busca la movilización y concienciación ciudadana para la construcción de una sociedad más justa y solidaria, generando visibilidad y cierta interactividad a través de mensajes reivindicativos, sobre todo por parte de organizaciones locales, y de un alto contenido multimedia.

Christmas Island has been mined for rock phosphate for over 100 years, and as mining will finish in the next few decades there is a need to develop alternative economies on the island, such as high value crop production. However, to conserve the unique flora and fauna on the island, only land previously mined will be considered for this purpose. As these soils have been severely perturbed by mining, strategies to improve soil quality parameters need to be undertaken before plant based industries can be considered. For instance, legumes and beneficial microbes have demonstrated a positive role in the remediation of degraded soils. Therefore, this study aimed to establish the scientific basis upon which agriculture can effectively be developed on s oils post phosphate mining. Six legume species (Glycine max (Soybean), Vigna radiata (Mungbean), V. unguiculata (Cowpea), Phaseolus vulgaris (Navybean), Cajanus cajan (Pigeon pea), and Lablab purpureus (Lablab)) were sown onto a two ha rehabilitated site t hat had previously been mined for rock phosphate. The soil had a pH of 7.0, and was high in P but low in Bo, Cu, K, Mg, N and S and had low organic C. The legumes were inoculated with their respective rhizobial inoculant or co-inoculated with the rhizobia and a plant growth promoting bacteria (PGPB) at three different fertilizer rates (nil, a low rate, and five times the low rate). With the exception of P. vulgaris, all the legume species survived. The application of fertilizer was essential for maximum biomass yields 18 weeks after sowing, however the lower fertilizer rate was sufficient to obtain maximum yields for some cultivars. The PGPB increased yields and nodulation of some of the legumes at different fertilizer levels. Although the legumes (except P. vulgaris) grew in the Christmas Island environment, selection of appropriate legume cultivars and inoculants plus optimization of the fertilizer regime is required for reliable agricultural productivity on the island.
