Se nos estados federais os mecanismos de coopera????o e coordena????o intergovernamental j?? s??o relevantes, no caso brasileiro eles ganham centralidade ainda maior. A Constitui????o Federal de 1988 agregou complexidade ao desenho federativo brasileiro, reconhecendo o munic??pio como ente federado. Esse processo foi acompanhado por intensa descentraliza????o de pol??ticas p??blicas, pelo fortalecimento do poder local e por mecanismos pouco coordenados de rela????o vertical e horizontal entre os entes federativos. Ao mesmo tempo, a aus??ncia de pol??ticas de desenvolvimento regional acentuou as desigualdades locais e regionais observadas historicamente no pa??s. Diferentes experi??ncias de consorciamento foram levadas a cabo por munic??pios no pa??s e ainda hoje esse ?? um instrumento de larga utiliza????o. De forma diversa, as iniciativas de coopera????o entre estados s??o ainda incipientes. As limita????es institucionais e jur??dicas dos desenhos utilizados pelos munic??pios, no entanto, levaram ?? aprova????o da Emenda Constitucional n?? 19/98, que instituiu os cons??rcios p??blicos e a gest??o associada de servi??os p??blicos.

Esta dissertação investiga o unheimlich – em português, 'estranhamente familiar' -, conceito psicanalítico desenvolvido por Sigmund Freud, em obras que fazem parte de 4 (quatro) séries do trabalho do artista plástico Attilio Colnago: "Do Retorno às Meias Verdades", “10 + 1 Perigosas Maneiras de Amar", "Minas das Liberdades Gerais" e "Diálogos com a Paixão". Aproxima as obras do artista – já tão conhecidas por seus aspectos principais tais como a presença da figura humana, os espaços interiores, o sagrado em um contraponto com o profano, e as memórias – do estranhamente familiar. Para tanto, pesquisou-se a bibliografia ligada ao tema, que teve como ponto de partida o ensaio de Freud de 1919, "Das Unheimliche", – traduzido para o português como "O Estranho" – e prosseguiu-se através de escritos de outros autores que se interessam pelo conceito de estranhamente familiar, trazendo-o para a contemporaneidade e associando-o a outras áreas do conhecimento, entre eles Nicholas Royle, Anneleen Masschelein e Anthony Vidler. Com base na teoria estudada foram selecionadas, dentre as séries escolhidas, as obras mais significativas em relação ao tema para serem analisadas. Busca-se desvendar e analisar um lado ainda não investigado da obra do artista e ao mesmo tempo mostrar a importância de se estudar o conceito de estranhamente familiar no campo das artes plásticas.

É inegável a importância da infraestrutura de transporte para as empresas, para a economia e para os países no momento atual. Entretanto, a oferta de infraestrutura de transporte deve estar disponível a custos razoáveis e de modo a viabilizar o atendimento desta crescente demanda vista ao redor do mundo, não diferente no Brasil. Sobre tal contexto, desponta-se o segmento ferroviário, o qual proporciona o transporte de elevados volumes a custos relativamente baixos. Para suportar esta condição, é fundamental conhecer os parâmetros presentes em um sistema ferroviário e saber quais são seus impactos na capacidade de transporte, visando direcionar ações com foco na melhoria operacional e na correta alocação de investimentos de capital. Para quantificar estes impactos, buscou-se desenvolver um modelo de simulação capaz de identificar os impactos na capacidade de um trecho ferroviário de linha dupla frente à variação de dois parâmetros: o tamanho dos trens, que poderá sofrer alteração diante da comercialização da capacidade excedente das ferrovias nacional, diretriz esta presente no novo marco regulatório, e o comprimento das seções de bloqueio, diante dos baixos níveis de investimento realizados até o momento pelas concessões ferroviárias em atividade e do grande potencial de novos investimentos que serão destinados ao segmento ferroviário para atender as demandas futuras. Após a definição de vários cenários, realizou-se a análise dos resultados e pode-se identificar que tanto a variação no tamanho dos trens quando no comprimento das seções de bloqueio geram variações na capacidade de transportes em um trecho ferroviário, ficando estes caracterizados como importantes parâmetros que devem fazer parte de qualquer análise de capacidade ou investimentos de um segmento ferroviário

Este estudo busca compreender as representações da capoeira, feitas circularem pelas produções cinematográficas brasileiras e estrangeiras, e seu processo de desenvolvimento relacionado com a ideia de cultura brasileira. Tendo como fonte de análise 50 filmes de ficção, 20 produzidos no Brasil e 30 no exterior, onde a capoeira aparece de forma direta ou indiretamente, procuramos identificar nas imagens os elementos e mecanismos utilizados para apresentar a capoeira e a relação das apropriações destes elementos entre as produções nacionais e internacionais. Entendendo as características que compõem os elementos visuais, sonoros e textuais, como indícios que se apresentam de forma visível ou não visível nas películas, e que podem ser reveladores dos processos de apropriações e das lutas de representações sobre o entendimento da capoeira a serem projetadas para os espectadores, realizamos dentro deste processo metodológico, uma leitura minuciosa, detetivesca, ligando pontos e interrogando-os para a construção da narrativa por meio das evidências. A pesquisa aponta, até o momento, que da década de 1950 a 2012 a capoeira passa por transformações e ressignificações no cinema, onde é usada no processo de afirmação da cultura e identidade do povo brasileiro, seja pela ideia de esportivização ou pela busca das manifestações na história do Brasil. Desse modo, a capoeira é marcada por descontinuidades no seu processo de desenvolvimento como prática cultural, assumindo várias formas e se afastando do discurso tradicional, no qual há uma continuidade pautada em moldes de uma originalidade, expressadas no momento de captura das imagens em movimento e feitas circular no imaginário brasileiro e estrangeiro.

In recent years, several new coffee cultivars recommended for different regions have been released. However, the performance of these varieties in many traditionally producing regions is unknown. Difference of climate and soil may jeopardize the productivity of the new cultivars and cause losses to farmers. The objective of this study is to evaluate the vegetative growth and productive genotypes of C. arabica in the conditions of the Northwestern Rio de Janeiro State, Brazil. The experiment was settled in 2007, in Panorama 1 Farm, located in the municipality of Varre Sai, RJ. Twenty-five genotypes of C. arabica were planted in a spacing of 2.5 × 0.8 m, using a completely randomized design with five replications and eight plants per plot. There were eight measurements of vegetative growth represented by plant height, stem diameter and number of plagiotropic branches. Assessments of productivity were also performed in years 2009 and 2010. There was a positive phenotypic correlation among vegetative characteristics and between vegetative characteristics and yield in the first harvest, while in the second harvest only the number of plagiotropic branches was positively correlated with yield. Up to date, the genotypes Catucaí amarelo 2 SL, Catiguá MG 02, Acauã, Palma II, Sabiá 398, IPR 103/ Iapar, IPR 100/Iapar, H 419-10-6-2-12-1, Catucaí amarelo 24 / 137, Iapar 59, Catucaí amarelo 20/15, H 419-10-6-2-5-10-1 and H 419-10-6-2-5-1 had the highest average yield after two harvests.

The success of tourism development depends on the capacity of a region’s tourism agents to establish and sustain networks, involving both private-sector companies and the public sector. Creating an attractive destination able to compete with others that are better positioned and consolidated requires cooperative behaviour among the various agents involved. This behaviour will facilitate both external and internal competition, which in turn will assure better product quality, continuous product renewal, a strong offer of unique experiences and the efficient use of endogenous resources. In this paper, the authors discuss the results of a survey of restaurant owners and of interviews conducted with the main institutional agents concerned with tourism promotion and the economic development of the Minho–Lima region. Such an approach, the authors argue, can be valuable in identifying the strengths and weaknesses of the area in question with regard to future tourism development. The authors work from the premise that the commitment of tourism agents constitutes a precondition for the success of the strategy to be defined. This is especially applicable to Minho–Lima, which to date has suffered from an absence of commitment and coordination on the part of those agents.

Image segmentation is an ubiquitous task in medical image analysis, which is required to estimate morphological or functional properties of given anatomical targets. While automatic processing is highly desirable, image segmentation remains to date a supervised process in daily clinical practice. Indeed, challenging data often requires user interaction to capture the required level of anatomical detail. To optimize the analysis of 3D images, the user should be able to efficiently interact with the result of any segmentation algorithm to correct any possible disagreement. Building on a previously developed real-time 3D segmentation algorithm, we propose in the present work an extension towards an interactive application where user information can be used online to steer the segmentation result. This enables a synergistic collaboration between the operator and the underlying segmentation algorithm, thus contributing to higher segmentation accuracy, while keeping total analysis time competitive. To this end, we formalize the user interaction paradigm using a geometrical approach, where the user input is mapped to a non-cartesian space while this information is used to drive the boundary towards the position provided by the user. Additionally, we propose a shape regularization term which improves the interaction with the segmented surface, thereby making the interactive segmentation process less cumbersome. The resulting algorithm offers competitive performance both in terms of segmentation accuracy, as well as in terms of total analysis time. This contributes to a more efficient use of the existing segmentation tools in daily clinical practice. Furthermore, it compares favorably to state-of-the-art interactive segmentation software based on a 3D livewire-based algorithm.

Ouvimos também muitos a falar em branqueamento de capitais, crimes financeiros, abuso de informação, manipulação do mercado, etc.. Salvo o devido respeito, contudo, poucos sabem o quão difícil é a prova destes crimes! Sabiam que p.e. até meados de 2008, crimes como o abuso de informação ou a manipulação do mercado eram insusceptíveis de interferência nas comunicações?! Sabiam que até hoje, o Código dos Valores Mobiliários não prevê a criminalização das pessoas colectivas e, portanto, dos próprios bancos?! Abstract: We hear too many to talk about money laundering, financial crimes, insider trading, market manipulation, etc .. Unless all due respect, however, few know how hard it is to prove that the crimes! Standing knew that by mid-2008, crimes such as dealing or market manipulation were incapable of interference in communications ?! They knew that to date, the Securities Code does not provide for the criminalization of legal persons and therefore the banks themselves ?!

To date few studies have been undertaken in Portugal dealing with the attitudes, motivations, and profile of tourists who visit World Heritage Sites. Also, few studies have dealt with destination image (e.g., Agapito, Mendes & Valle, 2010; Lopes, 2011). As far as it is known, none have approached the issue of gender differences in the choice of a Portuguese heritage destination. Since cultural tourism destinations need to differentiate themselves from each other, appropriate market segmentation must be based on a deep understanding of the customers’ motivations and preferences. Keeping in mind results from empirical literature (e.g., Silberberg, 1995; Beerli & Martin, 2004; Richards, 2004; Pérez, 2009; Sheng, Shen, & Chen, 2008), gender seems to be a possible approach to market segmentation, whether for Guimarães or for other cultural tourism destinations around the world. Located in the north-western region of Portugal, Guimarães is a city of strong symbolic and cultural significance, and the nomination of its historical centre as a World Heritage Site in 2001 enhanced its tourism potential. This study analyses the possible relation between gender and attitudes and motivations towards a World Heritage Site, such as Guimarães. Additionally, the empirical approach used in the study tries to capture differences in the perceived attributes of the city. Commonalities and distinctions within and between groups of tourists, by focusing on the specific characteristic of gender, were analysed. The study addressed two main questions: first, whether males and females have similar or different preferences in choosing the city as their destination; and, second, whether there are gender differences in the perception of the attributes of Guimarães. A better understanding of the gendered nature of the destination is a valuable cue for shaping products and services according to visitors’ preferences.

Nanotechnology is the manipulation of matter on na almost atomic scale to produce new structures, materials, and devices. As potential occupational exposure to nanomaterials (NMs) becomes more prevalente, it is importante that the principles of medical surveillance and risk management be considered for workers in the nanotechnology industry.However, much information about health risk is beyond our current knowledge. Thus, NMs presente new challenges to understanding, predicting, andmanageing potential health risks. First, we briefly describe some general features of NMs and list the most importante types of NMs. This review discusses the toxicological potential of NMs by comparing possible injury mechanism and know, or potentially adverse, health effects. We review the limited research to date for occupational exposure to these particles and how a worker might be exposed to NMs. The principles of medical surveillance are reviewed to further the discussion of occupational health surveillance are reviewed to further the discussion of occupational health surveillance for workers exposed to NMs. We outlinehow occupational health professionals could contribute to a better knowledge of health effects by the utilization of a health surveillance program and by minimizing exposure. Finally, we discuss the early steps towards regulation and the difficulties facing regulators in controlling potentially harmful exposures in the absence of suficiente scientific evidence.

Quantitative analysis of cine cardiac magnetic resonance (CMR) images for the assessment of global left ventricular morphology and function remains a routine task in clinical cardiology practice. To date, this process requires user interaction and therefore prolongs the examination (i.e. cost) and introduces observer variability. In this study, we sought to validate the feasibility, accuracy, and time efficiency of a novel framework for automatic quantification of left ventricular global function in a clinical setting.

Digital X-ray detector technologies provide several advantages when compared with screen-film (SF) systems: better diagnostic quality of the radiographic image, increased dose efficiency, better dynamic range and possible reduction of radiation exposure to the patient. The transition from traditional SF systems to digital technology-based systems highlights the importance of the discussion around technical factors such as image acquisition, themanagement of patient dose and diagnostic image quality. Radiographers should be aware of these aspects concerning their clinical practice regarding the advantages and limitations of digital detectors. Newdigital technologies require an up-to-date of scientific knowledge concerning their use in projection radiography. This is the second of a two-part review article focused on a technical overview of digital radiography detectors. This article provides a discussion about the issues related to the image acquisition requirements and advantages of digital technologies, the management of patient dose and the diagnostic image quality.

High mortality rates among those suffering from schizophrenia and related psychoses have been consistently described in developed societies. However, to date there is a lack of data on this matter in Brazil. In order to examine this issue, a prospective 2-year follow-up study was carried out in S. Paulo. The sample consisted of 120 consecutive admissions to psychiatric hospitals in a defined catchment area, aged 18 to 44 years old, with clinical diagnoses of non-affective functional psychoses according to the ICD-9. After 2 years, 116 (96.7%) subjects were traced. During the study period there were 7 deaths (6.0% of those traced), 5 (4.3%) due to suicide. All but one of the suicides occurred in the first year after discharge from hospital. Age and sex Standardised Mortality Ratios (relative to rates for the population of the city of Sao Paulo) were 8.4 for overall mortality (95% confidence interval: 4.0-15.9) and 317.9 for deaths due to suicide (95% confidence interval: 125.2-668.3). These results are in agreement with previous studies, and show that in Brazil non-affective functional psychoses are life-threatening illnesses, which need adequate care, particularly when patients go back to live in the community after hospital discharge.

This chapter addresses technical issues concerning digital technologies. Radiological equipment and technique are briefly introduced together with a discussion about requirements and advantages of digital technologies. Digital technologies offer several advantages when compared to conventional analogical systems, or screen–film (SF) systems. While in clinical practice the practitioners should be aware of technical factors such as image acquisition, management of patient dose, and diagnostic image quality. Thus, digital technologies require an up-to-date scientific knowledge concerning their use in projection radiography. In this chapter, technical considerations concerning digital technologies are provided.

Integrated manufacturing constitutes a complex system made of heterogeneous information and control subsystems. Those subsystems are not designed to the cooperation. Typically each subsystem automates specific processes, and establishes closed application domains, therefore it is very difficult to integrate it with other subsystems in order to respond to the needed process dynamics. Furthermore, to cope with ever growing marketcompetition and demands, it is necessary for manufacturing/enterprise systems to increase their responsiveness based on up-to-date knowledge and in-time data gathered from the diverse information and control systems. These have created new challenges for manufacturing sector, and even bigger challenges for collaborative manufacturing. The growing complexity of the information and communication technologies when coping with innovative business services based on collaborative contributions from multiple stakeholders, requires novel and multidisciplinary approaches. Service orientation is a strategic approach to deal with such complexity, and various stakeholders' information systems. Services or more precisely the autonomous computational agents implementing the services, provide an architectural pattern able to cope with the needs of integrated and distributed collaborative solutions. This paper proposes a service-oriented framework, aiming to support a virtual organizations breeding environment that is the basis for establishing short or long term goal-oriented virtual organizations. The notion of integrated business services, where customers receive some value developed through the contribution from a network of companies is a key element.
