n this paper I pose some questions that I systematized after taking part in a colloquium proposed by the National Conference on Education (CONAE 2010) to discuss the theme Environmental Education and Curriculum Contextualization. Regarding public environmental education policies, I try to indicate some perspectives that are both coherent with what Brazilian educators and environmentalists have been proposing and considered necessary for the consolidation of an Articulated National Education System. I present a synthesis of the environmental education proposals systematized in the CONAE Reference Document, which was designed as a guide to state and local conferences. I make an effort to carry out a preliminary analysis of both the process and the content of the public environmental education proposals systematized in the Essential Documents (Volumes I and II), Thematic Plenary Meeting Documents, and Final Document. Furthermore, I try to present a short synthesis of the prevailing tendencies of educational policies in Brazil in the last decades, pointing out the meaning and need of social activism for the construction of public policies for education, in general, and for environmental education, specifically.

This paper reports a master research that aimed to analyze the patterns of institutional relationships between local officials and communities of agrarian reform settlements in four counties of the State of So Paulo Apia, Iaras, Promisso and Mirante do Paranapanema particularly with regard to the types of support offered by the first to the economic activities in the settlements. In terms of methodology, we conducted a qualitative, exploratory and descriptive research, outlined in the format of multiple case study. Having like data sources the local officials responsible for institutional relations with the agrarian reform settlements, technicians agents of agencys linkeds to the land question, as INCRA and ITESP, and settled in leadership positions in rural settlements, we sought to evaluate the intensity, the types and quality of the (possible or actual) support offered by municipalities to economic activities inside the settlements. We sought to evaluate the results from theoretical lens formed around the notions of local development and the significance assumed by settlements in different locations. The results showed a fairly heterogeneous and, often, disparate in particular circumstances. It was evident, from the information collected, that a positive action of the municipal government in supporting the economic activities of the settlements is essential for the release of social energy based in settlements, enabling the realization of the "amalgam of possibilities" constructed from the implementation of rural settlements.

In recent literature, the concept of policy subsystem has occupied a central place in many theoretical models, it is considered prime unit of analysis in recent approaches to the policy process. Subject of intense theoretical discussion, when compared to related concepts such as policy communities, policy networks and policy issues, these concepts can contribute to the analysis of political participation process, characteristic of democratic governments. This present study aims to present a critical review of the literature on subsystems, policy issues, policy networks and policy communities, as well as discuss these concepts emphasizing the participatory potential of the actors who make up these spaces, seeking to contribute to the dialogue of studies in public policy and participation policy in Brazil.

Governament organizations has as challenge for their governance the requirement ro improve evaluation system that measure the acting of their mediations and profefer for society informations about achievements. The text analyze the challenges and advances of evaluation tools for produce guidelines that could be inserted at context of decision-making from public agents. Thereunto informations must be reliable and real-time, creating vectors of haste for modernization of informational capacity of State as a whole.

This article presents the endeavors of health municipal teams in building services that meet citizens demands, in a small municipality from a less developed area of the state of So Paulo. Beyond health services practice characterization and organization, our study assesses the challenges and advances in the implementation of public, health policies in Brazil. In this way it is possible to perceive how the family health strategy needs to overcome impasses in the service work processes, as well as more dynamic local and regional relations to provide comprehensive care to citizens. Health care exemplifies how, in democracy building, municipal action is indispensable to strengthen the effectiveness of public actions.

From the organization of social movements in the late 1960s to the institutionalization of participatory politics in the Brazilian Federal Constitution in 1998 , the research agenda on participatory institutions in Brazil was not only consolidated in the academic setting as been growing and diversifying in the past decades. The main objective of this paper is to put the most recent literature of policy process applied to studies of participatory institutions. This paper assumes that the public policy are multidisciplinary epistemological field of knowledge. Thus, it is through the explanation of some of his theories and models of the policy process analysis that we aims to show new perspectives for the research agenda on participatory institutions.

Os 13 artigos reunidos neste livro foram primeiramente apresentados em encontro internacional sobre participao, democracia e políticas públicas na Amrica Latina, realizado em 2013 na Faculdade de Cincias e Letras da Unesp. Para os organizadores da obra discutir o tema, principalmente no que concerne transparncia dos sistemas de gesto, extrema importncia para apontar direes para uma renovao poltica, articulaes sociais e desenvolvimento socioterritorial. Eles explicam que a anlise de marcos legais, fragilidades institucionais e prtica autoritrias permitem enxergar o seu contrrio e, com isso, aprimorar a prtica de políticas públicas voltadas ao desenvolvimento de um pas sustentado na democracia e na cidadania ativa. O livro divido em quatro eixos temticos. O inicial apresenta artigos que analisam a cidadania relacionada sade, gnero, preveno ao abuso sexual e juventude. Abarca temas como o Sistema nico de Sade, os movimentos e grupos feministas e abuso sexual. O seguinte destaca temas ligados educao, tambm relacionados cidadania, como o financiamento da educao e a educao em presdios paulistas. Desenvolvimento e combate s desigualdades sociais norteiam os estudos da terceira parte. So trs artigos que tratam da complexidade da produo de políticas baseadas no dilogo entre pares institucionais, como representantes de governos e sociedade civil. O captulo final dedicado ao tema controle social e aperfeioamento da democracia. Os artigos abordam a questo do monitoramento das políticas e investimentos pblicos por parte da sociedade civil.

Os sete textos aqui apresentados resultam de seleo realizada entre 296 trabalhos em outubro de 2013, durante o VII Congresso de Extenso Universitria da Unesp. Abrangem propostas inovadoras nas reas de Direitos Humanos, Educao, Espaos Construdos, Poltica e Economia, Sade e Tecnologia. O trabalho Educao e Estatuto da Criana e do Adolescente (ECA) prope preparar agentes sociais e professores da cidade de Rio Claro e regio para que o trabalho com as crianas e adolescentes possa ser mais efetivo em relao aplicabilidade do ECA e para fortalecer as redes de atendimento. Em Cursinho Pr-Vestibular Gera Bixo o objetivo a reduo do dficit educacional do aluno proveniente do ensino pblico. O trabalho relata que em oito anos de existncia o cursinho aprovou mais de duzentos alunos em universidades públicas ou particulares com 100% de bolsa e que o ndice de aprovaes alcanou 47% em 2012. O direito habitao e o papel da universidade pblica discute a habitao enquanto direito social assegurado pela Constituio. Trata de pesquisas e propostas alternativas para a habitao social que possibilitem custos mais baixos. Os autores de Transparncia e controle social: a experincia do Observatrio da Gesto Pblica de Marlia (SP) relatam como o Observatrio viabiliza a prtica do controle social da gesto e a advocacia de ideias no mbito do municpio de Marlia. O trabalho Atendimento aos pacientes do Centro de Oncologia Bucal da Faculdade de Odontologia de Araatuba Unesp tem como objetivo ampliar o nmero e os tipos de atendimento de pacientes portadores de patologias bucais, orientar os alunos nos procedimentos de exame clnico, complementares e cirrgicos, visando ao diagnstico e tratamento das patologias bucais. Utilizar a jardinagem e a horticultura na recuperao de pacientes com dependncia qumica, alcolatras e desabilitados do Ncleo de Sade Mental (Cerdif), de Ilha Solteira foi a proposta de Jardinagem como terapia ocupacional na recuperao de pacientes do Cerdif/Ilha Solteira (SP). Em Equipamentos para promoo de melhor qualidade de vida de pessoas com deficincia motora os autores partiram do censo de 2010, segundo o qual 13,17 milhes de brasileiros declararam-se portadores de algum tipo de deficincia grave. Para contribuir com essa populao, o Grupo de Pesquisa Novas Tecnologias e Qualidade de Vida dos Deficientes Fsicos tem fabricado diversos equipamentos voltados tecnologia assistiva.

The Estatuto do Idoso (senior citizen statute), Brazilian federal law promulgated in 2003, defines senior citizen as the person with 60 years old, or more. Revered as a landmark recognition of the seniors rights, it guarantees, among others, the right of education. According to the statutory provisions, the education is personal right of the elderly person and must be assured with absolute priority by the State, the family, the society, as well by entities. However, in practice, just few senior citizens enjoy the right of education, since this policy has not been developed with focus in the old age, since educational practices are aimed, in most cases, to the younger age groups. Nevertheless, some initiatives seek to invest in the education for the elderly, like happens with the University of the Third Age (U3A). Although this kind of initiatives have been reason of celebration such projects should be enforced and consolidated as an object of better political investment to enlarge the access to the education right to the senior citizens in general. Due to the visibility achieved by the senior population, a possible way to the establishment of services in the area of education, would be the formation of partnerships between educational institutions that understand old age as a potential expansion of cultural goods and production of knowledge.

The following text was, in its origin, a paper written as a finaltask for the Post Graduation Program in Psychology at the Universidade Estadual Paulista Jlio de Mesquita Filho. Here, a reflection about the public politics as well as a questioning its validity andimportance today in Brazil.

The present study aims to analyze the Brazilian public policies made for the elderly citizen population and to examine their resonance in the production of senses and images on the process of aging. For this, we draw cartographies that could find producing figures of sense about the aging, passing through some politics formulated for to this age group, since the decade of 1920 until the creation of the Estatuto do Idoso, in 2003. We checked that the appearance of public policies for the old age happened as an answer to the challenge of managing and controlling the aging process courses in front of the increase of the elderly citizen population. The Estatuto do Idoso is an important landmark of the management advance of the State upon the oldness and of the substitution of an philanthropic-assistance model for a preventive model which is based on the promotion of a healthy and productive longevity. With that, next to the figure of the sick and inactive elderly , it begins to appear figurations of a healthy and powerful aging, crossed by images of vitality and rejuvenation.
