The encounter of East and West has initiated a period of reforms in Muslim societies. Some of the legal reforms enacted by premodern and modem Muslim states have been hailed as victories for women's rights in Islam. A historical and comparative perspective on the issue reveals that this is far from being true. Reforms constitute a far more complex issue. In many Muslim countries, Islamic law remained the main reference in matters pertaining to family and personal laws. To this day, women's rights remain a sensitive issue. A look at some modem Muslim legislations regarding divorce and polygamy illustrates both the tension that exists between the duties of modem states to uphold women's rights and their alleged Islamic principles and the tension that exists between state and religion. Paradoxically, recent developments in Iran illustrate aptly that some sort of reforms of family laws may be envisioned within the strictures of an Islamic society where Islamic law rules. This paper traces fluctuating attitudes to Islam and its Prophet, particularly in the eighteenth and nineteenth. Western perceptions, as revealed by writers of the period, encyclopaedias, biographies and commentaries, were sometimes sympathetic, sometimes dismissive; sometimes celebrating Islam's piousness; sometimes accusing it of fraud. Sometimes Islam is seen as benign; sometimes its violence is seen as endemic. Often the cultural biases of western observers are obvious: the west is progressive and historically dominant, the east (and its cultural accoutrements) is degenerate and over-zealous. But we ought not judge religions or cultures by their worst manifestations alone. Oriental societies were never just Islamic or traditional. They comprise not only those who perpetuate oppressive practices towards women but also modernizers who seek change.

As a result of the local autonomy program that commenced in Indonesia in Jan 2001, there is a concern regarding the applicability of the formalized model of security & the possibility of that being replaced by a local community-based security model. This rather informal security model is then promoted to be the only form of security used between societies & the nation. However, this model does not solve the problem because of widespread corruption, collusion, & nepotism, & the many limitations of the Indonesian National Police (Polri), a police department that has a mediocre & generalized level of service. In relation to autonomy, the effort of empowering the police units from the regional police down will bridge the gap between the people's ability to protect themselves & the limitations of those that are sworn to uphold the law. 17 References. Abstract This article addresses the role of Pope Francis in the interfaith and inter-civilization dialogue of the Holy See. Specifically, it analyses the main aspects of diplomatic relations between the Holy See and Russia, China, Islamic countries and Israel, and provides perspectives on the inter-civilization diplomacy of the Holy See during the current pontificate.

Analisando os capitais branqueados e quem vai às privatizações para evitar o próximo atentado terrorista. Imaginem se o Estado Islâmico compra a TAP! § Now, the prevention of terrorism, is the opposite of all this, with a state increasingly to intervene everywhere, watching everything and everyone, increasing the budgets in public security and peace, in billions. Analyzing the laundered money and who is going to privatizations to prevent the next terrorist attack. Imagine if the Islamic state buys TAP!

De onde brota a inspiração para baladas de amor e canções de guerra, lendas e narrativas, tragédias e comédias? Ao longo de séculos, escritores e leitores interrogaram-se acerca do nascimento da beleza. Neste artigo, abordo essa questão intrigante, em quatro etapas: a) Examino algumas personificações criadas por Hesíodo, Homero, Luís de Camões e Federico García Lorca para descreverem a inspiração; b) Exploro as estratégias utilizadas por Samuel Coleridge, Salvador Dalí e William Burroughs, para penetrar no reino da fantasia, o inconsciente; c) Apresento as explicações científicas propostas por Sigmund Freud, Carl Jung e Robert Sperry para o impulso criativo; d) Para concluir, menciono as razões que levaram Fernando Pessoa, Eugénio de Andrade e Emily Dickinson a desconfiarem da musa inspiradora, preferindo o esforço que corrige a emoção e gera a obra de arte. Seguindo uma perspectiva comparada, o meu objectivo é mostrar diferentes formas de perceber a criatividade literária. Para tanto, recorro ao trabalho dos escritores e cientistas atrás mencionados e, naturalmente, à minha opinião.

The concerns on metals in urban wastewater treatment plants (WWTPs) are mainly related to its contents in discharges to environment, namely in the final effluent and in the sludge produced. In the near future, more restrictive limits will be imposed to final effluents, due to the recent guidelines of the European Water Framework Directive (EUWFD). Concerning the sludge, at least seven metals (Cd, Cr, Cu, Hg, Ni, Pb and Zn) have been regulated in different countries, four of which were classified by EUWFD as priority substances and two of which were also classified as hazardous substances. Although WWTPs are not designed to remove metals, the study of metals behaviour in these systems is a crucial issue to develop predictive models that can help more effectively the regulation of pre-treatment requirements and contribute to optimize the systems to get more acceptable metal concentrations in its discharges. Relevant data have been published in the literature in recent decades concerning the occurrence/fate/behaviour of metals in WWTPs. However, the information is dispersed and not standardized in terms of parameters for comparing results. This work provides a critical review on this issue through a careful systematization, in tables and graphs, of the results reported in the literature, which allows its comparison and so its analysis, in order to conclude about the state of the art in this field. A summary of the main consensus, divergences and constraints found, as well as some recommendations, is presented as conclusions, aiming to contribute to a more concerted action of future research. © 2015, Islamic Azad University (IAU).

Rhinoscleroma is a rare infection in developed countries; although, it is reported with some frequency in poorer regions such as Central Africa, Central and South America, Eastern and Central Europe, Middle East, India and Indonesia. Nowadays, rhinoscleroma may be erroneously diagnosed as mucocutaneos leishmaniasis, leprosy, paracoccidioidomycosis, rhinosporidiasis, late syphilis, neoplasic diseases or other upper airway diseases. From 1996 to 2003, we diagnosed rhinoscleroma in eight patients attended in the Dermatologic and Transmitted Diseases service of "Cayetano Heredia" National Hospital, in Lima, Peru. The patients presented airway structural alterations producing nasopharyngeal, oropharyngeal and, in one patient, laryngeal stenosis. Biopsy samples revealed large vacuolated macrophages (Mikulicz cells) in all patients. Ciprofloxacin 500 mg bid for four to 12 weeks was used in seven patients and oxytetracycline 500 mg qid for six weeks in one patient. After follow-up for six to 12 months the patients did not show active infection or relapse, however, all of them presented some degree of upper airway stenosis. These cases are reported because of the difficulty diagnosing the disease and the success of antibiotic treatment.

Este artigo procura contribuir para o estudo dos processos históricos que têm tomado populações muçulmanas como alvos preferenciais da governança e da análise políticas. Baseado em documentação de arquivos portugueses e franceses, o artigo procura assinalar as mais notórias representações identitárias que ideólogos e membros do aparelho colonial português construíram em torno dos grupos islâmicos da Guiné-Bissau e de Moçambique, incidindo especialmente nesta última colónia. Tais imagens articularam-se com as estratégias de governação das populações muçulmanas num quadro colonialista, sobretudo após a eclosão das guerras coloniais. O artigo defende que a posição semiperiférica de Portugal no sistema-mundo conferiu às suas representações e estratégias identitárias, nomeadamente as que se reportam aos muçulmanos colonizados, um carácter de profunda ambivalência.

Nas três últimas décadas do colonialismo português, as políticas destinadas às populações muçulmanas da Guiné e de Moçambique passaram da hostilidade mais ou menos aberta para uma estratégia de sedução, com vista a promover um “Islão português” e a usar certos sectores muçulmanos no combate aos movimentos nacionalistas. Esta transição teve também uma componente transnacional, na medida em que se quis alargar a intervenção portuguesa a um espaço estratégico designado como “mundo islâmico”. O presente artigo procura analisar essa intervenção, debruçando-se sobre o pensamento geopolítico que a informou e as suas aplicações diplomáticas, em particular no relacionamento com os países árabes.
