The Centre for European Policy Studies (CEPS) is an independent policy research institute in Brussels. Its mission is to produce sound policy research leading to constructive solutions to the challenges facing Europe. The views expressed in this book are entirely those of the authors and should not be attributed to CEPS or any other institution with which they are associated or to the European Union. This book, commissioned by the Foreign Trade Association, aims to provide an independent and in-depth contribution on the status of bilateral economic exchanges and persistent trade barriers between the European Union and China. A second objective is to encourage a frank and open dialogue, based on a scientific evaluation and without prejudice, of the possibility of a preferential trade agreement between the two sides. The study was carried out by CEPS, in cooperation with the World Trade Institute at the University of Bern.

This paper takes stock of the forces that lie behind the recent rise of preferential agreements in services trade. Its focuses first on a number of distinguishing features of services trade that sets it apart from trade in goods and shapes trade liberalization and rule-making approaches in the services field. The paper then documents the nature, modal and sectoral incidence of the trade and investment preferences spawned by preferential trade agreements (PTAs) in services. It does so with a view to addressing the question: how “preferential” is the preferential treatment of services trade? Finally, the paper addresses a number of considerations arising from attempts to multilateralize preferential access and rule-making in services trade.

Due to lack of information on the use of non-protein energy sources in diets for pacu (Piaractus mesopotamicus), a 2 x 2 x 3 factorial experiment was conducted to evaluate the performance and digestibility of 12 diets containing approximately two crude protein (CP; 220 and 250 g kg(-1)), two lipid (40 and 80 g kg(-1)) and three carbohydrate levels (410, 460 and 500 g kg(-1)). The pacu juveniles-fed diets containing 220 g kg(-1) CP did not respond (P > 0.05) to increased dietary lipid and carbohydrate levels, but the fish-fed diets containing 250 g kg(-1) CP showed a better feed conversion ratio. There were interactions in weight gain (WG), specific growth rate (SGR), crude protein intake (CPI) and feed conversion rate (FCR) dependent on dietary carbohydrate and lipid levels, showing positive effects of increasing carbohydrate levels only for fish-fed diets containing 80 g kg(-1) lipid level. However, when the diets contained 40 g kg(-1) lipid, the best energy productive value (EPV) results were obtained at 460 g kg(-1) carbohydrate. A higher usage of lipids (80 g kg(-1)) reduced CPI and was detrimental to protein [apparent digestibility coefficient (ADC)(CP)] and energy (ADC(GE)), but did not affect growth. The ADC(GE) improved proportionally as dietary carbohydrate levels increased (P < 0.05), increasing the concentration of digestible energy. In addition, the WG, CPI, ADC(GE) results showed best use of the energy from carbohydrates when dietary protein level was 250 g kg(-1) CP. The utilization of 250 g kg(-1) CP in feeds for juvenile pacu for optimal growth is suggested. Therefore, the optimum dietary lipid and carbohydrate levels depend on their combinations. It can be stated that pacu uses carbohydrates as effectively as lipids in the maximization of protein usage, as long as it is not lower than 250 g kg(-1) CP or approximately 230 g kg(-1) digestible protein.

We evaluated the water characteristics and particle sedimentation in Macrobrachium amazonicum (Heller 1862) grow-out ponds supplied with a high inflow of nutrient-rich water. Prawns were subject to different stocking and harvesting strategies: upper-graded juveniles, lower-graded juveniles, non-graded juveniles + selective harvesting and traditional farming (non-grading juveniles and total harvest only). Dissolved oxygen, afternoon N-ammonia and N-nitrate and soluble orthophosphate were lower in the ponds in comparison with inflow water through the rearing cycle. Ponds stocked with the upper population fraction of graded prawns showed higher turbidity, total suspended solids and total Kjeldahl nitrogen than the remaining treatments. An increase in the chemical oxygen demand:biochemical oxygen demand ratio from inlet (4.9) to pond (7.1-8.0) waters indicated a non-readily biodegradable fraction enhancement in ponds. The sedimentation mean rate ranged from 0.08 to 0.16 mm day(-1) and sediment contained >80% of organic matter. The major factors affecting pond ecosystem dynamic were the organic load (due to primary production and feed addition) and bioturbation caused by stocking larger animals. Data suggest that M. amazonicum grow-out in ponds subjected to a high inflow of nutrient-rich water produce changes in the water properties, huge accumulation of organic sediment at the pond bottom and non-readily biodegradable material in the water column. However, the water quality remains suitable for aquaculture purposes. Therefore, nutrient-rich waters, when available, may represent a source of unpaid nutrients, which may be incorporated into economically valued biomass if managed properly.

The objective of this study was to determine the optimal feeding level and feeding frequency for the culture of freshwater angelfish (Pterophyllum scalare). A randomized block design in a factorial scheme (3 × 2) with three feeding levels (30, 60 and 90 g/kg of body weight (BW)/day) and two feeding frequencies (1x and 2x/day) was set up in duplicate, representing 24 experimental units. Data were analyzed using two-way ANOVA and the Tukey test for comparison between means. After 84 days, results indicated that both factors influenced fish performance. No interaction between these factors was, however, observed. Increased feeding level and feeding frequency resulted in increased feed intake. The feed conversion ratio was negatively affected by feeding level, but not affected by feeding frequency. Final weights were higher when fish were fed twice daily, at levels of 60 or 90 g/kg BW/day. Specific growth rate was higher when fish received 60 or 90 g/kg BW/day, regardless of the feeding frequency. Survival was not affected by any treatment, with mean survival rates higher than 90%. It is recommended that juveniles be fed at a level of 60 g/kg BW/day with a minimum of two meals per day, to attain optimal survival, growth and feed efficiency.

Objetivou-se avaliar a influência da vitamina C (VC), vitamina E (VE) e de duas formas de selênio sobre o desempenho, rendimento e qualidade do filé de tilápia Nilótica. O experimento foi realizado num delineamento inteiramente casualizado composto por seis tratamentos, os quais foram constituídos pela adição de 100, 200 e 400 mg kg-1 das vitaminas C e E, associados com 0,1, 0,2 e 0,4 mg kg-1 de duas formas de selênio. Cada tratamento foi constituído por cinco repetições de 30 peixes cada. A dieta com 200 mg kg-1 de VC e VE + 0,2 mg kg-1 de selênio orgânico proporcionou ganho de peso, comprimento corporal e fator de conversão alimentar semelhantes aos tratamentos com 400 mg kg-1 de VC e VE + 0,4 mg kg-1 de selênio orgânico ou inorgânico. A adição de selênio orgânico à dieta melhorou o ganho de peso e o fator de conversão alimentar em comparação com o selênio inorgânico. A dieta com 0,2 mg kg-1 de selênio orgânico apresentou nível de glutationa peroxidase igual ao da dieta com 0,4 mg kg-1 de selênio inorgânico. Os rendimentos de carcaça e filé não foram influenciados pelos tratamentos, entretanto houve efeito dos tratamentos na composição química do filé.

This article examines union revitalization in Central and Eastern Europe, focusing on two countries: Hungary and Latvia. Trade unions have not only had to cope with a declining membership base, but have also had to respond to austerity programmes and government cuts in public sector employment. We argue that the inability of unions to provide a strong voice for alternative policies to the current neoliberal orthodoxy has been driven by a declining membership base, but also by weakened social dialogue mechanisms, limited industrial representation and an ageing membership profile, exacerbated by net outward migration in recent years. However, we find that unions in Latvia and Hungary have responded differently to these issues.

ABSTRACT: In order to evaluate the efficiency of phytase in diets with low and high phytate phosphorus (PP) content, as a consequence of wheat bran inclusion, on the relative weight of organs, intestinal morphometry and performance, three hundred and eighty-four male Cobb500 broilers were housed in metabolic cages. Animals were assigned into four treatments in a 2x2 factorial scheme in a randomized block design with eight replicates of 12 birds each. From 11 days of age birds received experimental diets, which consisted of: Diet low in PP; Diet low in PP with phytase (500FTU kg-1); Diet with a high PP and Diet with a high PP with phytase (500FTU kg-1). At 22 and 32 days of age two birds were slaughtered in order to collect gizzard, heart, liver, cecum, cloacal bursa, and at 32 days, a portion of the duodenum, jejunum and ileum was collected for morphometric evaluation. From 22 to 32 days of age average feed intake, average weight gain, average body weight and feed conversion ratio were also evaluated. Data were subjected to analysis of variance, fixed effects of diet and phytase and interaction between factors as well as the random block effects were tested. There was no significant interaction for the variables studied, concluding that phytase in diets with low or high phytate phosphorus content did not change the relative weight of organs, intestinal morphometrics and performance; only isolated effects were observed. RESUMO: Para avaliar a eficiência da fitase em dietas com baixo e alto teor de fósforo fítico (PP), em função da inclusão ou não do farelo de trigo, sobre o peso relativo de órgãos, morfometria intestinal e desempenho, foram alojados 384 frangos de corte, machos da linhagem Cobb500, em gaiolas metabólicas. Os animais foram distribuídos em quatro tratamentos em um arranjo fatorial 2x2 em delineamento de blocos casualizados com oito repetições e 12 aves por unidade experimental (UE). A partir de 11 dias de idade as aves receberam as dietas experimentais, que consistiram em: Dieta com baixo teor de PP; Dieta com baixo teor de PP com fitase (500FTU kg-1); Dieta com alto teor de PP e Dieta com alto teor de PP com fitase (500FTU kg-1). Aos 22 e 32 dias de idade foram abatidas duas aves por UE para coletar a moela, coração, fígado, ceco, bolsa cloacal, e aos 32 dias foi coletada uma porção do duodeno, jejuno e íleo para avaliação da morfometria. No período de 22 a 32 dias de idade foram avaliados o consumo médio de ração, ganho de peso médio, peso médio corporal e a conversão alimentar. Os dados foram submetidos à análise de variância, onde foram testados os efeitos fixos de dieta e fitase e a interação entre os fatores, bem como o efeito aleatório de bloco. Não foi observada interação significativa para nenhuma das variáveis estudadas, concluindo-se que a fitase em dietas com baixo ou alto de PP não altera o peso relativo dos órgãos, a morfometria intestinal e o desempenho, apenas efeitos isolados foram observados.

Biomasa of agricultural residues are potensial as ruminant feeds. However due it is low palatability, digestibility and nutritive value limited their use. In order to improve their use, treatment need to be applied. Biological treatment by using microba seems to be an alternative because of their capability with no pollution problems. The first experiment aims to select the microorganism which have a potensial to degrade the crude fiber, based the production of reduction sugar. The second experiment aims to improve the protein and amino acid on rice straw, cassava, waste, and rice husk, by inoculated the starter of Candida utilis and or Sacharomyces cerevise. The second experiment has been conducted on Animal Nutrition and Feed Laboratory, Faculty of Animal Husbandry UNSOED for eight month Fermentation trial has been done in semi solid media, by the method of Kjic (1964), in Batch System, Variables measure were: (1) reduction sugar, (2) cellulose, (3) protein, (4) amino acids, (5) cellulase activity, (6) essensial mineral and (7) energy. Based on the all variables measured that were conclused that the quality of rice straw can be improved by mixed culture of T, viride – S. cerevise, the rice husk by A. niger – C. utilis, T. viride – C. utilis and A. niger – S cerevise while for cassava waste by A. niger – S. cerevise and A. niger – C. utilis  (Animal Production 1(1) : 10-16 (1999). Key Words: Waste Product, Energy, Microorganism

Concentrated diet based on rice bran 69%, coconut meal 30%, urea 1% and field grass (fg), parsial defaunation agent Hibiscus rosasinensis (Hr) and coconut oil (Co) was used in propotion 37,5% fg + 2,5% Hr; 35% fg + 5% Hr; 37,5% fg + 2,5% Co and 35% + 5% Co. the feed of concentrate and feed grass 60 : 40 % are evaluated in vitro for dry matter degradability (DMD), organic matter degradability (OMD) and number of protozoa (NP). Variance analysis and orthogonal contrast was applied according to Steel and Torrie (1981). The result show that defaunation agent Hr and Co 2,5% and 5% increased (P< 0.01) DMD in the order 60.20; 59.40; 56.60 and 55.60 respectively, compare with no defaunation agent (54,60%). It also increased OMD 62.20%; 60.40; 58.40 and 57.20% compare with no agent (56.40%). While number of protozoa decreased (P< 0.01) 2.456; 2.316; 2.396 and 2.286 x 104/ml rumen liquid compare with no defaunation agent (2.564 x 104/ml rumen liquid). A research entitled “Performance of Growing Male Quails Under Different Complete Feeds and Floor Sorts†has been conducted in experimental farm, Faculty of Animal Husbandry Unsoed  Purwokerto. The objective of the study is to find out the best floor sort and complete feed for performance of growing male quails. One hundred and fifty male quails at three weeks old were used in this study. Split Plot Design were used in this research. Floor sorts were used as maintreatments and they consists of L1 (litter floor) and L2 (wire floor) Complete feeds were used as subtreatment and they consists of P1 (AD 51), P2 (CP 511), P3(B 11) and P4 (BR 1). Deck levels were used as deck andT1 (high), T2 (meden) and T3 (low deck). Statistical analyses showed that complete feeds had significant effect (P<0.05) on feed consumption but not significant on body weight, growth and feed conversion. Floor sorts and their interaction with the complete feeds had not significant on the performance of the birds. It can be conclused that during growing period, P1 (AD 51) gave better performance and for floor shorts, either litter or wire can be used to growing male quails. Ninety six commercial strain were conducted from 14 to 42 days of age to evaluate the affect of utilization zeolite and on performance of broiler and fecal characteristics. Birds were divided into four  treatment diets (4 replicates of 7 birds each): K (control), KB (K+ 1% bentonite),  KZ (K+ 1% zeolite), KBZ (K+ 1% Z+ 1% B). The birds were fed initially for two weeks a commercial starter ration and followed by treatment diets 15 to 42 days of age. All the diets were formulated to have 20% crude protein and 3000 kcal. ME and 0.91% Ca and 0.69% P for control and 0.34% treatments. Body weights and feed intakes were measured on a weekly basis. The manure from each group was sampled on weekly basis and the moisture content, pH and ammonia production was determined. The results showed the utilization zeolite and bentonite or both significant differences (P<0.05) on pH and (P<0.01) fecal ammonia content, but not on feces water content, final body weight, feed consumption, feed conversion ratio, and carcass. Since China’s Economic Reform and its Open Door Policy, China has entered a new era of education (Adamson, 2002; Hu, 2005a). English has gained status as a language for international relations (Graddol, 1997) and international trade (Qu, 2007). Hence, in 2001, China’s Ministry of Education (MOE) required universities to offer 5-10% of their course units in English, particularly in the fields of information technology, biotechnology, finance and law (Jen, 2001; MOE, 2001). However, “the upgrading of national English proficiency, then, is predicted largely on the professional competence of the teaching force” (Hu, 2005b, p. 655). For TEFL academics, one component of this competence is the capacity to conduct research (Day, 1991; Shu, 2002). Indeed, research productivity has become essential for university success, and academics’ employment and promotional prospects. This study aims to investigate 182 Chinese TEFL academics’ research outputs across three Chinese higher education institutions through the research question: What are the research productivity levels of Chinese TEFL academics? A survey instrument was devised to gather TEFL academics’ calculations of research productivity and, in particular, the quality and quantity of research outputs over a five-year period (2004-2008). Descriptive statistics through SPSS were used to analyse data across research output fields (e.g., journal articles, conference papers). Academic status varied (n=182; teaching assistants 23.6%, lecturers 47.3%, associate professors 22.5%, and professors 6.6%) as did years of teaching (1-5 years 27.4%, 6-10 years 24.7%, 11-15 18.1%, 16-20 years 13.7%, > 21 years 15.9%). Results (n=182, male=27%, females=73%) indicated 18% had not produced any research in the five-year period. Indeed, more than 70% had produced no research in all categories except non-core journal articles and provincial projects. An overwhelming majority of TEFL academics had zero productivity in 10 of the 12 categories. Nevertheless, there were highly-productive TEFL academics, who had produced five or more pieces of research across the 12 categories. In addition, there was not much difference between sole and co-authored research outputs, except non-core journal articles where sole authored work was 20% higher than co-authored work. China’s desire for international competitiveness in education will require measures that facilitate higher levels of research productivity. These measures must include professional development, support and mentoring programs, and employment of personnel who can guide these processes. Research performance is an outcome, hence there is a need to understand Chinese TEFL academics’ perceptions about research, and experiences that may hinder and facilitate higher research productivity.
