Over the last decades, the digital inclusion public policies have significantly invested in the purchase of hardwares and softwares in order to offer technology to the Brazilian public teaching institutions, specifically computers and broadband Internet. However, the teachers education to handle these artefacts is put away, even though there is some demand from the information society. With that, this dissertation chooses as an object of study the digital literacy practices performed by 38 (thirty-eight) teachers in initial and continuous education by means of the extension course Literacies and technologies: portuguese language teaching and cyberculture demands. In this direction, we aim at investigating the digital literacy practices of developing teachers in three specific moments: before, while and after this extension action with the intent to (i) delineate the digital literacy practices performed by the collaborators before the formative action; (ii) to narrate the literacy events made possible by the extension course; (iii) to investigate the contributions of the education course to the collaborators teaching practice. We sought theoretical contributions in the literacy studies (BAYNHAM, 1995; KLEIMAN, 1995; HAMILTON; BARTON; IVANIC, 2000), specifically when it comes to digital literacy (COPE, KALANTZIS, 2000; BUZATO, 2001, 2007, 2009; SNYDER, 2002, 2008; LANKSHEAR & KNOBEL, 2002, 2008) and teacher education (PERRENOUD, 2000; SILVA, 2001). Methodologically, this virtual ethnography study (KOZINETS, 1997; HINE, 2000) is inserted into the field of Applied Linguistics and adopts a quali-quantitative research approach (NUNAN, 1992; DÖRNYEI, 2006). The data analysis permitted to evidentiate that (i) before the course, the digital literacy practices focused on the personal and academic dimensions of their realities at the expense of the professional dimension; (ii) during the extension action, the teachers collaboratively took part in the hybrid study sessions, which had a pedagogical focus on the use of ICTs, accomplishing the use of digital literacy practices - unknown before that; (iii) after the course, the attitude of the collaborator teachers concerning the use of ICTs on their regular professional basis had changed, once those teachers started to effectively make use of them, promoting social visibility to what was produced in the school. We also observed that teachers in initial education acted as more experienced peers in collaborative learning process, offering support scaffolding (VYGOTSKY, 1978; BRUNER, 1985) to teachers in continuous education. This occurred because of the undergraduates actualize digital literacy practices were more sophisticated, besides the fact being integrate generation Y (PRENSKY, 2001)

This paper presents a study about the role of grammar in on-line interactions conducted in Portuguese and in English, between Brazilian and English-speaking interactants, with the aim of teaching Portuguese as a foreign language (PFL). The interactions occurred by means of chat and the MSN Messenger, and generated audio and video data for language analysis. Grammar is dealt with from two perspectives, an inductive and a deductive approach, so as to investigate the relevance of systematization of grammar rules in the process of learning PFL in teletandem interactions.

The impact of new advanced technology on issues that concern meaningful information and its relation to studies of intelligence constitutes the main topic of the present paper. The advantages, disadvantages and implications of the synthetic methodology developed by cognitive scientists, according to which mechanical models of the mind, such as computer simulations or self-organizing robots, may provide good explanatory tools to investigate cognition, are discussed. A difficulty with this methodology is pointed out, namely the use of meaningless information to explain intelligent behavior that incorporates meaningful information. In this context, it is inquired what are the contributions of cognitive science to contemporary studies of intelligent behavior and how technology may play a role in the analysis of the relationships established by organisms in their natural and social environments. © John Benjamins Publishing Company.

We investigate, from a philosophical perspective, the relation between abductive reasoning and information in the context of biological systems. Emphasis is given to the organizational role played by abductive reasoning in practical activities of embodied embedded agency that involve meaningful information. From this perspective, meaningful information is provisionally characterized as a selforganizing process of pattern generation that constrains coherent action. We argue that this process can be considered as a part of evolutionarily developed learning abilities of organisms in order to help with their survival. We investigate the case of inorganic mechanical systems (like robots), which deal only with stable forms of habits, rather than with evolving learning abilities. Some difficulties are considered concerning the hypothesis that mechanical systems may operate with meaningful information, present in abductive reasoning. Finally, an example of hypotheses creation in the domain of medical sciences is presented in order to illustrate the complexity of abduction in practical reasoning concerning human activities. © 2007 Springer-Verlag Berlin Heidelberg.

The uses of Information and Communication Technologies (ICT) and Web environments for creation, treatment and availability of information have supported the emergence of new social-cultural patterns represented by convergences in textual, image and audio languages. This paper describes and analyzes the National Archives Experience Digital Vaults as a digital publishing web environment and as a cultural heritage. It is a complex system - synthesizer of information design options at information setting, provides new aesthetic aspects, but specially enlarges the cognition of the subjects who interact with the environment. It also enlarges the institutional spaces that guard the collective memory beyond its role of keeping the physical patrimony collected there. Digital Vaults lies as a mix of guide and interactive catalogue to be dealt in a ludic way. The publishing design of the information held on the Archives is meant to facilitate access to knowledge. The documents are organized in a dynamic and not chronological way. They are not divided in fonds or distinct categories, but in controlled interaction of documents previously indexed and linked by the software. The software creates information design and view of documental content that can be considered a new paradigm in Information Science and are part of post-custodial regime, independent from physical spaces and institutions. Information professionals must be prepared to understand and work with the paradigmatic changes described and represented by the new hybrid digital environments; hence the importance of this paper. Cyberspace interactivity between user and the content provided by the environment design provide cooperation, collaboration and sharing knowledge actions, all features of networks, transforming culture globally. © 2011 - IOS Press and the authors. Prepared by ECLAC for the twelfth session of the Regional Conference on Women in Latin America and the Caribbean, this document systematizes and describes various dimensions that shape the way the region's women participate in the labour market and how they access and use the different elements of the digital economy. Information and communications technologies (ICTs); provide essential support across all economic, political, cultural and social activity, as well as being a production sector in their own right. As such, they are potential allies in the drive to achieve equality by helping reduce the gender inequities which constitute not only a gender digital gap but also a social divide. Public policies on gender equality must take into account the key and interconnected dimensions of economy, well-being and technology if they are to be capable of providing an ambitious and innovative response to the challenges of today's society. The core argument in the reflection on ICTs and gender equality thus has to do with how women engage in processes of change and sustainable development in the countries, which cannot be achieved without equal participation by men and women. From this perspective, the gender digital gap offers a specific opportunity to tackle gender inequalities in the region.

The meeting was convened as part of this office's strategy to continue to provide support to CDCC Member States in implementing the WSIS Plan of Action. The thirty two participants were in general knowledgeable about the Information Society activities of their respective governments and organisations. The objective of the meeting was to apprise CDCC Member Countries of the activities which the Secretariat had undertaken in the area of Information and Communications Technology for Development as a follow up to the Twentieth Session of the CDCC and in response to the resolution tabled at that session; to facilitate the exchange of information among countries and agencies in the region with respect to ICTs for development in general and the WSIS process in particular; hear reports on progress made at the national level, with special focus on the area of e-government and government policies in the area of ICTs; and to get a snapshot as to where the region is positioned vis a vis the WSIS agenda. A Caribbean ICT Stocktaking report was presented and there was an update on the e-LAC strategy. Several recommendations were made with respect to ECLAC's continuing involvement in this area - among them, that ECLAC should assist countries with preparing national e-strategies, develop strategic partnerships especially with the CARICOM Secretariat, develop databases and other information four use by the CDCC countries and continue its stocktaking work

The two main forces affecting economic development are the ongoing technological revolution and the challenge of sustainability. Technological change is altering patterns of production, consumption and behaviour in societies; at the same time, it is becoming increasingly difficult to ensure the sustainability of these new patterns because of the constraints resulting from the negative externalities generated by economic growth and, in many cases, by technical progress itself. Reorienting innovation towards reducing or, if possible, reversing the effects of these externalities could create the conditions for synergies between the two processes. Views on the subject vary widely: while some maintain that these synergies can easily be created if growth follows an environmentally friendly model, summarized in the concept of green growth, others argue that production and consumption patterns are changing too slowly and that any technological fix will come too late. These considerations apply to hard technologies, essentially those used in production. The present document explores the opportunities being opened up by new ones, basically information and communication technologies, in terms of increasing the effectiveness (outcomes) and efficiency (relative costs) of soft technologies that can improve the way environmental issues are handled in business management and in public policy formulation and implementation.

The digital divide exacerbates inequalities in access to information and knowledge, making it more difficult to socialize with peers and limiting awareness of and the ability to use basic tools for life in society. Reducing this gap sets in motion virtuous synergies of social and cultural inclusion for children and adolescents, facilitating skills development and generating lifelong opportunities. Although the younger generations are connected digital natives, inequalities persist among socioeconomic groups, though these have been tempered by connectivity programmes in public schools in the region. The main article of this edition of Challenges uses current information to examine the progress made and the gaps that remain in this area. Providing children and adolescents with access is merely a first step. They then need to be protected from the risks associated with information and communications technologies (ICTs), which must be harnessed for purposes of meaningful learning, promoting uses that are more in line with the educational curriculum. Lastly, the article posits that connectivity policies must be linked to the fulfilment of children’s rights in the framework of the Convention on the Rights of the Child. As is customary, this issue also contains information on meetings and conferences held in the region during the year and recent publications in this field. Mention is also made of good practices from Peru in reducing gender gaps and a joint initiative between mobile operators and the United Nations Children’s Fund (UNICEF) to protect children in the digital age. Viewpoints includes expert opinion on the potential of ICTs as tools that can facilitate the exercise of the rights of children and adolescents, but also lead to violations of these rights.
