[ES]La energía solar fotovoltaica es un sistema de generación eléctrica cada vez más importante entre los países desarrollados. En este contexto, España siempre ha sido una de los países que más ha invertido a lo largo de su historia. En los últimos años, sin embargo, por culpa del déficit tarifario esta situación ha cambiado, implantando medidas para ahorrar costes que a largo plazo deterioran dicho sector. En el trabajo, se presenta un estudio que muestra la actualidad de este tejido empresarial. Para ello, se ha realizado una encuesta a varias empresas, sobre la situación del sector y las perspectivas de crecimiento y desarrollo dentro de ese entorno. Así, se ha concluido con algunas de las consecuencias que pueden suceder debido al cambio de legislación.

Español:Este TFG pretende exponer de un modo sencillo el mercado eléctrico español. Se trata de un tema de elevada complejidad y gran extensión. Con el fin de alcanzar una idea clara, hemos decidido centrarnos en los puntos de mayor relevancia. En las secciones siguientes abordamos cuestiones relativas al mercado mayorista (pool) y minorista español así como la incipiente reforma eléctrica llevada a cabo por el Gobierno. Después de una breve Introducción, la sección 2 enumera una serie de términos que se utilizan con frecuencia en esta área. La sección 3 proporciona algunos antecedentes sobre el sector eléctrico. La sección 4 se refiere al mercado mayorista, en el cual se realiza la compra-venta diaria de electricidad. En él participan los productores, los distribuidores y los comercializadores de electricidad, así como los consumidores cualificados de energía eléctrica. Dentro de éste nos encontramos el mercado a plazo (o forward), el mercado diario (o spot) y el mercado a corto plazo (o de ajuste). La sección 5 trata del mercado minorista, su diseño y composición. Aquí, las empresas encargadas de comercializar energía (que compran en el mercado mayorista a las empresas generadoras) se la venden a los consumidores finales. En la sección 6 se aborda la Reforma Eléctrica, aclarando los cambios sufridos desde su implantación. Los hechos más llamativos a este respecto son: la eliminación de las subastas CESUR y el cambio de la Tarifa de Último Recurso (TUR) a un Precio Voluntario para el Pequeño Consumidor (PVPC). Por último, hay una sección final con las principales conclusiones.

We address the valuation of an operating wind farm and the finite-lived option to invest in it under different reward/support schemes: a constant feed-in tariff, a premium on top of the electricity market price (either a fixed premium or a variable subsidy such as a renewable obligation certificate or ROC), and a transitory subsidy, among others. Futures contracts on electricity with ever longer maturities enable market-based valuations to be undertaken. The model considers up to three sources of uncertainty: the electricity price, the level of wind generation, and the certificate (ROC) price where appropriate. When analytical solutions are lacking, we resort to a trinomial lattice combined with Monte Carlo simulation; we also use a two-dimensional binomial lattice when uncertainty in the ROC price is considered. Our data set refers to the UK. The numerical results show the impact of several factors involved in the decision to invest: the subsidy per MWh generated, the initial lump-sum subsidy, the maturity of the investment option, and electricity price volatility. Different combinations of variables can help bring forward investments in wind generation. One-off policies, e.g., a transitory initial subsidy, seem to have a stronger effect than a fixed premium per MWh produced.

A proposta deste trabalho é de criar receita e renda para comunidades de baixa renda e, de certa forma chamar a atenção da sociedade para esta necessidade, ou seja, a de gerar mecanismos de melhoria da renda familiar. Através dos Postos de Troca, as pessoas residentes em comunidades atendidas pelo Programa Comunidade Eficiente, administrado pela Light junto a ANEEL, poderão trocar seus recicláveis por descontos em suas contas de energia elétrica. Os resíduos sólidos recicláveis possíveis por uma família de comunidade de baixa renda têm potencialidade em torno de 11,69 kg /mês, tendo sido estimada uma receita mensal por família de R$1,30. Este valor representa 40% da tarifa mínima cobrada pela Light, que é muito usual para esta classe de clientes. A viabilidade de implantação dos Postos de troca pode ser possível desde que haja um prazo mínimo para retorno do investimento de pelo menos 24 meses.

Dutos de transmissão são tubulações especialmente desenvolvidas para transportar produtos diversos a longas distâncias e representam a forma mais segura e econômica de transporte para grandes quantidades de fluidos. Os dutos de gás natural, denominados gasodutos, são usados para transportar o gás desde os campos de produção até os centros consumidores, onde o gás é inserido em redes de distribuição para entrega aos consumidores finais. Os gasodutos de transporte apresentam diversas características de monopólio natural, que são o principal argumento econômico para sua regulação. A regulação visa garantir que esta atividade seja explorada de maneira eficiente, refletindo em tarifas de transporte justas para os consumidores e que proporcionem o retorno adequado aos investidores, levando-se em consideração a quantidade de gás transportado. Neste contexto, o presente trabalho tem como objetivo propor metodologias de otimização multi-objetivo de projetos de redes de gasodutos de transporte, envolvendo métodos a posteriori. O problema de otimização formulado contempla restrições associadas ao escoamento do gás e o comportamento das estações de compressão. A solução do problema fornece um conjunto de projetos ótimos de redes de transporte em função da maximização da quantidade de gás natural transportado e da minimização da tarifa associada a esse serviço. A ferramenta foi aplicada a diversos estudos de caso com configurações típicas da indústria de transporte de gás natural. Os resultados mostraram que as metodologias propostas são capazes de fornecer subsídios que permitem ao tomador de decisão do ponto de vista regulatório realizar uma análise de trade-off entre a quantidade de gás transportado e a tarifa, buscando assim atender ao interesse da sociedade em relação à exploração do serviço de transporte

Michael Pelcovits (1979, p. 307) recently showed that with an unstable foreign excess supply curve, either a fixed quota or a buffer stock program with a fixed tariff can be used to stabilize domestic price at a given level, and both policies 'will have the same effect on social welfare [so...t]he choice between [the two...] must then be made on the basis of administrative cost and feasibility'. However, he reached his conclusion by ranking the two policies on the basis of domestic welfare, and in this note we demonstrate with his same model that on the basis of foreign welfare the buffer stock is better than the quota. Thus, world welfre is higher under the buffer stock than under the quota. © 1981.

It is common for a retailer to sell products from competing manufacturers. How then should the firms manage their contract negotiations? The supply chain coordination literature focuses either on a single manufacturer selling to a single retailer or one manufacturer selling to many (possibly competing) retailers. We find that some key conclusions from those market structures do not apply in our setting, where multiple manufacturers sell through a single retailer. We allow the manufacturers to compete for the retailer's business using one of three types of contracts: a wholesale-price contract, a quantity-discount contract, or a two-part tariff. It is well known that the latter two, more sophisticated contracts enable the manufacturer to coordinate the supply chain, thereby maximizing the profits available to the firms. More importantly, they allow the manufacturer to extract rents from the retailer, in theory allowing the manufacturer to leave the retailer with only her reservation profit. However, we show that in our market structure these two sophisticated contracts force the manufacturers to compete more aggressively relative to when they only offer wholesale-price contracts, and this may leave them worse off and the retailer substantially better off. In other words, although in a serial supply chain a retailer may have just cause to fear quantity discounts and two-part tariffs, a retailer may actually prefer those contracts when offered by competing manufacturers. We conclude that the properties a contractual form exhibits in a one-manufacturer supply chain may not carry over to the realistic setting in which multiple manufacturers must compete to sell their goods through the same retailer. © 2010 INFORMS.

Electric vehicles (EV) do not emit tailpipe exhaust fumes in the same manner as internal combustion engine vehicles. Optimal benefits can only be achieved, if EVS are deployed effectively, so that the tailpipe emissions are not substituted by additional emissions in the electricity sector. This paper examines the potential contributions that Plug in Hybrid Electric Vehicles can make in reducing carbon dioxide. The paper presents the results of the generation expansion model for Northern Ireland and the Republic of Ireland built using the dynamic programming based long term generation expansion planning tool called the Wien Automatic System Planning IV tool. The model optimizes power dispatch using hourly electricity demand curves for each year up to 2020, while incorporating generator characteristics and certain operational requirements such as energy not served and loss of load probability while satisfying constraints on environmental emissions, fuel availability and generator operational and maintenance costs. In order to simulate the effect of PHEV, two distinct charging scenarios are applied based on a peak tariff and an off peak tariff. The importance and influence of the charging regime on the amount of energy used and gaseous emissions displaced is determined and discussed.

This paper describes the evaluation of an educational project, delivered in a Bachelor in Social Work degree (BSW) program in Northern Ireland. The project aimed to equip social work students to be more culturally competent in this divided society, with a central focus on including victim/survivor service users in social work training. A number of pedagogical approaches are noted, with particular consideration of Boler's ‘pedagogy of discomfort’ as a model that includes the multidimensional nature of the learning process when topics carry a high emotional tariff. The evaluation of the students' experience indicated that: there was strong support among students for the project; the unique contribution of service users was affirmed; and the project appeared to increase students' awareness and capacity to practice in a divided society. The evaluation of the trainers' experience highlighted key processes in the delivery of collaborative training. The authors argue that the lessons learned are broadly applicable to other forms of service user and carer involvement in social work training and in other societies in which health and social care professionals have to deal with the legacies of political conflict.

Farm incomes in Ireland are in decline and many farmers would operate at a loss in the absence of subsidies. Agriculture is responsible for 27% of Ireland's greenhouse gas emissions and is the largest contributing sector. Penetration of renewable energy in the heat and transport sectors is falling short of targets, and there is no clear plan for achieving them. The anaerobic digestion of grass to produce biogas or biomethane is put forward as a multifaceted solution, which could help meet energy and emissions targets, reduce dependence on imported energy, and provide additional farm income. This paper addresses the economic viability of such a system. Grass biogas/biomethane fares poorly under the current combined heat and power tariff structure, which is geared toward feedstock that attracts a gate fee. Tariff structures similar to those used in other countries are necessary for the industry to develop. Equally, regulation should be implemented to allow injection of biomethane into the gas grid in Ireland. Blends of natural gas and biomethane can be sold, offering a cost-competitive green fuel. Sale as a renewable transport fuel could allow profitability for the farmer and savings for the consumer, but suffers due to the lack of a market. Under current conditions, the most economically viable outlet for grass biomethane is sale as a renewable heating fuel. The key to competitiveness is the existing natural gas infrastructure that enables distribution of grass biomethane, and the renewable energy targets that allow renewable fuels to compete against each other. © 2010 Society of Chemical Industry and John Wiley & Sons, Ltd.

The EU is considered to be one of the main proponents of what has been called the deep trade agenda—that is, the push for further trade liberalization with an emphasis on the removal of domestic non-tariff regulatory measures affecting trade, as opposed to the traditional focus on the removal of trade barriers at borders. As negotiations on the Doha Development Round have stalled, the EU has attempted to achieve these aims by entering into comprehensive free trade agreements (FTAs) that are not only limited exclusively to tariffs but also extend to non-tariff barriers, including services, intellectual property rights (IPRs), competition, and investment. These FTAs place great emphasis on regulatory convergence as a means to secure greater market openings. The paper examines the EU's current external trade policy in the area of IP, particularly its attempts to promote its own regulatory model for the protection of IP rights through trade agreements. By looking at the IP enforcement provisions of such agreements, the article also examines how the divisive issues that are currently hindering the progress of negotiations at WTO level, including the demands from developing countries to maintain a degree of autonomy in the area of IP regulation as well as the need to balance IP protection with human rights protection, are being dealt with in recent EU FTAs.

Purpose
The Strengths and Difficulties Questionnaire (SDQ) is a behavioural screening tool for children. The SDQ is increasingly used as the primary outcome measure in population health interventions involving children, but it is not preference based; therefore, its role in allocative economic evaluation is limited. The Child Health Utility 9D (CHU9D) is a generic preference-based health-related quality of-life measure. This study investigates the applicability of the SDQ outcome measure for use in economic evaluations and examines its relationship with the CHU9D by testing previously published mapping algorithms. The aim of the paper is to explore the feasibility of using the SDQ within economic evaluations of school-based population health interventions.
Methods
Data were available from children participating in a cluster randomised controlled trial of the school-based roots of empathy programme in Northern Ireland. Utility was calculated using the original and alternative CHU9D tariffs along with two SDQ mapping algorithms. t tests were performed for pairwise differences in utility values from the preference-based tariffs and mapping algorithms.
Results
Mean (standard deviation) SDQ total difficulties and prosocial scores were 12 (3.2) and 8.3 (2.1). Utility values obtained from the original tariff, alternative tariff, and mapping algorithms using five and three SDQ subscales were 0.84 (0.11), 0.80 (0.13), 0.84 (0.05), and 0.83 (0.04), respectively. Each method for calculating utility produced statistically significantly different values except the original tariff and five SDQ subscale algorithm.
Conclusion
Initial evidence suggests the SDQ and CHU9D are related in some of their measurement properties. The mapping algorithm using five SDQ subscales was found to be optimal in predicting mean child health utility. Future research valuing changes in the SDQ scores would contribute to this research.

O presente trabalho aborda de que forma a Análise Económica pode contribuir para a definição de uma Política Pública da Água sustentável para Portugal. Analisam-se, inicialmente, as particularidades do recurso e o seu enquadramento legislativo, institucional, bem como as respectivas implicações no processo de gestão da água. Esta análise conduz à definição daquilo a que se chamará ―Novo Modelo de Gestão da Água‖. Tendo por enquadramento a Directiva-Quadro da Água (DQA) — Directiva 2000/60/CE de 23 de Outubro de 2000, publicada no Jornal Oficial das Comunidades Europeias, em 22 de Dezembro do mesmo ano — é ilustrada a aplicação dos conceitos e a abordagem desenvolvida na definição de uma estratégia política de actuação para Portugal, de modo a assegurar o seu cumprimento de forma eficaz, eficiente e sustentável. São discutidos os aspectos económicos e a justificação teórica para a intervenção nos mercados, nomeadamente através do desenvolvimento de sistemas de tarifas. As formas de financiamento do sector, à luz do princípio da recuperação de custos, são analisados propondo-se a chamada visão dos 4T. Dado o contexto de análise do sector da água, enquanto política pública, são referenciados os vários de tipos de regulação e as várias reformas propostas pelos principais investigadores e organizações internacionais. Neste contexto de análise é abordada a governação (governance) e os seus atributos. São enunciados os principais entraves a uma governação eficiente. As várias formas de participação do capital privado, bem como a descrição de algumas das suas potencialidades são postas em evidência. A partir de um modelo analítico procede-se ao estudo dos efeitos do uso de vários instrumentos económicos, nomeadamente a nível do bem-estar. Analisa-se o modelo institucional português, nas suas vertentes, legislativa e institucional. O estado dos recursos hídricos e dos serviços de água em Portugal é avaliado a partir de dados oficiais. Com base na identificação das restrições do actual modelo institucional, é proposto um novo modelo que responda de forma flexível e atempada às solicitações postas pela Directiva. Propõe se a criação de uma instituição financeira — o ―Banco da Água‖ — que, em condições de mercado, possa financiar os investimentos estruturais necessários à melhoria da qualidade dos recursos hídricos, bem como dos serviços associados à água. Pretende demonstrar-se que, face às restrições orçamentais, à esperada conclusão do Quadro de Referência Estratégico Nacional (QREN) e às limitações dos chamados project finance esta solução será necessária para o sucesso da Política Pública da Água. A criação de condições para um maior papel da iniciativa privada, uma legislação protectora do consumidor, a aplicação de instrumentos de política da água — nomeadamente sistemas de tarifas e a criação de um Fundo de Equilíbrio Tarifário —, e o uso da metodologia Oikomatrix, nas políticas sectoriais, são outras das sugestões que completam as propostas avançadas tendentes a que o Sector da Água mimize algumas das ineficiências detectadas e almeje à desejável sustentabilidade.

Recently there has been an increase of interest in implementing a new set of home appliances, known as Smart Appliances that integrate Information Technologies, the Internet of Things and the ability of communicating with other devices. While Smart Appliances are characterized as an important milestone on the path to the Smart Grid, by being able to automatically schedule their loads according to a tariff or reflecting the power that is generated using renewable sources, there is not a clear understanding on the impact that the behavior of such devices will have in the comfort levels of users, when they shift their working periods to earlier, or later than, a preset time. Given these considerations, in this work we analyse the results of an assessment survey carried out to a group of Home Appliance users regarding their habits when dealing with these machines and the subjective impact in quality caused by either finishing its programs before or after the time limit set by the user. The results of this work are expected to be used as input for the evaluation of load scheduling algorithms running in energy management systems. © 2014 Springer International Publishing.

Hayne’s speech comes after President Andrew Jackson’s Nullification Proclamation that disputed a state’s right to nullify a federal law, in response to South Carolina’s ordinances declaring the tariff acts of 1828 and 1832 unconstitutional.
