I am pleased to present the performance report for the Iowa Department for the Blind for fiscal year 2008. This report is provided in compliance with sections 8E.210 and 216B.7 of the Code of Iowa. It contains valuable information about results achieved because of the services that we and our partners provided to blind and visually impaired Iowans during the past fiscal year in the areas of Vocational Rehabilitation, Independent Living, Library Services, and Resource Management. We determine our competitive success in a number of ways. We look at the federal standards and indicators to learn our ranking in relation to the performance of other public rehabilitation agencies. We compare our library's production and circulation figures with those from previous years to determine trends. We set our own standards for success by looking at such factors as the number of successful case closures, average hourly wage at case closure, skills training provided, and compliance with regulations. Results show that the Department is working positively toward achieving its strategic goals of increasing the independence and productivity of blind Iowans and improving access to information for blind Iowans. Major accomplishments of the year included: The selection of our Library as one of eight libraries to receive the new digital talking book machines and books in digital media from the National Library Service for the Blind and Physically Handicapped. Priority for distribution of the machines is given to Library patrons who are veterans. The Department, the Iowa Braille School, and the Department of Education have been promoting the new expanded core curriculum as part of their continued efforts to improve the coordination and delivery of services to blind and visually impaired students in Iowa. The Department's five-year grant funded Pathfinders mentoring program ended this year. A total of 49 blind youths aged 16-26 were paired with successful blind adult mentors. Assessments of the program clearly showed that participation in the program had a measurable positive effect on the youth involved. Finally, earnings ratios and the percentage of employment for vocational rehabilitation clients of the Department are among the best in the nation, as measured by the U.S. Rehabilitation Services Administration's standards and indicators for the year ended September 30, 2007. Overall, we met or exceeded 13 of 18 targets included in this report. A discussion of the Department's services, customers, and organizational structure, and budget appears in the "Department Overview" that follows. Information pertaining to performance results appears in the final section of this document. The success of the Department's programs is evident in the success achieved by blind Iowans. It is reflected in the many blind persons who can be seen traveling about independently, going to their jobs and to the community and family activities in which they participate. Sincerely, Karen A. Governor Culver issued Executive Order 3 on June 21st, 2007. The Executive Order directs that at least 60 percent of fuel purchases in state flexible fuel vehicles be E85 by June 30, 2009. The Order also directed “the Director of the Office of Energy Independence, in consultation with the Director of Administrative Services, shall submit a State Government E85 Use Plan.” The following recommendations are immediate actions that can be taken to ensure that the state reaches the Governor’s goal of 60 percent E85 fuel use by June 30, 2009

O artigo procura compreender de forma sincrónica as linhas fundamentais da política externa de Cabo Verde e seus reflexos nas relações internacionais, abarcando o período, desde a independência à actualidade. A perspectiva central é a de que a independência em 1975 representou uma nova era para o Estado de Cabo Verde, embora se tenha propalado a ideia de um Estado inviável. A estratégia para ultrapassar esta situação passava por uma aposta activa nas relações internacionais, nomeadamente numa política externa pragmática que se ajustasse num quadro de concertação e interacção com outros Estados. Procuramos, através de uma abordagem interdisciplinar e interpretativa, analisar os fenómenos sociais-internacionais que se configuram na política externa cabo-verdiana, sabendo que estes se relacionam tanto no campo da história e da sociologia como no campo da ciência política e das relações internacionais. Propõe-se novos desafios para a política externa cabo-verdiana, numa conjuntura internacional abalada pela crise financeira, uma aposta para uma maior integração regional no continente africano, aproveitando de forma estratégica o continente como nova fronteira de desenvolvimento.

The Office of Energy Independence presents Iowa’s second annual energy independence plan, which highlights accomplishments achieved thus far and makes recommendations for the coming year. This plan shows that Iowa has made significant progress in building the foundation for reaching energy independence in just the past year. Continued investment and further efforts will enable Iowa to push toward even greater advances, while creating new jobs and diversifying local economies. With those aims in mind, the state has been investing extensively in the new energy economy. One important example is the Iowa Power Fund, an annual appropriation from the Iowa General Assembly administered by the Office of Energy Independence. In less than one year, the Office has received more than 160 project applications totaling more than $308 million in requests. The projects approved thus far will help advance Iowa’s wind and solar industries, foster new energy efficiency practices, and develop the bio fuels industry for a more economically and environmentally sustainable future. Iowa’s position as a leader in the new energy economy is dependent on the success of the Power Fund, and on the success of this plan. This plan clearly states that Iowa must boldly pursue a strong position in the emerging energy economy worldwide.

Esta dissertação teve como ponto de partida a pergunta “Como se comportaram alguns temas e mitos ao longo da história da literatura de Cabo Verde? Que caminho percorreram?” Para tentar dar-lhe resposta recorremos à metodologia comparativista, com o objetivo de analisar as evoluções e possíveis mudanças ocorridas ao longo dos tempos, a partir do cruzamento transversal entre temas e mitos em épocas diferentes. Foi assim necessário abordar a literatura cabo-verdiana, na sua relação profunda com a história do país, considerando os seus três grandes momentos: um tempo “ indefinido” que vai até 1936, um segundo que vai de 1936 até 1975 e, por último, o que vai desde essa data até à atualidade. Ao longo dessa análise, e a partir de um corpus textual necessariamente circunscrito, fomos detetando as variantes, as diferentes atualizações ocorridas nesta literatura, geralmente provocadas por fatores de ordem geográfica, pela evolução histórico-social, por fatores ideológicos que se prenderam sobretudo com a falta de liberdade vivida até 1975. Esta abordagem comparativista, a análise intertextual que lhe é inerente, proporcionou, não uma simples comparação, mas o desvendar de relações múltiplas existentes entre as obras, o corpus literário escolhido, e os tempos que lhes deram origem, permitindo assim conhecer as partes e, consequentemente o todo através do “desocultamento do oculto”. Constatou-se uma migração dos temas e dos mitos entre as literaturas dos três momentos. Em certos casos, alguns elementos permaneceram, mas com novas representações, noutros assumem significados radicalmente diferentes dados os atuais contextos da sua recepção. Relativamente aos mitos, observou-se a sua crescente dessacralização, em sintonia com o progresso que o país foi conhecendo após a independência nacional. A leitura que fomos fazendo conduziu-nos deste modo a uma viagem ao passado do país. Esta leitura transversal, alicerçada na história, dando conta das transformações ocorridas ao longo dos tempos, mostrou-nos ainda de forma cabal a necessidade de se introduzirem mudanças no ensino da literatura nas escolas cabo-verdianas. Uma mudança que deverá passar por uma abordagem comparativista, que privilegia as relações entre textos de diferentes épocas, a sua perspetivação interdisciplinar com outras formas de expressão, capaz de transformar o aluno-mero-receptor num leitor ativo, implicado numa realidade que lhe diz respeito.

Entre el 10 y 21 de octubre 2012, se evaluó concha de abanico Argopecten purpuratus en los bancos naturales de Bahía Independencia. Temperatura superficial del mar presentó isotermas de 15, 16 y 17 °C desde Morro Quemado hasta Canastones. Densidad poblacional de adultos no superó 6 ind/m2. Biomasa estimada 422,514 t, la población 10,99 millones de individuos; el 19,2% de la población y 51,2% de la biomasa fueron ejemplares de talla comercial (≥ 65 mm). Se midieron 203 ejemplares, entre 3 y 101 mm de altura valvar, moda 49 mm y talla media 44,9 mm. Sexualmente se presentaron estadíos madurante (33,5%), inmaduro (31,5 %), desovante (28,6%) y desovado (5,9 %).

BACKGROUND: Intravenous thrombolysis (IVT) for stroke seems to be beneficial independent of the underlying etiology. Recent observations raised concern that IVT might cause harm in patients with strokes attributable to small artery occlusion (SAO). OBJECTIVE: The safety of IVT in SAO-patients is addressed in this study. METHODS: We used the Swiss IVT databank to compare outcome and complications of IVT-treated SAO-patients with IVT-treated patients with other etiologies (non-SAO-patients). Main outcome and complication measures were independence (modified Rankin scale <or=2) at 3 months, intracranial hemorrhage (ICH), and recurrent ischaemic stroke. RESULTS: Sixty-five (6.2%) of 1048 IVT-treated patients had SAO. Amongst SAO-patients, 1.5% (1/65) patients died, compared to 11.2% (110/983) in the non-SAO-group (P = 0.014). SAO-patients reached independence more often than non-SAO-patients (75.4% versus 58.9%; OR 2.14 (95% CI 1.20-3.81; P = 0.001). This association became insignificant after adjustment for age, gender, and stroke severity (OR 1.41 95% CI 0.713-2.788; P = 0.32). Glucose level and (to some degree) stroke severity but not age predicted 3-month-independence in IVT-treated SAO-patients. ICHs (all/symptomatic) were similar in SAO- (12.3%/4.6%) and non-SAO-patients (13.4%/5.3%; P > 0.8). Fatal ICH occurred in 3.3% of the non-SAO-patients but none amongst SAO-patients. Ischaemic stroke within 3 months after IVT reoccurred in 1.5% of SAO-patients and in 2.3% of non-SAO-patients (P = 0.68). CONCLUSION: IVT-treated SAO-patients died less often and reached independence more often than IVT-treated non-SAO-patients. However, the variable 'SAO' was a dependent rather than an independent outcome predictor. The absence of an excess in ICH indicates that IVT seems not to be harmful in SAO-patients.
Evaluación poblacional de concha de abanico Argopecten purpuratus en Bahía Independencia-Pisco, 2012

Entre el 10 y 21 de octubre 2012, se evaluó la población de concha de abanico en los bancos naturales de la bahía Independencia. Entre Morro Quemado y Canastones se registraron las isotermas 15, 16 y 17 °C. A pesar de la presencia de “El Niño” “débil”, los resultados mostraron baja densidad poblacional de la especie que no superaron los 6 ind/ m2. La biomasa total estimada fue 422,514 t (±23,15%) y la población 10,99 millones de individuos (±23,09%), de los cuales el 19,2% de la población y 51,17% de la biomasa correspondieron a ejemplares de tamaño comercial (≥65 mm). Se midieron 203 ejemplares de concha de abanico, con tallas entre 3 y 101 mm de altura valvar, con moda en 49 mm y talla media 44,88 mm. Sexualmente predominaron los estadios madurante (33,5%), inmaduro (31,5%), desovante (28,6%) y desovado (5,9%).

Entre octubre y noviembre 2010 se realizó una evaluación poblacional de la concha navaja (Ensis macha) para determinar distribución, abundancia y estructura poblacional en los bancos naturales de bahía Independencia, empleando el muestreo al azar. Se colectó 672 individuos, la longitud valvar fluctuó entre 9 y 186 mm, promedio 126,2 mm, el 20,2% de ejemplares presentaron tallas menores a la mínima de extracción (≥120 mm). Las concentraciones variaron entre 0,5 y 76,5 ind.m-2, el área con mayor densidad promedio fue Balsero (12,5 ind.m-2), seguido de Canastones (3,6 ind.m-2), Morro Quemado (1,9 ind.m-2) y Tunga (1,5 ind.m-2). La biomasa relativa osciló entre 6,6 y 2.210,2 g.m-2, la mayor biomasa promedio se registró en Balsero con 359,7 g.m-2. La población y biomasa total fueron estimadas en 17,55 millones (±35,3%), y 498,65 t (±37,5%), respectivamente. En Morro Quemado, el recurso no se ha recuperado a pesar de la veda establecida en el litoral de Pisco (R.M. Nº 661-2008-PRODUCE); mientras que en Balsero se observaron signos de recuperación

En diciembre 2010, se realizó una evaluación poblacional de la concha de abanico (Argopecten purpuratus) con la finalidad de determinar la distribución, abundancia y estructura poblacional en los bancos naturales de bahía Independencia, se empleó el muestreo al azar estratificado por profundidad. Las tallas fluctuaron entre 4 y 101 mm de altura valvar, media en 61,4 mm y se registró el 58,2% de ejemplares con tallas mayores a la mínima de extracción (≥65 mm). Predominaron ejemplares desovantes (92,1%). Se distribuyó formando agregaciones con concentraciones entre 1 y 5 ind.m-2. La población y biomasa total se estimó en 12,47 millones (±25,6%) y 948,2 t (±27,7%), respectivamente. Tunga y La Pampa se constituyeron como las áreas más importantes en población y biomasa.

En junio 2010, se efectuó la evaluación poblacional de almeja Gari solida en los principales bancos naturales de bahía Independencia: El Ancla, Pan de Azúcar y La Pampa para determinar su distribución, concentración, estructura por tamaños y magnitud poblacional. Los resultados evidenciaron una disminución de la biomasa y población, respecto a agosto del 2008, en 44,9% y 56,2%, respectivamente. La densidad por unidad de muestreo fluctuó entre 1 y 47 ind.m-2, las mayores densidades medias se encontraron en Pan de Azúcar (5,06 ind.m-2), La Pampa (2,42 ind.m-2) y menor densidad en El Ancla (0,57 ind.m-2). La biomasa total se calculó en 336,96 t (± 19,9%) y la población en 8,48 millones de individuos (± 19,85%), el 22,1% de la biomasa correspondió a ejemplares con tamaño mínimo de extracción (TME ≥75 mm). Las tallas de 792 ejemplares analizados fluctuaron entre 4 y 95 mm de longitud valvar, con moda en 65 mm y media en 57,5 mm. El rendimiento promedio del pie con respecto al peso total fue de 1: 9,5.

Iowa’s four Mental Health Institutes (MHIs), located in Cherokee, Clarinda, Independence and Mount Pleasant, provide critical access to quality acute psychiatric care for Iowa’s adults and children needing mental health treatment, and provide specialized mental health related services. The specialized services include substance abuse treatment, dual diagnosis treatment for persons with mental illness and substance addiction, psychiatric medical institution for children (PMIC), and long-term psychiatric care for the elderly (geropsychiatric).

By integrating the agency and stakeholder perspectives, this study aims to provide a systematic understanding of the firm- and institutional-level corporate governance factors that affect corporate social performance (CSP). We analyze a large global panel dataset and reveal that CSP is positively associated with board independence, but negatively with ownership concentration. These results underscore the idea that the benefits of CSP do not flow to shareholders to the same extent as the costs and that the allocation of resources to CSP is lower when shareholders are powerful. Furthermore, these findings indicate that independent directors should be understood as agents in their own right, not only focused on defending shareholder interests. We also find that CSP is negatively related to investor protection and shareholder-oriented environments, while it is positively related to egalitarian environments. Finally, we jointly analyze firm-level drivers and institutional contexts.

A team representing Iowa Workforce Development, the Office of Energy Independence, the Department of Natural Resources, the Department of Public Safety, the Iowa Utilities Board, the Department of Economic Development and Iowa Community Colleges reviewed many reports on green jobs published by states, associations and private research companies with the purpose of determining whether the number of “green collar” jobs in Iowa’s economy can be quantified. The team found that there was no standard on definition, identifying jobs or occupations, or level of inclusion for counting green collar jobs. All reports were tailored to their own audiences, without regard to the ability to measure their results against findings made by other states or organizations. Green collar jobs can be found in construction, manufacturing, installation, maintenance, agriculture and many other sectors of the economy. While some of the green collar jobs are in new occupations and industries, most are existing jobs that demand new green collar skills.
