In the last two or three decades has become common the debate on the harmful effects produced by trade and use of illicit substances in Brazil. The "drug problem" as it became known worldwide in official and media discourses, has become, if not the only, at least the most important determinant of a series of social ills that affect both the rich countries (classified as consumers), and the poor countries (the producers and exporters of these "evil substances"). This situation that today is extremely pernicious, may be better understood through some elements of the story of its constitution. In this sense, we draw a succinct history of drug prohibition worldwide and we use the Foucauldian concept of biopower and the concept of “death policy” designed by André Saldanha Costa to comment briefly on the "drug problem" in Brazil. In this initial approach, we can affirm the importance of these two concepts for the understanding of the “depoliticized life" of drug traffickers as well as the governmental policies, both legal and health focused on this issue.

Vivemos em uma época em que a Educação Inclusiva é amplamente enfatizada. No que concerne à legislação brasileira, ela possuí inúmeros artigos e leis que citam a educação inclusiva em esfera nacional, que se movimentaram ao longo do tempo. Essa pesquisa procura trabalhar com as leis que tratam da inclusão desde 1988 até hoje, seus aspectos sociais analisadas em seu movimento histórico. The paper analyzes the regulatory framework for the Media in Brazil in the Federal Constitution and the nexus between democratization and constitutional process, interpreting relevant actors (government, political parties, civil society) and figured as the themes of communication and institutional political agenda. The obstacles to the regulation of many of the statements remain constitutional (right of communication; seal monopolies / oligopolies; regionalization of cultural production; nationalist character in control of broadcasting; compatibility between segments state, public and commercial; Social Communication Council), that replaces debate on the very principle of the right to communication regulation by analyzing the corresponding decisionmaking processes. This conflictual agenda-setting involves multiple interests, from strictly commercial aspirations of companies operating in this market, going by the increasing share of religious institutions who also want to expand upon practices of proselytizing until the interests of policy makers who also have control over a slice of that business.

We present in this paper parts of the results of a research that had the intention to promote a space of communicative interaction among teachers of an undergraduate Course of Physics Teaching so they could plan their courses together. From the theoretical recommendations of the Theory of Communicative Action , by Jürgen Habermas , it was possible to draw a way of rationality crisis in training degree in physics in Brazil and then propose the creation of a Joint Planning Group (JPG) with teachers of specific nature disciplines of physics and disciplines about physics teaching. They start a joint discussion about the relationship among the disciplines in delivering of a project for future high school teachers' training. All meetings developed over a school year in the GPC were recorded, transcribed and analyzed with a part of a methodological analysis feature of the intersubjective interactions. This methodology was developed specifically for the research. The conclusions are related to the joint constructions developed by the JPG, its local contexts and the possibility of extension of this group. The joint constructions undertaken in the group point to the defense of the formation of JPG in the formation of the professors who teach these courses.

The hegemonic version of democracy is based on Schumpeter’s approach, a legacy of liberal pluralism that reduces the formation of legitimate majorities through representation. Nevertheless, the democratization of authoritarian countries has provided innovative experiences of civil society in new participatory formats. At the institutional level, the Statute of the City regulated the chapter of the Urban Policy of the Federal Constitution of 1988. It advocates participatory formats of public policies in urban management “through public participation and representative associations”. The construction of this agenda is the result of institutional imposition and it reflects the government decisions and civil society demands. This paper analyzes the participation, its ability to share decisions, and to what extent these participatory formats depend on governments for the implementation of new paradigms of urban management. The approach combines theoretical and empirical analysis of development processes of Master Plans normatively guided by the City Statute. The empirical basis is formed by three medium-sized cities in Sao Paulo state: Piracicaba, Bauru and Rio Claro.

Os Núcleos de Apoio à Saúde da Família (NASF) foram criados para ampliar a resolutividade da atenção primária. A iminência da implantação na região oeste do Município de São Paulo, Brasil, motivou a realização de oficinas para elaborar uma proposta de NASF por profissionais da atenção primária à saúde. Utilizamos a análise hermenêutica para estudar o material transcrito. As categorias temáticas foram: papel, constituição, funcionamento, relação com a equipes de saúde da família e interdisciplinaridade. A expectativa dos participantes foi de que o NASF seja um dispositivo potencializador da integralidade do cuidado, intervindo na cultura dos encaminhamentos desnecessários e na articulação com os outros níveis de atenção; além de contribuir para a discussão da formação dos profissionais e de estimular a reflexão junto aos gestores sobre indicadores de saúde vinculados exclusivamente ao número de atendimentos, que não refletem o impacto das ações desenvolvidas nem a qualidade do cuidado oferecido à população adscrita.
