The benthic macrofauna of the New York Bight has been monitored extensively, primarily to determine trends over space and time in biological effects of waste inputs. In the present study, from 44 to 48 stations were sampled each summer from 1980-1985. Data from other Bight benthic studies are included to· extend the temporal coverage from 1979 to 1989. Numbers of species and amphipods per sample, taken as relatively sensitive indicators of environmental stress, showed consistent spatial patterns. Lowest values were found in the Christiaensen Basin and other inshore areas, and numbers increased toward the outermost shelf and Hudson Shelf Valley stations. There were statistically significant decreases in species and amphipods at most stations from 1980 to 1985. (Preliminary data from a more recent study suggest numbers of species increased again between 1986 and 1989.) Cluster analysis of 1980-85 data indicated several distinct assemblages-sewage sludge dumpsite, sludge accumulation area, inner Shelf Valley, outer Shelf Valley, outer shelf-with little change over time. The "enriched" and "highly altered" assemblages in the Basin appear similar to those reported since sampling began there in 1968. No consistently defaunated areas have been found in any sampling programs over the past 20 years. On a gross level, therefore, recent faunal responses to any environmental changes are not evident, but the more sensitive measures used, i.e. numbers of species and amphipods, do indicate widespread recent effects. Causes of the faunal changes are not obvious; some possibilities, including increasing effects of sewage sludge or other waste inputs, natural factors, and sampling artifacts, are discussed. Expendable bathythermograph data collected by the Ships of Opportunity (SOOP) - Ocean Monitoring Program are analyzed for seasonal and inter-annual variations of the cold pool. Two major SOOP transects within the Middle Atlantic Bight (Southern New England and New York) have been analyzed for the years common to both (1977-81). During the years 1977-81, over 200 transects were occupied, and almost 3,000 XBT's were dropped. Results show that the cold pool is formed with the onset of spring warming and persists until fall overturn, is consistent year to year in both area and weighted average annual temperature, and advects water from the northeast to the southwest. Results also show a 100-d lag in minimum temperature between the Southern New England and New York transects. DitTerences in bathymetry between the two transects and their influence on the cold pool are also discussed. Plots of average (1977-81) bottom temperature for both transects are discussed and show consistent annual weighted mean temperature and areas. Bottom temperature plots for individual years, as well as maximum and minimum bottom temperature plots, are presented as Appendix figures. (PDF file contains 28 pages.)

Results are given of monthly net phytoplankton and zooplankton sampling from a 10 m depth in shelf, slope, and Gulf Stream eddy water along a transect running southeastward from Ambrose Light, New York, in 1976, 1977, and early 1978. Plankton abundance and temperature at 10 m and sea surface salinity at each station are listed. The effects of atmospheric forcing and Gulf Stream eddies on plankton distribution and abundance arc discussed. The frequency of Gulf Stream eddy passage through the New York Bight corresponded with the frequency of tropical-subtropical net phytoplankton in the samples. Gulf Stream eddies injected tropical-subtropical zooplankton onto the shelf and removed shelfwater and its entrained zooplankton. Wind-induced offshore Ekman transport corresponded generally with the unusual timing of two net phytoplankton maxima. Midsummer net phytoplankton maxima were recorded following the passage of Hurricane Belle (August 1976) and a cold front (July 1977). Tropical-subtropical zooplankton which had been injected onto the outer shelf by Gulf Stream eddies were moved to the inner shelf by a wind-induced current moving up the Hudson Shelf Valley. Les débats économiques au 19e siècle, loin d’être l’apanage du monde universitaire, étaient aux États-Unis un des principaux objets de contentieux entre les partis politiques et ceux-ci trouvaient écho dans la sphère publique. Les journaux étaient alors le principal moyen de communiquer les opinions des différents partis. La présente étude vise à mettre en contexte et cerner la position des écrits du plus important économiste américain de son époque, Henry Charles Carey (1793-1879), reconnu comme tel par J.S. Mill et Karl Marx en leur temps, lors de la décennie de 1850 dans le journal le plus influent de cette période, le New York Tribune. Pour ce faire, il a fallu au préalable identifier les articles non signés de Carey dans le journal, ce qui n’avait auparavant jamais été fait. Au moment d’écrire dans le principal organe américain qui défendait la protection aux États-Unis afin d’industrialiser le pays, Carey était alors le représentant le plus prééminent du système américain d’économie. Ce dernier, fondé sur les écrits d’Alexander Hamilton, prônait l’industrialisation des États-Unis et l’intervention de l’État pour défendre le bien commun, s’opposant ainsi à l’école libérale anglaise basée sur les écrits d’Adam Smith. Conceptuellement, la pensée économique de Carey se situe dans la tradition des Autres Canon, basée sur la production et l’innovation. Ceci le mena à s’opposer avec vigueur tant au malthusianisme qu’à la division internationale du travail, justifiée théoriquement par la thèse de l’avantage comparatif de Ricardo. En effet, dans son analyse, la volonté exprimée au milieu du 19e siècle par l’Angleterre de devenir l’atelier du monde et de faire du reste des nations des producteurs de matières premières sous un régime de libre-échange n’était rien d’autre que la continuation de la politique coloniale par d’autres moyens. Pour Carey, la spécialisation dans l’exportation de matières premières, notamment défendue par les planteurs du Sud des États-Unis, loin d’être bénéfique au pays, était le sûr gage de la pauvreté comme les cas de l’Irlande et de l’Inde le démontraient.

Lorsque les ouragans entrent en contact avec l'environnement bâti et naturel, les autorités publiques n'ont parfois d'autre choix que de déclarer l'évacuation obligatoire de la population située en zone à risque. En raison de l'imprévisibilité du déroulement d'une catastrophe et des comportements humains, les opérations d'évacuation sont confrontées à une incertitude significative. Les expériences passées ont montré que les technologies de l'information et des communications (TIC) ont le potentiel d'améliorer l'état de l'art en gestion des évacuations. Malgré cette reconnaissance, les recherches empiriques sur ce sujet sont à ce jour limitées. La présente étude de cas de la ville de New York explore comment l'intégration des TIC dans la planification opérationnelle des organisations ayant des responsabilités en matière de transport peut améliorer leurs réponses aux événements et influencer le succès global du système de gestion des catastrophes. L'analyse est basée sur les informations recueillies au moyen d'entretiens semi-dirigés avec les organisations de transport et de gestion des catastrophes de la ville de New York ainsi qu’avec des experts du milieu universitaire. Les résultats mettent en lumière le potentiel des TIC pour la prise de décision en interne. Même s’il est largement reconnu que les TIC sont des moyens efficaces d'échanger de l'information en interne et entre les organisations, ces usages sont confrontés à certaines contraintes technologique, organisationnelle, structurelle et systémique. Cette observation a permis d'identifier les contraintes vécues dans les pratiques usuelles de gestion des systèmes urbains.

This study analyzes the regional spatial dynamics of the New York region for a period of roughly twenty years and places the effects of the 9/11 terrorist attacks in the context of longer-term regional dynamics. The analysis reveals that office-using industries are still heavily concentrated in Manhattan despite ongoing decentralization in many of these industries over the last twenty years. Financial services tend to be highly concentrated in Manhattan whereas administrative and support services are the least concentrated of the six major office-using industry groups. Although office employment has been by and large stagnant in Manhattan for at least two decades, growth of output per worker has outpaced the CMSA as well as the national average. This productivity differential is mainly attributable to competitive advantages of office-using industries in Manhattan and not to differences in industry composition. Finally, the zip-code level analysis of the Manhattan core area yielded further evidence of the existence of significant spillover effects at the small-scale level.

Scholars have investigated witness to distant suffering (WTDS) almost entirely in visual media. This study examines it in print. This form of reporting will be examined in two publications of the religious left as contrasted with the New York Times. The thesis is that, more than any technology, WTDS consists of the journalist’s moral commitment and narrative skills and the audience’s analytical resources and trust. In the religious journals, liberation theology provides the moral commitment, the writers and editors the narrative skills and trust and the special vision of the newly empowered poor the analytical foundation. In bearing witness to those who have suffered state or guerilla terrorism in El Salvador and Nicaragua during the 1980s, we will investigate a distinction between “worthy” and “unworthy victims.” This last issue has a special ethical and political significance. Media witnessing to the suffering of strangers can help them become known, and so “worthy.” It can help them, and their plight and cause, become better recognized. This is the power of the media.

Eutrophication is a persistent problem in many fresh water lakes. Delay in lake recovery following reductions in external loading of phosphorus, the limiting nutrient in fresh water ecosystems, is often observed. Models have been created to assist with lake remediation efforts, however, the application of management tools to sediment diagenesis is often neglected due to conceptual and mathematical complexity. SED2K (Chapra et al. 2012) is proposed as a "middle way", offering engineering rigor while being accessible to users. An objective of this research is to further support the development and application SED2K for sediment phosphorus diagenesis and release to the water column of Onondaga Lake. Application of SED2K has been made to eutrophic Lake Alice in Minnesota. The more homogenous sediment characteristics of Lake Alice, compared with the industrially polluted sediment layers of Onondaga Lake, allowed for an invariant rate coefficient to be applied to describe first order decay kinetics of phosphorus. When a similar approach was attempted on Onondaga Lake an invariant rate coefficient failed to simulate the sediment phosphorus profile. Therefore, labile P was accounted for by progressive preservation after burial and a rate coefficient which gradual decreased with depth was applied. In this study, profile sediment samples were chemically extracted into five operationally-defined fractions: CaCO3-P, Fe/Al-P, Biogenic-P, Ca Mineral-P and Residual-P. Chemical fractionation data, from this study, showed that preservation is not the only mechanism by which phosphorus may be maintained in a non-reactive state in the profile. Sorption has been shown to contribute substantially to P burial within the profile. A new kinetic approach involving partitioning of P into process based fractions is applied here. Results from this approach indicate that labile P (Ca Mineral and Organic P) is contributing to internal P loading to Onondaga Lake, through diagenesis and diffusion to the water column, while the sorbed P fraction (Fe/Al-P and CaCO3-P) is remaining consistent. Sediment profile concentrations of labile and total phosphorus at time of deposition were also modeled and compared with current labile and total phosphorus, to quantify the extent to which remaining phosphorus which will continue to contribute to internal P loading and influence the trophic status of Onondaga Lake. Results presented here also allowed for estimation of the depth of the active sediment layer and the attendant response time as well as the sediment burden of labile P and associated efflux.

Lake George, New York, is the site of a new discovery of iron-manganese nodules. These nodules occur at a water depth between 21 and 36 m along a stretch of lake extending for about 5 mi north and south of the Narrows, a constricted island-dotted area which separates the north and south Lake George basins. Nodules occur on or within the uppermost 5 cm of a varved glacial clay. Some areas are solidly floored with a carpet of nodules in areas where active currents keep the nodules exposed. The nodules form around nuclei which consist of clay and less commonly of spore capsules, detrital particles, or bark. By their shape we recognize three types of nodules: spherical, discoidal, and lumps. On X-ray examination all nodules show small goethite peaks; in one nodule the manganese mineral birnessite was identified. Manganese and part of the iron appears to be in X-ray amorphous ferromanganese compounds. The Lake George nodules are enriched in iron with respect to marine nodules but are lower in manganese. They have a higher trace element concentration than nodules from other known freshwater lake occurrences, but a lower concentration than marine nodules.
