Dentro del marco de rompimiento de relaciones diplomáticas entre Colombia y Ecuador, este estudio de caso pretende analizar la labor desempeñada por el Alto Comisionado de las Naciones Unidas para los Refugiados –ACNUR- y el gobierno colombiano, en cuanto a los refugiados colombianos que se encuentran en territorio ecuatoriano; pues dada la situación entre los Estados, es posible que la organización encontrara dificultades al asistir a la población colombiana que se encuentra refugiada. El comportamiento de ambos Estados y del ACNUR, será entendido siguiendo la perspectiva de Robert Keohane en los conceptos de cooperación internacional, multiplicidad de canales y ausencia de jerarquía en los temas, provenientes de la Teoría de la Interdependencia Compleja.

La presente monografía tiene por objetivo identificar la influencia de las acciones emprendidas por la sociedad civil y las organizaciones internacionales frente a la problemática de la trata de personas en Colombia, durante el período comprendido entre los años 2000 y 2012. En este sentido, la investigación constituye un esfuerzo por develar las transformaciones en las narrativas institucionales que han posibilitado el reconocimiento de los elementos de prevención y centralidad de las víctimas, como ejes articuladores del discurso gubernamental frente a la trata de personas. Para ello, se hace uso de la teoría de la gobernanza global enmarcada en el enfoque constructivista de las Relaciones Internacionales, en tanto permite establecer una relación entre las acciones de los diferentes actores y el impacto de estas en la construcción de estrategias nacionales para hacer frente a problemáticas que, como la trata de personas, se encuentran en estrecha relación con el mundo globalizado.

Este trabajo responde la pregunta ¿Cuál es el papel de la Revolución de Terciopelo en la redefinición de la identidad checoslovaca en términos de política exterior?. Defenderá que, conforme al constructivismo, la identidad de los Estados así como sus intereses no están dados y menos se explican por sus capacidades, explicando la conducta y la forma cómo construyeron socialmente su identidad. La Revolución de Terciopelo tuvo lugar en Checoslovaquia, en un momento definitivo en la historia del país, influyendo en la creación de una nueva identidad colectiva que generó consecuencias en el ámbito internacional, ya que a partir de este hecho concreto se evidencia un cambio en la formulación de la política exterior de este país. Para responder a esta pregunta se hará una recolección de información en donde se utilizará la técnica de análisis de documentos, recolectando la bibliografía y consultando en bibliotecas, bases de datos y portales de internet.

El propósito de esta monografía consiste en analizar el discurso de la Unión Europea en materia de Derechos Humanos y Democracia y su importancia en el proceso de ampliación de la Organización. Se estudia y explica el criterio de condicionalidad del discurso como una medida preventiva y/o sancionatoria para la entrada de Turquía a la UE, estableciendo que dicho discurso es un factor determinante en las negociaciones entre la UE y Turquía. Para ésto, se analiza el discurso europeo a partir del análisis del discurso ideológico, de Teun Van Dijk, y el discurso de la condicionalidad, de Maria del Carmen Muñoz Rodríguez, lo cual permite hacer un estudio detallado de la incidencia del discurso de la UE en el proceso de negociación de la adhesión de Turquía a la Unión.

La presente monografía tiene como propósito analizar el rol económico de China en Sudán de 1999 al 2008. Tras su crisis en la década de 1990, se examina el efecto que el rol chino tuvo en los sectores productivos de la economía sudanesa: el textil, el agrícola, el metalúrgico y el petrolero, aun cómo la estabilidad política en el régimen de Omar Al-Bashir en el ámbito político y el conflicto en Darfur como factor social. Como un último objetivo esta investigación, basándose en el trabajo de Mohammed Ayoob, se reevalúa el estatus de Sudán como Estado Tercermundista ilustrándolo a través del uso de la analogía de la metamorfosis de una mariposa.

En caso de desplazamiento masivo, resulta imposible determinar inmediatamente de manera individual los temores de persecución de las personas que integran el grupo. Precisamente, ante la realidad desconsoladora de la promoción de una protección internacional exclusivamente aplicable a un tipo de refugiados casi inexistente, la cada vez menos frecuente determinación en grupo y prima facie de refugiados, la proliferación de estatutos subsidiarios, el aumento del desplazamiento interno y las restricciones que imponen los Estados por motivo de seguridad nacional u orden público, se consideró que un estudio sobre la protección de los flujos masivos podría facilitar la obtención de una visión general del estado actual de la protección temporal y de las obligaciones que se han desarrollado para hacer frente a tales contingencias. A partir del planteamiento inicial de los retos y obstáculos legales que este fenómeno ha planteado para los Estados receptores y para la evolución del Derecho internacional de los refugiados y de la inexistencia de un régimen jurídico internacional universal que regule la protección de los flujos masivos, se ha elaborado una construcción doctrinal y práctica sobre la protección de esta situación en el Derecho internacional, sistematizando los distintos elementos que se han ido incorporando a esta protección colectiva. Se ha analizado la protección de los flujos masivos con el ánimo de dotar de rasgos positivos a un concepto que ha sido considerado como un avance negativo en el ámbito de la protección internacional. Y es que la protección temporal no tiene por qué reducir estándares de protección ni tampoco sustituir a la protección internacional clásica, que es la de los refugiados.

The purpose of this article is to analyze the role played by key international organizations, particularly those of the UN and the OAS systems in protecting the rights of indigenous peoples under international law. The method adopted for the preparation of this work is descriptive and analytical, applying document analysis based on primary literature sources, especially those arising in organs of the UN and inter-American systems, mainly the jurisprudence from the Inter-American Court of Human Rights. This article starts with the assumption underlying that international organizations have a preponderant role in the need to safeguard and secure the universality and indivisibility of human rights of indigenous peoples. It is argued further that resolutions and conventions emanating from such organizations are absorbed by national legal order of States members, so that, once these standards internalized by States, they can acquire legal force, beyond moral, in order that their liability is accepted.

We present an application of birth-and-death processes on configuration spaces to a generalized mutation4 selection balance model. The model describes the aging of population as a process of accumulation of mu5 tations in a genotype. A rigorous treatment demands that mutations correspond to points in abstract spaces. 6 Our model describes an infinite-population, infinite-sites model in continuum. The dynamical equation which 7 describes the system, is of Kimura-Maruyama type. The problem can be posed in terms of evolution of states 8 (differential equation) or, equivalently, represented in terms of Feynman-Kac formula. The questions of interest 9 are the existence of a solution, its asymptotic behavior, and properties of the limiting state. In the non-epistatic 10 case the problem was posed and solved in [Steinsaltz D., Evans S.N., Wachter K.W., Adv. Appl. Math., 2005, 11 35(1)]. In our model we consider a topological space X as the space of positions of mutations and the influence of epistatic potentials

We have developed an ensemble Kalman Filter (EnKF) to estimate 8-day regional surface fluxes of CO2 from space-borne CO2 dry-air mole fraction observations (XCO2) and evaluate the approach using a series of synthetic experiments, in preparation for data from the NASA Orbiting Carbon Observatory (OCO). The 32-day duty cycle of OCO alternates every 16 days between nadir and glint measurements of backscattered solar radiation at short-wave infrared wavelengths. The EnKF uses an ensemble of states to represent the error covariances to estimate 8-day CO2 surface fluxes over 144 geographical regions. We use a 12×8-day lag window, recognising that XCO2 measurements include surface flux information from prior time windows. The observation operator that relates surface CO2 fluxes to atmospheric distributions of XCO2 includes: a) the GEOS-Chem transport model that relates surface fluxes to global 3-D distributions of CO2 concentrations, which are sampled at the time and location of OCO measurements that are cloud-free and have aerosol optical depths <0.3; and b) scene-dependent averaging kernels that relate the CO2 profiles to XCO2, accounting for differences between nadir and glint measurements, and the associated scene-dependent observation errors. We show that OCO XCO2 measurements significantly reduce the uncertainties of surface CO2 flux estimates. Glint measurements are generally better at constraining ocean CO2 flux estimates. Nadir XCO2 measurements over the terrestrial tropics are sparse throughout the year because of either clouds or smoke. Glint measurements provide the most effective constraint for estimating tropical terrestrial CO2 fluxes by accurately sampling fresh continental outflow over neighbouring oceans. We also present results from sensitivity experiments that investigate how flux estimates change with 1) bias and unbiased errors, 2) alternative duty cycles, 3) measurement density and correlations, 4) the spatial resolution of estimated flux estimates, and 5) reducing the length of the lag window and the size of the ensemble. At the revision stage of this manuscript, the OCO instrument failed to reach its orbit after it was launched on 24 February 2009. The EnKF formulation presented here is also applicable to GOSAT measurements of CO2 and CH4.

This paper takes as its starting point recent work on caring for distant others which is one expression of renewed interest in moral geographies. It examines relationships in aid chains connecting donors/carers in the First World or North and recipients/cared for in the Third World or South. Assuming predominance of relationships between strangers and of universalism as a basis for moral motivation I draw upon Gift Theory in order to characterize two basic forms of gift relationship. The first is purely altruistic, the other fully reciprocal and obligatory within the framework of institutions, values and social forces within specific relationships of politics and power. This conception problematizes donor-recipient relationships in the context of two modernist models of aid chains-the Resource Transfer and the Beyond Aid Paradigms. In the first, donor domination means low levels of reciprocity despite rhetoric about partnership and participation. The second identifies potential for greater reciprocity on the basis of combination between social movements and non-governmental organizations at both national and trans-national levels, although at the risk of marginalizing competencies of states. Finally, I evaluate post-structural critiques which also problematize aid chain relationships. They do so both in terms of bases-such as universals and difference-upon which it might be constructed and the means-such as forms of positionality and mutuality-by which it might be achieved.

Intercontinental Transport of Ozone and Precursors (ITOP) (part of International Consortium for Atmospheric Research on Transport and Transformation (ICARTT)) was an intense research effort to measure long-range transport of pollution across the North Atlantic and its impact on O3 production. During the aircraft campaign plumes were encountered containing large concentrations of CO plus other tracers and aerosols from forest fires in Alaska and Canada. A chemical transport model, p-TOMCAT, and new biomass burning emissions inventories are used to study the emissions long-range transport and their impact on the troposphere O3 budget. The fire plume structure is modeled well over long distances until it encounters convection over Europe. The CO values within the simulated plumes closely match aircraft measurements near North America and over the Atlantic and have good agreement with MOPITT CO data. O3 and NOx values were initially too great in the model plumes. However, by including additional vertical mixing of O3 above the fires, and using a lower NO2/CO emission ratio (0.008) for boreal fires, O3 concentrations are reduced closer to aircraft measurements, with NO2 closer to SCIAMACHY data. Too little PAN is produced within the simulated plumes, and our VOC scheme's simplicity may be another reason for O3 and NOx model-data discrepancies. In the p-TOMCAT simulations the fire emissions lead to increased tropospheric O3 over North America, the north Atlantic and western Europe from photochemical production and transport. The increased O3 over the Northern Hemisphere in the simulations reaches a peak in July 2004 in the range 2.0 to 6.2 Tg over a baseline of about 150 Tg.

The World Bank, United Nations and UK Department for International Development (DfID) have spearheaded a recent global drive to regularize artisanal and small-scale mining (ASM), and provide assistance to its predominantly impoverished participants. To date, millions of dollars have been pledged toward the design of industry-specific policies and regulations; implementation of mechanized equipment; extension; and the launch of alternative livelihood (AL) programmes aimed at diversifying local economies. Much of this funding, however, has failed to facilitate marked improvements, and in many cases, has exacerbated problems. This paper argues that a poor understanding of artisanal, mine-community dynamics and operators’ needs has, in a number of cases, led to the design and implementation of inappropriate industry support schemes and interventions. The discussion focuses upon experiences from sub-Saharan Africa, where ASM is in the most rudimentary of states.

The phase separation behaviour in aqueous mixtures of poly(methyl vinyl ether) and hydroxypropylcellulose has been studied by cloud points method and viscometric measurements. The miscibility of these blends in solid state has been assessed by infrared spectroscopy; methanol vapours sorption experiments and scanning electron microscopy. The values of Gibbs energy of mixing of the polymers and their blends with methanol as well as between each other were calculated. It was found that in solid state the polymers can interact with methanol very well but the polymer-polymer interactions are unfavourable. Although in aqueous solutions the polymers exhibit some intermolecular interactions their solid blends are not completely miscible. (C) 2005 Elsevier Ltd. All rights reserved.

This paper seeks to illustrate the point that physical inconsistencies between thermodynamics and dynamics usually introduce nonconservative production/destruction terms in the local total energy balance equation in numerical ocean general circulation models (OGCMs). Such terms potentially give rise to undesirable forces and/or diabatic terms in the momentum and thermodynamic equations, respectively, which could explain some of the observed errors in simulated ocean currents and water masses. In this paper, a theoretical framework is developed to provide a practical method to determine such nonconservative terms, which is illustrated in the context of a relatively simple form of the hydrostatic Boussinesq primitive equation used in early versions of OGCMs, for which at least four main potential sources of energy nonconservation are identified; they arise from: (1) the “hanging” kinetic energy dissipation term; (2) assuming potential or conservative temperature to be a conservative quantity; (3) the interaction of the Boussinesq approximation with the parameterizations of turbulent mixing of temperature and salinity; (4) some adiabatic compressibility effects due to the Boussinesq approximation. In practice, OGCMs also possess spurious numerical energy sources and sinks, but they are not explicitly addressed here. Apart from (1), the identified nonconservative energy sources/sinks are not sign definite, allowing for possible widespread cancellation when integrated globally. Locally, however, these terms may be of the same order of magnitude as actual energy conversion terms thought to occur in the oceans. Although the actual impact of these nonconservative energy terms on the overall accuracy and physical realism of the oceans is difficult to ascertain, an important issue is whether they could impact on transient simulations, and on the transition toward different circulation regimes associated with a significant reorganization of the different energy reservoirs. Some possible solutions for improvement are examined. It is thus found that the term (2) can be substantially reduced by at least one order of magnitude by using conservative temperature instead of potential temperature. Using the anelastic approximation, however, which was initially thought as a possible way to greatly improve the accuracy of the energy budget, would only marginally reduce the term (4) with no impact on the terms (1), (2) and (3).

The background error covariance matrix, B, is often used in variational data assimilation for numerical weather prediction as a static and hence poor approximation to the fully dynamic forecast error covariance matrix, Pf. In this paper the concept of an Ensemble Reduced Rank Kalman Filter (EnRRKF) is outlined. In the EnRRKF the forecast error statistics in a subspace defined by an ensemble of states forecast by the dynamic model are found. These statistics are merged in a formal way with the static statistics, which apply in the remainder of the space. The combined statistics may then be used in a variational data assimilation setting. It is hoped that the nonlinear error growth of small-scale weather systems will be accurately captured by the EnRRKF, to produce accurate analyses and ultimately improved forecasts of extreme events.
