Las concepciones sobre el fenómeno participativo son amplias y generan varias posiciones. Diversos autores coinciden en que el municipio, por ser la cara del Estado más próxima a los ciudadanos, aparece como un lugar privilegiado para el desarrollo de políticas públicas participativas, contribuyendo a una gestión más transparente, eficiente, inclusiva y democrática. Esta cercanía permitiría una participación de los actores locales en los procesos de desarrollo comunal, posibilitando que diagnostiquen sus problemas, participen de instancias de decisión, elaboración y evaluación de las políticas públicas. Por otra parte, se advierte que mediante las políticas de participación el Estado traslada sus responsabilidades a la sociedad y se emplean como medio para la construcción artificial de consensos y manipulaciones políticas. Este artículo indaga acerca de los fundamentos, las metodologías de implementación y los resultados de cuatro casos de Presupuesto Participativo (La Plata, San Fernando, San Miguel y San Martín). Los ejes de análisis indagan acerca de la caracterización de los proyectos surgidos de esta política, los cambios en las modalidades de gestión local y el tipo de participación de la sociedad. Se utilizaron entrevistas en profundidad semi estructuradas, observaciones, estrategia de investigación documental sobre fuentes secundarias de información elaboradas por los municipios (página web, normativa, documentación institucional, folletería, estadísticas) y trabajos académicos elaborados por otros investigadores.

Este trabajo plantea las dificultades y desafíos que representa para el poder político y la sociedad, la implementación de las nuevas tecnologías de gestión territorial que comienzan a desarrollarse a partir de la década del noventa con la Reforma del Estado. El estudio se realiza a través del análisis de dos herramientas básicas que promueve el Plan de Modernización del Estado y a que el Municipio de La Plata convoca a participar: el Presupuesto Participativo y el Plan Estratégico. El análisis de estas experiencias nos permite reconocer, por un lado, hasta qué punto el poder político tiene la firme convicción de ceder espacios de poder a la ciudadanía y, por otro, el nivel de presencia y compromiso que asume la sociedad cuando participa de estos espacios abiertos a todos los actores que, con distintos intereses, forman parte de la construcción de la ciudad. Con el desenlace de ambas experiencias se desaprovecha no sólo la oportunidad de dar comienzo a un cambio más profundo en la gestión municipal, sino también la posibilidad de plasmar en el territorio las demandas que habían surgido a partir de los acuerdos alcanzados por la comunidad. Por último, se plantea la necesidad de contar con una actitud más firme y perseverante por parte de la sociedad, que le permita alcanzar niveles de participación activa en aquellos sectores de gestión en los que se elaboran y ejecutan las políticas públicas que la afectan en forma directa.

This paper investigates the current relationship between information management and information mediation along with the digital reference service through a case study which took place in an academic library. The concept of information mediation is herein analyzed, since a conceptual examination provides elements that will help people to comprehend and evaluate the concerned service. The information professional plays a very important role in the mediation aforementioned, which may be directly or indirectly; consciously or unconsciously; by himself/herself or plurally; individually or inserted into a group ? in all such manners that mediator facilitates the acquisition of information, fully or partially satisfying a user?s need of all sorts of knowledge. Meanwhile, we here approach information management from a scope that points out a description over performed activities concerned to policies and procedures put into effect until the service evaluation by proposing a criterion for such point. Finally, we outline a few actions to be implemented in long-term perspective, which goal is to continually ameliorate such assistance, taking in account the human factor

Mucho ofthe towns of Mendoza have been working for years with a methodology built with traditional zoningand code of permitted uses,not permitted or conditional. These local governants, which manage a municipality, working withdy namic planning councilasit implements the proposed urban development, agricultural, commercial and industrialin its territory and build public work saccording to plan. The province of Mendoza, in the west of the Argentine Republic is in a favorable political conjuncture to strengthen the territorial planning in the municipalities. This is due to the approval of the Provincial Law 8051 of Territorial Ordering and Municipal Ground Uses that establish terms to formulate a Plan Provincial Territorial Ordering and Plans; against this background the municipalities have an annotated time to elaborate their own Plan. On the other hand the civil society is giving awareness signs on its protagónico paper like controller of the public policies, generating propitious scopes for the participativas social practices and circulation of the knowledge. This verifies in the social reactions front to decisions that can affect the atmosphere and the resources of the territory. In spite of this favorable context to fortify the instances of social participation it jeopardize with projects based on territorial intelligence, are observed very different institutional answers. The greater obstacles are within such municipalities, lack territorial conscience in the municipal agents and the handling of the information is fragmented. Taking into account the marks from reference that affect the provincial territorial policy, an investigation was made in order to analyze the practices of participativa planning in municipal scopes. Interviews, studies of case and qualification of municipal agents were combined, which allowed triangular results and of obtaining a socioterritorial differentiation of the municipalities of Mendoza. This result is a departure point to consider at the time of making proposals for a work agenda or trying transformations towards a new form to govern, where the associate management is multiplied. Before a same frame of provincial reference, the particular answers of the municipalities are improving, but the majority requires to cross a gradual own way with the qualification of the human resource and with a renovation of guidelines in relation to the local community

The intense activity in the construction sector during the last decade has generated huge volumes of construction and demolition (C&D) waste. In average, Europe has generated around 890 million tonnes of construction and demolition waste per year. Although now the activity has entered in a phase of decline, due to the change of the economic cycle, we don’t have to forget all the problems caused by such waste, or rather, by their management which is still far from achieving the overall target of 70% for C&D waste --excludes soil and stones not containing dangerous substances-- should be recycled in the EU Countries by 2020 (Waste Framework Directive). But in fact, the reality is that only 50% of the C&D waste generated in EU is recycled and 40% of it corresponds to the recycling of soil and stones not containing dangerous substances. Aware of this situation, the European Countries are implementing national policies as well as different measures to prevent the waste that can be avoidable and to promote measures to increase recycling and recovering. In this aspect, this article gives an overview of the amount of C&D waste generated in European countries, as well as the amount of this waste that is being recycled and the different measures that European countries have applied to solve this situation.

Growing scarcity, increasing demand and bad management of water resources are causing weighty competition for water and consequently managers are facing more and more pressure in an attempt to satisfy users? requirement. In many regions agriculture is one of the most important users at river basin scale since it concentrates high volumes of water consumption during relatively short periods (irrigation season), with a significant economic, social and environmental impact. The interdisciplinary characteristics of related water resources problems require, as established in the Water Framework Directive 2000/60/EC, an integrated and participative approach to water management and assigns an essential role to economic analysis as a decision support tool. For this reason, a methodology is developed to analyse the economic and environmental implications of water resource management under different scenarios, with a focus on the agricultural sector. This research integrates both economic and hydrologic components in modelling, defining scenarios of water resource management with the goal of preventing critical situations, such as droughts. The model follows the Positive Mathematical Programming (PMP) approach, an innovative methodology successfully used for agricultural policy analysis in the last decade and also applied in several analyses regarding water use in agriculture. This approach has, among others, the very important capability of perfectly calibrating the baseline scenario using a very limited database. However one important disadvantage is its limited capacity to simulate activities non-observed during the reference period but which could be adopted if the scenario changed. To overcome this problem the classical methodology is extended in order to simulate a more realistic farmers? response to new agricultural policies or modified water availability. In this way an economic model has been developed to reproduce the farmers? behaviour within two irrigation districts in the Tiber High Valley. This economic model is then integrated with SIMBAT, an hydrologic model developed for the Tiber basin which allows to simulate the balance between the water volumes available at the Montedoglio dam and the water volumes required by the various irrigation users.
