In the last decade, the debate concerning more adequate means of promoting social and economic development, through policies of firm supporting, has been gaining strength. Among several means of support, there is one that addresses issues related to credit and funding. At the same time, interest on the phenomenon of firm agglomeration, known by clustering, is increasing, as well as one of its advantages - facilitating the development and strengthening of its firms. Additionally, there can be spotted advantages on clustering that allow tailoring financial instruments, specifically to firms in it, based on collective solutions, with better conditions. This dissertation focuses on how the capture of these opportunities is being done, in the presence of specific financial products to Brazilian clusters. The present analysis is conducted from the cluster located in Nova Friburgo and Region, specialized in women underwear. This study sought to capture advantages from three main collective solutions: information systems, guarantees systems, alternative funding. These solutions address to the following issues: information asymmetries, absence of guarantees from the credit taker, limited sources of funding. Semi-structured interviews were made with members of the cluster, when it was possible to identify that the capture of advantages is in its early stages, being limited by other issues, such as: adequate degree of human capital, governance framework and process inefficiencies.

Esta dissertação examina algumas implicações do processo de implementação de estratégias para a performance corporativa. Este relacionamento é examinado na Área de negócios Abastecimento, da empresa Petróleo Brasileiro S.A, durante o período de 1996 e 2003. A despeito da profusão de estudos sobre estratégia empresarial, ainda há escassez de trabalhos que examinem o processo de implementação de mudanças organizacionais e suas implicações para o aprimoramento de certos indicadores de performance corporativa. Adicionalmente, tendem a prevalecer na literatura gerencial, abordagens pontuais de caráter imediatista e prescritivo, que não captam o processo de mudança organizacional e suas implicações para performance ao longo do tempo. o exame da implementação de estratégias é realizado com base em seis variáveis organizacionais extraídas da literatura existente: "comportamento da liderança"; "interação e influência"; "inovação e aprendizado"; "gestão de pessoas"; "comunicação e fluxos de conhecimento" e "estrutura organizacional". As implicações das mudanças na base organizacional para performance corporativa são examinadas a partir de dezenove indicadores, agrupados em três categorias: (i) operacionais, (ii) econômico-financeiro e (iii) segurança, meio ambiente e saúde. Esta dissertação consiste num estudo de caso individual, o qual é baseado em evidências empíricas qualitativas e quantitativas, coletadas em trabalhos de campo. A coleta dos dados baseou-se em fontes e técnicas múltiplas. Os efeitos das variáveis organizacionais que comporiam o Abastecimento, antes da criação da Área de negócio, em 1996, foram pequenos. Esses efeitos foram moderados no período entre 1996 a 2000, só apresentando impactos relevantes sobre indicadores operacionais entre 2000 e 2003, com reflexos positivos sobre o desempenho econômico, pois muitos custos foram reduzidos. Isso sugere que estratégias tecnológicas de longo prazo são um rumo robusto e consistente. As evidências sugerem que a empresa optou pela construção de uma base organizacional visando melhoria de performance no longo prazo, alinhando-se com autores que defendem essa construção como forma de fortalecer a competitividade no longo prazo. Esta dissertação contribui para o entendimento de fatores organizacionais que favorecem a implementação de estratégias e dos mecanismos que alavancam aprendizado e inovação numa empresa nacional. Este estudo conclui que a utilização de estruturas organizacionais, com o suporte da liderança e prática de baixas barreiras interfuncionais, alavancaram o aprendizado e a inovação, favorecendo resultados econômicos. Isto contradiz a proposição de autores que afirmam que reestruturação organizacional possui baixo potencial de geração de resultados, ou que enfatizam soluções de curto prazo para obtenção imediata de resultados, em detrimento da competitividade da empresa nos médio e longo prazos.

This dissertation proposes to analyze how a consumer evaluates the available alternatives on a choosing process of Telecommunication Services in Brazil, specifically, among long distance services. The data were collected from a survey with 140 interviewee and they were analyzed through the Conjoint Analysis. The results from the referred survey give evidences that the relative importance of the attributes price, billing facilities and customer service have got considerably higher values than brand and financial benefits attributes. The fact that the brand is not the main point regarding the chosen process among long distance services can be justified by the almost non existence of barriers to change suppliers, due to the Telecommunication Services¿ pattern established in Brazil. This dissertation¿s limitations are presented, as well as suggestions for future research in the light of Marketing Theory

The aim of this study is to investigate, under the perspective of the investor, the determinant factors for the success of the stock brokerage process over the Web, through financial portals in the Brazilian Internet. This study is based on a theoretical framework which shows the evolution of the electronic commerce all over the world, and, specially, in Brazil; analyses the role of intermediation, desintermediation and reintermediation in the electronic commerce; stresses the differences between the traditional stocks brokerage process and the one made possible by the Internet; and, finally, describes the profile of the investors which operates their investments in the financial markets over the Web.The conclusions of this study are obtained based on a field study, conducted with Brazilian investors that operate using Internet based financial portals for the intermediation of their stock operations. The findings obtained where analyzed under the perspective brought by the theoretical reference framework, and, based on this approach, the critical aspects for the success of stock brokerage over the Internet, under the vision of the investor, could be deducted and discussed.

This study aimed to verify the steps involved in the deployment of Balanced Score Card as a system of strategic management at a Brazilian public company. It also had intended to verify if company can be considered a Strategy Focused Organization, by comparing the results of the management system implementation with the items listed in the literature, which also highlights the ability to obtain maximizing the financial and human resources through the strategic alignment. The results demonstrated that the company has implemented the management system according to the method indicated in the literature and after implementation presented evidence that, although has optimizing points on the alignment process, it can be considered a Strategy Focused Organization.

Evolution is present in world dynamics. And it is just in such transformational environment where companies have been encapsulated. In an economy of knowledge, physical assets alone are unable to provide profits to meet shareholders' demands. Now there comes an invisible component with the purpose of defining strategies and impelling results: Intangible Assets. Banking financing systems, however, have not kept pace with this knowledge revolution and its resulting new income generation techniques. Credit analysis methods for most financing agents would not employ any intangible parameters in their methodology of study as yet. This paper seeks to discuss the importance of intangible assets by focusing their role of influencial factor in decisions to finance technology-based companies. By studying the credit risk classification system employed by FINEP, Brazil's Federal Agency for innovation development, we wished to suggest indicators for intangibles which might be put to use in the Financiadora.

This paper analyses the effect of International capital flows and their behavior for emergent countries, focused in Brazilian financial market. It considers that capital flows had dramatically increased, however their impact, proposals on changes in international market and capital controls has not been clear. Considering capital flows In comparison to portfolio investments and to direct investments, this paper, also aims to discuss and highlight questions whether the concepts that capital flows generally associated to portfolio investments are frequently connected with incidence of crises meanwhile the second have been associated with growth in some countries.

Since electric power is an essential element in modern society, this paper analyzes the historic and institutional factors that have contributed to the formation and organization of the Brazilian electric sector, from the time when it started to be used in this country until the end of year 2002. This analysis is based on a linear description of historic facts, giving emphasis to crucial events ¿ or critical incidents, as they were called for the purpose of this paper. As to these happenings, the social actors who played an important role in the development of the Brazilian electric power sector were analyzed. An analytical model based on the theoretical references offered by the Institutional Theory was used. The study also highlights the elements that comprehend the development of the phenomenon in face of the ambivalence existing in a developing country, which is the case of the Brazilian electric power sector. The organizational fields that were established at the time determined by the main crucial incidents presented throughout the length of time covered by this study. The resources that the main social actors involved in the electric power sector may use by are also identified, as well as their main interests and level of influence these actors may have. Several documents were analyzed. The qualitative methodology was used. Also, many semi-structured in-depth interviews of the people who have made the history of this sector for reliability were conducted. Finally, this study includes the main elements that have shaped the institutional model of the Brazilian electric sector. It also characterizes the external environment as the element which has most influenced the sector and has also led its way throughout the different developmental phases, especially with respect to funding. The growing rates of power consumption indicate the need for a constant increase in the supply of electric power to meet the needs of society and economic development. This requires constant investment. Lack of investment is a limiting factor. Not only does it hinder the development of the country but it may also result in very unfortunate mishaps such as electric power rationing, such as the kind we had to endure a while ago.

A indústria brasileira de gás liquefeito de petróleo, GLP, tem sido alvo freqüente, nos últimos anos, da atenção de órgãos reguladores, mídia e público em geral. Muitas têm sido as especulações a respeito de seu padrão de conduta publicados na imprensa, variando desde práticas predatórias até a formação disciplinada de cartel. A presente pesquisa, baseada em depoimentos de executivos da indústria e no acesso a dados das firmas dessa indústria tomado públicos - dados financeiros e operacionais - explora qual seja, afinal, o padrão de competição desse oligopólio. O estudo parte da Teoria da Estrutura de Capital aplicada para decisões de competição e mercado - preços e quantidades a ofertar para constatar que, dadas suas escolhas de estrutura de capital, as firmas esta indústria específica simplesmente adotam um padrão tradicional de arrefecimento da competição a partir de sua dívida. A dívida, nesta indústria, é utilizada para a criação de barreiras de entrada. Ainda assim, casos de acirramento da competição e de concentração de mercado foram encontrados, indicando que não haja uma disciplina formal de conduta por parte de suas firmas as quais devem, eventualmente, encontrar dificuldades - ou falta de interesse - na convivência em um mercado em fase de transformação.

O mundo globalizado de hoje conduz as organizações a buscarem, cada vez mais, a Reengenharia de Processos de Negócio ou BPR – Business Process Reengineering como uma solução para se manterem competitivas em seus respectivos mercados. Uma das tecnologias de informação que aparece como habilitadora da BPR é a tecnologia de Workflow (fluxos de trabalho), onde os WfMS – Workflow Management Systems ou Sistemas de Gerenciamento de Workflow, através de metodologias e software, facilitam a transformação que está sendo exigida às empresas para se manterem competitivas. Existem, atualmente, muitos estudos sobre WfMS, o que evidência esta como sendo uma área bastante próspera e em desenvolvimento. Apesar de existirem diversos WfMS comerciais com ferramentas para dar suporte à modelagem e, posterior, reengenharia dos processos de negócio, os recursos fornecidos para a reengenharia de processos que são voltados para a análise, teste e monitoramento de workflow, não levam em consideração os mecanismos de coordenação de atividades, inerentes à estrutura organizacional existente. Busca-se, através deste trabalho, estudar o problema do processo de reengenharia e da otimização de processos, a partir da análise de (sub)processos de WfMS, considerando alguns aspetos estruturais das organizações. Neste contexto, o objetivo deste trabalho é identificar e descrever, de forma sistemática, o relacionamento existente entre (sub)processos de workflow e mecanismos de coordenação de atividades. Com isso, pretende-se que com os resultados obtidos possam ser utilizados como ponto de partida para o desenvolvimento de um sistema automatizado para auxiliar na reengenharia de processos com base em WfMS.

Day after day, even small companies and multinationals brands need to compete in a worldwide market. All kind of global strategies have to involve production and regional market knowledge. Still being essential for company have a complete view of it market and it right position to gain competitive advantage. In a global market, get possible for the companies be in touch with last generation technologies and equipment's and all kind of research. Companies like that should develop products focused in customer's desire, even those extremely strict. Specifically in our country, as hard as we could think, the companies have access to credit lines, to the fiscal incentives offered by the states that alliance with the market potential are making possible the appearance of a lot companies and the growth of the companies already existent. However, these resources alone don't produce results to the company if it doesn't possess an internal organization able to assimilate the new market situation. The companies have to be able to apply the maximum resources offered by new technologies and understand how a communications facility means solution for many internal problems. In short terms, technology, financial resources, research and knowledge are available, however, the human resources might be prepared and developed in order to become the whole knowledge in profits. According 'JURAN' and his Total Quality Control philosophy the human resources playing fundamental role in the process, and in my opinion a company is something like a ship where all must be prepared to hold the rudder. I will develop a basic job looking for productivity and company's development through the people's involvement, focused in process of motivation, creativity and staff valorization. I believe that there no good production process without those requirements. Based on real case of a automotive parts and foundry company, located in Bento Gonçalves - RS, this work will look for to organize it mainly in its Industrial Division, adopting in participate administration where, through a information system and personnel involvement we will seek all favorable conditions to politics and strategies in get the growth of company.

The electronic commerce has become a channel of advertising, commercialization and distribution of products and services, continuously increasing it¿s importance in terms of both physical and financial volumes, but still exist many gaps in the knowledge about the choice process of sales channels in the electronic commerce. The objective of this work is to raise and quantify the relevant factors in the choice of these channels in Brazil. The identification of the relevant factors was made through depth interviews with consumers, users of electronic commerce, as well as through the existing theoretical referential on the subject. The quantification of these factors was carried out with book purchasers by electronic commerce, through quantitative research, using the methodology of conjoint analysis, where the price was the most important factor, followed by delivery time, positive experience on previous purchase, usability of the site, positive recommendation of friends and the site brand. These results indicate as important attributes: price, confidence, usability and brand.

Este trabalho situa o Programa de Medicamentos Excepcionais no Brasil diante da judicialização da demanda, contextualizando a relação entre direitos humanos e recursos financeiros do Programa, identificando os argumentos embasadores das ações impetradas contra o gestor. Consiste em estudo de natureza documental, com emprego de dados secundários em bases de dados nacionais e estaduais e análise da totalidade dos mandados impetrados contra o estado do Espírito Santo. Os princípios do SUS são apresentados para contextualizar a aplicação do direito, dando enfoque à eqüidade. Os principais achados foram: as demandas judiciais iniciam-se pelo poder executivo por meio do Ministério Público e o judiciário, com apresentação de antecipação de tutela, mandado judicial ou termo de ajustamento de conduta. O objeto das notificações apresentou variações quanto ao nível de atenção, ocorrendo notificações para fornecimento de medicamento básico, de média e alta complexidade, e até importados sem registro no Brasil. A argumentação utilizada nas notificações, em sua maioria, refere-se ao artigo 196 da Constituição Federal, incluindo também os artigos 5.º, 6.º, 159 e 198, ao Código Civil, à Constituição Estadual, ao Pacto de São José da Costa Rica e à Lei Estadual n.º 4.317/90. Conclui-se neste estudo que a judicialização gera individualização da demanda em detrimento do coletivo e tendenciona a uma maior desorganização dos serviços. Os dados referentes ao Programa no Estado comportam-se de forma semelhante aos do Brasil. Entre os entrevistados e na conclusão da autora, fica evidente a necessidade de discussão ampla e envolvimento dos atores para que haja consenso coerente com a eqüidade e a coletividade, não excluindo o papel de controle social estabelecido pela Constituição ao Ministério Público e ao judiciário.

In 1964, year of the military coup, the Brazilian government established a housing finance system with the intention of reducing the housing shortage that had been going on for decades. In order to reach this goal, the government created the Housing Finance System (acronym in Portuguese ¿ SFH), a set of rules which intended to set up a regulated market through standardized contracts and compulsory sources of funds. The system survived for some time, due to the state control of prices and salaries in the authoritarian regime. However, the increasing inflationary pressure obliged the government to adopt a populist subsidy policy, which left as a consequence outstanding balances at the end of the contracts that very often exceeded the value of the financed units. The solution adopted was to create a fund to settle these residual balances. Such fund should be capitalized by the government and by compulsory contributions from borrowers and financial institutions. Since the government did not make such contributions, the debt of this fund increased on a yearly basis, reaching around 3,5 % of Brazil¿s GDP in December 31, 2006. Due to the decline of private investments in the housing finance system, this debt concentrated mostly on public and state-owned companies, government agencies and public funds. The outcome of this policy was the Salary Variations Compensation Fund (acronym in Portuguese ¿ FCVS), which has a negative net equity of 76 billion reais and costs 100 million reais per year to be managed, and whose main creditor is the Federal Government itself.

A execução da pavimentação da malha viária municipal urbana deve seguir um eficiente planejamento técnico-econômico para adequada gestão de recursos financeiros. Soluções alternativas como: bases de solo estabilizado com cinza-cal ou areia-asfalto, e revestimentos de areia-asfalto, reafirmam-se de grande valia para pavimentos de baixo custo na região litorânea do Rio Grande do sul, onde há abundância de areias e falta de agregados pétreos. Considere-se ainda, que a proximidade de usinas termoelétricas, geradoras de grandes quantidades de cinzas, facilita a utilização desde rejeito, o que diminui o passivo ambiental. Para o estudo dos materiais foi necessária a caracterização das jazidas de areia de Rio Grande, das cinzas da Usina Termoelétrica de Candiota e das cinzas da queima do carvão do secador de grãos da empresa Bianchini localizada em Rio Grande. Foram realizados ensaios de granulometria, peso específico, equivalente de areia e o ensaio Goldbeck. Com o objetivo de analisar o comportamento mecânico das misturas foram realizados os ensaios Marshall, módulo resiliente, resistência à compressão e à tração e de desgaste de misturas betuminosas. Com os resultados dos ensaios citados, realizou-se a análise paramétrica, através do programa de diferenças finitas Elsym 5, para dimensionar diversos tipos de pavimentos, onde as variáveis foram os teores de CAP do revestimento e as porcentagens de cal das misturas de cinza-cal. Concluiu-se então, que a utilização das misturas de areia-asfalto e cinza-cal são satisfatórias para pavimentos com baixo volume de tráfego, salientando os problemas de se trabalhar com as misturas a frio, devido ao elevado tempo de cura. A construção de um trecho experimental surge como sugestão para analisar o desempenho destes pavimentos quanto à durabilidade e a resistência à derrapagem.
