This paper intends to study who pays for corruption in Brazil from 2005 to 2011. Politicians may decide to charge the spillovers of corruption at a municipal level through taxes or to charge it to the entire country through voluntary transfers. The used measure of corruption is based on audit reports conducted on randomly selected municipalities from 2005 to 2011.In order to address this question an IV strategy was computed using as instrument for the number of observed cases of corruption the dummy variable of being audited or not. We evaluated the impact of corruption on taxes and on voluntary transfers and concluded that with an increase in the number of observed cases of corruption the first decreases and the latest registers an increase. Therefore, considering all Brazilian municipalities, mayors prefer to spread the bill all over the country than charging it locally.

O presente artigo visa analisar e confrontar duas passagens que, em nossa opinião, não só patenteiam algumas semelhanças estruturais ou formais como poderão eventualmente cumprir nas obras respectivas uma função homóloga, enquanto denúncia de males (ou advertência contra perigos) sociais e morais engendrados(áveis) pelo crescimento e/ou florescimento económico(s) como o materialismo, a mundanidade e a ociosidade. A primeira passagem, extraída de The Rape of the Lock, de Alexander Pope (1688-1744), reconstitui-nos o toucador de uma recém-acordada Belinda, enquanto a segunda, colhida de Uma Família Inglesa, de Júlio Dinis (1839-71), nos franqueia as portas do quarto de um ainda adormecido Carlos Whitestone. Embora não seja evidentemente possível nem sequer desejável desenraizar por completo estas passagens dos solos textuais de onde brotaram (o poema herói-cómico de Pope e aquele que é, afinal, o único romance citadino de Júlio Dinis) nem talvez da demais produção literária dos respectivos autores, procuraremos situar-nos neste estudo ao nível restrito dos trechos, deles extravazando apenas na medida do que tivermos por útil, conveniente ou necessário.

Discutir o papel político de José Norton de Matos (1867-1955) na galáxia republicana portuguesa entre 1910 e 1955 é o objectivo principal desta tese. A alteração do prisma de análise mais habitual quando se fala de Norton, do colonial para o político, foi acompanhada pela opção de privilegiar os seus escritos contemporâneos, em detrimento das muitas análises retrospectivas posteriormente publicadas, e de cotejar a sua voz com múltiplas vozes de Portugal e do império, entre muitas outras com que se cruzou. Tentámos compreender como é que um liberal como Norton, monárquico de tradição embora não de filiação, usa as suas credenciais coloniais para entrar na política republicana à boleia da polémica do cacau escravo e da Sociedade Portuguesa Anti-Esclavagista. Com a aproximação a Bernardino Machado, aos Jovens Turcos, à maçonaria e à facção do PRP dominada por Afonso Costa, insere-se na órbita democrática e afonsista e ganha o cargo de governador-geral de Angola. Aos africanos, cuja definição legislativa como uma categoria distinta da de cidadão (o indígena) antecipa em 1913, leva as luzes da educação laica e a liberdade de trabalho mas paradoxalmente convive com as escolas das missões e o trabalho forçado. A fibra de político que revela na gestão das tensões entre as elites coloniais e metropolitanas irá ser apurada como ministro da Guerra. Discutimos, em especial, o seu papel político num ambicioso projecto: transformar dezenas de milhares de portugueses, pobres, analfabetos e vindos de meios rurais com parcas simpatias republicanas, em cidadãos e soldados da República. A improvisação, que possibilitou que o Corpo Expedicionário Português fosse combater em França ao lado dos britânicos, teve o rasgo de asa e os problemas inerentes à megalomania que o caracterizava. No Verão de 1917, o prestígio com que regressa à capital após difíceis negociações com o governo de Lloyd George torna-o um sério concorrente de Afonso Costa embora com ele partilhe também o ónus da crescente impopularidade da guerra. Reencontrar-se-ão, após o exílio sidonista, na Conferência da Paz em Paris mas, ao contrário de Costa, que não regressará à política activa, Norton tornar-se-á o altocomissário mais marcante e polémico da nova República do pós-guerra. Após a queda do regime e dois novos exílios, será Norton de Matos a fazer os compromissos necessários para permanecer no país e, aí, combater a Ditadura Militar e o Estado Novo de Salazar. Quando, em 1931, consegue unir a oposição em torno da Aliança Republicano-Socialista, começa a impor-se como símbolo da I República. É com esse estatuto que integrará as frentes unidas antifascistas dos anos 40 que culminarão na sua candidatura à Presidência da República em 1948/1949. O modo como consegue fazer a ponte entre os vários ciclos e gerações da oposição e, simultaneamente, resistir às pressões para romper a unidade com os comunistas na fase mais crispada da Guerra Fria será uma última manifestação do seu talento político, cuja análise poderá ajudar a enriquecer o debate sobre essa realidade plural e multipolar que foi a galáxia republicana na primeira metade do século XX.

Introduction Chagas disease is considered as emerging in the Brazilian Amazon, usually occurring in acute outbreaks. Methods We describe 17 cases of acute Chagas disease in Rio Negro, Amazonas. Results There were 15 males (average age, 31.3 years), all positive for Trypanosoma cruzi in fresh blood smear examination, and 14 positive by xenodiagnosis and PCR. The top clinical manifestations were fever, asthenia, abdominal pain, and palpitations. Electrocardiograms featured low-voltage QRS, anterosuperior divisional block, and right bundle branch block associated with anterosuperior divisional block. Conclusions All patients had consumed açaí products from Monte Alegre in the rural area around Santa Izabel do Rio Negro, Brazil.

Esta dissertação apresenta os resultados de um conjunto de ensaios sobre lajes fungiformes, armadas com um novo sistema de armaduras de punçoamento. Adicionalmente, também foram testadas lajes fungiformes com um novo sistema de armaduras horizontais. O sistema de armaduras de punçoamento consiste em estribos de ramos verticais produzidos a partir de malhas de varões eletrossoldados, ancorados na armadura longitudinal superior por um varão transversal eletrossoldado. As vantagens deste sistema são a simplicidade, a rapidez de instalação e o baixo custo. O sistema de armaduras horizontais é formado por um conjunto de malhas de varões eletrossoldados sobrepostas em camadas. Foram ensaiadas cinco lajes quadradas, com dimensões em planta de 1650 x 1650 mm e 150 mm de espessura. Os resultados experimentais mostraram que a capacidade resistente das lajes armadas com armaduras específicas pode aumentar até 72%, quando comparadas com lajes sem armaduras de punçoamento. Quanto à capacidade de rotação da laje, o aumento foi ainda mais significativo. A capacidade de deformação da laje com maior quantidade de armaduras de punçoamento aumentou três vezes, quando comparada com a laje de referência. No respeitante às armaduras horizontais, os resultados obtidos demonstram que este sistema pode contribuir para o aumento da capacidade resistente pós-colapso da laje. Os resultados experimentais foram comparados com as estimativas segundo algumas normas de dimensionamento atuais e a Critical Shear Crack Theory. Em lajes com grande quantidade de armaduras de punçoamento o EC2 pode sobrestimar a resistência ao punçoamento quando a rotura ocorre por esmagamento do betão junto do pilar, ou quando a rotura ocorre pelo exterior da zona com armaduras de punçoamento. Os resultados mostraram que o MC2010 subestima significativamente a resistência ao punçoamento com rotura no interior da zona com armaduras de punçoamento.

Introduction Açucena Municipality, Rio Doce Valley, State of Minas Gerais, Brazil temporarily (2001-2005) interrupted epidemiological surveillance for Chagas disease. The objective of this work was to evaluate the Chagas Disease Control Program (CDCP) in Açucena and to offer suggestions for improving local epidemiological surveillance. Methods This study was conducted in three phases: I) a serological investigation of schoolchildren aged 5 to 15 years using an enzyme-linked immunosorbent assay (ELISA) test performed on blood collected on filter paper followed by ELISA, indirect immunofluorescence (IIF) and indirect hemaglutination (IHA) on venous blood for borderline cases and those in the gray zone of reactivity; II) vector evaluation using the data obtained by local health agents during 2006-2010; and III) examination by ELISA, IIF and IHA of serum samples from the inhabitants of houses where infected Triatoma vitticeps was found and evaluation of their knowledge about Chagas disease. Results Five individuals had inconclusive results in the ELISA screening but were seronegative for Chagas disease. The triatomine evaluation revealed the presence of three species: Triatoma vitticeps, Panstrongylus megistus and Panstrongylus diasi. Triatoma vitticeps was the most prevalent and widespread, with a higher (67%) index of Trypanosoma cruzi flagellates and evidence of colonization. Most of the inhabitants of the infested houses recognized triatomines and had basic knowledge about Chagas disease. Conclusions Although T. vitticeps is not clearly associated with Chagas disease transmission, these results highlight the importance of maintaining CDCP in endemic areas and the need for greater emphasis on epidemiological surveillance, especially in areas with important vectorial changes or that have been modified by human intervention.

INTRODUCTION: Triatoma brasiliensis is the species of greatest epidemiological relevance in the semi-arid region of Brazil. This species is predominantly found in domestic environments, and it has the ability to build large colonies with high levels of natural infection via Trypanosoma cruzi. Thus, T. brasiliensis is one of the most efficient transmitters of Chagas disease (CD) to humans. Despite household spraying with residual insecticides, many areas report persistent reinfestations for reasons that remain poorly understood. Therefore, this study sought to characterize the toxicological profile of deltamethrin in T. brasiliensis from areas with persistent reinfestation in State of Ceará, Brazil. METHODS: The susceptibility reference lineage (SRL) was derived from Umari. Serial dilutions of deltamethrin were prepared and applied to the dorsal abdomen of first instar nymphs. The control group received only pure acetone. Mortality was evaluated after 72h. Qualitative tests assessed mortality in response to a diagnostic dose of 1xLD99 (0.851 nanograms of active ingredient per treated nymph) of the SRL. RESULTS: The susceptibility profile characterization of the T. brasiliensis populations revealed 50% resistance ratios (RR50) that ranged from 0.32 to 1.21. The percentage of mortality in response to the diagnostic dose was 100%. CONCLUSIONS: We demonstrated that T. brasiliensis was highly susceptible to deltamethrin. The control difficulties found might be related to the recolonization of the triatomines originating from neighboring environments and the possible operational failures related to the process of spraying that enabled specimens less susceptible to deltamethrin to survive.

AbstractINTRODUCTION:Despite chemical and physical vector control strategies, persistent infestations of Triatoma sordida have been reported in a large part of Minas Gerais, Brazil, and the cause for this is little investigated. We aimed to characterize the deltamethrin toxicological profile in peridomestic T. sordidapopulations from Triângulo Mineiro area of Minas Gerais.METHODS:Susceptibility to deltamethrin was assessed in seventeen peridomestic T. sordida populations. Serial dilutions of deltamethrin in acetone (0.2µL) were topically applied on the first instar nymphs (F1; five days old; fasting weight, 1.2 ± 0.2mg). Dose response results were analyzed using Probit software, and the lethal doses, slope and resistance ratios were determined. Qualitative tests were also performed.RESULTS:The deltamethrin susceptibility profile of T. sordida populations revealed resistance ratios ranging from 0.84 to 2.8. The percentage mortality in response to a diagnostic dose was 100.0% in all populations.CONCLUSIONS:From our results, the lack of resistance to insecticides but persistent T. sordida infestations in the Triângulo Mineiro area may be because of: 1) environmental degradation facilitating dispersion of T. sordida , allowing colonization in artificial ecotopes; 2) operational failures; and 3) complexity of the peridomicile in the study area.These variables are being investigated.

Abstract:INTRODUCTION:Despite the recommendations by interpretation of resistance ratios obtained in laboratory bioassays, little is known about the actual impact of these results in the effectiveness of vector control activities in the field. In this context, our objective was to determine the mean value of different resistance ratios obtained by laboratory bioassays performed as part of the chemical control strategies of Triatoma sordida in the field.METHODS:Field bioassays were developed in Monte Azul and Coração de Jesus (Southeast, Brazil). In each location, samples were formed with three domestic units treated with alpha-cypermethrin 20.0% (Alfatek (r) 200 SC). One day after spraying, 10 fifth-instar nymphs remained in contact with the surfaces treated (adobe with plaster, adobe without plaster, or wood) with insecticide in plastic cones for 72h. Three cones were exposed inside the intradomicile and the peridomicile. The insects in the control group were exposed to an insecticide-free piece of cardboard. Mortality was measured 72h after removal of the insects from the treated surfaces. The tests were realized in triplicate.RESULTS:Mortality was 100.0% in all locations, except for Monte Azul; Landinho (96.6%) and Coração de Jesus; Barriguda (96.6%).CONCLUSIONS:Although the resistant populations in laboratory tests proved to be susceptible in the field, this observation is not sufficient to suggest that the cut-off points used to justify the resistance ratio should be changed. In this sense, we recommend that laboratory and field bioassays are carried out with a greater number of Triatominae populations to allow more in-depth consideration of the subject.

In Brazil, more than 99% of malaria cases are reported in the Amazon, and the State of Amazonas accounts for 40% of this total. However, the accumulated experience and challenges in controlling malaria in this region in recent decades have not been reported. Throughout the first economic cycle during the rubber boom (1879 to 1912), malaria was recorded in the entire state, with the highest incidence in the villages near the Madeira River in the Southern part of the State of Amazonas. In the 1970s, during the second economic development cycle, the economy turned to the industrial sector and demanded a large labor force, resulting in a large migratory influx to the capital Manaus. Over time, a gradual increase in malaria transmission was observed in peri-urban areas. In the 1990s, the stimulation of agroforestry, particularly fish farming, led to the formation of permanent Anopheline breeding sites and increased malaria in settlements. The estimation of environmental impacts and the planning of measures to mitigate them, as seen in the construction of the Coari-Manaus gas pipeline, proved effective. Considering the changes occurred since the Amsterdam Conference in 1992, disease control has been based on early diagnosis and treatment, but the development of parasites that are resistant to major antimalarial drugs in Brazilian Amazon has posed a new challenge. Despite the decreased lethality and the gradual decrease in the number of malaria cases, disease elimination, which should be associated with government programs for economic development in the region, continues to be a challenge.

INTRODUCTION: In the State of Amazonas, particularly in the capital Manaus, meningitis has affected populations of different cultures and social strata over the years. Bacterial meningitis is caused by several different species and represents a major issue of public health importance. The present study reports the meningitis case numbers with different etiologies in Amazonas from January 1976 to December 2012. METHODS: Since the 1970s, the (currently named) Tropical Medicine Foundation of Doutor Heitor Vieira Dourado [Fundação de Medicina Tropical Doutor Heitor Vieira Dourado (FMT-HVD)] has remained a reference center in Amazonas for the treatment of meningitis through the diagnosis and notification of cases and the confirmation of such cases using specific laboratory tests. RESULTS: The foundation has achieved coverage of over 90% of the state medical records for many years. Between 1990 and 2012, meningitis cases caused by Haemophilus influenzae decreased with the introduction of the H. influenzae vaccine. Meningococcal disease previously had a higher frequency of serogroup B disease, but starting in 2008, the detection of serogroup C increased gradually and has outpaced the detection of serogroup B. Recently, surveillance has improved the etiological definition of viral meningitis at FMT-HVD, with enteroviruses, Epstein-Barr virus (EBV) and varicella zoster virus (VZV) prevailing in this group of pathogens. With the advent of acquired immunodeficiency syndrome (AIDS), cryptococcal meningitis has become an important disease in Amazonas. Additionally, infectious meningitis is an important burden in the State of Amazonas. CONCLUSIONS: Changes in the epidemiological profile for the different etiology-defined cases are the result of continuous epidemiological surveillance and laboratory capacity improvements and control measures, such as Haemophilus influenzae vaccination.

As intervenções arqueológicas concretizadas entre 1999-2001 permitiram o reconhecimento de contextos referentes ao Hospital Real de Todos-os-Santos, nomeadamente o claustro NE, bem como uma estrutura hidráulica no seu perímetro interno. A identificação do espólio cerâmico e vítreo aqui descartado permite, numa primeira fase, a aferição cronológica e tipológica destes e, consequentemente, do perfil funcional (utilitário, de cozinha e medicinal), numa tentativa de padronização do conjunto arte factual no edifício hospitalar e na cidade de Lisboa. Num segundo estágio, pretendese obter uma leitura concreta no que concerne ao período de utilização desta estrutura, indo de encontro às distintas áreas a vigorar no espaço claustral.

Durante estudos com morcegos em floresta de várzea na APA do Rio Curiaú, Amapá, Brasil, observamos três casos de predações oportunistas de morcegos frugívoros capturados em redes de neblina. Duas destas predações ocorreram por marsupiais e uma por anuro. Artibeus planirostris (Spix, 1823) (Chiroptera, Phyllostomidae) foi predado por Didelphis marsupialis Linnaeus, 1758 e Philander opossum (Linnaeus, 1758) (Didelphimorphia, Didelphidae). Carollia perspicillata (Linnaeus, 1758) (Chiroptera, Phyllostomidae) foi predado por Leptodactylus pentadactylus (Laurenti, 1768) (Anura, Leptodactylidae). A vocalização dos morcegos provavelmente atraiu os marsupiais para a rede, onde estes os predaram aproveitando que estavam presos. Este tipo de interação pode ocorrer naturalmente, no entanto, com maior dificuldade de registro.

The purpose of this paper is to contribute to a better understanding of the link between social entrepreneurs and institutional environment in Portugal. A quantitative approach is used in the study, and primary data were collected through an online survey. A questionnaire was emailed to, both, Portuguese Non-Governmental organizations and projects available on the Portuguese social stock exchange. In the analysis of the data were used descriptive statistics, factorial analysis and t-student tests to validate (or not) the research hypotheses. The results show that a favorable institutional environment has a low importance in the decision to develop social initiatives. This conclusion supports the idea that many social entrepreneurs can emerge even in developing regions where the institutional environment is weak. Therefore, social entrepreneurship could be an instrument of regional development and contribute to attenuate the social and economic differences among Portuguese regions.
